The sustainable exploitation of marine ecosystem services is dependent on achieving and maintaining an adequate ecosystem state to prevent undue deterioration. Within the European Union, the Marine Strategy Framework Directive (MSFD) requires member states to achieve Good Environmental Status (GEnS), specified in terms of 11 descriptors. We analyzed the complexity of social-ecological factors to identify common critical issues that are likely to influence the achievement of GEnS in the Northeast Atlantic (NEA) more broadly, using three case studies. A conceptual model developed using a soft systems approach highlights the complexity of social and ecological phenomena that influence, and are likely to continue to influence, the state of ecosystems in the NEA. The development of the conceptual model raised four issues that complicate the implementation of the MSFD, the majority of which arose in the Pressures and State sections of the model: variability in the system, cumulative effects, ecosystem resilience, and conflicting policy targets. The achievement of GEnS targets for the marine environment requires the recognition and negotiation of trade-offs across a broad policy landscape involving a wide variety of stakeholders in the public and private sectors. Furthermore, potential cumulative effects may introduce uncertainty, particularly in selecting appropriate management measures. There also are endogenous pressures that society cannot control. This uncertainty is even more obvious when variability within the system, e.g., climate change, is accounted for. Also, questions related to the resilience of the affected ecosystem to specific pressures must be raised, despite a lack of current knowledge. Achieving good management and reaching GEnS require multidisciplinary assessments. The soft systems approach provides one mechanism for bringing multidisciplinary information together to look at the problems in a different light.

Marine environmental legislation is increasingly expressing a need to consider the quality of pelagic habitats. This paper uses the European Union marine strategy framework to explore the concept of good environmental status (GES) of pelagic habitat with the aim to build a wider understanding of the issue. Pelagic ecosystems have static, persistent and ephemeral features, with manageable human activities primarily impacting the persistent features. The paper explores defining the meaning of "good", setting boundaries to assess pelagic habitat and the challenges of considering habitat biodiversity in a moving medium. It concludes that for pelagic habitats to be in GES and able to provide goods and services to humans, three conditions should be met: (i) all species present under current environmental conditions should be able to find the pelagic habitats essential to close their life cycles; (ii) biogeochemical regulation is maintained at normal levels; (iii) critical physical dynamics and movements of biota and water masses at multiple scales are not obstructed. Reference points for acceptable levels of each condition and how these may change over time in line with prevailing oceanographic conditions, should be discussed by knowledge brokers, managers and stakeholders. Managers should think about a habitat hydrography rather than a habitat geography. Setting the bounds of the habitats requires a consideration of dimension, scale and gradients. It is likely that to deal with the challenges caused by a dynamic environment and the relevance of differing spatial and temporal scales, we will need to integrate multidisciplinary empirical data sets with spatial and temporal models to assess and monitor progress towards, or displacement from GES of the pelagic habitat.

The choke points were of differing types: cultural and political choke points were identified in Barra and the Mediterranean, respectively, whereas the choke points in the North Sea and Baltic Sea were dependent on differing values toward the mitigation of eutrophication. We conclude with suggestions to identify and address choke points.

Europe has set its own policy targets to achieve Good Environmental Status (GES) of marine ecosystems by implementing the Marine Strategy Framework Directive (MSFD) across member states. We combined an extensive dataset across five Mediterranean ecoregions including 26 Marine Protected Areas (MPAs), their reference unprotected areas, and a no-trawl case study. Our aim was to assess if MPAs reach GES, if their effects are local or can be detected at ecoregion level or up to a Mediterranean scale, and which are the ecosystem components driving GES achievement. This was undertaken by using the analytical tool NEAT (Nested Environmental status Assessment Tool), which allows an integrated assessment of the status of marine systems. We adopted an ecosystem approach by integrating data from several ecosystem components: the seagrass Posidonia oceanica, macroalgae, sea urchins and fish. Thresholds to define the GES were set by dedicated workshops and literature review. In the Western Mediterranean, most MPAs are in good/high status, with P. oceanica and fish driving this result within MPAs. However, GES is achieved only at a local level, and the Mediterranean Sea, as a whole, results in a moderate environmental status. Macroalgal forests are overall in bad condition, confirming their status at risk. The results are significantly affected by the assumption that discrete observations over small spatial scales are representative of the total extension investigated. This calls for large-scale, dedicated assessments to realistically detect environmental status changes under different conditions. Understanding MPAs effectiveness in reaching GES is crucial to assess their role as sentinel observatories of marine systems. MPAs and trawling bans can locally contribute to the attainment of GES and to the fulfillment of the MSFD objectives. The Integrated Maritime Policy supported the need to provide a European knowledge base able to drive sustainable development by launching in 2009 a new European Marine Observation and Data Network (EMODnet). Through a stepwise approach, EMODnet Chemistry aims to provide high-quality marine environmental data and related products at the scale of regions and sub-regions defined by the Marine Strategy Framework Directive. The chemistry lot takes advantage and further develops the SeaDataNet pan-European infrastructure and the distributed approach, linking together a network of more than 100 National Oceanographic Data Centres providing data from more than 500 data originators. The close interaction with EEA, RSCs, ICES and EMODnet–MSFD coordination group facilitated the identification of the most appropriate set of information required for the MSFD process. EMODnet Chemistry provides aggregated and validated regional data collections for nutrients, dissolved gasses, chlorophyll, and contaminants, properly visualized with OGC WMS and WPS viewing services. Concentration maps with 10-year moving window from 1960 to 2014, by season and for selected vertical layers, are computed and made available.
