El presente artículo ahonda en la identificación de puntos en común entre la multitud de prácticas que cons- tituyen lo que se conoce como economía social y solidaria (ESS) y el fomento de la innovación social como un reto actual para las políticas públicas. El objetivo es evaluar los modos en que las Administraciones pueden hacer hin- capié en favor de la economía social y solidaria considerando su importancia estratégica para el desarrollo eco- nómico local. El texto combina la revisión de la literatura específica con la exposición de experiencias ubicadas en la provincia de Barcelona partiendo de un trabajo de campo desarrollado mediante entrevistas en profundidad con informadores privilegiados entre los años 2009 y 2012. Se analizan los mecanismos divulgativos, las medidas públicas y los estímulos administrativos más comunes entre gobiernos locales y regionales para el fomento de la ESS. Finalmente se concluye que el fomento de la innovación social requiere un enfoque integral que supere la división de las políticas públicas en compartimientos estanques, y que este enfoque, a pesar de que existen difi- cultades evidentes para que sea escalado en un marco de gobernanza multinivel, ofrece una ventana de oportu- nidad para la popularización de las prácticas que tienen como objetivo la democratización de la economía

The present paper analyses the link between firms' decisions to innovate and the barriers that prevent them from being innovative. The aim is twofold. First, it analyses three groups of barriers to innovation: the cost of innovation projects, lack of knowledge and market conditions. Second, it presents the main steps taken by Catalan Government to promote the creation of new firms and to reduce barriers to innovation. The data set used is based on the 2004 official innovation survey of Catalonia which was taken from the Spanish CIS-4 sample. This sample includes individual information on 2,954 Catalan firms in manufacturing industries and knowledge-intensive services (KIS). The empirical analysis reveals pronounced differences regarding a firm's propensity to innovate and its perception of barriers. Moreover, the results show that cost and knowledge barriers seem to be the most important and that there are substantial sectoral differences in the way that firms react to barriers. The results of this paper have important implications for the design of future public policy to promote entrepreneurship and innovation together.

El marco se centra en aquellas dimensiones de la innovación social que permiten analizar el cambio en las prácticas y relaciones sociales entre los actores a nivel institucional a través de la implementación de instrumentos públicos de prácticas participativas y conformación de redes intra e inter locales, como medios para la satisfacción de necesidades y la generación de valor para los actores en el entorno público. Para esto se utiliza una aproximación cualitativa, donde las técnicas de recolección de información y análisis son a través de entrevistas semi-estructuradas y análisis documental. Drawing upon 4 initiatives of social innovation embedded in two disenfranchised neighbourhoods: Nou Barris Nord and Sants in Barcelona (Spain), we illustrate different ways in which bottom-up processes can contribute to neighbourhood resilience. The paper explores the nature of social change by bringing together systemic approaches to social innovation and relational theories of collective leadership. In this vein, it is argued that both contextual neighbourhood features and collective leadership practices dialectically explain not only how and why social innovation initiatives emerge but also their social impact in terms of effectiveness and scalability.
El turismo es una de las actividades que más encarecidamente precisa de la innovación y la creatividad para mantenerse constantemente en auge. Las tendencias actuales de la demanda exigen experiencias activas, que generen emociones, esten repletas de contenido, tengan dosis de placer. El arte urbano siempre presente en los espacios públicos de las ciudades, emerge como una propuesta innovadora, atendiendo a su capacidad de provocación e interacción con el peatón espectador. Barcelona es el actual laboratorio turístico en el que se lleva a cabo la denominada Pinacoteca a Cel Obert, una galeria de arte abierta que ocupa el espacio público de la ciudad, con 24 obras pictóricas clásicas en el sí de calles comerciales, en las puertas de sus establecimientos. El análisis cualitativo de la información recopilada en la encuesta a 150 visitantes y las entrevistas a los stakeholders del proyecto, conduce a determinar que esta galeria de arte urbano y su itinerario ofrecen una satisfactoria experiencia turística, repleta de emociones y vivencias.
[cat] El nostre treball s'ha centrat en el tema de la innovació i les PIMES. En concret hem investigat sobre l'efecte de la innovació oberta i la seva connexió amb els sectors d'intensitat tecnològica mitjana o baixa. Hem pres com a referència el cas català. S'ha analitzat tant el concepte com el model d'OI (Open Innovation), seguint l'enfocament del terme proposat per Henry Chesbrough l'any 2003. Per a l'obtenció de les dades, hem fet servir una metodologia d'estadística descriptiva. El nostre estudi té com a objectiu descriure i explicar la diferència entre les empreses catalanes i realitats empresarials de països de la UE en un context de PIMEs intensitat tecnològica mitja o baixa. En aquest context de PIMEs i sectors d'intensitat tecnològica mitja o baixa la nostra recerca mostra que el procés d'innovació a Catalunya es pot abordar en tres dimensions : l'efecte de les activitats d'OI , el procés d'implementació d'OI i la font externa de coneixement de la OI a les empreses catalanes. L'efecte de la implementació d'activitats d'OI dins del procés d'innovació industrial ha millorat significativament els darrers anys. La investigació analitza l'èxit de diverses estratègies. Investiga la relació entre les activitats d'OI i les PIME de sectors d'intensitat mitja o baixa a Catalunya i proposa, algunes recomanacions per la desplegament de polítiques. ; [eng] Our work has focused on the theme of open innovation and Small and Medium Enterprises (SMEs). Specifically, we have investigated open innovation, its effects and its connection with the sectors of Low Medium Technology (LMT) firms' intensity. We discussed the Catalan case as a reference. We have analyzed both the concept and the model of OI, following the approach proposed by Henry Chesbrough (2003). To obtain the data, we used a methodology of descriptive statistics. Our study aims to describe and explain the difference between Catalan companies and business realities of EU countries in the context of SMEs and LMT technological intensity. In the context of SMEs and LMT firm's technological intensity, our research shows that the process of innovation in Catalonia can be approached in three dimensions: the effect of OI activities, the implementation process of OI and external source of knowledge of Catalan companies. The effect of the implementation of OI activities within the innovation process industry has improved significantly in recent years. The research analyzes the success of various strategies. We investigate the relationship between OI activities and LMT, SMEs sectors intensity in Catalonia, and proposes some recommendations for policy development and implementation. ; [spa] Nuestro trabajo se ha centrado en el tema de la innovación y las Pymes. Culture and creativity make two contributions to sustainability in cities: (1) Economic impact, related to the economy and the marketing of the city, involving consumers, jobs, creative clusters, technology, mobility, infrastructures and (2) urban regeneration concerned with social cohesion, socially creative initiatives and local citizenship with sustainability objectives. We provide a critical appraisal of the first and concentrate on the second. The paper focuses on how collective actors are capable of creating new spaces for public debate and daily practices that reinforce community life and citizenship. In some cities creation of spaces for cultural creativity has been the result of 'bottom-linked' innovation. Two examples are examined in two peripheral districts of Barcelona. These are: Ateneu Popular de 9 Barris(AP9B) and Fabra i Coats. Both are currently managed by a hybrid partnership between public administration and civil society organizations. The 'bottom-linked' approach to social innovation recognizes the centrality of initiatives taken by those immediately concerned, and also stresses the need for institutions that enable and sustain such initiatives through sound, regulated and lasting practices and through clear citizen rights, guaranteed by the functioning of the democratic state (Pradel, García, & Eizaguirre, 2013)
Despite the rising interest in smart city initiatives worldwide, governmental theories along with the managerial perspectives of city planning are greatly lacking in the literature. It is definitely understandable that the adoption of configurational pathways toward the 'smart' 'governance' models is required as a key factor and smartness' facilitator in modern cities. In this manuscript, we display an exhaustive literature review on the importance of the n-Helix models along with a benchmarking critical approach through selected European case studies. This paper reveals the lack of exhaustive analyses for the methodological investigation, identification, and adoption of the most appropriate governance model per project including collaborative approaches. In addition, the paper deploys modular frameworks to efficiently address the continuous urban challenges, such as the rapid urbanization or the climate change.
Social Innovation, a concept that can be traced back to the nineteenth century, has been increasingly used since the 1980s within urban and regional development scholarship to challenge the one side emphasis on technological or managerial change. There is an accumulated body of theoretical and empirical research with emphasis on the social element as well as on the political potential of social innovation .
[eng] In an increasingly competitive world driven by fast changes, where resources are limited and where stakeholders are more and more demanding, societies, from individuals to companies and governments, are challenged to pursue sustainable development. This matter has led to the discussion about how organizations manage to innovate in a way that they meet with the requirements of several stakeholders effectively. Although this topic has increasingly caught the attention of scholars and practitioners, there are still major gaps regarding the best managerial practices that promote innovation within a sustainability-oriented framework. Amongst the most recently discussed practices, researchers have identified a potential opportunity in the way companies manage their systems. Therefore, this thesis aims to contribute to this research gap by relating two managerial practices in pursue of sustainability, namely, an effective way of managing systems and innovation. Management systems (MSs) describe the procedures that organizations use in their operations to meet very specific requirements, including those related to quality, environmental, occupational health and safety, among others. Because each MS addresses the concerns of only a few stakeholders, their contribution to innovation and sustainability is often questioned among literature. As a result, companies might prefer integrating such MSs in a way that they could expand their vision of the different stakeholders. This might allow them to simultaneously save resources, eliminate bureaucracy, and attain innovation more smoothly. The integration of MSs (IMS) might also have the advantage of fostering a balanced priority amongst the goals proposed in each function-specific MS. As a result, companies that adopt IMS might be more prone to pursue corporate sustainability, which dimensions are contained, in a fragmented fashion, in each individual MS. Although researchers have acknowledged IMS as an innovative practice closely related to sustainability, the way in which it benefits innovation within this context remains one of the major research gaps in this field. This discussion is therefore one of the main topics analyzed in this work. Moreover, in a globalized world dominated by the creation of knowledge and the exploitation of information, companies no longer operate in closed environments or just looking at the world from the inside-out. Instead, companies might choose adopting business models that allow them to be open to collaborations. This might implicate benefits not only in terms of sharing knowledge, but also of gaining new capabilities, being more efficient innovating and creating new ways of profiting such as licensing, patenting, among others. This brief description of one of the most relevant innovation trends in the worldwide context corresponds to the open innovation (OI) business model. The existing research about OI is very extensive and involves a wide range of fields, including its relationship with innovation, organizational and environmental performance. However, researchers are still debating how OI interacts with the inner management systems and how this relationship contributes to corporate sustainability. Therefore, the interaction between OI and IMS is further analyzed throughout this research. Grounded on the existing literature, this thesis develops specific hypothesis regarding the links between IMS, OI and innovation in pursue of sustainability, which are tested empirically in diverse samples obtained from European and Latin-American companies. Based on this evidence, it is found that the challenges to combine harmoniously the requirements of diverse business stakeholders and companies' internal procedures seem to be heeded by IMS. More specifically, companies that attain high levels of IMS might improve their innovation capabilities, innovate more efficiently by using less resources and favor corporate sustainability in terms of economic, environmental and social benefits. Moreover, OI seems to have a relevant role in this context, in particular concerning the new capabilities that it brings to open companies. Finally, this thesis intends to provide practitioners and researchers with new insights to manage diverse MSs and innovate in the challenging pursue of sustainability.
