The purpose of the research was to analyze the demand for education and health services in Soacha Cundinamarca during 2000-2010 period, using a linear regression model called Ordinary Least Squares (MCO spanish acronym) and its relationship with the Participation General System(SGP, spanish acronym ). Different perspectives on the public and government role, the transfers system in Colombia and rules in this regard are theoretically developed; an overview and general context of Soacha, its people and developments in health and education is presented. Results are shown after applying the MCO and evidence that both education and health there is a direct and significant connection with transfers from the central level and the SGP, so this income takes great importance to the town and thus comply with the demand for public health services and education. ; El propósito de la investigación fue analizar la demanda de los servicios de educación y salud en Soacha (Cundinamarca) durante el período 2000-2010 mediante un modelo de regresión lineal denominado Mínimos Cuadrados Ordinarios (MCO) y su relación con el Sistema General de Participación (SGP). Se desarrollan teóricamente diferentes perspectivas en cuanto a lo público y el papel del Estado, el sistema de transferencias en Colombia y las normas vigentes en este aspecto; se presenta un panorama y contexto general de Soacha, su población y sus desarrollos en salud y educación. Se muestran los resultados después de aplicar el MCO y la evidencia de que tanto en educación como en salud existe una relación directa y significativa entre las transferencias del nivel central y el SGP, por lo que este ingreso toma gran importancia para el municipio y así dar cumplimiento a la demanda de los servicios públicos de salud y educación

Recognizing this, the legislation creating DHS provided it with significant flexibility to design a modern human capital management system. Congressional requesters asked GAO to describe the process DHS has in place to design its human capital system and involve employees, and analyze the extent to which this process reflects elements of successful transformations."

AbstractNon‐participation is currently one of the most pertinent problems confronting large organizations. The non‐participation problem is related to two untested assumptions made by the conventional wisdom of participative management: first, power is assumed to flow from top to bottom rather than the other way around and, second, participation schemes provide sufficient opportunities for worker participation. The sociocratic organization provides a participative management model derived from system dynamics concepts which challenges both assumptions. Sociocratic organizations are based on a circle structure, decision making by consent, and double linking between circules. The circular and reflexive nature of these organizations appears to open up real opportunities for participation at all levels.

AbstractThe practice of participation has gained prominence in several disciplines recently. The present study discusses how participation meets system dynamics, a particular modelling method, which looks at complex systems from an endogenous viewpoint. System dynamics has always oriented itself towards practical problems and engaged with clients actively. This tradition is represented in contemporary participatory methods. We can underpin the involvement of stakeholders in a number of ways: with normative arguments (participation is a democratic right), substantive (involvement produces better knowledge), instrumental (participation improves the chance of success), and transformative ones (improvement of social capital). We discuss three schools of participatory system dynamics. First, group model building, a professional and practical method. Next, participatory system dynamics modelling, which is rooted in public policy decisions and aims to involve stakeholders actively. Finally, community‐based system dynamics aims for the empowerment of communities, with long‐term deep commitment on the part of the researcher.

Democratic process of any country is based on the participation of the public to form the government through their elected representatives, and the nation having an electoral system in place to choose their representatives can be termed as a nation living true to its democratic essence, while as, the nation elusive of ground level public participation in forming governments can never be termed as living true to democratic colour. The present study is an attempt to understand the electoral process of India, the public participation in the democratic process of the country, which is already fifteen general elections old, lasted over the period 1951 to 2014. Attempt has been made to understand the areas like, growth of parties over the period of time, seat distribution, reservation of seats, electoral participation, polling stations, performance of major national political parties along with electoral turnout both collectively and on gender basis etc. Existence of the multi party system in India and the growth in parties over a period of time gets equally reflected by the fact that in 1951, 54 parties participated in the electoral process and the number grew up to 466 in 2014, reflecting a growth of over 792%. During all the general elections contested by candidates 77.43% contestants forfeited their deposits with an average of 135 political parties contested each general election. Over 80.45% elected candidates to the parliament during all the general elections held so far, represent national parties.

AbstractBertalanffy's general system theory (GST) was conceived as a unifying research program, as a science of 'wholeness' to overcome or complement mechanistic and reductionist approaches. More than 50 years since the founding of the Society for General Systems Research (SGSR), today's International Society for the Systems Sciences (ISSS), two questions arise about the developments in GST research. Are there recent contributions towards enhancing GST? Are there simplifications compared to Bertalanffy's original program? To answer these questions we analysed in detail 161 articles in peer reviewed journals that referred to GST and appeared between 1995 and 2006. We emphasized contributions made in science and philosophy. Even though the system approach was introduced in applied fields such as engineering and management, we did not include these fields in this article. Copyright © 2010 John Wiley & Sons, Ltd.
