There was no evidence of a nuclear weapons program in Iraq after 1998, even after the invasion by the US military. Nevertheless, the US maintains that invasion remains an open option, & not only for Iran, raising the issue of military "counter-proliferation" to a dominant theme in international politics. Though no specific definition exists in international law, counter-proliferation as conceptualized by the US, Russia, as well as other industrialized nations, is by nature preemptive or preventive, yet is operationally problematic due to insufficient or unclear information or evidence. Should existing military counter-proliferation plans, on the part of multiple parties, be insufficient in providing the required deterrence for weapons development & production, sooner or later they will be implemented in efforts to resolve proliferation problems.
