After several high profile incidents of police misconduct like the Rodney King beating and others, the federal government received public pressure from local communities demanding oversight and police reform of local, county, and state law enforcement agencies that are unable to police themselves. According to Kupferberg (2008), "this led to the 1994 passage of the Violent Crime Control and Law Enforcement Act. Section 14141 of this Act allows the U.S. Attorney General to bring an action for equitable relief against police department for unconstitutional "patterns or practices of misconduct" (p.130). While the Act has its critics on both side of the political aisle, there is no doubt that consent decrees have been a powerful tool in forcing substantial police reform in police departments that have refused to change their method of policing and self-accountability. Consent decrees has led to the integration of contemporary data-driven information management systems that allow police supervisors to identify potential problem police officers, increased reality based training for police officers, and updated and modernized police policies and procedures involving use of force incidents and complaints. They have also led to better community outreach and engagement. Those reforms enacted by consent decrees have been successful, and the Department of Justice should continue to use consent decrees as the primary paradigm to reform those law enforcement agencies that, due to a "pattern or practice" of police misconduct, have loss the trust and confidence of the public they serve.

Schools, welfare agencies, and a wide variety of other state and local institutions of vital importance to US citizens are actually controlled by attorneys and judges rather than governors and mayors. In this text, Ross Sandler and David Schoenbrod explain how this has come to pass, why it has resulted in service to the public that is worse, not better, and what can be done to restore control of these programmes to democratically elected, and accountable, officials. Sandler and Schoenbrod tell how the courts, with the best intentions and often with the approval of elected officials, came to control ordinary policy making through court decrees. These court regimes, they assert, impose rigid and often ancient detailed plans that can flounder on reality. Newly elected officials, who may wish to alter the plans in response to the changing wishes of voters, cannot do so unless attorneys, court-appointed functionaries and lower-echelon officials agree. The result is neither judicial government nor good government, say Sandler and Schoenbrod, and they offer practical reforms that would set governments free from this judicial stranglehold, allow courts to do their legitimate job of protecting rights, and strengthen democracy.
The article presents a description of amendments of the Russian Federation Government Decree No. 871 from August 28, 2014 (with amendments from November 20, 2018). The authors analyzed the historical development of approaches for complex drug assessment in Russia, also criteria for its evaluation were under investigation. The changes affecting both the order and the procedure of forming the lists of medical drugs for medical use are reviewed. The particularities of the current procedure for the formation of lists of drugs for medical use are described in detail. In reliance on the analysis, further direction for improvement/development of the system of formation the lists of medical drugs for medical use are educed (List of Vital and Essential Medicines, List of Medical Drugs for Certain Categories of Citizens, List of High-Cost Medical Drugs). ; Совершенствование порядка формирования перечней лекарственных препаратов для медицинского применения является одной из ключевых задач стратегии лекарственного обеспечения населения РФ до 2025 г. С момента утверждения первого перечня жизненно-необходимых и важнейших лекарственных препаратов произошли значительные преобразования в нормативном правовом поле: от фактического отсутствия нормативных актов, регламентирующих порядок и процедуру его создания и пересмотра, до утверждения Постановления Правительства РФ №871 в 2014 г., утверждающего правила формирования перечней лекарственных препаратов для медицинского применения. В статье дана характеристика изменений, внесенных в Постановление Правительства РФ №871 в 2018 г. (ред. от 20.11.2018); проанализирована история развития подходов к проведению комплексной оценки в РФ, эволюция критериев, используемых при оценке; проведен анализ изменений, затронувших как порядок, так и процедуру формирования перечней лекарственных препаратов для медицинского применения. Подробно описана существующая процедура формирования перечней лекарственных препаратов для медицинского применения. Выделены нерешенные на настоящий момент вопросы и определены направления дальнейшего совершенствования системы формирования перечней лекарственных препаратов для медицинского применения в РФ.
