It is a well-known fact that the so called "white collar crimes" now implies a wide variety of offenses (including bribery) that can affect the lives of more individuals than the "classic" crimes. An analysis of corruption necessarily implies an interdisciplinary approach, as it has multiple facets: social, political, economic and juridical. The New Criminal Code of Romania (NCC) has brought a series of important changes, compared to the previous regulation. All forms of corruption involve an abusive use of power (public or private), for a personal gain, occurring regardless of the form of government or historical period.

The current edition in English language turns into account and completes the studies published in the previous edition. Carrying on the research and publication activities on the topic of corruption is based on its novelty and on the special interest for the Romanian language edition. At the same time, we hope that the current volume will provide greater opportunities for foreign access and thus the admittance in the European and international flows of information in this field. The core ideas of the book focus on social perception, modelled through statistic analyses, on the specificity of corruption in the public administration or the public health system in close correlation to the processes of decentralization and performance of health services. The analysis of the corruption topic is in interference with the effects of the European integration processes, globalization, being correlated to adjacent developments concerning the public integrity, national or regional economic freedom and development. This book represents the result of the scientific collaboration between teams of teaching staff and students from the National School of Political Studies and Public Administration and Academy of Economic Studies, Bucharest. The book is structured on nine chapters, organised according to a didactic logic, in view to provide the reader a profound overview of the mechanisms and methodology of research as well as the conclusions and the economic and social impact of corruption. Data processing in view to estimate the correlations and parameters of regression has been achieved through SPSS and Eviews statistic programs.
Abstract By applying a bribery model, this paper will deal with those constellations of conditions and activities by actors that are capable of explaining corrupt behavior in economic and sociological theory. Some of these explanations reveal the properties of 'social mechanisms' in the sense of analytical sociology (AS). Both disciplines suggest and test the mechanisms of corruption. By taking into consideration the link between monitoring and the frequency of corruption, for example, this paper shows that the proposed way of explaining corrupt behavior using AS offers the opportunity to test counteracting mechanisms. A monitoring mechanism which refers to deterrence may lead to less corruption but may also strengthen an already existing bond of trust between corruption partners. Thus, the trust mechanism may counteract the impact of deterrence and pave the way for new corrupt activities.
The class concepts of economic classes, social classes and political forces all have an important role to play in advancing the theoretical understanding necessary for achieving progress in the socialist project. The "new class analysis" is a series of attempts made since the 1960s by a number of Marxist writers to orient the political forces of socialists by providing analyses of the changing class structure of the advanced capitalist formations. Many of these contributions have been flawed. An account of class is made which shows the naivety of these views. It is put forward that it is necessary to make use of the three class concepts and that there is no a priori necessary association between the membership of these variously conceptualised groups — they can cut across one another in various ways. Each of the concepts is outlined. In contrast to stock Marxist conceptions, this approach may be more fruitful.
