Esta conferencia se enmarca en la asignatura "Biodiversidad Vegetal" de cuarto curso del Grado en Biología como actividad expositiva, incluida en las actividades formativas de dicha asignatura. ; En los años 2011 y 2012, Andalucía aprobó sus primeros planes de recuperación y conservación de flora amenazada, que rigen para especies "en peligro de extinción" y "vulnerables" incluidas en el Catálogo Andaluz de Especies Amenazadas (CAEA), y por tanto protegidas por la legislación autonómica. Se trata de cuatro planes que dan cobertura de forma particular al pinsapo (Abies pinsapo), y de forma conjunta a los pteridófitos (helechos y plantas afines), la flora de las altas cumbres, y la del litoral de Andalucía. Tras una década desde su elaboración, aún hay un importante número de especies del CAEA que no disponen de ningún plan de gestión. Entre ellas, cabe destacar las especies amenazadas propias de roquedos, humedales y riberas. Por otra parte, se han alcanzado desiguales resultados en el desarrollo de los planes en marcha. En este estudio se analizó el esquema de estructura participativa de dos programas gubernamentales de conservación para especies amenazadas en México; se evaluó la organización y operación en red y otras formas de acción colectiva mediante el método de presencia-ausencia, así como del uso redes sociales y de contenido, con base en entrevistas semiestructuradas. Se pudo observar que las redes son descentralizadas, conformadas por diversos grupos de actores, cuya participación es crucial para implementar los programas de investigación científica. También se pudo advertir que en el caso de los actores que colaboran con el gobierno, suelen ocupar roles de liderazgo, con el posible riesgo de que sobrepongan intereses propios a los establecidos por los programas. Se identificó que la operación de estos últimos enfrenta obstáculos tales como la limitación de financiamiento gubernamental y la rigidez de los lineamientos legales internos que afectan la apertura de las redes a nuevos miembros.
Las especies amenazadas (EA) son aquellas que tienen una elevada probabilidad de extinción o que se aproximan a dicha situación de continuar las presiones directas sobre éstas o sus hábitats. Partiendo de esta definición revisamos problemas y sesgos en las categorías de amenaza de las serpientes argentinas y discutimos ejemplos en donde cambios taxonómicos (deficiencias linneanas), vacíos en el conocimiento sobre la distribución (deficiencias wallaceanas) y sobre característicass bio-ecológicas (deficiencias haeckelianas) generaron sesgos en las asignaciones de sus categorías de conservación. Discutimos que las especies amenazadas deben ser enunciadas como hipótesis, analizando científicamente la información cuantitativa y/o cualitativa sobre su distribución geográfica, tamaño y tendencias poblacionales y características bio-ecológicas que las hacen vulnerables ante efectos antropogénicos, lo que permitirá rechazar o no su inclusión como EA. Como en todos los esquemas hipotéticodeductivos se pueden cometer errores de tipo I (rechazar una hipótesis nula verdadera) y de tipo II (no rechazar una hipótesis nula falsa), el de tipo II implica afirmar que una especie no está amenazada cuando sí lo está, lo que podría implicar su extinción sin acciones de conservación, por lo que se sugiere utilizar el principio de precaución ante la duda. La categorización de especies amenazadas debería basarse en información e interpretaciones científicas (verificables) que correspondan a disciplinas de las ciencias biológicas (ecología, biogeografía, biología y sistemática), debiéndose explicitar la metodología, definiciones, grado de incertidumbre y calidad de la información utilizada. Se deben seguir estándares científicos que minimicen sesgos o errores innecesarios tales como: (1) diseños y análisis adecuados para estimaciones poblacionales, (2) revisión de pares, (3) consenso de múltiples evaluadores, (4) uso de manuales de entrenamiento y de métodos formales para estimar parámetros que ayuden a representar las incertidumbres, y (5) reporte de los inconvenientes y decisiones tomadas. Es deseable minimizar la influencia de factores políticos, sociales y económicos en el proceso de evaluación, tales factores sí deben ser considerados en los esfuerzos de conservación de las especies amenazadas. ; Threatened species are those that have a high probability of extinction or are close to this situation to continue direct pressure on them or their habitats. From this definition we analyze problems and biases in the categories of threat of Argentine snakes, showing examples where taxonomic changes (Linnaean shortfall), gaps in knowledge about the distribution of species (Wallacean shortfall), or bio-ecological aspects (Haeckelean shortfall) generate biases in the allocation of its conservation status. We proposed that endangered species should be listed as hypothesis, by analyzing scientifically quantitative and / or qualitative information about its geographic distribution, size and population trend and bio-ecological characteristics that make them vulnerable against anthropogenic effects. As a result, will be reject or not its inclusion as threatened species. Like all hypothetical-deductive schemes can be two types of errors, Type I (rejecting a true null hypothesis) and Type II (failing to reject a false null hypothesis). The type II error is affirm that a species is not threatened when in fact is. This could mean extinction of a species, without taking action of conservation, so it is suggested to use the precautionary principle in doubt. The threat categories of the species should be based on scientific information (verifiable), which belong to biological sciences (ecology, biogeography, biology and systematic), explaining the methodology, definitions, uncertainty and quality of information used. It must be follow certain scientific standards that minimize biases and errors, such as: (1) use suitable analysis and design for population estimates,(2) peer review,(4) consensus among multiples assessors, (5) use of training manuals and formals methods for estimating parameters that allow uncertainties to be represented, and (5) reporting of problems and decisions. It is desirable to minimize the influence of political, social and economic factors on the categorization process; such factors must be considered in conservation efforts of threatened species. ; Asociación Herpetológica Argentina (AHA)
El tráfico es una práctica criminosa presente en todo el mundo y desafía los organismos gubernamentales y, por veces, puede desestabilizar los Estados, no solamente por los maleficios del crimen, pero también por la criminalidad conexa. También impacta negativamente las especies amenazadas, los medios de subsistencia de las personas y el desarrollo social y económico. ; Trafficking is a criminal activity that occurs throughout the world, challenging governments and, from time to time, destabilising states, not only because of the effects of the crimes, but also due to organised crime. It also has a negative impact on endangered species, the livelihood of people, and social and economic development.
The Spanish bryoflora contains 1291 taxa, 272 of them included in the Spanish Red List under any threat category. Although bryophytes show a low rate of endemicity compared to vascular flora, Spanish administration's responsibility for the conservation of these plants is very high, since the country has 63 exclusive or rare species on a European or world scale. However, the representation of this group of plants in the Spanish legislation on species conservation is merely anecdotal. Royal Decree 139/2011 of 4 February develops a list of wild protected species (LESRPE and CEEA, Spanish abbreviations) and includes only 10 species of bryophytes, all of them from the Directive Habitats and the Bern Convention. The legal protection of endangered species of bryophytes is needed, not only to ensure the integrity of the most sensitive bryophyte populations, but also because it will result in the overall protection of their habitats and other species that coexist with them. Their inclusion in LESRPE and CEEA will allow a periodical monitoring of the species and a better assessment of the success or failure of commonly used management measures. The criteria for the incorporation of species into national protection catalogues are rather restrictive and inclusion of species without specific studies is not easy. During the work developed for the Atlas and Red Data Book of the threatened bryophytes of Spain, valuable information was obtained in this sense, although it covered only a fraction of the total number of species on the Red List (74 species were evaluated). Based on the available information, a list of species has been drawn to elaborate a proposal that should be raised to the Spanish Ministry of Agriculture and Fisheries, Food and the Environment, which would imply a qualitative leap in the level of protection of this neglected group of plants and a new impetus to the necessary work started at the first phase of the Bryophyte Atlas. ; La lista española de briófitos está formada por 1291 táxones y la lista roja española menciona 272 de ellos bajo alguna categoría de amenaza. A pesar de que presentan una baja tasa de endemicidad en comparación con la flora vascular, la responsabilidad de la administración española en la conservación de los briófitos es muy elevada, ya que el país alberga 63 especies exclusivas o raras a escala europea o mundial. Sin embargo, la representación de este grupo de plantas en la legislación española de conservación de especies es meramente anecdótica. El Real Decreto 139/2011, de 4 de febrero desarrolla una lista de especies silvestres protegidas (LESRPE y CEEA) y tan solo recoge 10 especies de briófitos, todas ellas procedentes de la Directiva de Hábitats y el Convenio de Berna. La protección legal de las especies amenazadas de briófitos es una necesidad, no solo por garantizar la integridad de las poblaciones más sensibles de briófitos, sino porque redundará en la protección global de sus hábitats y de otras especies que con ellos conviven. Su inclusión en LESRPE y CEEA permitirá un seguimiento periódico de las especies y una mejor valoración del éxito o fracaso de las medidas de gestión comúnmente utilizadas. Los criterios existentes para la incorporación de especies a los catálogos de protección nacionales son bastante restrictivos y no es sencilla la inclusión de especies sin estudios específicos. Durante los trabajos desarrollados para el Atlas y Libro Rojo de los briófitos amenazados de España, se obtuvo información valiosa en este sentido, aunque solo cubrió una fracción del total de especies de la lista roja (74 especies evaluadas). Con la información disponible se ha realizado una lista de especies para elaborar una propuesta para elevar al Ministerio español de Agricultura y Pesca, Alimentación y Medio Ambiente, que puede suponer un salto cualitativo en el nivel de protección de este desatendido grupo de plantas y un nuevo impulso a los necesarios trabajos iniciados en la primera fase del Atlas.
Premio extraordinario de Trabajo Fin de Máster curso 2020/2021. Máster en Gestión Ambiental y Biodiversidad ; Actualmente, sufrimos una crisis medioambiental debida a la sexta extinción masiva de especies y pérdida de hábitats que está siendo potenciada por la acción humana. El monitoreo de biodiversidad exsitu es la herramienta alternativa a los métodos convencionales basados en procesos más estáticos y menos rentables. Por tanto, se necesitan herramientas más efectivas e informativas que deben ir respaldando las políticas encaminadas a frenar este problema. En este trabajo se utiliza una metodología menos costosa y más efectiva que combina la modelación de nicho ecológico (basada en el índice de disponibilidad de hábitat - HSI) con datos de series de tiempo a partir de la teledetección satelital. El objetivo principal es estimar las fluctuaciones (tendencias) de los hábitats de especies amenazadas y emblemáticas de diferentes grupos taxonómicos en Andalucía en las últimas dos décadas (periodo 2001-2019). Para la calibración de los modelos de hábitat, fueron usados diferentes productos de teledetección derivados del sensor MODIS a una resolución de píxel de 5x5km. En general, los modelos presentaron un rendimiento muy bueno (AUC entre 0.75 y 1) prediciendo un 60% de los píxeles con tendencia de hábitat negativa entre todas las especies, poniendo de manifiesto la degradación en sus hábitats en las últimas décadas. Entre las especies más afectadas, destacan Alytes dickhilleni (anfibio) y Podarcis carbonelli (reptil) ambos endemismos Ibero-Andaluces cuyo hábitat natural se encuentra claramente en retroceso. Las variables predictoras que más contribuyeron a los modelos están relacionadas con la composición y estructura de la vegetación (LC) y con el clima y el balance energético (ET y LST), coincidiendo en muchos casos con la ecología de las especies. Esta metodología constituye una herramienta prometedora de alerta temprana para respaldar los protocolos de gestión y conservación de especies amenazadas, y ayuda a anticipar así el proceso de toma de decisiones. ; Currently, we are living an environmental crisis due to the sixth mass species extinction and habitats loss that is being caused by human action. The ex-situ biodiversity montoring is an alternative tool to conventional methods based on more static and less profitable processes. Therefore, more effective and informative tools are needed that must be supporting the decisive politics. In this work a cost-effective and more efficient methodology is used by combining the ecological niche models (based on the habitat suitability index – HSI) with satellite remote sensing time series data. The work main purpose is to estimate the habitat trends of threatened and emblematic species of different taxonomic groups in Andalusia in the last two decades (2001 – 2019 period). To the calibration of the habitat models, several remote sensing products from MODIS sensor at 5x5km of pixel resolution were used. In general, the models showed a high performance (AUC values between 0.75 and 1), predicting the 60% of the negative trends of the habitat suitability for the total species, showing a habitat regression in the last decades. Among the most affected species, Alytes dickhilleni (amphibian) and Podarcis carbonelli (reptile) stand out, both Ibero-Andalusian endemism whose natural habitat is clearly in decline. The predictor variables that contributed the most were related to the composition and structure vegetation (LC) and with climate and energy balance (ET and LST), marching in mostly of the cases with the species ecology. This methodology represents a promising early warning tool to support management and conservation protocols for threatened species, and thus helps to anticipate the decision-making processes.
El riesgo de extinción de una especie se estima por la evaluación del estado de deterioro de la población. Una especie silvestre y no extinta puede ser evaluada y clasificada como: en peligro crítico, en peligro, vulnerable, cuasiamenazada o de preocupación menor. En Colombia se ha realizado esta clasificación para algunos grupos de fauna y flora. En este trabajo se utiliza la información de la serie Libros rojos de especies amenazadas de Colombia (reptiles y peces dulceacuícolas) para calcular el cambio en la probabilidad del riesgo de extinción ante variaciones de variable económicas que describen algún tipo de presión por explotación directa del recurso o modificación del hábitat. La herramienta cuantitativa para el análisis de la información es un modelo de variable dependiente discreta ordenada. A wild and non extinct species could be evaluated and ranked as follows: Critically Endangered, Endangered, Vulnerable, Near Threatened, Of Minor Concern. This ranking has been applied in Colombia for some groups of fauna and flora. Information of the Red Books Series of Threatened Species of Colombia —Libros rojos de species amenazadas de Colombia— (reptiles, fresh water fish), is used in this paper for estimating the probability change of extintion risk upon changes in economic variables which show some kind of pressure for direct exploitation of habitat change. La familia Dendrobatidae comprende un grupo de ranas de tamaño mediano y pequeño con cerca de 250 especies conocidas. Se caracterizan por presentar un colorido brillante y por contener en su piel venenos alcaloides que les sirven como defensa en contra de predadores lo que les ha dado el nombre de ranas venenosas o ranas flecha. Este nombre se debe a los potentes alcaloides lipofílicos contenidos en las glándulas granulares de su piel que son utilizados por los nativos de la región del Chocó (Colombia) para envenenar las puntas de las flechas empleadas para cazar pájaros y mamíferos. Sus características de colorido, vistosidad y toxicidad, han convertido a este grupo en uno de los de mayor interés, no sólo por su valor científico y docente sino también, y de forma especial, en los ámbitos del coleccionismo y del comercio de mascotas. Los dendrobátidos han sido ampliamente utilizados con fines comerciales y en el año 1987 cuatro géneros de la familia fueron incluidos en el Apéndice II del Convenio sobre el Comercio Internacional de Especies Amenazadas de Fauna y Flora Silvestres (CITES) por lo que su comercio quedó regulado. La inclusión de los dendrobátidos en CITES fue muy controvertida y criticada por diversos autores que consideraban que dicha inclusión no estaba justificada debido a que no se habían tenido en cuenta las recomendaciones científicas y que la decisión se había adoptado por influencias políticas y presiones conservacionistas. En el presente trabajo se analizan los datos y características del comercio internacional de las especies de la familia Dendrobatidae sometidas a dicha regulación entre los años 1992 y 2010 y se evalúa si el uso sostenible de especímenes de origen silvestre y de cría en cautividad son alternativas viables tanto para la conservación de las mismas como para generar una fuente de riqueza en los países de origen. ; The Dendrobatidae Family includes a group of frogs of medium and small size with about 250 known species. They are characterized by having a bright colour and by having alkaloid poison on the skin that is used against predators. The poison has been the reason of naming them poison-frogs or dart-poison frogs. This name comes from the potent lipophilic alkaloids contained in granular skin glands which are used by the natives of the region of Chocó (Colombia) to poison the tips of the arrows used for hunting birds and mammals. Its features colorful, striking and toxicity have made this group one of the most interesting, not only for its scientific and educational value but also, and especially in the areas of collecting and the pet trade. The dendrobatids have been extensively used for commercial purposes and in 1987 four Genera of the Family were included in the Appendix II of the Convention on International Trade of Endangered Species of Wild Fauna and Flora (CITES) and therefore their trade was regulated. The inclusion of dendrobatids in CITES was controversial and criticized by several authors who considered that the entry was not justified because there had not been taken into account scientific advice and that the decision was taken due to political influence and conservationists pressures. In this paper we analyze the data and characteristics of international trade in species of the Family Dendrobatidae subject to such regulation between 1992 and 2010 and we evaluate whether the sustainable use of specimens of wild and captive breeding are viable alternatives both for conservation and to generate a source of wealth in the countries of origin.
ResumenSe han elaborado dos listas Top Ten de plantas vasculares amenazadas en Andalucía Oriental, una para los 10 taxones endémicos y otra para los 10 no endémicos. Para ello se ha evaluado el estado de conservación de 275 taxones de plantas a partir de la gran cantidad de información generada en los últimos años, utilizando 6 criterios a los que se asignan valores numéricos: número de individuos, número de poblaciones, tendencia poblacional, nivel de endemicidad, grado de protección legal y valor ecológico. Entre los 111 endémicos, las tres especies más amenazadas son Verbascum prunellii, Gadoria falukei y Echinospartum algibicum, aunque las más preocupantes en cuanto a su evolución reciente son Laserpitium longiradium, Limonium estevei y Tephroseris elodes. Entre los 164 no endémicos analizados, las tres especies más amenazadas son Nepeta hispanica, Centaurea dracunculifolia y Polygala balansae. Las amenazas principales en el conjunto del Top Ten derivan del escaso número de poblaciones y efectivos existentes, la fragilidad y singularidad de los hábitats sobre los que se asientan, así como de las alteraciones antrópicas, entre las que cabe destacar los efectos negativos del cambio climático, la transformación de uso del suelo y el sobrepastoreo. La comparación de los listados obtenidos con los catálogos legales muestra un desfase importante, ya que el 61% de los taxones más amenazados en la actualidad para Andalucía Oriental carecen de protección en la legislación vigente.Palabras clave: Especies amenazadas, endemismos, flora protegida, España, SE península ibérica, Andalucía OrientalAbstractTop Ten of most threatened plants in eastern Andalusia: endemic and non- endemic taxaTop Ten lists of threatened vascular plants have been drawn up in eastern Andalusia, one for the 10 endemic taxa and one for the 10 non-endemic ones. El establecimiento de Áreas Protegidas Privadas (APPs) es una de las estrategias para la protección de la biodiversidad ante la modificación del hábitat en bosques tropicales; sin embargo, su importancia en conservación ha sido poco evaluada. En este trabajo estimamos la importancia de un APP conocida como Área de Protección y Desarrollo de Ceratozamia (APDC) para la conservación de anfibios y reptiles, en comparación con otras dos APPs (Parque Ecológico Jaguaroundi y el Parque Ecológico Tuzandepetl) en el sur de Veracruz, México. El APDC tiene una extensión de 100 hectáreas: 50 ha de bosque tropical subcaducifolio y 50 ha de pastizal. Los muestreos para este estudio se realizaron entre los años 2015 y 2016, empleando el método de búsqueda libre restringida por tiempo (esfuerzo de muestreo total = 768 horas-persona). En total, en el APDC se registraron 20 especies de anfibios y 35 de reptiles. El 20% de los anfibios y el 32% de reptiles registrados se encuentran en alguna categoría de riesgo de extinción según la Norma Oficial Mexicana NOM-059-SEMARNAT-2010, dos especies de anfibios y una especie de reptil están incluidas en la Lista Roja de la Unión Internacional para la Conservación de la Naturaleza (UICN), mientras que el 12% de los reptiles se encuentran en categoría de vulnerabilidad ambiental alta. El APDC tuvo la mayor riqueza de especies en comparación con las otras dos APPs. Los anfibios tuvieron una composición relativamente similar entre las APPs, mientras que para los reptiles la composición de especies tendió a ser distinta. Nuestros resultados indican que por la riqueza de especies y el número de especies amenazadas de extinción y de especies no evaluadas por la UICN que alberga, el APDC contribuye a la conservación de herpetozoos en una zona altamente transformada del sur de México, en conjunto con las otras dos APPs, donde el Área Natural Protegida bajo régimen gubernamental más cercana (Reserva de la Biosfera Los Tuxtlas) se localiza a 50 km. ; The establishment of Private Protected Areas (PPAs) is one of the strategies for the protection of biodiversity in face to habitat modification in tropical forests; however, its importance in conservation has been poorly evaluated. In this work we estimate the importance of a PPA, known as Área de Protección y Desarrollo de Ceratozamia (APDC) for the conservation of amphibians and reptiles, compared to two other PPAs (Parque Ecológico Jaguaroundi and Parque Ecológico Tuzandepetl) at southern Veracruz, Mexico. The APDC has an area of 100 hectares: 50 ha of tropical deciduous forest and 50 ha of cattle-pasture. The surveys for this study were carried out between 2015 and 2016, which consisted of free search restricted by time (total sampling effort = 768 person-hours). In total, 20 species of amphibians and 35 species of reptiles were recorded in the APDC. Twenty percent of amphibians and 32% of registered reptiles are in some extinction risk category according to the Norma Oficial Mexicana NOM-059-SEMARNAT-2010, two amphibian species and one reptile species are included in the Red List of the International Union Conservation of Nature (IUCN), while 12% of reptiles are in high category of environmental vulnerability. The APDC has the highest species richness in comparison to the other two PPAs. Amphibians had a relatively similar composition among the PPAs, while for reptiles, species composition tended to be relatively different. Our results indicate that due to the richness of the species, the number of endangered species and species not evaluated by IUCN it harbors, the APDC contributes to the conservation of herpetozoa in a highly transformed area of southern Mexico, together with the two other PPAs, where the closest Protected Natural Area under governmental regime (Los Tuxtlas Biosphere Reserve) is located 50 km away.

Following the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), commerce of species, subspecies, or populations must not be detrimental to their survival; but it does not no mention the potential damage that trade might cause to each individual of the species or populations concerning animal welfare. Besides preventing trade from jeopardizing or being inconsistent with the conservation of biological diversity, this work analyzes to which extent CITES takes into account the protection of animals individually considered as sentient beings and if it would be necessary to propose new instruments that might improve outcomes concerning this issue, either by adding new requirements and/or reinforcing the existing ones. With this purpose, the precedents contained in agreements, conventions, and international standards and their correlations and synergies with CITES have been examined, as well as the appearance in the international scene of the "compassionate conservation" movement, the current references to the protection of animals in CITES and their implementation, the presence of NGOs and of their influential power, and the unacceptable and conflictive situations; and consultations have taken place with the World Customs Organization, the International Consortium on Combating Wildlife Crime and UNEP´s World Conservation Monitoring Centre. It follows from all of this, and in particular from the analysis of the existing texts of the CITES "universe" (Convention, Strategic Vision, Memoranda of Understanding, Resolutions, Decisions, and Notifications to Parties), and of the CITES bodies (Conference of the Parties, Animals Committee, Standing Committee and Secretariat and the cooperation instruments with other international regimes), as well as from the European Union regulations, that, being true that a variety of aspects related to animal welfare and protection exists, gaps have been detected in the scope of the mentioned protection, besides a generalized lack of attention to the implementation of those requirements. For this reason, this work recommends the improvement of the current standards and practices concerning animal protection, the strengthening of its implementation and compliance, the taking into consideration of the impacts of illegal trade in the protection of individual animals, an increase in the cooperation with other international institutions, and the incorporation of new elements and tools that may help prevent weak animal welfare, such as training and education, or to reach a total level of protection through the search of alternatives to the trade of animals and their parts. ; Según la Convención sobre el Comercio Internacional de Especies Amenazadas de Fauna y Flora Silvestres (CITES), el comercio de las especies, subespecies o poblaciones, debe ser no perjudicial para su supervivencia, pero no hace mención al potencial perjuicio que causa el comercio en términos de bienestar animal de cada individuo que conforman dichas especies. Además de evitar que el comercio ponga en peligro o sea incompatible con la conservación de la diversidad biológica, en este trabajo se estudia en qué medida CITES toma en consideración la protección de los animales considerados individualmente como seres sentientes y si resulta necesario proponer nuevos instrumentos de mejora en este campo, ya sea añadiendo nuevos requisitos y/o reforzando la aplicación de los existentes. Para ello, se han examinado los precedentes contenidos en los acuerdos, convenios y estándares internacionales y su correlación y sinergia con CITES, la aparición en la escena internacional del movimiento de "la conservación compasiva", las referencias actuales sobre protección de los animales en CITES y su aplicación, la presencia de ONG y su capacidad de influencia, las situaciones consideradas inaceptables así como las conflictivas, y se ha consultado adicionalmente a la Organización Mundial de Aduanas, al Consorcio Internacional para combatir los delitos contra la vida silvestre y al Centro de Monitoreo para la Conservación de la Biodiversidad del Programa de las Naciones Unidas para el Medio Ambiente. De todo ello, y especialmente del análisis de los textos existentes del "universo" CITES (Convención, Visión Estratégica, Memorandos de Entendimiento, Resoluciones, Decisiones y Notificaciones a las Partes) y de la actividad de los organismos de CITES (Conferencia de las Partes, Comité de Fauna, Comité Permanente y Secretaría y la cooperación con otros organismos internacionales), así como de la Reglamentación de la Unión Europea, se desprende que si bien existen numerosos aspectos relacionados con la protección y el bienestar de los animales, se han detectado vacíos en el alcance de dicha protección, así como una falta de atención generalizada en el cumplimiento de estos requerimientos. Por este motivo, este trabajo recomienda la mejora de los estándares y prácticas actuales con repercusión en la protección de los animales, un fortalecimiento de la aplicación, observancia y cumplimiento, la toma en consideración de las repercusiones del comercio ilegal en la protección de los individuos, una mayor cooperación con otros organismos internacionales y la incorporación de nuevos elementos y herramientas que contribuyan a impedir un pobre bienestar, como la formación y educación, o conseguir una total protección mediante la búsqueda de alternativas al comercio de animales y sus partes.

Nigeria signed and ratified Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) in 1974 and 1975 respectively with this, Nigeria is obligated to the responsibilities of implementing all relevant texts of the Convention in Nigeria. Therefore assessing the level of awareness in the wildlife management and CITES implementation in Nigeria is a key factor to determine if CITES can be effectively or efficiently implemented in Nigeria. This study provides the basic assessment on the level of awareness in CITES management against the critical stakeholders which are amongst others; Government Agencies; Non Governmental Organisations (NGOs); Customs Service; International Criminal Police Organisation (INTERPOL); Shippers' Council; Nigeria Port Authority (NPA); Airlines; Postal Services; Academia; Botanical Gardens; Pharmaceutical Companies; Hunters; Politicians, Zoological Gardens and Federal Airport Authority of Nigeria (FAAN). The level of CITES awareness was determined using the questionnaire to the Critical Stakeholders, with person-to-person contact as well as workshop aimed at creating awareness. 200 questionnaires in all were sent out to the critical stakeholders. The data collected were analysed statistically. Raising awareness on CITES implementation in Nigeria should be the first step to mainstream wildlife management into the different sectors of government and NGOs. Therefore conserved effort on creation of awareness amongst critical stakeholders are very necessary to gain more support in the management of wildlife and CITES implementation in Nigeria, long term planning, integration of CITES/wildlife education into schools curricula at all levels of education, encouraging participation of all relevant stakeholders and change of attitudes and behaviour in the conservation of wildlife in Nigeria will definitely enhance awareness creation in Nigeria. This study therefore assessed the awareness and perception of stakeholders towards conservation of species with the aim of making recommendations on the need to conserve species to prevent extinction. The findings revealed that the level of awareness amongst Critical Stakeholders (CSH) is suboptimal. Gaps were identified which call for urgent attention.
Se relevó la avifauna de 11 localidades en el Parque Nacional y Área Natural de Manejo Integrado Serranía del Aguaragüe, provincia Gran Chaco, departamento de Tarija, Bolivia. Fueron registradas en total 272 especies de aves, 5 de ellas amenazadas ( Buteogallus coronatus, Ara militaris, Amazona tucumana, Vultur gryphus y Buteogallus solitarius ). Se incluye el registro de 11 especies nuevas para el departamento de Tarija y de 14 que eran conocidas por pocos registros. Se registraron 29 especies endémicas zoogeográficas, 20 pertenecientes a la región Centro de América del Sur y 9 a la región Centro de los Andes. El Parque Nacional y Área Natural de Manejo Integrado Serranía del Aguaragüe es un área importante donde convergen elementos avifaunísticos propios de las selvas de montaña provenientes del oeste y del Chaco por el este, con el aporte de grupos de aves migrantes, principalmente australes. ; We studied the avifauna of 11 localities of the Serranía del Aguaragüe National Park and Natural Area of Integrated Management, Gran Chaco Province, Tarija Department, Bolivia. A total of 272 species were recorded, 6 of which were threatened ( Buteogallus coronatus, Ara militaris, Amazona tucumana, Vultur gryphus y Buteogallus solitarius ). This study includes 11 new species records for Tarija Department and 14 that were previously known by a few records. Twenty-nine species were zoogeographical endemisms: 20 for Central South America region and 9 for Central Andes region. The Serranía del Aguaragüe National Park and Natural Area of Integrated Management is an important area with convergent avifaunistic elements belonging to western mountain forests and eastern Chaco, along with several migrant species, especially austral ones.
The loss of biodiversity highlights the use of technologies to contribute the decision-making. Species Distribution Models of birds were select based on threat categories. The threatened species were: Chloephaga picta (Upland Geese), Chloephaga policephala (Ashyheaded Goose), Cyanoliseus patagonus (Burrowing Parrot), Speculanas specularis (Spectacled Duck) and Vultur gryphus (Andean Condor); endangered: Pluvianellus sociales (Magellanic Plover); and critically endangered: Podiceps gallardoi (Hooded Grebe).The MaxEnt software was used to model species niches. The results showed that the average of the area under curve (AUC) values of the test data was higher than 0.8, which indicates models with excellent performances. It would be important to incorporate other functional groups and strengthen public policies that collaborate in the protection of biodiversity. These actions would complement the existing lines. ; La pérdida de biodiversidad pone en evidencia el uso de tecnologías para la contribución en la toma de decisiones. Se elaboraron modelos de distribución potencial de aves seleccionadas en función de categorías de amenaza. Las especies amenazadas fueron: Chloephaga picta (cauquén común), Chloephaga policephala (cauquén real), Cyanoliseus patagonus (loro barranquero), Speculanas specularis (pato de anteojos) y Vultur gryphus (cóndor andino); en peligro: Pluvianellus socialis (chorlito ceniciento); y en peligro crítico: Podiceps gallardoi (macá tobiano). Se utilizó el MaxEnt para modelar nichos de especies. Los resultados mostraron que el promedio de los valores del AUC de los datos de prueba fue superior a 0.8, lo que indica modelos con buenas performances. Sería importante incorporar otros grupos funcionales y fortalecer las políticas públicas que colaboren en la protección de la biodiversidad. Estas acciones complementarían las líneas existentes.

This study used expert interviewing (n=22) to provide the first comprehensive assessment on the implementation of CITES in Trinidad and Tobago (T&T). T&T became a Party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) in 1984. However, T&T's government agencies tasked with implementing CITES has faced numerous obstacles when trying to manage the illegal wildlife trade, many of which need to be addressed. Expert interviewing was used to acquire the data supported; a semi-structured questionnaire was distributed among experts wholly or any part thereof in the field of flora and fauna management, protection and conservation. The results were acquired by summarizing and coding the expert personnel responses to the questions posed. This work was further supplemented with a policy gap analysis of implementation documents, the proposed T&T CITES legislation, roles and functions of the Management and Scientific Authority of T&T and an analysis of CITES traded flora and fauna. The ultimate objective of this research is to make recommendations to guide the Government of the Republic of T&T (GoRTT) so they can have a strong institutional framework for co-ordinated planning and law enforcement operations, which are prerequisites for regulated trade (Eid,2010). The results of the study indicate that there are widely-recognized needs for training in CITES, a lack of communication from the T&T CITES Management Authority to other agencies, a lack of funding to purchase tools and equipment, and a lack of development of CITES implementing legislation.
