Abstract
The article substantiates the need to form the strategic competence of future teachers in postgraduate education. The authors formulated the concept of "strategic leadership competence of a future teacher" and presented the components and indicators of the competence. The effectiveness of the curriculum "Pedagogical management and management in modern school" developed and implemented in the educational process in forming the competence of strategic leadership of a future teacher is proved. Confirmation is maintained by the presented results of the study, which showed positive dynamics in the level of the researched competence formation.

Turkey has had great contributes regarding Albania's educational system, mainly schools, universities and cultural associations. Furthermore, the Turkish International Cooperation and Development Agency (TIKA) plays a major role regarding the implementation of different projects which aim the reconstruction of cultural heritage from an Islamic origin such as Mosque's. This is done under the philosophy that it is not aimed to bring Islam, instead it is tried to protect the already existing aspects of it in Albania. TIKA has also fully reconstructed the building of the "Albanian Muslim Community". Objective: to determine the impact of the Turkish educational institutions in Albania, Albanian culture and religious beliefs as well. Methods: generalization, analytic observation and historical method. Results: As a result of close interaction and cooperation between the two countries, Albanian people have a great interest in Turkey and Turkish language. Yunus Emre Turkish Cultural Centers both in Tirana and in Shkodra have been offering Turkish language courses and organizing various cultural activities. Turkish series on Albanian television screens attracted even more curiosity and interest in Turkish culture and language. We observe an increase for the number of applicants to Yunus Emre Cultural Centers for Turkish language classes. Government scholarships are given to Albanian students for graduate and post-graduate programmes at various areas of studies, from science, medicine, engineering to social sciences and tourism. Training programs and protocols are offered ranging from technical issues to health, telecommunication, forestry, law enforcement, fire extinguishing etc. Scientific novelty: There has been an increase in schools spread throughout the territory of Albania which have been giving a great contribution to the education of a large part of the Albanian youth. The performance of these schools has been extremely good and they have become an example to follow, in order to take the education system in Albania into higher and higher levels. This article tries to bring a survey on these educational institutions and their impact to the Albanian society and culture. Practical significance: the data and the conclusions brought by the article can be used by Albanian scholars to see if there has been an improvement or not to the Albanian educational system, in relation to the Turkish schools and universities opened in Albania after the 90's.

The phenomenon of bullying in educational institutions represents a threat to the entire educational endeavor and can manifest itself both physically and verbally, socially or online. The protagonists of bullying are: the aggressor, the victim and the observer. The typical profile of the aggressor is that of an irritable person, with poor self-control, vindictive, rigid, and the typical profile of the victim is that of a vulnerable, silent, solitary, insecure person, there being the submissive and defiant victim category. The effective prevention of bullying actions is possible in a multidisciplinary team effort, and the process must take place on multiple levels: individual, family, school, class, relational, curricular, by involving all professional and civil organizations, interest groups and companies that have a relationship with the school and students, including social services and organizations dealing with health and crime.

Presented paper concerns the participation of education institutions in civic budgets. According to the primary idea, civic budget should realize the interest of nonformal groups of residents. However, we can observe significant activities of formal groups and institutions – especially educational ones. The first part of the paper concerns legal aspects of participation of educational institutions in civic budgets. In the following parts, the author presents case studies of Łódź and Płock. In those cities, the activities of educational institutions in civic budgets are especially noticeable. The main purpose of the article is to present the pros and cons of activities of educational institutions in civic budgets. The main research method used in the article was content analysis. The results of the analysis showed that participation of education institutions in participatory budgeting may cause undesirable situations. Moreover, their involvement may hinder the participation of other groups.

Leadership has an important role in educational institutions. The increasing number of implementation models of integrative Islamic education institutions demand greater competence of the leaders in order to perform their duties effectively. The most complex integrative Islamic educational institution model is developed based onboarding school by integrating formal and nonformal education as well as a cross ladder as developed by Al Mukmin Islamic Boarding School (PPIM) Ngruki and modern boarding schools in general. The result of this study shows that the effective leadership model of an integrative Islamic educational institution is a democratic-transformational model. This model needs institutional leaders to have professional, personal, social, and spiritual competences. The integration of the educational institution's management should be done thoroughly starting from the integration of curriculum management, human resources, infrastructure, financing, public relations and marketing, and other aspects.
