Report of the Texas State Auditor's Office related to determining whether processes associated with the Economically Distressed Areas Program (EDAP) at the Water Development Board (Agency) provide reasonable assurance that recipients of financial assistance complete projects in a timely manner and within budget; that the Agency's payments to grant recipients are supported and comply with the terms of grant agreements; that recipients of financial assistance are financially sound; and that the Agency funds viable projects in a timely manner.

Industrial policy refers to deliberate government actions to affect the growth or decline of firms or industries for the sake of aggregate national prosperity & international competitiveness. Empirical evidence is presented that policies designed to promote these objectives are targeted differently than those designed to promote development of economically distressed areas. Facing multiple objectives, it is difficult for the public sector to pursue industrial growth as effectively as can private entrepreneurs. INDUSTRIAL POLICY REFERS TO DELIBERATE GOVERNMENT ACTIONS TO AFFECT THE GROWTH OR DECLINE OF FIRMS OR INDUSTRIES FOR THE SAKE OF AGGREGATE NATIONAL PROSPERITY AND INTERNATIONAL COMPETITIVENESS. THIS PAPER PRESENTS EMPIRICAL EVIDENCE THAT POLICIES DESIGNED TO PROMOTE THESE OBJECTIVES WOULD BE TARGETED DIFFERENTLY FROM THOSE DESIGNED TO PROMOTE DEVELOPMENT OF ECONOMICALLY DISTRESSED REGIONS.

This study examines the use of emergency management laws as a policy response to fiscal emergencies in urban areas. Focusing on one Midwestern Rust Belt state, we use a mixed methods approach – integrating chronology of legislative history, analysis of Census data, and an ethnographic case study – to examine the dynamics of emer- gency management laws from a social justice perspective. Analysis of Census data showed that emergency man- agement policies disproportionately affected African Americans and poor families. Analysis indicated that in one state, 51% of African American residents and 16.6% of Hispanic or Latinos residents had lived in cities that were under the governance of an emergency manager at some time during 2008–2013, whereas only 2.4% of the White population similarly had lived in cities under emergency management. An ethnographic case study high- lights the mechanisms by which an emergency manager hindered the ability of residents in one urban neighbor- hood, expected to host a large public works project, to obtain a Community Benefits Agreement intended to provide assistance to residents, most of whom were poor families with young children. We conclude with a dis- cussion of how emergency management laws may impact social service practice and policy practice in urban communities, framed from a social justice perspective. We argue that these are not race neutral policies, given clear evidence of race and ethnic disparities in their implementation.

Report of the Texas State Auditor's Office related to determining whether the La Joya Water Supply Corporation's (Corporation) controls over the acquisition and use of grants, contracts, and loans associated with the Economically Distressed Areas Program (EDAP) and the Colonias Waste Water Treatments Assistance Program (CWTAP) are adequate; and to determining whether the Corporation has controls to provide reasonable assurance that funds are used to accomplish stated objectives and expenditures of fund comply with applicable rules, laws, regulations, contract terms, and best practices.
