Unabhängig von der jeweiligen Ideologie und ethnischen Zusammensetzung inländischer Terrorgruppen ist ihr Schnittpunkt die Bezugnahme auf das Misstrauen gegenüber jeglicher Form staatlicher Autorität als zentrales Erbe der politischen Kultur. Dieses Misstrauen findet sich im Kontext terroristischer Gewalt drastisch übersteigert in meist paranoider, verschwörungstheoretischer Form und wird im historischen Vergleich oft im Kontext mit der Ausweitung zentralstaatlicher Kompetenzen beobachtet. Bei den meisten untersuchten Gruppierungen wird darüber hinaus eine Identifikation des Staates mit jeweils ethnisch "anderen" Gruppen festgestellt, wobei weiße Rechtsextremisten und afroamerikanische Separatisten die bedeutendsten Akteure darstellen. Insofern sind zwei Charakteristika der amerikanischen politischen Kultur, nämlich Antietatismus und Multikulturalismus, auch für dort entstandene terroristische Gruppen prägend. (ICE2)
