Informational resources are essential for communities, rooting them in their own history, helping them learn and solve problems, giving them a voice in decisionmaking and so on. For digital inclusion - and inclusion in the informational and democratic processes of society more generally - it is essential that communities retain the skills, awareness and motivation to create and manage their own informational resources. This article explores a model for the creation of online content that incorporates the different ways in which the quality and relevance of information can be assured. This model, "Aggregate-then-Curate" (A/C), was developed from earlier work concerning digital inclusion in UK online centres, models of informal e-learning and ecologies of resources. A/C shows how creating online content can be viewed as a 7-step process, initiated by individuals but bringing in "digital learning champions", other community members and formal educational institutions at different stages. A/C can be used to design training to help build the capacity to manage community informational resources in an inclusive way. The article then discusses and evaluates MOSI-ALONG, a Joint Information Systems Committee (JISC) funded project founded on these ideas, which illustrates how A/C can be used to design training to help build the capacity to manage community informational resources in an inclusive way. In order to broaden the range of professional trainings offered in production industries, the Technische Universität Berlin develops an assistant enabling the application of digital learning in further trainings on the job. The assistant individually guides the content creator through a systematic process e. g. for choosing the needed topics or for simulating a production-near environment. Especially SMEs can be supported by the assistant since they usually lack knowledge concerning the development and realization of didactical concepts.

The rise of China Inc. and the digitalization of even the most traditional, brick and mortar structures of the economy, has led many to persuasively argue that the EU competition policy is 'obsolete' and needs a re-think. In this note, I highlight the underlying factors that substantiate or question these concerns and explore how these two challenges that emerged with remarkable simultaneity can be managed within the existing legal framework, and wherever required, can be effectively handled with suitable policy reforms. A reformed policy approach calls for a more 'teological' approach, identifying EU law as an integrated whole, with competition policy in general, and merger control in particular, being a key instrument to achieve the larger policy objective of establishing an 'internal market' and work for towards the development of an effective and well-functioning internal market in the European Union.

Distance learning, or DL, in higher education institutions in Portugal, has become a priority for the Portuguese government, focusing mainly on the extension of this type of education to the Portuguesespeaking world. This priority reflects the guidelines for the 2018-2030 technological and business innovation strategy, approved by the Council of Ministers, and included in the National Digital Skills Initiative 2030 that concretizes a strategy for the country's digital development. However, our current reality, as a result of COVID-19, imposes the use of these tools to all teaching, from basic to higher education, to minimize the impediment of face-to-face classes. Thus, DL is an alternative model to be implemented and tested, now, on a large scale. It is important to underline that DL should be viewed as a modality of education for the democratization of knowledge, where it will be available to anyone who wants to know about it, regardless of place, time and formal teaching structures. In addition to the use of complete and intelligent platforms, with instruments capable of assessing different skills and competences, distance learning is more individualized and focused on the student. Studying online gives more space for students to manage their own time, which favors productivity, concentration, and motivation. Instead of periodic tests and assignments focused on only one piece of content, DL facilitates continuous evaluations, which provide immediate feedback on performance. The spaces for discussion between student and teacher in the forums are tools for the active construction of knowledge, in search of the truth, and not for the answer to a question put on a test. This poses a new challenge, namely, the assessment of students, assuming the use of a whole new set of teaching methodologies. But it is also an unprecedented opportunity. In this paper, we focus on these and other challenging aspects in DL and propose some solutions to its implementation, in the area of Law, which is traditionally conservative and little receptive to the use of new technologies as essential work tools for the current world. We will have as our base the state of the art "distance learning" and the analysis of this mechanism in the current context and, in this case, in the teaching of Law.
