The better functioning of economy depends on the availability and quality of public services such as: outstanding education system, well-functioning health system, very good transportation system and other public services as well. The 21th century is seen as the century of information and communication technology. In this way the local and central governments have seen that the broadband is important like other public services. The purpose of this paper is the identification of the importance and the impacts of broadband on the development of the economy and the society. For this purpose we have surveyed in depth different theoretical and empirical literature. The literature shows that government intervention is necessary not only in the regulation of the market but also in providing broadband services and increasing the demand for these services, which in turn would enable the development of the broadband market at the same pace like other EU member states. In the last part of this paper we will show that the development of the broadband market requires a more active role of the government in the development of broadband by increasing the demand and the supply for broadband services. Regardless the fact that ARKEP is working on increasing the development level of the broadband, we will show that the existence of a well-designed governmental plan would make it possible to achieve the goal of an information society.

Utility providers, such as energy companies and railway operators, have been long emphasised as driving competition and facilitating investment in broadband markets. Nevertheless, their involvement and contribution to broadband development has varied significantly over time. In the late 1990s, both local and national utilities engaged in the provision of broadband networks, but only few of them managed to establish themselves as major broadband providers. More recently, new projects involving national utilities have been announced in several EU countries, opening new scenarios for utilities' contribution to Next Generation Access (NGA) development. This paper aims to explore and identify the factors affecting the entry and the success of utilities in the European broadband market. Four case studies from four EU countries (Germany, Italy, Sweden and the UK) are investigated and compared, to highlight similarities and differences under the EU regulatory framework. This qualitative analysis takes into account the interaction of market, technology and policy factors, focusing on the impact of policy and regulatory measures. As a result, this paper provides fruitful insights into the relevance and effectiveness of public interventions in broadband markets. Public support and public ownership are identified as main drivers for the involvement of utilities in EU broadband markets, with regulatory measures and economies of scope exerting a limited and decreasing influence.

Ensuring Washington has 21st century digital infrastructure, such as high-speed broadband Internet access, fourth-generation (4G) wireless networks, new healthcare information technology and a modernized electrical grid, is critical to the long-term prosperity and competitiveness of our state. The Internet is a global platform for communication, commerce and individual expression, and now promises to support breakthroughs in important national priorities such as healthcare, education and energy. Additionally, the Internet and information technology can be applied to make government more effective, transparent and accessible to all Americans. For Washington, improvement of broadband access will open up ways for our state's innovators and entrepreneurs to reassert and extend national and global leadership. It will unlock doors of opportunity long closed by geography, income, and race. It can enable education beyond the classroom, healthcare beyond the clinic, and participation beyond the town square. In an effort to promote the information society, the Hungarian government adopted a number of strategic concepts and action plans, which formed the basis of many calls for proposals to be funded by the government and the European Union alike to achieve the institutional vision. In this article the author analyze in evaluating the government's role in Hungarian broadband infrastructure development programs so far. As a supposal in the course of the five government-funded infrastructure development programs implemented in Hungary by 2009, economic policymakers relegated community-based or community-owned digital telecommunication infrastructure to a heavily limited, stopgap role in terms of impact and extent. The basis of the investigation consisted of the RFPs for all of the five programs, as well as the data series showing the results of the projects already completed or yet to be finished under them. By analyzing them, it was possible to investigate the hypothesis.

Broadband is a public utility with positive effects on competitiveness, employment and growth. Although evidence shows that broadband development is increasing, this increment is not homogeneous between urban and rural areas. The main factor is the high cost for deploying next generation networks in rural areas, and especially the cost linked to civil engineering works. In order to overcome the investment challenges arising in the context of broadband deployment, the European Commission made mandatory the sharing of existing telecommunication and non-telecommunication infrastructures and facilities. This manuscript proposes and presents a novel tool that enables the estimation of the expected savings from exploiting existing infrastructures when deploying a broadband network. This is followed by a number of general principles and recommendations that policy makers and national authorities could embrace to diminish deployment costs and promote broadband deployment.

Answering the need of non-formal education or courses that reach all levels of society in the field of information and communication technology (ICT), the Government of Surabaya through the Department of Communications and Information Technology has developed Broadband Learning Center (BLC). BLC plays significant role in community development Surabaya since they provide media for public to choose training program which they can register independently or in groups training for free. This study aims to describe the framework in BLC as the implementation of e-governance performed by Government of Surabaya and to explore the role of BLC in community development process in achieving e-governance. The method used by researcher is qualitative approach with descriptive research type, focusing on Department of Communications and Information Technology, BLC Rumah Bahasa, BLC Taman Prestasi and BLC Taman Flora. This research reveals that BLC is facilitated with openness service to IT and various courses to enhance capacity and capability to utilize computer, and to increase public participation in using IT based program.
