An examination of the advantages that a single Democratic incumbent utilized to win reelection in 1984 despite an overwhelming victory by Ronald Reagan at the top of the ticket in the congressional district. Findings from a postelection interview survey (N = 600 respondents [Rs]) & from 6 preelection polls (N = 600 Rs each) reveal that the incumbent won reelection because of two types of ticket splitting: Republican-inclined voters who voted for Republican candidates for president & US Senate & split to vote for the Democratic incumbent for Congress; & Democratic voters who supported Democratic candidates for US Senate & Congress but split to vote for Ronald Reagan for president. Ticket splitting was found to be associated with basic political orientation; weak Republican & independent voters split in favor of the Democratic incumbent & were far less likely to vote a straight ticket for either party. Support for the Democratic incumbent was explained in nonideological terms & was based on high recognition & favorability, constituent service, voting record, & personal familiarity. For the Republican challenger, who never achieved a high level of recognition (despite significant campaign expenditure), support came almost solely from the most partisan Republican members of the electorate & was based simply on the party affiliation of the Republican challenger. 9 Tables, 5 References. DURING THE 1970S MANY OF THE SIGNS OF DISARRAY WHICH HAVE CHARACTERIZED EARLIER NATIONS AND CIVILIZATIONS IN DECLINE, WERE MANIFESTED IN THE UNITED STATES. TRADITIONAL RELIGIOUS INSTITUTIONS AND VALUES WERE ASSAULTED BY INDIFFERENCE, SCORN, AND THE RISE OF CULTS. IMMORALITY AND AMORALITY WERE RAMPANT IN POPULAR CULTURE AND IN THE PUBLIC AND PERSONAL LIVES OF LEADERS AND SUBJECTS ALIKE. AMERICANS MURDERED MORE HUMAN BEINGS VIA ABORTION THAN HITLER KILLED DURING THE HOLOCAUST OR STALIN DEVASTED DURING HIS GREAT PURGE. CIVIL RIGHTS STRIFE, VIETNAM, WATERGATE, STAGFLATION AND OTHER POLITICAL AND ECONOMIC TRIALS PRODUCED A STRIKING DECLINE IN THE CONFIDENCE PEOPLE FELT FOR POLITICAL LEADERS, PARTIES, AND THE AMERICAN GOVERNMENTAL PROCESS ITSELF. A PLETHORA OF THIRD PARTIES EMERGED AS A RESULT OF THE CREDIBILITY GAP, BUT NONE MADE MUCH IMPACT EITHER ON THE INTELLECTUAL COMMUNITY OR THE PEOPLE AT LARGE.

THE AUTHOR SAYS DEMOCRATIC PARTY DOMINATION OF THE U.S. HOUSE OF REPRESENTATIVES COUPLED WITH COMPETITIVE PRESIDENTIAL ELECTIONS IS MIDLY PARADOXICAL. THE SAME VOTERS PARTICIPATE IN ELECTIONS IN BOTH CONSTITUENCIES, YET PARTISAN DISTRIBUTION OF VOTERS ACROSS CONSTITUENCIES IS SUCH THAT THE HOUSE WAS CONSISTENTLY DEMOCRATIC IN THE MODERN ERA, DUE TO DEMOCRATS HAVING MORE SAFE SEATS.
