Economic and financial administration in the United-States
The author analyses the various factors which have contributed to the présent structure whereby the United-States formulate and implement fiscal, monetary and économie policies. A survey is provided of some salient features of economic and financial administration in the United-States, in particular the Treasury Office of Management and Budget, the Council of Economic Advisers and the Federal Reserve System. He finally stresses the important function of Congress by discussing the General Accounting Office.

"Although many people feel that Germany provides a model for environmental policymaking, this book shows that it does not. German administrative law, which focuses on individuals' complaints against the state for violating their rights, does not deal adequately with the broad issues of democratic legitimacy and accountable procedures raised in American courts. Susan Rose-Ackerman compares regulatory law and policy in the United States and Germany and argues that the American system can provide lessons for those seeking to reform environmental policymaking in Germany and the newly democratic states of eastern Europe." "Democratic governments, says Rose-Ackerman, face the problem of balancing the desires and expertise of conflicting interest groups, such as those that concern themselves with environmental protection. Under German law, however, environmental associations with policy agendas have no enforceable legal right to participate in federal policymaking, and regulation writing is much less open and accountable than in the United States. The U.S. Supreme Court is moving in the direction of the German system - away from review of the rulemaking process and toward a focus on individual rights. Un régime limitatif du contrôle des agences indépendantes par le Président a été établi au cours du xx e siècle. Il assure à celles-ci une double protection organique et matérielle dans leur rapport avec le Président. En ce début du xxi e siècle, sous la poussée de la théorie de l'exécutif unitaire, cette double protection montre des signes divers de déstabilisation. Pour l'heure, les plus tangibles de ces manifestations sont d'ordre juridictionnel et touchent à la question de la protection organique. La capacité d'ingénierie institutionnelle du Congrès dans la construction de l'« État administratif » s'en trouve réduite non seulement à l'égard des commissaires/administrateurs desdites agences mais encore à l'égard de leurs administrative law judges.
