A sweeping biography that opens a window onto the gilded age of Jewish philanthropy. Baron Maurice de Hirsch was one of the emblematic figures of the nineteenth century. Above all, he was the most influential Jewish philanthropist of his time. Today Hirsch is less well known than the Rothschilds, or his gentile counterpart Andrew Carnegie, yet he was, to his contemporaries, the very embodiment of the gilded age of Jewish philanthropy. Hirsch's life provides a singular entry point for understanding Jewish philanthropy and politics in the late nineteenth century, a period when, as now, private benefactors played an outsize role in shaping the collective fate of Jewish communities. Hirsch's vast fortune derived from his role in creating the first rail line linking Western Europe with the Ottoman Empire, what came to be known as the Orient Express. Socializing with the likes of the Austrian crown prince Rudolph and "Bertie," Prince of Wales, Hirsch rose to the pinnacle of European aristocratic society, but also found himself the frequent target of vicious antisemitism. This was an era when what it meant to be Jewish—and what it meant to be European—were undergoing dramatic changes. Baron Hirsch was at the center of these historic shifts. While in his time Baron Hirsch was the subject of widespread praise, enraged political commentary, and conspiracy theories alike, his legacy is often overlooked. Responding to the crisis wrought by the mass departure of Jews from the Russian Empire at the turn of the century, Hirsch established the Jewish Colonization Association, with the goal of creating a refuge for the Jews in Argentina. When Theodor Herzl, the founder of Zionism, advertised his plan to create a Jewish state (not without inspiration from Hirsch), he still wondered whether to do so in Palestine or in Argentina—and left the question open. In The Baron, Matthias Lehmann tells the story of this remarkable figure whose life and legacy provide a key to understanding the forces that shaped modern Jewish history

In recent years litigants have pressed the courts to resolve disputes which were formerly regulated by other social and political institutions. Mr. Justice Rehnquist stresses the crucial importance of nongovernmental institutions in our society. He discusses the need to evaluate the disruptive effect of an adversary proceeding between parties who must continue in an ongoing relationship after their dispute has been settled. The author then suggests that in order to preserve certain social institutions, limits must be placed on the use of adversary proceedings.

El presente informe técnico refiere a la concreción exitosa de un proceso de asistencia técnica entre una universidad pública y un gobierno municipal para la elaboración de concursos públicos abiertos de diversas jefaturas de departamento. Se demuestra el importante aporte que pueden realizar las universidades para la modernización y profesionalización de la gestión pública y en particular, para garantizar la transparencia en el proceso de ingreso a la Administración Pública. Se destaca la conformación de los tribunales evaluadores, donde se tuvieron en cuenta criterios de idoneidad, publicidad, transparencia, pluralismo e independencia con respecto a cualquier tipo de injerencia que atentara contra la igualdad de oportunidades de los postulantes durante el proceso de selección. De esta forma, el IIFAP propuso un profesional idóneo para cada tribunal y los dos miembros restantes, fueron concejales municipales (uno por la mayoría y otro por la primera minoría) buscando un equilibrio entre representantes de las distintas fuerzas políticas. Además, en todo el proceso se contó con la presencia de un observador miembro del Sindicato de Trabajadores Municipales y un observador integrante del poder ejecutivo para garantizar la transparencia. En cuanto a los resultados, se observa que en total se inscribieron veintisiete ciudadanos, de los cuales finalmente participaron dieciocho (lo que representa un 66,6%) y donde cinco candidatos (27,7%) no pasaron la prueba de oposición. ; This report contributes to leave a precedent of a technical assistance between a public university and a municipal government for the development of public tenders process. The important contribution that public universities can make to the modernization and professionalization of public administration and in particular to ensure transparency in the process of entering Public Administration is demonstrated. For the formation of the evaluators courts where took into account criteria of suitability, publicity, transparency, pluralism and independence from any interference which would infringe equal opportunities for the candidates during the selection process. Thus, a qualified professional for each court was proposed by IIFAP and the remaining two members of the court were municipal councilors seeking a balance between different political forces. In addition, the whole process was attended by an observer member of the Municipal Workers' Union and a member observer of the executive branch to ensure transparency. Results shows that a total of twenty seven citizens were registered but only eighteen participates of the process (representing 66.6%) and five candidates (27.7%) failed the first test of the process.

La colonia Alvear, situada en el Sudeste de la Provincia de Mendoza fue fundada en 1901 por los sucesores de Diego de Alvear. Su creación no se puede considerar un hecho aislado sino que se enmarca en el proceso de avance de la frontera agroganadera hacia el sur del País y, en particular, en la ocupación del oasis Sur de Mendoza que se produjo entre fines del siglo XIX y la primera década del siglo XX. Fue un emprendimiento generado a partir de capitales foráneos con escasa intervención del Estado provincial. Su constitución estuvo determinada por los proyectos ferroviarios que se habían gestado en el país en la segunda mitad del siglo XIX y que pretendían unir el litoral atlántico con Chile. ; Alvear colony, located in the Southeast of the Province of Mendoza was founded in 1901 by the successors of Diego de Alvear. His creation can not be considered an isolated event but part of the process of advance of the agricultural and farming to the south of the country and, in particular, in the occupation of southern Mendoza oasis that occurred between the late nineteenth and first decade of the twentieth century. It was a venture capital generated from outsiders with little provincial government intervention.
