Major carbon-pricing systems in Europe and North America involve multiple jurisdictions (countries or states). Individual jurisdictions often pursue additional initiatives--such as unilateral carbon price floors, legislation to phase out coal, aviation taxes or support programs for renewable energy--that overlap with the wider carbon-pricing system. We develop a general framework to study how the climate benefit of such overlapping policies depends on their design, location and timing. Some policies leverage additional climate benefits elsewhere in the system while others backfire by raising aggregate emissions. Our model encompasses almost every type of carbon-pricing system used in practice

Measures and strategies for climate adaptation and mitigation on the local level have become more or less obligatory. However, local governments face epistemic and organisational uncertainties. New agencies are created, new intra- and inter-organisational relationships are established and new competencies are requested. We argue that knowledge orders are of utmost importance for the institutionalisation of climate policies. We compare knowledge generation, the production of evidence and framing in the local administration of the three cities Munich, Frankfurt am Main and Stuttgart and find commonalities and differences.

This article addresses the lack of gender responsiveness and highlights the necessity for the involvement of women in climate policies and actions in Georgia. The need for mainstreaming gender in climate policies and actions is being recognised and encouraged by international researchers and agencies. Although considerable progress on legislative equality has been made in recent years, gender is not yet mainstreamed into any climate or energy policies in Georgia, with the exception of the Nationally Determined Contribution (NDC). Based on analyses of existing documents and policies related to climate change, this paper suggests that the Georgian government should develop gender-responsive climate policies through an intersectional approach, building capacity on gender mainstreaming in the relevant sectors, upscaling existing best practices by civil society, grassroots organisations and national experts, and conducting deep gender analysis as stipulated by the NDC.

Die Dissertation "Empirical Evaluations of Climate Policies" besteht aus fünf Beiträgen zu ausgewählten Klimapolitiken der EU und Deutschlands. Die ersten drei Beiträge untersuchen, ob Politikmaßnahmen der Informationsbereitstellung den Stromverbrauch von privaten Haushalten verringern können. Diese Beiträge beleuchten die Wirkung von Veröffentlichungspflichten für Energieinformationen, die Wirksamkeit von Energiesparbriefen sowie die Frage, wie die Energiekennzeichnung von Geräten effektiver ausgestaltet werden kann. Die folgenden beiden Beiträge analysieren Politikmaßnahmen, welche auf Preisanreizen basieren. Diese Evaluationen befassen sich mit den Wirkungen einer Befreiung von der EEG-Umlage für Betriebe des Verarbeitenden Gewerbes und mit dem Einfluss fester Einspeisevergütungen für Strom aus erneuerbaren Quellen auf das Preisverhalten an Strombörsen.
