This paper reports an original economic valuation of the impact of climate change on the provision of forest regulating services in Europe. To the authors' knowledge the current paper represents the first systematic attempt to estimate human well-being losses with respect to changes in biodiversity and forest regulating services that are directly driven by climate change. First, selected 34 European countries are grouped by their latitude intervals to capture the differentiated regional effects of forests in response to climate change. Moreover, the future trends of forest areas and stocked carbon in 2050 are projected through the construction and simulation of global circulation models such as HADMC3 following four different future developing paths described by the four IPCC scenarios. Finally, the valuation exercise is anchored in an ecosystem service based approach, involving the use of general circulation models and integrated assessment models. Our findings address two dimensions in the evaluation of climate impacts on European forests: Firstly, future projections yield different states of the world depending upon the IPCC scenario adopted. Secondly, spatial issues matter in an assessment of the distributional impacts of climate change, as these impacts are not distributed in a uniform way across the European countries under consideration.

The Qinling-Daba Mountain area is a transitional zone between north and south China and not much is known about its carbon storage, particularly its pool of soil organic carbon (SOC). Given this shortcoming, more reliable information regarding its SOC is needed. In light of this, we quantified above and below-ground carbon sinks using both the Carnegie-Ames-Stanford approach (CASA) model and an improved carbon cycle process model. We also assessed the net present value (NPV) for carbon budgets under different carbon price and discount rate scenarios using the NPV model. Our results indicated that the net primary productivity (NPP) was lower in places with low density forests that were situated at high elevation. The spatial distribution of carbon storage depended on NPP production and litter decompositon, which reflected specific vegetation as well as temperature and moisture gradients. The lowest amounts of carbon storage were in the center of the Qinling Mountains and also partly in the Daba area, which is a location associated with sparse grassland. Contrastingly, the broad-leaved forested area showed the highest amount of carbon storage. NPV was positively correlated with discount rate and carbon prices, thus resulting in the highest values in the forests and grassland. The net present value of total soil carbon sequestration in the six scenarios in 2015 was 3.555 b yuan, 3.621 b yuan, 5.421 b yuan, 5.579 b yuan, 7.530 b yuan, 7.929 b yuan ; The net present value of total soil carbon sequestration in 6 scenarios in 2017 is 2.816 b yuan, 2.845 b yuan, 4.361 b yuan, 4.468 b yuan, 6.144 b yuan, 6.338 b yuan (billion = 109 ; b ; RMB is the legal currency of the China, and its unit is yuan, 1 euro = 7.7949 yuan, and 1 pound = 9.2590 yuan). Levying a carbon tax would be a notable option for decision makers as they develop carbon emission reduction policies. Given this, incorporating discount rates and carbon pricing would allow for more realistic value estimations of soil organic carbon. This approach would also provide a theoretical basis and underscore the practical significance for the government to set a reasonable carbon price.

Metadata only record ; With support from the Canadian government through the Canadian International Development Agency (CIDA), CIFOR has been facilitating a series of workshops and roundtable discussions on issues related to growing trees to sequester carbon and its influence on people's livelihoods. Interest in this topic has arisen out of the potential for such projects through the land-use, land-use change and forestry (LULUCF) provisions of the Kyoto Protocol. Properly designed, these projects will conserve and/or increase carbon stock and at the same time improving rural livelihoods. Among the topics discussed have been: what are the requirements of mandatory vs. voluntary carbon trading markets; what do project partners need to do to benefit from these; and what other ecosystem services (including water and biodiversity protection) could such initiatives provide in a bundled form, possibly being compensated for by interested stakeholders? ; PES-1 (Payments for Environmental Services Associate Award)

Coastal margin habitats are globally significant in terms of their capacity to sequester and store carbon, but their continuing decline, due to environmental change and human land use decisions, is reducing their capacity to provide this ecosystem service. In this paper the UK is used as a case study area to develop methodologies to quantify and value the ecosystem service of blue carbon sequestration and storage in coastal margin habitats. Changes in UK coastal habitat area between 1900 and 2060 are documented, the long term stocks of carbon stored by these habitats are calculated, and the capacity of these habitats to sequester CO2 is detailed. Changes in value of the carbon sequestration service of coastal habitats are then projected for 2000–2060 under two scenarios, the maintenance of the current state of the habitat and the continuation of current trends of habitat loss. If coastal habitats are maintained at their current extent, their sequestration capacity over the period 2000–2060 is valued to be in the region of £1 billion UK sterling (3.5% discount rate). However, if current trends of habitat loss continue, the capacity of the coastal habitats both to sequester and store CO2 will be significantly reduced, with a reduction in value of around £0.25 billion UK sterling (2000–2060; 3.5% discount rate). If loss-trends due to sea level rise or land reclamation worsen, this loss in value will be greater. This case study provides valuable site specific information, but also highlights global issues regarding the quantification and valuation of carbon sequestration and storage. Whilst our ability to value ecosystem services is improving, considerable uncertainty remains. If such ecosystem valuations are to be incorporated with confidence into national and global policy and legislative frameworks, it is necessary to address this uncertainty. Recommendations to achieve this are outlined.

We propose in this paper a model of optimal Carbon Capture and Storage in which the reservoir of sequestered carbon is leaky, and pollution eventually is released into the atmosphere. We formulate the social planner problem as an optimal control program and we describe the optimal consumption paths as a function of the initial conditions, the physical constants and the economical parameters. In particular, we show that the presence of leaks may lead to situations which do not occur otherwise, including that of non-monotonous price paths for the energy.
