Distribute white and black hats in a dark room to a group of three rational players with each player having a fifty-fifty chance of receiving a hat of one colour or the other. Clearly, the chance that, as a result of this distribution, (A) "Not all hats are of the same colour" is 3/4. The light is switched on and all players can see the hats of the other persons, but not the colour of their own hats. Then no matter what combination of hats was assigned, at least one player will see two hats of the same colour. For her the chance that not all hats are of the same colour strictly depends on the colour of her own hat and hence equals 1/2. On Lewis's principal principle, a rational player will let her degrees of belief be determined by these chances. So before the light is switched on, all players will assign degree of belief of 3/4 to (A) and after the light is turned on, at least one player will assign degree of belief of 1/2 to (A). Suppose a bookie offers to sell a single bet on (A) with stakes $4 at a price of $3 before the light is turned on and subsequently offers to buy a single bet on (A) with stakes $4 at a price of $2 after the light is turned on. If, following Ramsey, the degree of belief equals the betting rate at which the player is willing to buy and to sell a bet on a given proposition, then any of the players would be willing to buy the first bet and at least one player would be willing to sell the second bet. Whether all hats are of the same colour or not, the bookie can make a Dutch book - she has a guaranteed profit of $1. However, it can be shown that a rational player whose degree of belief in (A) equals 1/2 would not volunteer to sell the second bet on (A), neither when her aim is to maximise her own payoffs, nor when she wants to maximise the payoffs of the group. The argument to this effect shares a common structure with models (i) for the tragedy of the commons and (ii) for strategic voting in juries.

NCAA v. Christie, a recent landmark sports-betting case, is making its way through the federal courts and reigniting the fight for sportsbetting opportunities in the United States. The Professional and Amateur Sports Protection Act (PASPA) is at the center of the dispute in that case. PASPA currently allows only four U.S. states to conduct sports-betting schemes in their casinos. Even if PASPA is held to be constitutional after NCAA v. Christie plays out in the courts, Congress should modify PASPA to allow states to regulate their own sports-betting enterprises. Without modification, billions of dollars in tax revenues and income from legitimate sports-betting industries that could go to the United States instead will continue to go to offshore Internet operations, backroom book makers, and organized crime. Sports bettors in the United States who do not live in or frequent one of the four states that sanction sports betting instead turn to offshore and illegal outfits to place their bets. Courts have struggled to develop an effective solution of obtaining jurisdiction over foreign entities that license gambling websites. However, with minimal enforcement power to regulate foreign and illegal betting outfits, it is time now to modify PASPA to grant every U.S. state an opportunity to use revenue-generating sports betting to relieve debt from their current fiscal budgets. Instead of outlawing 46 states from conducting their own sports-betting schemes, Congress should modify PASPA to allow each state to decide for itself whether it wants to sanction a sports-betting scheme within its jurisdiction. By allowing each state to experiment as a laboratory with a sports-betting scheme-tailored to each state's specific needs-a national solution will emerge, which in time can be implemented into more appropriate and effective federal regulation.

The Puzzle of the Hats is a betting arrangement which appears to show that a Dutch book can be made against a group of rational players with common priors who act in the common interest and have full trust in the other players' rationality. But we show that appearances are misleading—no such Dutch book can be made. There are four morals. First, what can be learned from the puzzle is that there is a class of situations in which credences and betting rates diverge. Second, there is an analogy between ways of dealing with situations of this kind and different policies for sequential choice. Third, there is an analogy with strategic voting, showing that the common interest is not always served by expressing how things seem to you in social decision-making. And fourth, our analysis of the Puzzle of the Hats casts light on a recent controversy about the Dutch book argument for the Sleeping Beauty Problem.

This open access book focuses on how and why digital games and gambling are increasingly intertwined and asks "does this matter?" Looking at how "loot boxes" became the poster child for the convergence of gambling and gaming, Wardle traces how we got here. She argues that the intersection between gambling and gaming cultures has a long lineage, one that can be traced back throughout the 20th century but also incorporates more recent trends like the poker boom of the 1990s, the development of social media gambling products and the development of skin betting markets. Underpinned by changing technology, which facilitated new ways to bet, trade and play, the intersection between gaming and gambling cultures and products has accelerated within the last decade – and shows little signs of stopping. Wardle explores what this means for our understanding of risk, how gaming and gambling entities use each other for commercial advantage, and crucially explores what young people think of this, before making recommendations for action.

Nicholas Onuf on the Evolution of Social Constructivsm, Turns
in IR, and a Discipline of Our Making






Can we really go on speaking about International Relations
as a 'discipline'? Even if social constructivism is often presented as a robust
theoretical cornerstone of the discipline, one of the thinkers that established
this theoretical position challenges the existence of IR. Surely, Nicholas Onuf
argues, we have a disciplinary machinery—institutions, journals, conferences
and so forth—but these form an apparatus built around a substantive void—in his
words, 'a discipline without an 'about''. In this Talk, Nicholas Onuf—among others—weaves an appraisal of
disciplinary boundaries through a discussion of social constructivism's birth
and growth, tells the material turn to get serious and provides a bleak
assessment of IR's subservient relation to political order.

What is (or should be), according to you, the biggest challenge /
principal debate in current International Relations? What is your position or
answer to this challenge / in this debate?



In my view, the
biggest challenge for IR is making good on claims (I'd say pretensions) that IR
is a discipline in its own right.  Such
claims presume that IR has a reasonably well-bounded subject matter and a body
of theory uniquely suited to that subject matter.  For 25 years I have been saying that IR fails
miserably in meeting this challenge. 
Much less do we acknowledge the challenge—there is no debate.  As it is, we have institutionalized a
so-called discipline (journals, conferences, workshops, PhD programs) that
reaches far beyond (lower case) international relations.  In short:  a discipline without an 'about.'  Were we to acknowledge the challenge, we
might be content to say:  Forget disciplines,
it's all about 'the social' and social theory belongs to us—too.  Or we might say, it's all about 'the
political,' and legal, political and
social theory also belong to us.  I'm not
sure there's much difference.  I am sure
that it's not enough to say our 'about' is 'the international.'  And I have said as much publicly, though
intemperate terms that I instantly regretted.



Given such a
negative assessment of IR, you might wonder why I stuck with it all these
years.  Why didn't I just call myself a
social theorist and (try to) publish in the few journals in which theorists
gets a hearing?  Actually, I did try a
few times, to no avail (just as I put 'social theory' in the subtitle of World of Our Making (1989) to no
discernible effect).  I think there's a
status issue lurking here.  Once
identified with IR, it's hard to get acknowledged outside IR.  Nobody reads
or cites us; we 'don't get no respect'; status ordering condemns us to be
consumers rather than producers of big ideas.  If (just perhaps) the era
of big ideas is over, then the next generation in IR may feel a little
braver than I was about jumping ship.  Not that I'm betting on it,
especially since publishing in a host relatively new, expressly interdisciplinary
journals, such as Global
Constitutionalism, International
Political Sociology and International
Political Theory, offer a safer alternative.





How did you arrive at where you currently are in your thinking about International
Relations?



I have to say
that events have never inspired me.  In
my callow youth, Hans Morgenthau's Politics
among Nations (1948) inspired me to think about spending a lifetime doing
IR, as did my teachers Robert Tucker and George Liska—both realists with a taste respectively for
international law and international institutions.  Working as Tucker's assistant in revising Hans Kelsen's Principles of International Law (1952) prompted
a longstanding interest in legal theory. 
As a doctoral student, I got hooked on systems theory à la Hoffmann, Kaplan, Rosecrance; the
special issue of World Politics (vol.
14, no. 1) on the international system left an indelible mark, as did Waltz's Man, the State and War (1959).  Working with Richard Falk a few
years later affected me a great deal—he remains one of my very few heroes.  So did Fritz Kratochwil,
briefly a student of mine and friend ever since.



In the 1980s
I got to know a number of mavericks: 
Hayward Alker, Rick Ashley, Dick Mansbach, John Ruggie and Rob Walker
are by no means the only ones on this list. 
More important, I think, were my feminist doctoral students, who changed
my life in a great many ways and were largely responsible for my turn to social
theory.  It was in that context that I
took the so-called linguistic turn to Wittgenstein, J. L. Austin et al. 
World of Our Making is pretty
clear about its many sources of inspiration. 
The big trick was fitting everything together.  Since then (and to keep the story manageable),
working with my brother Peter is responsible for my interest in Aristotle and in the making of the modern world; republican
theory links these two concerns.  I
cannot blame Peter for my ongoing fascination with Foucault.  





What would a student need to become a specialist in IR or understand the
world in a global way?



For me at least, this is a tricky question.  As I said earlier, I am not very much
interested in events—either as theoretical fodder or as a matter of what's
happening in the world at any given moment. 
Most of my friends and colleagues are fascinated by current events—how
often I find them glued to one news source or another.  Students are too, and it seems pretty obvious
they should be.  Most people in the field
engage in the skillful assembly of events, whether in 'cases' or as
statistically manipulated patterns. 
Learning the appropriate skills takes a great deal of time and
training.  At the same time, students
also need an exposure to theory—big picture thinking—and, in my view, the
philosophical issues that lurk behind any big picture.



Theory is a seductive.  I was seduced at the age of 19 and never
gotten over it.  Shifting metaphors, I always
told my doctoral students not to succumb to the theory bug, at least to the
exclusion of what I just called 'the skillful assembly of events.'  In other words, don't do it my way—I was lucky
to get away with it.  Disposition is a different
matter.  Students must love to work hard
for extended intervals with little immediate gratification.  Machiavelli said that warriors must be
disciplined and ardent.  I used to tell
my doctoral students, you have to be 'warrior nerds.'  If you don't fit this profile, find another
vocation.





You were immensely influential in
constructing the theoretical pillar of social constructivism in IR, starting
over 25 years ago. Looking back, has social constructivism delivered on the
promise you etched out in World of Our
Making?



No way, and for all kinds of
reasons.  This was all too clear within a
decade, as I intimated in a review of Peter Katzenstein's
The Culture of National Security (1996,
read introduction here)
and spelled out in Don Puchala's Visions of International Relations (2003).
To simplify unduly and perhaps unjustly, the constructivists who came to
prominence in the 1990s made three mistakes. First, they took for granted that a
norm (as in 'the norm') is normative without asking whether, to what degree, or
how this might be so.  I'm pretty sure this
mistake came from a mindless appropriation of functional sociology and utter
indifference to legal and political theory. Second, they substituted identity
('who am I?' questions) for agency ('who acts for what or whom?' questions) in
guessing at the implications of the end of the Cold War.  In doing so, they compounded the felony by
leaping from personal identity to collective identity and unreflectively
imputing agency to imagined collectivities. Third, they treated culture as an
aggregate residual and then assigned it enormous causal significance. Had any
of them taken the linguistic turn seriously, they might have extricated those
elements of 'culture' that (one might guess) are most consequential for social
construction.



More generally, I
came to see the constructivist surge of the 90s as a liberal-institutionalist
renaissance.  Standing in for legal
rules, formal institutions and corporate personality, norms and identity look
like a conceptual breakthrough to a generation of scholars who had been taught
to dismiss old-time liberal IR.  In the
2000s, a shifting panorama of events (genocide etc.) prompted a straight-on
liberal institutionalist revival with lots of help from lawyers.  Meanwhile, a much more diverse range of
scholarship has come to be styled constructivist for lack a better label.  Finally, there has emerged a gang of 'third
generation' constructivists who now actively repudiate their predecessors from
the 90s.  They speak my language, but
I'll let them speak for themselves.





How, do you think, do 'turns' in IR
relate to the broader context of real-world historical events? If the origins
of social constructivism have been located in the end of the Cold War, is there
some kind of dialectic whereby social constructivism then impacts on the course
of history? For instance, social constructivism is by now so established that a
big part of newer generations of practitioners in IR are probably social
constructivists. How does that influence international politics? In other
words, does social constructivism as an illocutionary theoretical approach hold
perlocutionary effect on its object of study?



I have some reservations
about the metaphor 'turn.'  Do we imagine
IR as a colossal ship that turns, however slowly, all of a piece?  I've already used the ship metaphor, but in
this context it's not appropriate—we're not that put together, and, besides, no
one is steering (not even those legendary gate-keepers).  Or a herd of wildebeests, in which all the members
of the herd turn together by keying off each other once one senses danger and
turns?  I don't think so, even if we do
sometimes see signs of a herd mentality. 




Back in the late 60s, Karl
Deutsch suggested that the field had even then experienced a succession of
waves.  I like this metaphor better
because it captures both the messiness of what's going on and a sense that
perhaps not much is changing in deeper water. 
You yourself switch metaphors on me when you mention a new generation of
constructivists.  As it happens, I like
this metaphor a lot (and have a piece entitled 'Five Generations of International
Relations Theory' forthcoming in a new edition of International Relations Theory Today, which Ken Booth and Toni
Erskine are editing).  It suggests a
dynamic internal to any field of study rather than one prompted by external
events.  Inasmuch as constructivism got
its start before the Cold War ended but afterwards changed its profile
significantly tells us the story is actually rather complicated.



The more interesting question
is whether constructivism will, as you say, impact the course of history.  The quick and dirty answer is, yes, but in
ways too subtle to document.  We already
know how difficult it is to establish any impact from IR as a scholarly pursuit
on world affairs.  That is, any impact
beyond realism and raison d'état.  As we become more specialized in what we do
and so does everyone else, it seems ever less likely that we'll be able to pin down
extended causal chains.  But I suspect
that you have something more like 'mood' in mind.  Once liberal institutionalists adopted a
slick kind of constructivism, they were pretty much in sync with the Zeitgeist, at least for a decade or
so.  So, yes, as a not very helpful
generalization, we can surmise that some degree of co-constitution was then at
work.  Always is.



One last point.  I don't have even the slightest sense that my
own scholarly work has had anything have much to do with large-scale world-making,
or that it will in any near-term.  I
don't have to be told that my work is too austere and forbidding to reach very
many people—though I am told this often enough. 
Years from now, who knows?  Yet my
teaching career convinces me that there's more co-constitution going on in the
classroom than anywhere else we're likely to find ourselves.  Interacting with hundreds of MA and PhD
students in Washington DC over 28 years—during which I noodled through what
would become World of Our Making—affected
me and them in ways beyond measure.  Some
of those students became scholars, but many more have spent their lives in
public service.





What has been, to you, the biggest
surprise or exciting move in IR since social constructivism saw the light?



The biggest and most
surprising 'move' has been the move offshore. 
I speak of course as someone raised, trained and employed in the US when
IR was 'AnAmerican Social Science.'  For the
last twenty years, IR has not so much left the US as gained strength everywhere
else.  Better to say, its center of
gravity has moved.  In the process, IR
has transformed, both as a claimant discipline and as a theory-driven
enterprise.  As a participant-observer, I
see IR as an institutional beneficiary of globalization and, to a lesser
degree, those of us in IR as agents in this hugely complicated process. 



Globalization has meant,
among much else, the extraordinary growth of higher education and its
institutional apparatus.  The
proliferation of universities is an acknowledgment of cosmopolitan imperatives and an accommodation of national needs, exemplified
in programs for the grooming of managerial elites.  For IR, this large process has been colored
by an ostensible rejection of American hegemony.  One expression of this anti-hegemonial
sentiment is the fashion for post-positivist scholarship and the sort of constructivism
that is now conventionally ascribed to Fritz Kratochwil and me.  For me personally, it's just wonderful to be
taken seriously everywhere but my own country.





You recently have turned attention
towards cognitive and evolutionary psychology. This is a pretty
underrepresented field, in terms of its being mined in IR. What challenge has
this literature to pose, in your view, to dominant IR?



Long ago, I ventured into cognitive
studies as a consequence of casting a broad net in social theory.  Since then, several disciplines have
converged in making cognitive studies just about the most exciting game in
town.  I cannot imagine anyone not being
fascinated (but then I am also fascinated by advances in cosmology, however
little I understand the technical stuff).  In recent years, I have developed a more
specific interest in what cognitive and evolutionary psychology might tell
about my mind, any mind, in relation to a world that my mind cannot access
directly, the world of appearances.  As
you can see, I'm a philosophical idealist—with many qualifications, a Kantian
idealist.  Most people in IR are
philosophical realists, for whom such issues are less compelling.  



Let me comment briefly on any
challenge the cognitive revolution might pose for IR in the philosophical
realist mode.  IR's substantive concerns
are so far removed from the stuff of cognitive science (neurons and such) that I doubt scholars in IR will ever feel
obliged take the latter into account. 
Nor should they.  Positivist
science is reductive—it always pushes down levels of analysis to explain what's
going on at higher levels.  But anyone
pushing down risks losing touch with what seems to be substantively distinctive
about one's starting point, and IR and its event-manifold are a long way up
from the synchronized firing of neurons. 
I would qualify this bald statement somewhat to account for the recent interest
of emotions in IR.  At least some of the
psychological literature on emotions taps into a deep pool of research where
the age-old cognition-emotion binary has finally been put to rest.





You have a broad experience in IR.
How do you see the evolution of the field? Is it a tragedy of unfolding
rationalization and increasing division of labor, or is something else going
on?



As I intimated earlier, IR has
failed as a disciplinary project.  I'm
almost inclined to say, there's no hope for IR 'as we know it.'  Better to say, IR has lost its self-told coherence.  A hundred flowers bloom, but just barely, and
there are a lot of weeds.  I don't see
this as a bad thing (your weeds may well be my flowers), although other
disciplines, such as sociology and a resuscitated geography, cast shadows on
our scraggly garden.  I do think larger
societal processes—modern rationalization and modernist functional
differentiation—have conjoined to impose a coherence we don't see.  Crudely, we are servants to other servants,
all of us ultimately minions to run-away capital and victims of its
techno-material seductions.  I guess you
could call this phenomenon a tragedy, though its very impersonality undercuts
the sense of the term.  I have no doubt,
however, that it will eventuate in a catastrophe from we moderns will never
recover.  I have been saying this ever
since the 1970s, when the debate over The Limits to Growth
persuaded me that we would never turn the ship around.





A new 'turn' seems to be developing
in the social sciences, possibly a swing of the ontological pendulum back to
materialism—this time with a more postpositivist undertone. How do you relate
to such a turn?



I am skeptical.  It looks like a fad to me—people casting
about for something new and interesting to say. 
Moreover, the vitalist, Bergsonian tenor of so
much of the new materialism turns me off—I cannot see the case for ascribing
agency (and thus purpose) to things when the language of cause suffices.  (And I am not among those constructivists who
will not speak of cause for fear of positivist contamination.)  But there's another issue that troubles
me:  the continued power of the
materialist-idealist binary.  In IR, we
call realists materialists and liberal institutionalists/soft constructivists
idealists when it should be obvious that whatever separates them (in my view,
not as much as they think) has nothing to do with idealism and materialism as
philosophical stances.  Security dilemmas,
arms races and terrorist plots are not ideationally informed?  Norm diffusion, identity crises and human
rights are not materially expressed?  Get
serious.



 I argued in World of Our Making that the material and the social are bound
inextricably bound together.  Rules do
the job.  They turn the stuff of the
world into resources that we, as social beings, put to use.  I think I got it right then.  Needless to say, I also think students afflicted
with mindlessly linked binaries can only benefit from reading that book.





Nicholas Greenwood Onuf is renowned
as one of the founders of constructivism in International Relations. He is also
known for his important contributions to International Legal Theory,
International History, and Social Theory. Onuf's most famous
work is arguably World of Our Making: Rules and Rule in Social
Theory and International Relations (published in 1989), which
should be on every IR student's must-read list. His recent publications
include Nations, Markets, and War: Modern History and the American
Civil War (2006, co-authored with his brother Peter Onuf) and International
Legal Theory: Essays and Engagements, 1966-2006 (2008). Onuf is
currently Professor Emeritus of International Relations at Florida
International University and is on the editorial boards of International
Political Sociology, Cooperation and Conflict, and Contexto
Internacional. Professor Onuf received his PhD in International Studies at
John Hopkins University, and has also taught at Georgetown University, American
University, Princeton, Columbia, University of Southern California, Pontifícia
Universidade Católica do Rio de Janeiro, and Kyung Hee University in Korea.

[GIES PRIZE ESSAY, FIRST PRIZE.] OF all the powers of the human soul, the imagination is one of the most universal in its application and pleasing in its products, the earliest activity of the infant mind, and the last to cling to old age. Without the exercise of this faculty, the world would be a barren waste of material facts, in which would dwell the human race, passive recipients of objective im-pressions, without the power to revel in the beauties of imaged thought and conception of the Divine. Poetry, philosophy, art, science, invention, religion—all would be lost to mankind. L,ittle wonder, then, that the products of the imagination have ever been present and cultivated among men. The word "puzzle" has been variously defined, and the objects of thought and action to which it may be applied are widely different. But a common ground may be assumed—a puzzle is an invented contrivance, either intellectual or material, mtmllM - 262 THE GETTYSBURG MERCURY. whose solution requires time and ingenuity. It will be seen that the puzzle is pre-eminently the product ot the inventive imagina-tion and in turn its highest application is in the exercise of that power for its solution. Intellectual puzzles are in many senses the most important and also most ancient, being generally cast in the form of riddles. From the earliest times of history we can find evidence of the existence of puzzles, either as a form of intellectual amusement or didactic discipline. Among the Eastern nations obscure forms of expression were the inevitable associates of their symbolical modes of thought. It is certain that such methods of statement were in use among the Egyptians, while several books of riddles exist in old Arabic and Persian. One of the most well-known of puzzles is the riddle which Samson propounded to the Philistines, and many other examples are found in the Bible. The proverbs of Solomon are at times excellent types of the didactic form of the riddle. The parables of the Savior were skillful methods of teaching important truths veiled under an interesting narrative which drew the attention of the crowd, and would be very accept-able to an Eastern mind. In Greece the riddle was a favorite mode of intellectual enter-tainment at symposia. To the active mind of the Greek nothing was more pleasing than a well-directed turn of expression which would give room for play of the imagination. There is abundant evidence of this among their writers. Some of their poets even did not hesitate to write whole books of riddles, and Kleobulus, one of the seven wise men, was especially noted for his composi-tions along this line. The famous riddle of the Sphinx as told in the Oedipus Tyrannus, is probably the best known puzzle of Greek literature, though the most interesting form was a part of their very religious life and character—the oracles of the inspired priests, on which hung sometimes the fate of nations, even of the world. The raveling of such obscurities of expression was a source of the keenest pleasure to the Greek mind, and, while a product of the imagination, was an efficient agent in bringing it to that perfection shown in attic literature, thought and philosophy. The Roman mind, more earnest and grave, found small pleas-ure in these modes of intellectual activity, and very little is known of their use of puzzles until the later republic and empire, when they were introduced with the passion for everything Greek, and ■■■■HH THE GETTYSBURG MERCURY. 263 professional riddle-makers soon began to take a prominent part in their entertainments and banquets. During the middle ages puzzles were cultivated more as a pleasant means of entertainment than for any other purpose, and until recently the same idea has clung to them. Many manu-script and printed editions of collections of puzzles, riddles and conundrums are in existence. Much of their content consists of coarse jests, but there are some real gems of wit and valuable aids to a true estimate of mediaeval life. The Reformation put a stop to this merry jesting for a time, but it soon crept into favor again, and during the eighteenth century the most brilliant minds of Europe were engaged in the intellectual pastime. At the present day puzzles are still in great favor with both young and old, and their educational worth is becoming more and more realized. As a mental training the value of the puzzle lies chiefly in its power of cultivating quickness and strength of the constructive imagination. An obscurity of expression or mechanical con-struction may require time to solve its intricacies, but the mind is certainly the better for having mastered it. All the faculties of memory and imagination are brought into play, and side by side comes development of the reasoning power as we attempt to deduce from our problem its elements, or to arrive by induction at the result of certain assumed forces. These are the things which made the riddle so attractive to the Greek, with his quick imagination and active reasoning power. When we solve a dif-ficult puzzle, we in fact repeat the very processes by which as children we began to learn, for then everything was a puzzle; and in doing so we strengthen the faculties of the mind which are most essential, and besides strength impart to them a facility and quickness of action, which is in itself most valuable. The subject-matter of the puzzle may be another source of con-siderable benefit. The didactic riddles of the East have already been mentioned as examples of what may be taught in this way. A truth given an obscure expression which requires mental effort to unravel will be impressed upon the mind when it has been gained. A mechanical construction whose every portion has been carefully studied with a view to its possible part in the function of the whole, will not soon be forgotten. In this fact alone may be grounded a strong argument in favor of the puzzle's part in mental training. 264 THE GETTYSBURG MERCURY. Puzzles are beginning to play a more and more important part in the education of the child. Almost the first book placed in its hands, "Mother Goose," is full of simple riddles. Froebel's kindergarten method, so generally acknowledged now-a-days, em-bodies the puzzle idea to a great extent, developing as it does the powers of observation, invention and reasoning. As the child passes into school, puzzles of graded difficulty are used for several years, and his toys always include a number of puzzles and games, many of which contain subject-matter of educational value. Many firms now publish educational games, whose benefit to the child will be revealed by even a superficial examination. The use of puzzles may be carried too far, however; for they may be made an end in themselves. Men may become so infatu-ated with the delicacy of reasoning and exhilaration of discovery as to lose sight entirely of the practical use of the mind. So did the School-men of the middle ages, who waged long controversies on trivial and absurd questions merely for sake of the argument. Neither should puzzles take the place of more legitimate means of education, for it must be kept in mind that they are for the more developed merely an intellectual pastime which will benefit instead of harm ; and for the child a means of starting its mind upon the path which it must shortly travel with the more able guides of language, art and science. Puzzles seem to be trivial things, and are so in a certain sense. But they present wonderful capabilities to the student of Psy-chology and the teacher of the child's mind. Used within proper bounds, as a means and not an end, they may become, in devel-opment of strength and facility of the imagination and the reas-oning power, and in didactic force, a powerful factor in mental training. —L. AS a matter of course, the first thing to consider in searching for a remedy for any evil, whether in economics or else-where, is to seek to find the causes of that evil, and to discover a means of removing these causes. Whether the means proposed be beneficial in other respects or advisable upon other grounds we do not need to inquire in this paper. All that is necessary is to find some measure which gives fair promise of bettering matters in this one department of economic life which we have under consideration, namely, of establishing a more stable and more nearly correct relation between the producer and consumer. Briefly and roughly stated, it seems to us that the whole difficulty arises from the fact that the producer is not able to foretell how much of a demand there will be for his goods and incidental to this, how many of those who create the demand will be able to pay within a reasonable time, provided he is willing to sell on credit. As to the second point, demand un-doubtedly is defined to be how much certain persons are ready to take at a certain price. But we must remember that an enormous part of economic operations are conducted on a credit basis and we cannot overlook this as it exercises such a potent influence in increasing or lowering the demand or supply at any time. For if a man believes the credit of his purchasers is good, he will be willing to sell a greater quantity of goods on credit and at a lower price than if he is doubtful as to their credit, and so we might illustrate further. This second point then is incidental to the first, but it is so important in the view we take of the matter that we mention it at once in connection with what we regard the leading difficulty, namely, the producer's ignorance of the con-sumer's future demand for his goods. For he must anticipate the future. It is possible in so few industries to carry on production by filling orders already filed, that we may almost neglect them. And where there are such, the difficulties which we find elsewhere between producer and consumer do not exist, since they work on a solid basis with regard to the future, and are not compelled to base their output upon a supposed state of the market. In other words, they know 266 THE GETTYSBURG MERCURY. what the market will be and this is the element which is ordinar-ily lacking and which is the cause, as we believe, of the mis-understandings. Now it becomes important to try to answer the question "Why are these producers in ignorance of the future demand for their goods ?" Necessarily an important factor, in all economic life, is the large mass of natural products which are so dependent on the forces of nature, and as it is impossible to control the workings of these to any appreciable extent, the period between the planting for the future and the realization of it, between "seedtime and harvest," must always be one of doubt. It is apparently impossible to control the amount of production in this sphere, and, so far as this operates as an agent in causing misunderstandings between the producer and consumer, we do not attempt to suggest a remedy. As long as it is impossible for a man to know that he can meet a certain demand, even though he is sure that demand will exist, and that impossibility depends on the fact that the agents which cause the uncertainty are beyond human control, the cure seems also to be without the bounds of human power. From this class of cases where there is an impossibility for the producer to tell what supply he can put upon the market, we pass, by almost imperceptible gradations, to cases where the producer needs only know the demand and he can meet it with an ample supply. No doubt there are natural products which lie on the line between these extremes, as, for example, the output of mines which can be regulated to a fair extent, and there are products, not strictly natural, which are very uncertain as to the possible supply, but as a rule the further removed the product is from the soil, the more completely is the extent of its production within the control of man. It is to this class of products that we wish to direct particular attention. Assuming then that the demand could be met if it could be known, we come again to the question "Why cannot the demand be known ?" The producer can find from his table ofstatistics how many producers there are in the same business with him, how large an amount of their products has been sold during the year previous to that one, and the year previous and soon back, and then, by dividing his capital into the total capital invested in the business, he can find how much of that output should belong --. Sira :-:.'; . THE GETTYSBURG MERCURY. 267 to him. A simple problem, no doubt, but with no correctness in its application, and why not ? Simply because no one of his fellow producers, nor himself either, will be satisfied with the amount as he would thus work it out, but partly through natural aggressive-ness, partly though a desire to protect himself against aggressive-ness on the part of his competitors, he will seek to produce and to sell a little more than his share. He will devise new means by which he can bring his goods a little more in favor with the pub-lic than his rivals. He will reduce his prices, allowing himself a narrower margin of profits, hoping to make himself even by larger sales. No doubt in this way he will sell more goods than his slower going neighbor and will get some of the trade which would otherwise have gone to him. His neighbor's trade falls off and he finds that he provided for more trade than he is getting and is burdened with an unsalable stock. This is so much idle capi-tal and makes him so much less able to carry on a successful business. This single illustration, on a small scale, though it is, shows the inherent tendency of competition to make uncertain what share of a given demand will fall to a producer's lot. The same amount of goods may be sold, as he had anticipated, but he has not sold his share, for some one has succeeded in selling it ahead of him. We believe, therefore, that competition is the main reason. why the producer cannot foretell what the demand for his goods will be, and as it is this inability to foretell which leads to the mis-understandings between producer and consumer, the natural conclusion is that we should remove competition. We wish to make mention again that we do not argue that this is necessarily a beneficial or advisable means generally. ■ All we are concerned with is the question whether it will tend to remove the misunderstandings we have been speaking of. Of course it is not far to seek a means of accomplishing this. The means have been thrust upon us rather generously during the past few years. The tendency toward industrial combination, seeming to be the logical outgrowth of competition, appears, like Zeus, to threaten the reign of its progenitor. No doubt, it ap-pears startling to those economists who have been accustomed to regard competition with a kind of solemn awe, as containing a remedy for "all the heartaches and the thousand natural shocks 268 THE GETTYSBURG MERCURY. that flesh is heir to ;" but perhaps its partial disappearance may be attended by some results not altogether detrimental. The trust can estimate the demand which it will be called upon to meet. The total demand for a given article during any given period, does not vary through so large a range as to render this estimate one of great uncertainty. No doubt seasons of unusual depression or excitement may render calculations imperfect, but, all in all, the total output which the consumer stands ready to dispose of, is a matter of far higher certainty than the numerous possibilities existing when the producers are multiplied. By the immense amount of capital invested, the trust is better able to adapt itself to an unusual season of excitement or depres-sion. For example, the American Sugar Refining Company a few years ago built a new refinery furnished with the newest techni-cal improvements, to serve only as a safeguard in the case of a suddenly increased demand, or of stoppage in other factories. President Hadley in an article on Trusts, says, " A consoli-dated company has advantages in its power of adapting the amount of production to the needs of consumption. Where several con-cerns with large plants are competing and no one knows exactly what the others are doing, we are apt to have an alternation between years of over-production and years of scarcity, an alter-nation no less unfortunate for the public than for the parties im-mediatety concerned. A wisely managed combination can do much to avoid this. By making its production more even, it can give a constant supply of goods to the consumers and a constant opportunity of work to the laborers; and the resulting steadiness of prices is so great an advantage to all concerned that the public can well afford to pay a very considerable profit to those whose organizing power has rendered such useful service. Morever, the consolidation of all competing concerns avoids many unnecessary expenses of distribution. Under the old sys-tem, these expenses are very great. The multiplication of selling agencies involves much waste. Competitive advertisement is often an unnecessary and unprofitable use of money. Delivery of goods from independent producers, whether by wagon or by rail-road, often costs more than the better organized shipmeuts of a single large concern. All of these evils can be avoided by con-solidation." The same writer compares the trusts with an army, and the THE GETTYSBURG MERCURY. 269 comparison is apt for more purposes than one. The effectiveness with which a thoroughly organized and wealthy trust can meet an unexpected crisis, as compared with a large number of disorgan-ized and quarrelsome companies or individuals,is well paralleled by the difference between the manner in which a thoroughly equipped and organized army will overcome a sudden and severe attack, where a host of stragglers would have been cut to pieces. The very organization constitutes an element of tremendous strength. It must be concluded, we think, then, that trusts, would, or rather do furnish a means by which the future demand for the goods of the producer may be rendered more certain and hence they tend to remove the misunderstandings between the producer and the consumer. And now, how would such a remedy apply when we consider the matter of selling on credit. The man who sells, necessarily is not satisfied merely because he can tell how many goods his cus-tomer will buy. He wants to know how many he can and will pay for. Here in addition to the fact that their superior mastery of all the details of their business renders them more capable of judging of the credit of their purchasers, we seem to find another and very important fact. When competition exists, the producer is all the time seeking to hold out more inducement than his com-petitor. One of the common forms these inducements take is a sale on credit, and then competition arises as to extending the time of credit. Now, when the backbone of competition is broken, the trust no longer needs to use such means to secure purchasers. It stands in a position to dictate, to a great degree, its own terms, and can provide much more fully against dangerous credit than can be done where competition has full play. It is worth while, too, to mention the indirect effects flowing from those above mentioned. As the future is more closely anti-cipated, and as the sales made are more fully realized on than formerly, the financial embarrassments of various producers, under the old regime become a gradually disappearing quantity in the disturbing influences on trade. Of course the increased danger from the possibility of the trust must be omitted, but we believe it is overbalanced by the failures due to competition. When we entered upon the analysis of the causes which ren-dered demand uncertain, we supposed for the time being that the 'JO THE GETTYSBURG MERCURY. demand, if known, could be met. We now return to that point to inquire briefly how the trust would effect that side of the ques-tion, though we have already incidentally touched upon it. Necessarily, one thing which renders uncertain the ability of the producer to meet a given demand is the possibility of dissatis-faction among his employees, leading to a strike. The same argument applies here as applies to selling on credit. The employee is, to a certain extent, able to make more at the kind of work he is engaged in than at any other, for the simple reason that he knows more about it. Now when there are a number of producers in the same business he knows, if he leaves one, he can probably find work with another, while, where there is but one employer, he loses this advantage. But writers on Trusts and Industrial Combinations in the United States agree that the information given by the working-men, themselves, seems to prove that generally a reduction of hours for labor, seldom a reduction of wages and occasionally, an increase, have taken place, especially where the workingmen were well organized themselves. "It is pretty clear that the laborers in centralized undertakings have not been worse off than in decentralized ones." So that it appears that there is less likeli-hood of a strike under such organization than under the decen-tralized form, so that less opposition to the free course of produc-tion would be met with here. And again the indirect results would be beneficial. For, as the demand becomes more certain, and there is less waste from imperfect attempts to meet it, more and more the production of the trust becomes near to a uniform standard and thus tends to give the workmen steady employment at regular wages, which is a strong barrier against a strike on their part. From the direct and indirect results, therefore, of the consoli-dated form of production, we are led to believe that it presents a means of establishing a far better understanding between the pro-ducer and consumer. That in some minor details the result might be otherwise we do not deny, but looking at it in its broad out-lines and confining our attention carefully to theparticularsubject we have under discussion, we conclude that trusts furnish a method for removing much of the friction between the producer and the consumer. Sweet Rosalind, has turned my head, Howl love her! Despite her faults, despite her lack of modesty.' Why came you to me thus? Tell me wished you again with your wiles to torment my morbid feelings. Ah, Rosalind, I still shall call you mine. Ros. Orlando, why did you think so ill of me ? Could you not see in my glowing eyes the story of my love. I would rather have had you woo me but bashful man makes maidens bold and love will find a way. We were parted but I could not abide far from thee. Wherever fate led I followed swayed by love alone. And as the days grow brighter and our hearts grow lighter we shall sing for joy, yes, joy without alloy. EDUCATION MORE THAN A MEANS OP GAINING A LIVELIHOOD. THAT education is a means of gaining a livelihood is a fact that needs no proof. Almost every day we are brought into contact with those who are gaining a comfortable liveli-hood by means of their education. In our day there are many others who are striving to get possession of the same means for no other purpose than that of making a living. It is to be regretted, however, that too many look at education as if it were a mere instrument for easily securing the things which satisfy their physical wants. Through this motive men have lost sight of the real and lasting value of education. I would not say that it is wrong to consider education as a means of gaining a livelihood, but I think that it is a very grievous error to consider education as having no other use or value. Indeed, education without any other purpose than that of a means of gaining a livelihood would be of little value to beings created as we are. THE GETTYSBURG MERCURY. 273 Herbert Spencer in his work on Education says, "In education the question of questions is how to decide among the conflicting claims of subjects and determine the relative values of knowledge. Every one in contending for the worth of any particular order of information, does so by showing its bearing upon some part of life. All effort, either directly or by implication, must appeal to the ultimate test of what use is it?" In other words, the writer affirms that the essential question for us to ponder is "How to live." Not how to live in the mere material sense only, but in the widest sense. The general problem which comprehends every special prob-lem is the right ruling of conduct in all directions, under all circumstances. In what way to treat the body; in what way to treat the mind; in what way to manage our affairs; in what way to bring up a family; in what way to behave as a citizen; in what way to utilize all those sources of happiness which nature supplies—how to use all our faculties to the greatest advantage of ourselves and others—how to live completely! And this being the great thing needful for us to learn, it is, by conse-quence the great aim of education. The leading kinds of activities which constitutes human life are: (1) Those activities which directly minister to self preserva-tion; (2) Those activities which, by securing the necessaries of life, indirectly administer to self preservation; (3) Those activities which are involved in the maintenance of proper social and political relations; (4) Those miscellaneous activities which make up the leisure part of life, devoted to the gratification of tastes and feelings. Is it not education which prepares the individual for direct and indirect self-preservation, for parent-hood, for citizenship, and for the miscellaneous refinements of life? Of course ideal education is complete preparation in all these divisions. Some one has said that education is to the soul what sculpture is to the marble. As the sculpture brings out of the marble the god-like form, the symmetrical proportion, the life-like attitude of the finished and polished statue, so education brings out of man as an animal man, a rational being, making him a complete creature after his kind. To his frame it gives vigor, activity and beauty; to his senses correctness and acuteness; to his intellect, power and truthfulness; to his heart, virtue. r

Before establishing practical p~inciples it will be useful if not necessary0 to havea clear understanding of the obligations which are binding upon religious when t, here is question of the acceptance and~use of gifts. IN GENERAL, the difference between a s61emn vow and a simple vow is one which arises entirely from the will 6f the Church; ~for there is nothing intrinsic in the notion of a vow to warrant such a distinction. Two facts ~stablished by th, e la~of the ffhurch explain thisdistinction as it now exists: (1) ,A religious who has-taken a solemn vow 6t: poverty loses:his-right to, own property, and hence cannot acquire property after he:: has, taken, the solemn, vow; whereas,~he religious who has t~i'ken a simple vow of pov-erty retains hih right to the ownership o,f propetty already possessed at the time of his.profession, as well as the right to acquire more personal property ~ifter profession, (c: 580; ~,§~1). (2) The solemn vow of poverty makes-all contrary" acts invalid, whereas the simple vow of poverty general1)" makes cdntrary acts illicit but not invalid (c. 5 .79.). On March 19, 1857, by the encyclical, letter Ne~inem latet of the recently gstablisbed S. Congregation regarding the State of Regulars, Pius IX pr¢scribed that in all orders of men all novices should take simple vows for a period of at least three years, before being admitted ,tOsolemfi vows, A year-later the same" S. Congregation issued~ declaration regarding these simple vo~s. Though given~ origiffally to the Master General 6f the Order of Pr~acher~ in answerto a number of questions proposed, this declaration, dated June 12, 1858, was soon extended to other religious orders on request and becam~ the established policy of the Holy See 67 ADAM C. The Council of Trent had required that a novice was. to give away all Bis property before taking solemn vows. This was to be done only within tw~ months of the solemn profession. These Norrnae,.as they were called, did not have ~the force of law, since they~remained a private guide for the use of the S. Con-gregation and .were never published (it w~is~forbidd~'n¯ to ~reprint th~in). However, their became t~ liv'iiag mind of .the C14urcfi with regard to cor~gregatiofis o~ religious with simple vows, and much of their content was embodied in the Code of Canon Law. It will'be useful for our present sttidy, therefore, to give those articles of-the Norrnae ,of 3une 28, 1901, which dealt with the matter of~ the. simple vow, of poverty. " Docur~ent V Nbrms which the S. Congregation of~Bishops and 'Regulars is accustomed to follow-in ~approving new institutes with simpl~ vowsl 113. By the simple vow of poverty the Sisters~ renounce the right to dispose licitly of anything having a temporal value, except with the permission of~the legitimate superiorS. t.14. The Sisters are forbidden to retain the personal ad~ninis-tration of any of their personal goods. 1 15. Therefore, before the first profession of vows. they must dispose of the use °~nd '~sufruct of their income, or of the fruits ot~" their goods in the manner which pleases them, even infavo~ of their _ institute, if they~ freely choose to do so. They must also, before their first vows, transfer the administration of their goods to any person or persons the~y~°cho'ose; and, if they freely choose, even to their own institute, provided the.latter is informed and accepts the trust. °- 116. This cession of administration, use, and usufruct will cease to h~ve for~e in case the religious leaves the institute: nay more, a condition may be placed, stating that it is revocable at any time. 117. Sisters professed of perpetual Vows nded the ~permi~sion of the Holy See in order to give away the ownership~of all their goods~ 122. Professed Sisters need the permission of theoHoly-See'both to make or to change their Will: but ~ truly urgent cases the permis-sion of the~ ordinary or bf the superior general will suffice, or even that of the local superior if it cannot .be done otherwise. 123. Congregation of Bishops and Regulars, all novices in orders of religi6us women were obliged to take Simple vows for at least three years in preparation for the solemn vows -later on. (3) The administration, spending of income, and rise of their. goods is absolutely forbidden to them." (4) Hence before the pro-fession of simple vows, they must, for the time during which they will be bound by simp.le vows, cede the administration, usufruct, and use to whomsoever they please, even to their own order or monastery, provid.ed t~a~t.~hey freely consider this opportune, and prov!ded that the order or monastery has no objections. Contrary privileges granted by the Holy See were safeguarded.by canon 4 and could be retained unless explicitly revoked by some canon of the Code. All other rules and particular constitu.tions of individual religious institutes which were ~)AM C. Again Mary might have held herself exempt, for the virgin birth kept her from coming directly under the law. But Christ was her first-born,'anit so she complied even though her virginity wasuntouched. Because she did comply, some people have doubted her virginity. Mary chose the second'~horn of this dilemma. Whatever Mary may have foreknown, God cer-tainly foresa.w that heretics would use this obedience of Mary's as an argument against her perpetual virginity'. God is most zealous.of Mary's honor; ye~ He inspired her to fulfill the law. For "obedience is better than sacrifice," because by obedience the whole man body, mind, and will is given entirely to God. On another occaslon, too, God taught.obedience at the risk of some people's misunder-s~ tanding Mary's glory. Christ, while speaking to a crowd. was told that His mother and brethren stood outside seeking t9 speak to Him; and'pointing to His-f011owers about Him He said, "Behold my mother and my brethren. Forwho~ soever shall do the will of my Father is my brother and sister and mother.'.' (Matthew 12:50.) And again .when the woman in. the drowd cried out blessing His~ mother, Christ answered, "Yea, rather~ blessed are~ they who hear the word of God ~ind keep it" (Luke 11:28). ,We know tha~,.the true understanding of these passages gives Mary praise; but nevertheless they urge us to praise her more. l~ecause her will is one With His than because she is mother. ' The Findin~ in the Temple orecalls these words of Christ,-"Did you not know that I must be about my Father's business?" (Luke.2:49.) Mary's question had u~ed the word "Father" in reference to Josdph;-Christ used it in reference to God the Fathers"from whom comes a11 paternity" and all authority. Doing His Father's business was, of course, submitting Himself to His Father's-will, was being obedient. These are the first words of Christ recorded in Scripture. We' never have faced and never will face any suffering which God has not,prepared or per-- mitted for a very definite good in our spiritual life. ._ At the beginning of His Passion Christ spent hours in the agony in the garden praying over and over again~ "If it ¯ be possible let this chalice pass from me, howev~er,, not my ~ill but Thine be done.~" Not my will but Thine be donee-how perfectly these words of the first sorrowful mystery echo Mary's words of the first joyful mystery, "'Be it done unto me-according to thy word."-With this prayer to strengtl~en Him, Christ overcame His fear' and went forth bravely with unwavering poise to endure the worst that man and devil could devise. All that He endured, He looked upon a~ providential, the fulfilling of the prophecies;., the sanctifying, of the human race, the chalice prepared by His loving Father. Like P~ter He was subj~ct to human authority "for God's sake." Like Paul He taught that "there is no power butofrom God and. those that are ordained by God: therefore he that resists lawful superiors, resists God" (.Ro-mans 13 : 1 ). -The Glorious Mysteries take, up where the sorrowful ones leave off, fob they picture the reward which Christ gained by His Passion. "He humbled himself becoming obedient unto death, .even to the death of the cross. For which cause. God has exalted'Him and has given Him a name" which is above all other names, that in the name 6f 3esus-every knee should bow of those that are in Heaven, on earthl and under the.earth, and that eyery_tongue should confess that the Lord ,Jesus Christ.is in the glory of,Ggd the Father."- (Ph!lippians 2:8ft.) The reward which ,we meditate upon in the glorious mysteries, Christ's and Ma~y's and the saints', is the pledge and protot~rpe, the promise and the pattern, of.the glory that c6hae~ to all who through. humble obedience gain gl0ridus triumph. Virtue means being like.the blessed in heaven; their'ob~dience is c~mplete and therefore their freedom and.happiness are perfect. This/ prayer.at the beginning of each decade keeps reminding us,. in .our subconscious mind at least if not in ou~ conscious thoughts, that the road to peace and joy and triumph is identical with the road to the fulJ surrender of ou,r will to Gbd. At times it may. not seem so to us, of course, because oub ignorance and emotion may blind us to a great degree. We are like men walking a straight and well-marked road in a fo~ or darkness which gives, it a strange and d~u.btf, ul appearance, It is just b~cause of this deception that we, x - T. N. All of the foregoing shows us how the vital lesson of_ humble obedience is taught, and taught with the great insistence it deserves, in the Rosary. _It would be an inter-esting and a highly profitable exercise to see how other import,ant lessons and virtues ruin through the fiifteen mys-teries. THE effects of Holy Communion are wrought primarily in the soul. By a most intimate union through~char-ity, Christ taken as food sustgins and nourishes the soul, causes it to grow in grace, builds up the ravages wrought by sin, .and brings delight. But it would be strange indeed if Holy Communion "had no effect on-the body. We consider holy .the altar on which the body and blood of Christ is Offered; afad the tabernacle in which He rests, a sacred place. Ought not our bo'dies, into whic~ He has entered so often,-be sacred too? During His lifetiine here on earth, great healing power. wentout from the mortal body.of Christ.~. "And all the multitude sought to touch him, for virtue went out from him, and healed a11" (Luke 6:19). These wonders were worked by a mere paS~ing contact. Now that the body of Christ is glorified, what wonders ought we not to expect from His coming into ofir very bodies? "For no man hateth his own flesh: but--nourisheth and-cheris'he'th it, a.~' algo Christ doth the church: because we are members of his body, of his flesh, and of ~is bones~' (Ephes.ians 5:29, 30). Man is composed of two elements, a body and a soul. These twoare most ihtimately joined and greatly influence each other. This is well illustrated by the transmission of original sin. ~ " If the. flesh of the first man made poisonous and° mortal com-municates death to the soul, shall not the Flesh of Christ. wbich is l~ealthful 'and life-giving, bestow upon it life and safetg? St. Clement of A1exandkia says: And the mixture 6f b6th--of the drink and of the Word.---is Call~d Eucharist, renowned.and glorious grace: and they who by faith p~rtake of-It are sanctified both in body and in soul. For the divine mixture, man, the Father's will has rhystically compounde~d bY the, Spirit and. the Word. For, in. truth, the Spirit is joined to.the soul, which is inspired by It: and the flesh, by reason of whichthe Word. became flesh, to the-Word. (Paedogog., 1.2, c.2.) B~r reason of the uriion of the body of Christ with our bodies in,Holy Communion, a sort of relationship arises between our bodies and His. There is a certain affinity, of c0~ncorpo~ration everi,, between our bodies and His. The Fathers of the Chu, rch speak of_this not merely as of a passing state existing only--as 10ng as the sacred- species remain with us, but as of a permanent effect in-our bodies, setting up something of a blood relationship with Christ. He considers our bodies as somethihg of His own and sur-rounds 'them with a special" protection. According to the promise of Christ and the declaration~ of the Fathers it seems that we must say that Christ the Lord considers the very flesh,of tho~'e who_worthily receive the sacrament as I~is own flesh b~t special a~nitg, as though consecrated by contact with His. most sacred flesh . This mystical 9O 2 EFFECTS OF HOLY COMMUNION union of our flesh with the flesh of Christ receives its fuller consum-mation and as it were sacramental consecration through, conjunction of His glorified body and blood with our own b6dies. In thi~, union ire celebrated th~ nuptials of the Lamb with His Spouse the Church still pilgrimaging in the single members; which will be celebrated more happily and in more complete union only in our heavenly l~ome. (Franzelin, De 85. Each., c. 19.) Holy Communion" restores to .us something of our 6riginal integrity. St. Gregory o'f Nyssa says: Since we have tasted (of the forbidden tree) which has wounded our nhture, we must have something that will "heal what has been wounded . ~Now what is this? Nothing other than. that body that has showed itself stronger than death and was_the source of our life. For'as a little leaven, as the Apostle says, fermenteth the-whole mass, so the body give~ over by God to death thoroughly changes us into itself when itis within us. (Patrologia Graeca, 45, 94.) Thii does not mean, of course, that. concupiscer~ce is .completely extinguished by receiving the Holy Eucharist. But by means of the Sl~eciaI abundance of grace the sacra-ment ,brings to the soul, it is much easier to overcome the temptations o'f the flesh and the devil. (~oi~cupiscence is gre~itly restrained arid we are able to dominate ~it more easily. Such chanriels of grace are opened in the soul that they overflow, so to speak, to the Body whidh is so inti- ~atelyJconnected with it. But there is an even more immediate effect upon ~he body:Z Sometimes the presence df Christ in us weakens our propehsity~to be aroused by carnal excitations. By a cer-tain preternatural tempering of the bodily dispositions, it restrains,our natural incliiiation t0ward-things.6f the flesh. Although this is not certain, it dods seem that at times Christ has almost fettered concupiscence in the bodies of His saints, This would seem more .proBable since the sacrament of extreme unction affects the body when God sees fit. We ,must also take into consideration the fact that God can exercise His special providence in this regard by 91 C. A. HERBST Review for Religious removing external occasions that are the cause of sinf~l movements in man and by exciting in him thoughts and affectibns that lead to t.emlSerance. De Lugo explains that the Eucharist affects the body di/ectly and immediately "b~ro diminishing the intensity of the fire of_ concupiscence,' partly by putting the demons to flight so that they will not present images of sinful objects, partly by quieting and'sup-pressing the activi.ty of the humors, lessening their inten-sit, y, and so" forth" (De Sac. Each., 12, 5). The effect of Holy Communion on the body most dwelt upon in Christian tradition is that indicated by Christ in John 6, 55: "He that eateth my flesh, _and drinketh' my blood, hatheverlasting life: and I will raise him up in the last ~tay." Although it is decreed for every man once to die and for his body to return to the earth from whence it was taken, there results from the reception of this sacrament some beginning of incorruptibility and immortality already in this life. St. Ignatius speaks of "breaking one and_the same bread, which is the medicine of immortality, and the antidote to prevent us from dying, but (which causes) that we .should live forever in Jesus Christ" (Eph., 20). St. Irenaeus says: "Thus also our bodies, receiving the Eucharist, are no longer corrut~tible, having the hope of-tl~e ~esurrection"; and "How do they deny the flesh to be "capable of the gift of'God, which is eternal life, Which is nurtured by the body and blood of Christ, and is a member of rus. (Patroloqia Graeca, 7, 1029; 1126.) St. Cyril of Alexandria comments thus on John 6, 55: I, He says, being in him that is, by My flesh will raise him who eats up again, even on the last day. For, of course, it cannot be that He who accordihg to nature is life shoul'd not prevail over cor-ruption and vanquish de~th. So although death, which has taken hold of us by the Fall, has reduced the human body to the necessity of corruption, still, because Christ by His flesh is in us, ~e shall cer-tainly rise a~gain. For it is unthinkable, quite impossible even, that March, 1947 EFFECTS 0~- HOLY COMMUNION the Life should not restore life to those in whom He dwelt. For as we put a spark in a heap of straw that the seed.of the fire may~be preserved, sb also Our Lord Jesus Christ through His flesh enkindles life in us and, as it were, sows in us the seed of immortality which removes.all the corruptio.n that is in us. (Patrologia Graeca, 73,582.) In the dogmatic teaching of ~he ChurCh, one finds little about the effects of Holy Communion on the body; but .tra.dition-is heavy with it. Perhaps no better indication of its burden can be given than is contained in these words Of St.~ Irenaeus: ~ ~ 'Wherefore,also the Blessed Paul says in the Epistle to the Ephe: sians: "For we are members of his body, of his flesh and of his bones" (Epl~esians 5:30): not of some spiritual orinvisible ~an s~ying this :. "for a spirit has neither bones' nor-flesh" (Luke 24: 39) ~ but Of that disposition which is of a true man, which consists of flesh and nerves and bones. (Patrologia Graeca, 7, 1126~.) As indicated, modeln theologians have als0 made~m~fch of it. About ali that can be~said on the_whole matte~ has been summarized masterfully by qne of.the greatest of them. ~ W.hen Christ' is worthily received.,He is .r~eally joined ,witia the recipient, because He is truly and properly within him~ and as it were ~aken in a. bodily embrace. From this it follows that, as 10rig as Christ is present, in so far as it is from His sacramental power, He excites the recipient, to love, and in affection also embraces him cor-porally, who has Him corpora.11y within himself. Then again, from the same bodily reception and.as it were commingling, as the s~ints say, there remains,'~ven after the real presence of Christ is gone, a. certain relationship between Christ and the recipient. For by reason of that cont.act, by special title this one is considered something of Christ. Christ has special care not only~of his soul, but even of his bod~. He sanctifies it. He makes it partaker of His glory." A third way to vitalize meditation i,s clearly to conceive the end or purpose of it and. then to feel quite free to choose any means that are suitable. Different persons -~ would express the aim of meditation differently, but/,11 such ¯ formulations should eventually .come to ~omething like- .these: namely, to ady_ance in the knowledge/, love, and work of God; or, to achieve wholehearted love of God, both affective and effective; or, intelligently and "earnestly to- - accomplish the divine plan for one. More particularly and more proximately mental prayer should give one a keener kno~-wled~e and a more. nearly adequate appreciaf!.on Of divine realities and ~v, alues, and thus greater good will," indeliberate and deliberate. To this end, clea.rly and s.teadily held before the mind, all contributive means are legitimate. Herein lies one of the great differences ~etween vocal and mental prayer. In. reciting the Office, for example, one has rio freedom; all that one can do is pre-cisely that which has been prescribed. In mdntal prayer one c~n follow any good-idea or"affecti0n or discuss any- -thing with God. His whole universe, so far-reaching in space and time and scope, all conducive in some way or other to our supernat-ural d.estiny, is also appropriate matter for consideration with Him. Naturally an~ laudably in any particular.hour of prayer a person would have a specific purpose; but if ,he finds it too difficult to pursue that, he can always fall back upon. the general end of prayer. This is always available, and alway~s al~o great and inspiring. ¯ If one should find that he has nothing tO think about or nothing to say to God, he cofild prayerfully consider jhst this problem with God. He .might find exci~l.lent material °for humiliation and shame; and an advance in humility is one of the best .things possible in the spiritual life. ".In fact it would seem that in whatever situation or predicament a man can find hiinself, he could have a little conference about it with his heavenly Father a'nd turn it to 'good account. He could help verify the principle that to those who love God and-see their opportunities everythifig Works out for the best. IV. It has just been pointed out that in mental prayer one is free to do anything that promotes one's purpose. The intelligent ,6se of method enables one to make the most this freedom. Method may be necessary, in the beginning esp~ecially, and it may be most useful, but it is' not to be fol-lowed for its own sake. Like other means, to .which it assigns order and measure, it should be used when it con-tributes to the result sought: otherwise one should, feel at perfect'liberty,to abandi~n it. If.prayer comes naturally and spontaneously; so mudh the better. To help different people or the same person at different times, there are at least eleven methods of meditation that are more or less ~ell. known. Such schemes could be of great assistance in moments of temptation as well. as during the hour~ of meditation. To illustrate what is meant, an example or t,wo may be given. When in the course of one's mental prayer it is appropriate that one should feel moved and still one is ~o torpid that no emotion arises.spohtaneously, one could ask : ','Which of these affections should I feel ?- Love, hatred; desire, aversion; joy,~ sorrow; hope, despair:~cour-age,', fear; anger?" If a man has been thinking of some good person, or thing, perhaps he should feel moved to compla-cence, admiration, awe, a sense of sublimity,, reverence, desire, hope, confidence, courage; love, joy, gratitude, zeal, loyalty, emulation. , An evil object might call forth displeasure, hatred, aversion, horror, disgust, pity, fear;- grief, shame, humiliation, confusion, contrition, and so forth. To move or stren.gthen the will, one might consider such motives as these schemes propose: ~ ~x 1. Holy happy they~are who carry ou~ the divine plan; nega,- tively, positively.--Hqw lovely, God is! 2. The consequences, good or bad7 of.possible courses of action; for self, for God, for others; in time, in eternity.---Their intrinsic.~ - values; the pleasant or unpleasant features about them: their proprie-ties or improprieties. " ¯ ~ 3. Necessity, (possibility), facility,uPleasure, utility, .nobility. 4. Truth, goodness, beauty.--Accomplishment, joy, peace: b~atitude, imperfect in time, perfect in eternity. " V. Why?" and so fbrth. Try to develop imagery that-is- rich and realistic. Do. not expect the process of repro-ducing ideas to b~come much easier by repetition. When One is contemplating something that. is or was visible, for example, an incident in the life Of Christ, it is advisable to visualize it, that is, to reconstruct it as fully as possible before the e~es of the.imagination. Then, also one should .cultivate empathy/, that is, feel oneself, as it were, into the situation of those who a~tu~lly' took part in the historical occurrence; how, for instance, should I '.have felt if I had been one of the spectators at the-resurrection of Lazarus? Finally, in all mental prayer one. should keep in mind and be guided in the first place by the though~ of one's ~rocation, its purpose, its requirements, values, and so ¯forth. .VI. Amgng other aids to meditation the-following deserve mention or further consideration: 1. Pra~lerful and reflective reading is perhaps the' most obvious help and one that hardly any.literate person could normally 'excuse himself fr6m. It is not at all equal in commendability to m'ental prayer, but is a very excellent means of prayer and sanctification, andincomparably better than, say, sleeping. Nor is .it so lowly and mean as may at first appear. For many years no less a mystic tfaan the great St.Theresa needed a book to pray over. From rime'to time one sl~ould pause;, reflect, apply the ideas-to oneself; and confer with God. Medi-tative reading would,seem to be the absolute minimum to, be exPecte~ from an intelligent and earnest-person. 2. Thoughtful vocal prayer can also be.a great.~help,. In prayers of one'sown choice it is not the ~aumber of words that counts, but the disposition of mind, of .feeling, and of --will with which they, are said. Hence the de~ir~ibility of imp[oving these qualities. To recite one's prayers slowly, deliberately, emphasizing appropriate phrases or repeating them, and to throw as much heart and spirit ,,as possible into them, are so many ways~0f augmenting the efficacy of. therri. One of St. Teresa's nuns could not pray except vocally : .but in this case it was discovered that the recitation was accompanigd by a high form of mystical contempla-tion (The Way of ,Perfection, chap., ,41). Very -probably the best way to recite the Divine Office--I do not _say tile easiest or the fastest-~--would be to try to accompany it with a ~entle sort of diffuse contemplation. This way-,would .als0 be felt as .less burdensome-than some others. For St. Ignatius in-his last years, the breviary was so potent a stimulus to contemplation that he could not get on with-saying it andhad to be dispensed from the obligation. 3. All°~uthorities on prayer are agreed that for success in it'a minimum measure of morti~cation is ,required. It would not be possible except for a short time since'rely and earnestly to strive during° meditation to prefer the better things and ask God to help one unless at other times one tried, and to some extent successfully, to forego the worse ~hings. Bodily mortification is one of the first means to spiritual iidvankement and a person could not neglect it altogether, and then decently and wholeheartedly beseech God for His graces. Interior mortification, or self-coxitrol, rn'astery of~one's emotions, is even more ~learly and closely 103 G. AUGUSTINE ELLARD Review for. Religiot2s connected with prayer and imperatively demanded by it. Mental prayer is" almost synonymous with cultivating a good moral disposition, and this in .turn is almost synony-mous with holding one's inferior ificlinations in check. -Nobody who complains of too much difficulty or of failure in meditation need fe~l discouraged until he has given mor-tification, one of the standard means, a fair trial. Pro-ficiency in mental prayer is not one of thOse good things. that one can get for nothing. 4. Distractiot~S are a teasing and perennial prbblem-. We can hardly hope for a complete victory over them. But even when involuntary and inculpable they involve a real loss of precious,graces, and. to reduce this it is all the more necessary to make our conquest of them as nearly complete as possible.1 How close to perfect victory it c~in come is shown b'y the records of ~ome of the saints, notably of St. Aloysius. There is no simple remed~ for distractions. ~Tbe saints seem to have combated thein with a multiplicity _ o~:weapons. Each one must find out for himself what com-bination of means is most effective foi him. A little knowledge of t~he psychology of a~ttention will make one's effort more ,intelligent. We may distinguish three stages in the development of attention. In the first it is instinctive or exploratory and depends upon native or acquired interests. With this, for instance, a teacher of small children mus~.begin. Then for a time attention.may be forced; tb~at is, it m, ay need to be supported'by extraneous motives. The. old-fashioned teacher's hickory, stick may exemplify thi~ phase, or a college student toiling for credits. 1The statement in the text to the effect that even involuntary distractions involve a loss of precious graces may sound startling to some. However, it should be kept in mind that strictly mental prayer is incompatible with distractions, whether volun-tary or involuntary. A distraction really brings mental prayer to a dead stop; and thus the fruits that belqng precisely to the mental prdyer itself are lost. It is true, 0f course, that the effort made to avoid distractions is highly pleasing to God: and it may well be that God rewards this effort with graces that equal or even sutpass the fruits that would be obtained from a prayer made without distractions. ED. 104 March, 1947 DIFFICULTIES IN MEDITATION--II Finally, wheri the matter is fit to excite and' hol._d interest and one has,got sufficiehtly far into-it to see and feel that fact, attention becomes spontaneous. This of-cot~rse is the Kind that is desirable .and to be aimed at. Determinants .o~ attention, as enumerated by psy-chologis, ts, may be either external (objective) or internal (subjective). In the case of meditation the.external factors are likely to be sources of, trouble. Change attracts notice; witness lights that flicker on and off. Loud noises and bright colors are more apt to get attention. The larger,a ~hingis, the more probably, other.things being equal,, it will be remarked. .R_epetition makes for attention in many cases; thinl~ of certain advertisements or slogans. Nov~etty of any kind or unusualness is one of the .very best stimu-- Iantsof attention. Position may give an object a b~tter chance for notice, for instance, if it is nearer the observer or in the center, say, of a picture or display. Lastly, and mostly, significance br meaningfulness is a. potent .cause of attention; for a soldiel on guard in the combat zone the slightest noise or movement may be mo~t important and get his ,rapt consideration. These external stlmull,-are in general .just what one who is trying to pray without dis-tractions must as far as possible avoid. ., Tl~e internal, subjective factors are much more rele-vant to our l~urpose. It is easy and natural for us to aitend to whatever is in accord with our fundamental instinctive inclinations; an example would be anything that touches our pride or inherent tendency to pleasure. The same is true of the leading emotional "tendencies that we have admit'ted into our lives or deliberately built up therein. A strong and long fostered zeal for the foreignmissions would make one attentive~to anything that concerns th, em. Our moods have a similar effect. When we are glad we are inclined to notice what makes us more glad and w.hen we !05 G. "A kindly ~lispo~ed per--. son will attend to. th~ better-things in others, a'rfd a con-firmed fault-finder will rather see~ their weaknesses. Edu-cation and training prepare us to attend to special fields.: Think of the differences in this respect between, say. teaching nuns, hospital workers, and'_cloistered contempl.a-tires. Of all these interior conditions pertinent to atten-. tion.and it~ opposite, distraction, perhaps ~he most i.mp~)r-. rant for those who are cultivating mental prayer is one's °purpgse, whether it. be passing' or permanent. Ifi for e~ample, a man's aim be to make a particular sale or to amass millions of. dollars before he dies, it will .be natural for him to .give his attention tO Whatever seems to conduc~ to that.purpose or to interfere with iL One wh~ is seeking fame and. honor is~ sensitive to_. all that pertains to if'and indiffereni: to other~ things. (nobody would expect much from a scatterbrained crea, tute.); and, ~finally, when distrac'tions do Occur and are noti.ced, to turn them to good account by a-vigorous recall of attention~ by hu,mbling oneself, by deploring the losses suffered, by talking the matter over with Gqd from differ, ent~ points of view, andby begging grace to profit even f, ro~ bne's weakneises. 5. An aid:to progress-in meditation that is especia11~ in place for American religious and priests of the twentieth century is rnoderatibnin external activities. For some~there always was the danger of.neglecting one's own interior 'life and giving oneself e~cessively to works of zeal for others, Various r~asons now seem to make this danger greater than ever before, In any man, thought.should, hold h certain primacy overaction, and above all in one who profes, ses to specialize, in the spiritual life. Overabsorption in wprk, even if it be the best possible kind of work, leaves one too tired physically for mental prayer, unbalances one's intdr- f._ :. ests and preoc~cupations, and, perhaps worst bf all, involves a certain necessity of being more or less distracted while attempting to deal with God and one's own soul. ~ 6. One of the. best means to progress iri Virtue and in prayer-is what ~e may call the general discipline of one's imagination., and emotions. It is about .the same as interior mortification or, what is more pertinent now, recollection. It is both an effect of prayer and a condition of success in subsequent prayer. If a man leave his imagination and emotions free to drift fo_r'themselves, at the very leasth~ will squander much of his energy and time, accomplish l~ss for himself and for souls, give God so much less glory, and be less happy in heaven for eternity. But it is hardly pos-sible that such a man's losses should he"merely negative. :107 G. As for prayer, he will come to it less well prepared, with less taste for it, ,with greater tendencies to all that is contrary to it, and naturally therefore with less facility in it. ~ Provin~ ~he good will protested to God in this morning's meditation will keep one better recollected during the day, better disposed in every way to avoid, evil and do good,~and betterfitted to deepen that good will in tomorrow morning's prayer. 7. Bodily posture ,is a factor of success or failt~re in prayer. Those who are free should find out by experiment what position helps them most at the time of meditation. It could.hardly be the one whichis also the most conducive to sleep. In any case it must be reverent. 'At °different times or in different states of mind or of nerves, various positions may be best. During an hour both kneeling and standing might be used., Gentle walking back and forth in some suitabl~ place is a distinct aid to some people. "One possible advantage about it is that it helps to keep away drowsiness. 8. If the aim be prayer, rather than something else, there dhould-be intelligent choice or: subject matter. The needs, capacities, graces, and so on, of all the individual members in a community are not just the same; still less are t,hey the same on, say, the fifteenth of March every year for a lifetime. Therefore, from the pqint of view of prayer it is not desirable, generally speaking, that points be read to a whole community, especially from the same book, year after year. Here again th~ guiding principle should be, "Know your objectiye and select the most suitable means!" Often-times, for instance, subjects taken for meditati6nshould be such as will reinforce one's efforts in the particular examen.
