Mongolia is a stable and growing democracy, with significant economic potential. Despite the economy's high growth rate during the recent mining boom, it is an economy still in transition. A significant portion of Mongolia's business sector is comprised of informal and small businesses, an area of potential growth. Women in Mongolia have higher university graduation rates than men. Yet women are less likely to start businesses and work in the formal labor force, making them an underutilized resource for economic growth. Indeed Mongolia's economic future is tied to the ability of women to seize and expand opportunities in the marketplace. Recognizing this vast potential, creating an enabling environment for women's entrepreneurship is central to advance women's economic empowerment and significantly improve women's lives, the lives of their families, and society as a whole. To address the critical need to build women entrepreneurs' skills and capacity, The Asia Foundation is delivering a comprehensive suite of support services through the Women's Business Center (WBC), the first of its kind in Mongolia, to help women start and grow their own businesses and to build an entrepreneurial ecosystem where women can thrive.

Small Business Administration: Preliminary Views on Issues Related to the Women's Business Center Program
Testimony issued by the Government Accountability Office with an abstract that begins "The Small Business Administration (SBA) provides training and counseling services to women entrepreneurs through the Women's Business Center (WBC) program. With approximately $12 million in fiscal year 2007, SBA funded awards to 99 WBCs. However, Congress and WBCs have expressed concerns about the uncertain nature of the program's funding structure. Concerns have also been raised about the possibility that the WBC and two other SBA programs, the Small Business Development Center (SBDC) and SCORE programs, are duplicating each other's efforts. This testimony discusses preliminary views on (1) uncertainties associated with the funding process for WBCs; (2) SBA's oversight of the WBC program; and (3) actions that SBA and WBCs have taken to avoid duplication among the WBC, SBDC, and SCORE programs. GAO reviewed policies, procedures, examinations, and studies related to the funding, oversight, and services of WBCs and interviewed SBA, WBC, SBDC, and SCORE officials."

Defense Infrastructure: Fire Protection at Philadelphia Naval Business Center Meets Response Standards
A letter report issued by the General Accounting Office with an abstract that begins "When the Department of Defense closed military installations as a part of the base realignment and closure process and transferred properties to public and private ownership, it in some cases retained a portion of an installation as a military enclave. During this process, legal jurisdiction over an enclave may be transferred from the federal government to the local government. Such a transfer may incorporate provisions for fire protection and other services by local and state governments. A federal fire-fighting service provides fire protection services at the Navy's enclave located at the Philadelphia Naval Business Center. This is one of the three military enclaves, formed during the base closure and realignment process, which is still protected by federal firefighters. Twenty-four other military enclaves were converted from federal to local fire protection during the base closure process. The Navy retained a federal fire-fighting force at its enclave at the Philadelphia Naval Business Center because of Commonwealth of Pennsylvania did not respond to the Navy's request to change the jurisdiction of the Navy-retained land. The level of fire protection at the Philadelphia Naval Business Center is similar to that available elsewhere in the City of Philadelphia, but the arrangements for providing that protection differ. If a fire occurs on non-Navy property within the business center, both the Navy and the Philadelphia fire departments will automatically respond to the call, with the Navy as the first responder. However, if the fire is located on Navy-owned property at the business center, only Navy firefighters will automatically respond to the alarm. As private development at the Philadelphia Naval Business Center continues, the fire protection arrangements are expected to be reassessed. The Commissioner of the Philadelphia Fire Department stated that, as development at the business center continues to increase, his office will need to reevaluate the location of city-owned fire stations in the area around the business center."
