This conference provided not only the opportunity to bring experts from all around the World and different disciplines and but also the ideal academic platform for researchers to present the latest research findings. We believe this interaction is a unique platform to come together to discuss critically recent researches and to intensify new collaborations and scientific research in environment, technology and management issues that are intertwined with time. 56 universities and institutions from 13 different countries of the World and Turkey participated in this conference. Scientific papers were presented in Turkish or English. This international conference developed new collaborations and meeting of experts and scientists on the fundamentals, applications, and products of the environment, technology and management fields, during three days. In presidential elections, Negro voters have been supporting the Democratic party since 1936 by contrast to a history of strong allegiance to the Republican party in the seventeen elections from reconstruction through 1932. Negro voters in northern & western industrial cities have achieved a balance-of-power position in local, state & national elections. On the nat level, this position was notably effective in contributing to Truman's dramatic victory in the 1948 election. The purpose of the current study is to gain a precise measure of developments in Negro pol'al participation (by % of registrants voting) & preference (by % of Democratic voters) in 8 industrial cities. Some leading inferences are: that there was a consistently lower group-wide sense of pol'al efficacy on the part of Negro registrants, but since 1952 there has been an increase in Negro activity & pol'al consciousness; the peak of Negro allegiance to the Democratic party was reached in 1952, & in 1956 Stevenson lost in Negro support. However, the current level of Democratic preference, even if it turns downward slightly, may be sufficient to change the verdict of a closely-contested election. IPSA.

The 2 forms of the modern party system, totalitarianism & mass democracy, are interlinked manifestations of mass society. Their main diff lies in their patterns of party-gov relations. The totalitarian party absorbing all pol'al jobs, confines the gov to technical functions, whereas mass democracy respects the diff between the elaboration of the pol'al formula by the parties & the executive decision by the gov. All modern parties are threatened by dwindling of mass contacts, but the dangers inherent in the loss of spontaneity are greater & more unavoidable for the totalitarian than for the democratic parties, as rigid control & spontaneity are mutually exclusive. As long as there continues strife between societies, foreshadowing the need to master unforeseen situations, politics is bound to amount to something more than the rational ordering of calculable claims. This article is an in-depth analysis of civil-military relations in Nigeria's nascent democracy. It chronicles the factors responsible for the Nigerian army's descent into the abyss—once a professional body—shortly after political independence in 1960. The author argues that much still needs to be done to effectively tame the military, which has indeed become a monster. However, unless the "contradictory pressures of depolitization and renewed political involvement" are curtailed, the hope of a consolidated democracy in Nigeria, and in virtually all other states emerging from military absolutism, will remain a mirage after all, despite all pretensions to the contrary.

This paper examines the impacts of gender and labour market status on income distribution and inequality. This is against the background of the macroeconomic policy instruments deployed since 1982 in Nigeria. The study is based on data from a sample survey of 473 households (with 2,412 members) drawn from the urban, semi-urban, and rural areas in southwestern Nigeria. The study shows a complex relationship between the key variables. The relationship between gender and the size distribu­ tion of personal or per capita household income is statistically signifi­ cant. However, among heads of household, the relationship is not significant. Income inequality is more pronounced amongfemale-headed households. Labour market status also yields a complex picture. The relationship between labour market status and the size distribution of income (personal and per capita income) is significant. Households whose heads are in wage employment are worse off than those with heads in self-employment. When gender is loaded, labour market status remains statistically significant for the size distribution of income. Income inequality has worsened under adjustment; but at a much deeper rate than some other studies suggest. Urban inequality is deeper than is gen­ erally acknowledged, and those in wage employment are particularly hard hit, while owners of capital have done quite well. Finally, while vul­nerability among women in low pay has increased, the income inequality is as much a function of class as it is of gender.
