However, much of the previous literature has hypothesized that Japan's aid program seeks to promote Japan's economic interests. After the Cold War ended, under the changed global environment, Japanese government attempted to streamline its aid policy by adopting the ODA Charter in 1992 and revising it in 2003, and pledged to use the aid to promote the universal values of human rights and democracy. This study empirically analyzed major determinants of Japanese aid allocation in twenty four Latin American countries for the period 1980 to 2009 by using GLS regression model in order to assess whether such changes in the post Cold-War era have been reflected in practice. By the analysis, it was found that there has been a major change in Japan's aid policy in Latin America after the Cold War. The empirical results provide strong support for the claim that humanitarian needs have become predominant determinants of Japanese aid allocation in the region, as pledged through the ODA Charters. ; 일본의 국제원조 선두국으로의 부상 이래 일본의 원조 동기는 논쟁의 중심에 있어 왔으며, 기존의 많은 연구들은 일본은 원조 프로그램을 통해 자국의 경제적 이익 관계를 우선시하는 경제 실익형 ODA 전략을 추구한다는 결론을 내려왔다. 그러나 냉전 종식 후 변화된 국제 정세 속에서 일본 정부는 1992년 政府開発援助大綱 (이하 ODA 대강)의 채택 및 2003년 수정안의 실행을 통해 원조 정책의 합리화를 꾀하는 한편 인권과 민주주의라는 인류 보편적 가치의 촉진을 위해 국제원조를 실행할 것임을 선언하였다. 본 연구는 1980년부터 2009년까지 30년간 일본이 라틴 아메리카 24개국에 공여한 국제원조의 주요 결정요인을 GLS 회귀분석 모델을 통해 실증적으로 분석함으로써, 이러한 탈냉전기 국제 정세의 변화가 실제적으로 일본의 원조 정책의 변화에 반영되었는지 살펴보았다. 분석 결과 1) 일본의 對 라틴 아메리카 국제원조 정책은 냉전의 종식과 함께 크게 변화하였고, 2) 탈냉전기에 들어서면서 일본 정부는 라틴 아메리카 지역 원조 공여의 결정 요인으로서 수혜국의 인도주의적 필요를 가장 우선적으로 고려하여 왔으며, 3) ODA 대강을 통해 공표한 인류 보편적 가치의 추구라는 원칙이 실제적인 원조 정책에 반영되고 있음이 확인 되었다. ; Master
학위논문 (석사) -- 서울대학교 대학원 : 사범대학 협동과정 글로벌교육협력전공, 2020. 8. 김선영. ; Honduras has the second-highest rate of adolescent pregnancy (28%) in Latin America (WHO, UNFPA, UN, 2019) which has a lasting impact on not only physical and mental health risks on adolescent, but also on individual and family issues such as school dropouts, poverty, and stigma beyond community problems such as economic recession and gender discrimination (Hodgkinson, Colantuoni, Roberts, Berg-Cross, & Belcher, 2010; Morris & Rushwan, 2015; WHO, 2014). The aims of this thesis are three-fold. This first aim is to explore the social determinants of health for adolescent pregnancy by analyzing the qualitative data. Based on that, the second is to identify plausible educational efforts to decreases adolescent pregnancy as well as promote adolescent sexual and reproductive health. Specifically, the third is to identify what improvements and complements or new aspects to existing education programs should be introduced for developing an effective health education program for the prevention of adolescent pregnancy. It also highlights the necessity of the development of social services and intervention policy for the prevention of adolescent pregnancy. Based on the Analytical Dualism in Archer's Morphogenetic Approach, the theoretical framework was formed. In other words, the theoretical background is that social change is driven by social action caused by the reflexivity between social conditions and the agency given on the issue of adolescent pregnancy. This thesis adopts a qualitative methodology. The data utilized in this study is collected from the interviews, Focus Group interviews (FGI), and field documents (Textbooks). The thesis collected from 14 participants: two principals, four teachers, three parents, three students, and two community women who have experienced adolescent pregnancy. The main results are as follows: The social determinants of health of adolescent pregnancy which pre-exist in Honduras; 1) unstable economic situation, 2) social norm; reluctance toward sex, Machismo 3) broken family, 4) Insufficient support from government and 5) the lack of SRHR education. Unfortunately, the rate of adolescent pregnancy continues to increase. However, despite the poor social conditions, social changes to prevent adolescent pregnancy have been discovered in an agency who has their own learning experience and personal concerns; 1) critical opinions toward Honduras to improve social change 2) care for others (service) 3) continuous efforts for social action, 4) constructive attitude toward their life and Honduras and 5) clear sexual values (sex ethics). Furthermore, the educational contents that need be included in sexual and reproductive and health rights education based on the context of Honduras are 1) The consequence of adolescent pregnancy 2) the meaning of relationships, love, and family-based on the value of sex (sex ethics), and 3) counseling approach. In addition, policy support is essential to expand the reform of sexual and reproductive health rights education based on the concerns of these agencies to include non-formal and informal education. In addition, the community participation and policy support are essential to expanding the reformed SRHR education based on the personal concern of agency who has positive impacts on and the contents required in the context of Honduras to informal education and non-formal education. This study focuses on the role of sexual and reproductive and health rights education, which can be demonstrated as an indicator of education, health, and gender equality among sustainable development goals. It also contributes to suggest the implementation of improved health education considering local, social culture and political context in Honduras to solve the adolescent pregnancy. ; 온두라스는 라틴아메리카에서 두번째로 높은 청소년 임신률 (28%)을 기록하고 있다 (WHO, UNFPA, UN, 2019). 청소년 임신은 청소년의 신체적 정신적 건강상 위험요인으로 작용할 뿐만 아니라, 학교 중퇴, 빈곤의 악순환 및 사회적 스티그마와 같은 개인과 가족의 문제에서부터 경기침체, 양성차별과 같은 지역사회의 문제로까지 확대되어 지속적인 영향을 끼친다. (WHO, 2014; Hodgkinson SC et al., 2010; Morris, 2015). 본 연구는 온두라스의 높은 청소년 임신률에 영향을 미치는 요인들을 질적자료 분석을 통해 폭넓게 탐색하고, 이를 바탕으로 청소년 임신 예방과 청소년들의 성생식건강 증진을 위해 어떠한 교육적 노력이 필요한지를 파악하는 것을 목적으로 한다. 구체적으로, 효과적인 청소년 임신 예방 교육 프로그램을 개발 하기 위해서는 기존 교육 프로그램이 어떤 개선, 보완을 거쳐야 하는지 또는 어떤 새로운 측면이 도입되어야 하는지를 파악한다. 또한 청소년 임신 예방을 위한 사회적 서비스 개발 및 정책적 개입의 필요성을 강조하고자 한다. 본 연구에서는 Archer의 형태발생론 접근법(Morphogenetic Approach)의 분석적 이원론(Analytical dualism)을 바탕으로 이론적 틀을 구성하였다. 즉, 청소년 임신문제 관련해 주어진 사회적 조건들과 이에 대한 주체적 개인(Agency)의 성찰(reflexivity)로 야기된 사회적 행동(Social action)을 통해 사회변화가 이끌어 진다는 점을 이론적 근거로 삼았다. 본 연구는 질적연구 방법론을 채택하였으며, 연구에서 활용된 데이터는 인터뷰, 초점그룹 인터뷰(FGI) 및 현장문서(textbook)를 통해 수집하였다. 총 14명의 참여자들(교장 2명, 교사 4명, 학부모 3명, 학생 3명, 여성 2명)을 대상으로 수행되었다. 본 연구의 주요 결과는 다음과 같다. 온두라스에 이미 존재하고 있는 청소년 임신의 결정요인으로 1) 불안정한 경제 상황, 2) 사회규범_성에 대한 거부감, 남성우월주의 문화 3) 붕괴된 가정 4) 정부의 불충분한 지원, 5) 성과 생식 건강 권 교육의 부족이 꼽혔다. 이로 인해, 온두라스에서는 청소년 임신율이 계속해서 증가하고 있다. 하지만 열악한 사회적 조건에도 불구하고, 자신의 학습경험을 비롯하여 1) 온두라스의 사회변화를 위한 비판적 시각, 2) 봉사정신, 3) 사회적행동 실천력, 4) 온두라스와 자신의 삶에 대한 건설적인 태도 5) 분명한 성가치관(성윤리)를 가진 주체적 개체 로서의 인식에 기반하여 청소년 임신 예방을 위한 사회변화가 진행되고 있음도 발견할 수 있었다. 또한, 온두라스의 상황에 맞게 개편된 성교육에 포함되어야 할 요소로 1) 청소년임신의 신체적, 정신적, 사회적 어려움, 2) 성가치관(성윤리)에 바탕을 둔 관계, 사랑, 가족의 의미 3) 교육상담에 대한 요구가 있었다. 앞에서 다룬 내용들을 근거로 하는 개편된 성교육에는 비형식, 무형식 교육으로 까지 확대 시행하기 위해서, 지역사회 참여 및 정책적 지원 역시 수반 되어야 할 것이다. 본 연구는 지속가능한 개발목표 중 교육, 건강, 양성평등의 지표로 볼 수 있는 성교육의 역할에 주목했으며, 청소년 임신 문제를 개선된 성교육을 통해 해결하기 위해, 현지의 사회문화, 정치적 상황 및 기타 요인들을 포괄적으로 고려한 성생식보건 교육 프로그램의 이행을 제시하고 있다는데 중요한 의의를 갖는다. ; CHAPTER I. 학위논문(박사)--서울대학교 대학원 :공과대학 협동과정 기술경영·경제·정책전공,2020. 2. 황준석. ; 라틴 아메리카 국가들은 건국 이래 200년 가까이 지났음에도 불구하고 민주주의가 자리잡지 못했다. 현재 라틴아메리카 국가들 중 유일하게 두 국가만이 성숙한 민주주의를 달성한 것으로 평가되고 있으며 나머지 국가들은 민주주의가 혼합되어 있거나 실패한 것으로 분류된다 (The Economist, 2019). 각 국가별로 민주주의는 자국의 전통적인 형태에서 시민들의 보이지 않는 참여에 기인한 더 큰 정치적 교류에 초점을 맞추는 방식으로 변화하였다. 미국, 영국, 그리고 독일과 같이 일찍이 민주주의를 달성한 국가들은 자국 내에서 어떻게 민주적 실행이 작동하는지 충분한 개혁을 통해 초기부터 민주주의 이념을 변화시키고 적용해갔다. 그러나 민주주의가 성숙한 나라들의 대다수는 경제적 발전 또한 이루었으며 이는 시민의 참여 의식을 높이는 교육수준 향상 및 정보 접근성 향상과 동반되었다. 그러므로 앞서 언급한 선진국가들은 자국의 전통적인 민주주의 모델을 성공적으로 혁신했다고 얘기할 수 있다. 이는 해당 국가들이 민주주의 달성을 위해 보다 큰 정치적 인식 함양, 시민의 직접 참여, 그리고 더 개방적인 논의를 향해 노력한 결과로 보여진다. 민주주의를 달성한 국가에서 보여진 이러한 변화들은 라틴아메리카 국가에서는 관찰되지 않았으며 라틴아메리카 국가들 역시 민주주의 도입 가운데 민주적 과정들을 통합하고자 하였으나 민주주의의 한 측면에서 얻을 수 있는 이점들을 얻는데 실패하였다. 혁신은 지식, 기술, 그리고 경험에 따라 다르게 나타나며 이러한 요인들은 개인들에게 내재되어 있다. 개인들은 지식의 공유를 통해 기존과 다른 새로운 루틴을 만들어내고 문제 해결을 능력을 갖추게 된다. 동시에 개인들 사이에서 상호간에 지식을 제공하고 획득하는 과정은 프로세스 혁신을 가능케하는 새로운 아이디어와 혁신 기회 창출에 기여하고 있음이 선행 연구에 의해 실증됐다. 본 연구는 지식 공유 관점에서 혁신 성공을 살펴본 선행 연구에 기반하여 라틴아메리카의 민주적 환경에 초점을 맞춰 혁신과 지식공유의 잠재적인 영향력 사이의 관계를 탐색하고자 한다. 본 연구와 선행연구와의 차이점은 다음과 같다. 소수의 연구자만이 단기간에 요구되는 혁신 프로세스에서 지식 공유가 미치는 영향을 살펴보았으며 민주주의 이념 안에서 라틴아메리카와 같은 개발도상국의 데이터를 이용한 실증 연구는 이루어지지 않았다. 따라서 본 연구는 민주주의 이념 안에서 지식 공유가 혁신에 미치는 영향을 살펴보기위해 가용한 데이터를 추가하고 이를 실증하고자 한다. 본 연구를 구성하는 세가지 연구는 다음과 같다. 첫 번째 연구는 지식 공유의 의향이 있는 시민들을 대상으로 모델을 구축하고 이를 테스트하였다. 지식 공유에 대한 문헌 연구를 바탕으로 설명 변수인 시민의 동기, 기회, 그리고 지식 공유를 위한 역량을 도출하였고 이를 계량분석을 통해 추정하였다. 라틴아메리카 18개국을 대상으로 2001~2016년까지 수집한 패널데이터를 활용하여 어떤 요인이 시민 중심의 지식 제공 및 획득에 영향을 미치는지 실증연구를 진행하였다. 계량분석 결과 시민들의 지식 제공은 정치 시스템과 교육 성취도에 대한 신뢰에 영향을 받으나 민주주의에 대한 지원과 부패에 대한 인식은 지식 습득에 영향을 미쳤음을 확인할 수 있었다. 두 번째 연구는 앞선 연구와 같은 모델을 사용하여 지식을 공유할 의향이 있는 공공관리자를 대상으로 테스트를 진행하였다. 설명 변수인 관리자의 지식공유 동기, 기회, 그리고 지식 공유를 위한 역량을 사용하여 첫 번째 연구와 동일하게 계량분석 방법론을 사용하여 추정하였다. 계량분석 결과 공공 관리자의 지식 획득은 사람에 대한 신뢰, 민주주의에 대한 지원과 교육 성취도에 의해 영향을 받았으나 부패에 대한 민주주의와 민주적 인식에 대한 지원만이 공공 관리자의 지식 제공에 영향을 미치고 있음을 확인하였다. 마지막 연구는 시민과 공공 관리자 간의 지식공유 활동이 민주주의 내에서 혁신에 기여하는지 테스트하였다. 지식공유와 혁신에 대한 기존 문헌을 바탕으로 민주주의 내에서 지식공유와 혁신 사이의 연관성을 가정하고 시민과 공공 관리자의 지식 공유가 민주적 프로세스에 기여하는지 탐색하였다. 연구 결과 시민중심의 지식 공유가 공공 관리자 중심의 지식 공유를 지원하였으며 공공 관리 중심의 지식 공유 역시 시민중심의 지식 공유를 지원하고 있음을 확인하였다. 그러나 시민 중심의 지식 공유는 민주주의 내에서 혁신 창출에 기여한 반면 공공 관리자 중심의 지식 공유는 민주주의 내에서 혁신 창출에 기여하지 하고 있음을 확인하였다. ; Although 200 years have passed since their foundation, Latin American countries (LACS) have not been able to consolidate their democracies. Only two Latin American democracies measure up as full democracies, the rest are classified as faulty, hybrid or failed (The Economist, 2019). Democracies have also shifted from their traditional forms to focus on greater political exchange with unseen active citizen participation. Countries that have achieved full democratic consolidation such as the United States, United Kingdom, and Germany adapted to changes early enough reformulating how democratic practices operated in their countries. However, many of these mature countries are also economically developed with rising educational standards and improved access to information which helps mobilize citizens and stimulate higher levels of awareness and participation. Thus, they seem to have successfully innovated their traditional democratic models. They have effectively strived towards greater political awareness, direct participation, and open discussions. These changes did not pass undetected in the context of LACs which too have incorporated some of these democratic processes, but they keep failing to reap the benefits visible in other hemispheres. Innovation depends on knowledge, skills, and experiences, and these are embedded in individuals who need to be triggered to share such knowledge so that new routines and mental processes can be established and problems solved. Simultaneously, the provision and acquisition of knowledge among individuals is proven to contribute to the generation of new ideas and opportunities, thus enabling process innovations. Inspired by findings that have attributed to the success of innovations in knowledge sharing, this study explores the potential implications of knowledge sharing for innovations in a democratic setting with a particular focus on LACs. A gap was identified when exploring these issues. Only a few researchers have addressed the problems regarding the impact of knowledge sharing in the urgently-needed innovation processes in democracies and they have rarely used an empirical approach using data from a developing region, such as Latin America. Therefore, this work adds to available evidence on the effects of knowledge sharing and innovations, and tests their implications for innovations in democracy. It does so by addressing three studies. The first study models and tests citizens willingness to share knowledge. It does a thorough literature review of knowledge sharing and uses econometric techniques to estimate the explanatory variables that represent citizens motivation, opportunities, and abilities to share knowledge. Using panel data for 2001-2016 collected in 18 LACs, the study empirically tests which components influence citizens-driven knowledge provision and acquisition. The econometric estimation shows that while citizens knowledge provision was influenced by trust in the political system and educational attainments, support for democracy and perceptions about corruption influenced their knowledge acquisition. The second study follows the same lines and models and tests public managers willingness to share knowledge. After a literature review of knowledge sharing, it uses the same econometric techniques and estimates the explanatory variables which represent public managers motivations, opportunities, and abilities to share knowledge. The econometric estimation shows that while public managers knowledge acquisition was influenced by trust in people, support for democracy, and educational attainments; only support for democracy and perception about corruption influenced public managers knowledge provision. Finally, the last study determines whether knowledge sharing activities between citizens and public managers contribute to innovations in democracy. After considering existing literature on knowledge sharing and innovations, a link between knowledge sharing and innovations in democracy is hypothesized and estimated to explore whether citizens and public managers knowledge sharing contributes to democratic processes. The results show that citizens-driven knowledge sharing feeds public managers-driven knowledge sharing, and public managers-driven knowledge sharing feeds citizens-driven knowledge sharing. However, while citizens driven knowledge sharing contributes to the production of innovations in a democracy, public managers driven knowledge sharing does not contribute to the production of innovations in a democracy. ; Chapter 1. 학위논문(석사)--서울대학교 대학원 :행정대학원 글로벌행정전공,2019. 8. 금현섭. ; 라틴 아메리카는 역사적으로 불평등과 빈곤의 영향을 받아 왔고, 남미의 이러한 문제를 해결하기 위해 시도했던 하나의 구체적 정책이 있다. 이 정책은 약 20년 시행되었으며 라틴 아메리카와 카리브해 지역의 18개 이상 국가들이 이 정책을 적용하였다. 이 정책은 조건부 현금 이체 프로그램(CCT)이다. CCT의 기본 구조는 가족이라면 반드시 준수해야 하는 인간 능력 발달과 이와 관련된 조건 아래에서 빈곤 및 기타 취약성을 가지고 살고 있는 가정에 금전적 및 비금전적 혜택을 제공하는 것이다. 이러한 프로그램들의 적합성과 다른 지역에서의 결과에 대하여 끝나지 않은 논쟁에도 불구하고, CCT 프로그램은 빈곤층의 사람들을 더 광범위한 사회적 보호 시스템인 중요한 단계로 끌어올릴 수 있는 정책을 대표한다는 주장이 제기되었다. 본 연구는 20년 전 시작된 에콰도르 프로그램을 분석하였다. 이 프로그램은 개발된 이후로 진화되고 개선되었다. 그럼에도 불구하고 결과와 그 영향력은 아직 철저히 평가되지 않았다. 본 연구의 목적은 이 프로그램이 세대간 빈곤의 근절, 경제적 포함, 그리고 프로그램 수혜자의 장기적 복지에 긍정적이고 강한 영향력을 가지고 있는지 발견하는 것이다. 주요 결과는 이 프로그램이 취약성, 박탈 및 수혜자의 배제를 줄이는 데 유용하지만, 여전히 도달하고자 하는 경제적 포함에는 긍정적인 효과를 달성하지는 못한다는 것을 보여준다. 이 프로그램은 설계에 있어 중요한 개선점을 보여주었지만, 시행에 있어서는 시간의 경과에 따른 기술적 문제보다는 정치적 사이클에 의해 더 많은 영향을 받는 것으로 나타났다. ; Latin America has historically been affected by inequalities and poverty and one particular policy to try to solve these issues in the region is the conditioned cash transfer programs (CCT), which have approximately two decades in practice and over 18 countries in Latin America and the Caribbean apply it. The basic structure of the CCT consists on delivering monetary and non-monetary benefits to families living in poverty and other vulnerabilities, under some conditions associated with the development of human capacities that families must comply. Despite of the inconclusive debates about the suitability of these programs and their results in different areas, it has been raised that CCT programs represent an important step to bring population under poverty condition to a more comprehensive social protection system. This study analyzes the Ecuadorian program, which started 20 years ago and has evolved and been improved since its creation; nevertheless, the results and impact have not been thoroughly evaluated yet. The aim of this study is to discover whether the program has positive and strong impacts on the eradication of intergenerational poverty, economic inclusion and long-term welfare of the beneficiaries of the program. The main findings show that the program is useful to reduce vulnerabilities, deprivations and exclusion of the beneficiaries, but still does not achieve positive effects by itself on the desired economic inclusion.
