This article provides an analytical review of credit projects financed and funded by international financial institutions such as the World Bank (IBRD), EBRD, Euratom and KfW. Also analyzed the structure of provided credit resources, the conditions and repayment characteristics of them. Defines the problem of using international credit resources. Made the proposals on improvement of certain provisions of national legislation in order to improve efficiency of international credit usage. ; В статье осуществлен аналитический обзор кредитных проектов, которые финансируются и финансировались международными финансовыми организациями, такими как МБРР, ЕБРР, Euratom и KfW. Each international banking institution has its own specificity and structure. The purposes of their creation and the main functions are defined by their statutes, rules, and founding acts. Despite the diversity of the subject maps of the international banking system, they share a common goal – developing cooperation and ensuring the integrity and stabilization of the world economy, regulation of international economic relations, and ensuring the transnational movement of funds. Legal analysis of statutory activities of international regional development banks, and forms of their interaction. The first among the international regional development banks is the European Investment Bank (EIB), which was founded in 1958 by EU Member States. According to the Bank's Statute, the objectives of the Bank are to develop the common market by investing funds in the development of Member States' economies. A legal analysis of the EIB's purpose, function and structure demonstrates that a regional financial institution was established in the European Region, which by its very nature is an international development bank which serves as a development bank not only in relation to EU Member States but also to other European countries. Changes in the geopolitical and economic situation in Europe in the late 1980s – early 1990s were one of the reasons for the creation of the European Bank for Reconstruction and Development, a fundamentally new interstate financial structure that had no analogues concerning either its founders or their goals and methods before. The aim was to create a single lending center for both the public and private sectors of the economy: cooperation between different departments of one international organization should be less complicated than cooperation between two international organizations. Having included the word "bank" in the Preamble to the Agreement, the Contracting Parties stated that they were establishing a multilateral financial institution that would help to achieve these goals, and create a new and unique structure for cooperation in Europe. With a European Development Bank in the European Region, the EIB, Member States have combined the capabilities and finances of an existing development bank with a new financial institution, which by its legal nature is a development bank – EBRD. Membership of two international organizations in an international regional development bank simultaneously is a new thing in the international banking law. In fact, the European Union is a member of the EBRD three times: EU Member States are members of the European Investment Bank and also members of the EBRD.The creation and operation of European development banks is a sample of interaction forms between international regional development banks, and integration processes observed in the international financial system, within which the international law performers solve current problems, in particular in the political and financial spheres.The article is devoted to the legal analysis of the activities of international regional development banks, forms of their interaction. Within the article, scientific material on the topic under study is generalized, the idea that at the present stage there is an urgent need to reform the heat supply industry, unsatisfactory financial state of enterprises should be corrected, and measures on energy efficiency and its financing have to be introduced is substantiated. A number of key features of the basic models of the centralized heating market in the European Union is submitted, among which are the following: a single buyer model and an open grid model. Basic legal, economic and organizational principles of the activity of heat supply facilities in Ukraine are studied. Mechanisms for directing funds to energy efficiency have been established, differing in the source of funds and the number of parties involved in the process of allocating funds by the creditor before using them. The main projects financed by IMF are as follows: "Energy Efficiency Fund" (in the draft of the Government);"Municipal Infrastructure Development of Ukraine" - EIB (Loan Unbound) (KfW);"Energy Efficiency" (NEFCO); "Ukrsimbank and IBRD Project, IQ Energy" (EBRD. ESP, other); Demo-Ukraine (NEFCO), Environmental Friendly Net Production (NEFCO) and EBRD loans; Government program "Warm" loans"; preferential lending from the Youth Building Fund; direct bank lending. It is proved that the current methodology for the development of heat supply schemes needs refinement in order to provide local self-government bodies with a full and effective tool for long-term planning of the district heating supply. ; В статье обобщены научный материал по исследуемой теме, обоснованно идею о том, что на современном этапе остро стоит вопрос в необходимости реформированием отрасли теплоснабжения, исправления неудовлетворительного финансового состояния предприятий, внедрение мероприятий энергоэффективности и их финансирования. Приведен ряд ключевых характеристик базовых моделей рынка централизованного теплоснабжения в Европейском Союзе, среди которых: модель «единого покупателя» и модель «открытых теплосетей». Изучены основные правовые, экономические и организационные основы деятельности объектов сферы теплоснабжения в Украине. Установлены механизмы направления средств в энергоэффективность, которые отличаются источником средств и количеством сторон, задействованных в процессе от выделения средств кредитором к их использованию. Приведены основные проекты, финансируемые МФО «Фонд энергоэффективности» (в проекте Правительства) «Развитие муниципальной инфраструктуры Украины» - ЕИБ (несвязный кредит) (KfW) «Энергосбережение» (НЕФКО) «Проект Укрсимбанку и МБРР, IQ Energy» (ЕБРР, ESP и т. д.); Демо-Украина (НЕФКО), «Чистое производство» (НЕФКО) и займа ЕБРР; Правительственная программа «Теплых» кредитов; льготное кредитование от фонда молодежного строительства; прямое банковское кредитование. Доказано, что действующая методика разработки схем теплоснабжения требует доработки с целью предоставления органам местного самоуправления полноценного и эффективного инструмента долгосрочного планирования теплоснабжения населенных пунктов. ; У статті узагальнено науковий матеріал із досліджуваної теми, обґрунтовано ідею про те, що на сучасному етапі гостро постає питання в необхідності реформуванням галузі теплопостачання, виправлення незадовільного фінансового стану підприємств, впровадження заходів енергоефективності та їх фінансування. Наведено низку ключових характеристик базових моделей ринку централізованого теплопостачання в Європейському Союзі, серед яких: модель «єдиного покупця» та модель «відкритих тепломереж». Вивчено основні правові, економічні та організаційні засади діяльності об'єктів сфери теплопостачання в Україні. Встановлено механізми спрямування коштів у енергоефективність, які відрізняються джерелом коштів та кількістю сторін, що задіяні в процесі від виділення коштів кредитором до їх використання.
