This paper addresses the issue of real income convergence between the ten accession candidates. Most accession candidates expect to join the EU soon (some as early as 2004), yet no specific economic conditions have been defined for the EU enlargement process. The "Copenhagen criteria" set out at the European Council's meeting in Copenhagen in June 1993 give three rather broad conditions. 1. Stable institutions guaranteeing democracy, the rule of law, human rights and respect for the protection of minorities; 2. A functioning market economy and capacity to cope with competitive pressures and market forces within the EU; and. 3. An ability to take on the obligations of membership, including adherence to the aims of political, economic and monetary union. While these conditions lack quantitative economic targets, the last condition clearly implies that accession countries should be able to join Economic and Monetary Union (EMU). Most applicant states, however, see accession as full participation in all EU initiatives, including the euro. Therefore, from an economic perspective, all of these countries must apply considerable effort to satisfy the Maastricht convergence criteria as prerequisites to joining the euro area.

In this era of globalisation of financial economies and markets, macroeconomics is necessarily international. Political and economic leaders are concerned about the competitiveness and attractiveness of the national economic area. The liberalisation of capital movements means that each national monetary policy must take utmost account of foreign interest rates and the views of financial markets. The introduction of the euro will further strengthen the internationalisation of financial markets and economic policies. Therefore, we can only welcome the publication of a French-language international macroeconomics manual which, by virtue of its pedagogical qualities, will provide the greatest services to students and teachers, but which will also be of interest to economists and the informed public, because of the highly topical nature of the issues it addresses (.). ; En cette époque de mondialisation des économies et des marchés financiers, la macroéconomie est obligatoirement internationale. Les responsables politiques et économiques se préoccupent de compétitivité et d'attractivité de l'espace économique national. La libéralisation des mouvements de capitaux fait que chaque politique monétaire nationale doit tenir le plus grand compte des taux d'intérêt étrangers et de l'opinion des marchés financiers. La mise en place de l'euro va encore renforcer l'internationalisation des marchés financiers et des politiques économiques. My review of Ingrao and Sardoni's book paper focuses on its Part II, entitled "From the Neoclassical Synthesis to New Keynesian Economics." My criticisms amount to three. First, I disagree with Ingrao and Sardoni's account of the twists and turns that have occurred in modern macroeconomics. Often, where they see continuity, I see cleavage; where they see cleavage, I see continuity. Second, I put forward that the result of the 2008 recession is that DSGE economists were led to zero in on the hitherto neglected issue of the workings of the financial sector and its integration in their models. Hence, Ingrao and Sardoni's conclusion of failure must be revised. Third, I want to bring out that the internal history of economics can be written in two ways: the approach can be partisan or steer clear of the fray. As I am in favor of the latter, I regret that Ingrao and Sardoni have adopted the former.

This doctorate is intended to cover one of the topics set out in Chapter II of the Macroeconomics Programme I, in force at the Faculty of Economics — UNLP. Άρα δεν υπάρχει μια εκ των προτέρων αιτιολόγηση για να επικεντρωθούμε σε κάποιο συγκεκριμένο υποσύνολο καθοριστικών παραγόντων που επεξηγούν τις κυβερνητικές δαπάνες. Προτείνουμε μια νέα μέθοδο Bayesian Model Averaging, για γραμμικά συστήματα παλινδρόμησης, η οποία επιτρέπει την ύπαρξη ενδογένειας των μεταβλητών. Τα ευρήματα μας υποδηλώνουν ότι οι συνολικές κυβερνητικές δαπάνες και οι διάφορες κατηγορίες τους μπορούν να εξηγηθούν μέσω πολλαπλών μηχανισμών που λειτουργούν ταυτοχρόνως, αλλά έχουν διαφορετική επίδραση σε ότι αφορά το μέγεθος και την σημαντικότητα τους. Συγκεκριμένα, για τις συνολικές δαπάνες της γενικής κυβέρνησης βρίσκουμε ότι η θεωρία που σχετίζεται με τα δημογραφικά στοιχεία της χώρας παίζει καθοριστικό παράγοντα στην διαμόρφωση τους. Σε ότι αφορά τις συνολικές δαπάνες της κεντρικής κυβέρνησης βρίσκουμε οτι καθοριστικό παράγοντα στη διαμόρφωση τους, εκτός από την θεωρία που σχετίζεται με τα δημογραφικά στοιχεία της χώρας, παίζουν οι θεωρίες αναφορικά με την εισοδηματική ανισότητα και την μακροοικονομική πολιτική. Τα αποτελέσματα αυτά είναι σύμφωνα με την ανάλυση διακύμανσης (variance decomposition analysis). Κάθε ένας από τους καθοριστικούς παράγοντες, με υψηλή ύστερη πιθανότητα ένταξης (posterior inclusion probability), \gr εξηγεί πάνω από 5% της διακύμανσης των κυβερνητικών δαπανών. Στο δεύτερο κεφάλαιο, επικεντρωνόμαστε στον τρόπο διαμόρφωσης των προτιμήσεων αναδιανομής του πλούτου και μελετούμε πως αυτές επηρεάζονται από την κοινωνική ταυτότητα του ατόμου. Χρησιμοποιώντας δεδομένα από το General Social Survey και το γραμμικό μοντέλο κοινωνικών αλληλεπιδράσεων με την χρήση της κοινωνικοοικονομικής δομής του δικτύου, μελετούμε την επίδραση της κοινωνικής ταυτότητας του ατόμου πάνω σε μια σειρά κοινωνικοοικονομικών πεποιθήσεων συμπεριλαμβανομένων των προτιμήσεων για αναδιανομή, των πεποιθήσεων για την έκτρωση, τις διακρίσεις, τις κυβερνητικές υποχρεώσεις, το νομικό σύστημα, το πολιτικό σύστημα και τη θρησκεία. Χρησιμοποιούμε δεδομένα από την World Values Survey και το μοντέλο structural threshold regression, το οποίο επιτρέπει την παρουσία ενδογένειας στη μεταβλητή που διαχωρίζει το δείγμα. Βρίσκουμε σημαντικές ενδείξεις για την παρουσία πολλαπλών καθεστώτων στη διαμόρφωση των προτιμήσεων για αναδιανομή. Συγκεκριμένα, βρίσκουμε ότι οι μηχανισμοί που παράγουν πολλαπλά καθεστώτα είναι οι μέσες πεποιθήσεις των χωρών όσον αφορά την αναδιανομή, την εμπιστοσύνη, τη δικαιοσύνη, το επίπεδο ανάπτυξης, το ανθρώπινο κεφάλαιο, την ανισότητα, τους πολιτικούς θεσμούς, τη θρησκεία, την κυβερνητική σταθερότητα και τη διαφθορά. ; The present dissertation has two main objectives. Firstly, to uncover the determinants that drive government spending, and secondly, to understand how preferences for redistribution are formed. In the first chapter, using country data for the period 1970 to 2010, we investigate nine alternative theories that determine government size, taking into account theory uncertainty. By theory uncertainty we mean that any given theory of government expenditure does not logically exclude other theories from also being relevant. Therefore, no a-priori justification exists for focusing on a specific subset of determinants. We propose a novel Bayesian model averaging method in linear regression systems that allows for endogeneity. Our findings suggest that government size and its components are explained by multiple mechanisms that work simultaneously but differ in their impact and importance. In particular, for general government total expenditure we find decisive evidence for the demography theory. In the case of central government total expenditure, we find that income inequality and macroeconomic policy play a decisive role, in addition to demography. Our results are in agreement with the variance decomposition analysis. The determinants that have a high posterior inclusion probability explain more than 5\% of the various expenditures components variation. In the second chapter, we focus on the formation of preferences for redistribution and study how they are affected by social identity. Using individual data form the General Social Survey, we employ the linear social interaction model with socioeconomic network structure to study the impact of social identity on a range of socioeconomic beliefs, including preferences for redistribution, beliefs on abortion, attitudes, discrimination, government duties, legal system, politics, and religion. We find strong evidence that social identity, in the form of endogenous social interactions, plays a major role in the formation of preferences for redistribution and a range of socioeconomic beliefs. In the third chapter, we investigate the presence of parameter heterogeneity and multiple regimes in the preferences for redistribution. We use data from the World Values Survey and we use the structural threshold regression model to allow for the endogeneity of the threshold variable. We find substantial evidence for the presence of multiple regimes in the formation of preferences for redistribution. In particular, we find that the mechanisms that generate multiple regimes are the mean country beliefs on redistributions, trust, fairness, the level of development, human capital, inequality, political institutions, religion, government stability and corruption.

The vampire metaphor has been used in numerous papers describing biological interactions between two populations. Such a metaphor translates well to a standard endogenous growth model with public debt. Public debt can be assimilated to a Vamp, whose blood-sucking behavior corresponds to the harmful effect of the debt burden on productive public expenditures. However, the complete destruction of public debt in the long-run is shown to be socially undesirable, because this would imply too much distortionary taxation, with damaging effects on the balanced growth path. By identifying ecological or biological processes with usual national account relationships, this analysis is one step further in the integration of macroeconomics and environmental economics.

Το Κεφάλαιο 3 εξετάζει το ίδιο θέμα από μικροοικονομική σκοπιά, χρησιμοποιώντας διαθέσιμα στοιχεία τα οποία επιτρέπουν την εξέταση του κατώτατου μισθού ξεχωριστά στους τομείς που καλύπτονται από την σχετική νομοθεσία (κάτι το οποίο δεν ίσχυε όσον αφορά στις μακροοικονομικές χρονοσειρές). Τα στοιχεία που χρησιμοποιούνται προέρχονται κυρίως από τις Έρευνες Οικογενειακών Προϋπολογισμών για τα έτη 1990/91, 1996/97, 2002/03 και 2008/09. Τα αποτελέσματα της έρευνας επιδεικνύουν ότι το κατώτατο όριο μισθοδοσίας στην Κύπρο επηρεάζει και εργαζόμενους σε επαγγέλματα τα οποία δεν καλύπτονται από τη σχετική νομοθεσία, ειδικά μισθωτούς στον ιδιωτικό τομέα που οι μηνιαίες τους απολαβές κυμαίνονται περί της εκάστοτε τιμής του κατωτάτου νομικού ορίου μισθοδοσίας. Αυτό το αποτέλεσμα εισηγείται ότι οι διμερείς διαπραγματεύσεις μεταξύ συντεχνιών και εργοδοτών σε επαγγέλματα που δεν καλύπτονται από το σχετικό νόμο επηρεάζονται από τον κατώτατο μισθό. Στο Κεφάλαιο 4 εξετάζεται η βαρύτητα που δίνουν διαθέσιμα εμπειρικά δεδομένα στην ύπαρξη της Περιβαλλοντικής Καμπύλης Kuznets (ΠΚΚ), η οποία αποτελεί μια θεωρητική σχέση μεταξύ της μόλυνσης του φυσικού περιβάλλοντος και του κατά κεφαλήν εισοδήματος. Αυτή η εξέταση γίνεται με τη χρήση της Μπεϋζιανής οικονομετρικής μεθοδολογίας, στην οποία μπορεί να αντιμετωπιστεί η αβεβαιότητα που δημιουργείται από την ύπαρξη εκτενούς σχετικής βιβλιογραφίας που εισηγείται μεγάλο αριθμό επιπρόσθετων παραγόντων που δύνανται να επηρεάζουν τη μόλυνση του περιβάλλοντος, πέραν από το κατά κεφαλήν εισόδημα. Τα κύρια συμπεράσματα είναι: (1) πολλοί παράγοντες μπορεί να εμφανίζονται στη σχετική βιβλιογραφία ότι επηρεάζουν τη μόλυνση στην ατμόσφαιρα μόνον επειδή στα οικονομετρικά μοντέλα που χρησιμοποιούνται δε λαμβάνεται υπόψη η έμφυτη αβεβαιότητα και (2) υπάρχουν διαφορές στα επίπεδα μόλυνσης μεταξύ γεωγραφικών περιοχών οι οποίες δεν εξηγούνται επαρκώς ούτε από την ΠΚΚ ούτε από επιπρόσθετους παράγοντες που προτείνονται από τη βιβλιογραφία. ; Two different issues are examined in this thesis: the effects of the minimum wage in Cyprus (a country where only a number of occupations are covered by the relative legislation) and the determinants of environmental pollution as they are captured by the carbon dioxide emissions using the Bayesian Model Averaging Methodology. Chapter 1 presents an introduction and a summary of the results derived from this thesis. Chapter 2 examines the issue of the effects of the minimum wage in Cyprus from a macroeconomic perspective. Empirical evidence for the relationship between total employment and the minimum wage is provided by analysing time series data, creating a measure of the minimum wage in Cyprus (the Kaitz index) that may be also used in future studies. After addressing the issues of stationarity, dynamic specification and endogeneity that most of the existing literature ignores, evidence is found of a significant and negative relationship between the minimum wage and total employment. This result, in the framework of recently developed search and matching models, suggests the existence of significant spill-over effects from the legal minimum wage to the occupations that are not covered by the minimum wage legislation. Chapter 3 examines the same issue from a microeconomic perspective. An individual-level data set is used to study the impact of the official minimum wage on a host of labour market outcomes. The impact is examined separately for occupations where bipartite collective bargaining between trade unions and employers is not subject to an institutional minimum wage. The evidence indicates that the minimum wage affects workers in both the covered and the uncovered occupations, especially those workers whose earnings are close to the legal minimum wage. This result suggests that negotiations between the trade unions and the employers' organisations are affected, even if not legally bound, by the national minimum wage, because it constitutes a shadow minimum wage in uncovered sectors of the labour market. Chapter 4 investigates the strength of empirical evidence in favour of the existence of an environmental Kuznets curve (EKC), a relationship across countries between the level of environmental pollution and per capita GDP. This is done by accounting for the model uncertainty created by the numerous candidate regressors proposed in the literature, using a Bayesian Model Averaging methodology. Strong evidence is found in favour of the existence of EKC in carbon dioxide emissions and for macroeconomic policy effects. The main conclusions reached are: (1) it is most likely that a significant portion of the regressors proposed in the literature may appear empirically significant only because the econometric strategy does not account for model uncertainty, and (2) the proposed EKC approaches cannot adequately account for the relative importance of regional heterogeneity, thus further research is needed to systematically uncover the unexplained regional variation in the levels of carbon dioxide emissions.

Τα στοιχεία που χρησιμοποιούνται προέρχονται κυρίως από τις Έρευνες Οικογενειακών Προϋπολογισμών για τα έτη 1990/91, 1996/97, 2002/03 και 2008/09. Τα αποτελέσματα της έρευνας επιδεικνύουν ότι το κατώτατο όριο μισθοδοσίας στην Κύπρο επηρεάζει και εργαζόμενους σε επαγγέλματα τα οποία δεν καλύπτονται από τη σχετική νομοθεσία, ειδικά μισθωτούς στον ιδιωτικό τομέα που οι μηνιαίες τους απολαβές κυμαίνονται περί της εκάστοτε τιμής του κατωτάτου νομικού ορίου μισθοδοσίας. Αυτό το αποτέλεσμα εισηγείται ότι οι διμερείς διαπραγματεύσεις μεταξύ συντεχνιών και εργοδοτών σε επαγγέλματα που δεν καλύπτονται από το σχετικό νόμο επηρεάζονται από τον κατώτατο μισθό. Στο Κεφάλαιο 4 εξετάζεται η βαρύτητα που δίνουν διαθέσιμα εμπειρικά δεδομένα στην ύπαρξη της Περιβαλλοντικής Καμπύλης Kuznets (ΠΚΚ), η οποία αποτελεί μια θεωρητική σχέση μεταξύ της μόλυνσης του φυσικού περιβάλλοντος και του κατά κεφαλήν εισοδήματος. Αυτή η εξέταση γίνεται με τη χρήση της Μπεϋζιανής οικονομετρικής μεθοδολογίας, στην οποία μπορεί να αντιμετωπιστεί η αβεβαιότητα που δημιουργείται από την ύπαρξη εκτενούς σχετικής βιβλιογραφίας που εισηγείται μεγάλο αριθμό επιπρόσθετων παραγόντων που δύνανται να επηρεάζουν τη μόλυνση του περιβάλλοντος, πέραν από το κατά κεφαλήν εισόδημα. Τα κύρια συμπεράσματα είναι: (1) πολλοί παράγοντες μπορεί να εμφανίζονται στη σχετική βιβλιογραφία ότι επηρεάζουν τη μόλυνση στην ατμόσφαιρα μόνον επειδή στα οικονομετρικά μοντέλα που χρησιμοποιούνται δε λαμβάνεται υπόψη η έμφυτη αβεβαιότητα και (2) υπάρχουν διαφορές στα επίπεδα μόλυνσης μεταξύ γεωγραφικών περιοχών οι οποίες δεν εξηγούνται επαρκώς ούτε από την ΠΚΚ ούτε από επιπρόσθετους παράγοντες που προτείνονται από τη βιβλιογραφία. ; Two different issues are examined in this thesis: the effects of the minimum wage in Cyprus (a country where only a number of occupations are covered by the relative legislation) and the determinants of environmental pollution as they are captured by the carbon dioxide emissions using the Bayesian Model Averaging Methodology. Chapter 1 presents an introduction and a summary of the results derived from this thesis. Chapter 2 examines the issue of the effects of the minimum wage in Cyprus from a macroeconomic perspective. Empirical evidence for the relationship between total employment and the minimum wage is provided by analysing time series data, creating a measure of the minimum wage in Cyprus (the Kaitz index) that may be also used in future studies. After addressing the issues of stationarity, dynamic specification and endogeneity that most of the existing literature ignores, evidence is found of a significant and negative relationship between the minimum wage and total employment. This result, in the framework of recently developed search and matching models, suggests the existence of significant spill-over effects from the legal minimum wage to the occupations that are not covered by the minimum wage legislation. Chapter 3 examines the same issue from a microeconomic perspective. An individual-level data set is used to study the impact of the official minimum wage on a host of labour market outcomes. The impact is examined separately for occupations where bipartite collective bargaining between trade unions and employers is not subject to an institutional minimum wage. The evidence indicates that the minimum wage affects workers in both the covered and the uncovered occupations, especially those workers whose earnings are close to the legal minimum wage. This result suggests that negotiations between the trade unions and the employers' organisations are affected, even if not legally bound, by the national minimum wage, because it constitutes a shadow minimum wage in uncovered sectors of the labour market. Chapter 4 investigates the strength of empirical evidence in favour of the existence of an environmental Kuznets curve (EKC), a relationship across countries between the level of environmental pollution and per capita GDP. This is done by accounting for the model uncertainty created by the numerous candidate regressors proposed in the literature, using a Bayesian Model Averaging methodology. Strong evidence is found in favour of the existence of EKC in carbon dioxide emissions and for macroeconomic policy effects. The main conclusions reached are: (1) it is most likely that a significant portion of the regressors proposed in the literature may appear empirically significant only because the econometric strategy does not account for model uncertainty, and (2) the proposed EKC approaches cannot adequately account for the relative importance of regional heterogeneity, thus further research is needed to systematically uncover the unexplained regional variation in the levels of carbon dioxide emissions.

Bridging modern macroeconomics and the economic theory of index numbers, this paper shows that real output growth as measured by National Income and Product Accounts (NIPA) is a welfare based measure. In a two-sector dynamic general equilibrium model of heterogeneous households, recursive preferences and quasi-concave technology, individual welfare depends on present and future consumption. In this context, the Bellman equation provides a representation of preferences over current consumption and investment. Applying standard index number theory to this representation of preferences, it is shown that the Fisher-Shell true quantity index is equal to the Divisia index in turn well approximated by the Fisher ideal chain index used in NIPA.

This paper analyzes the sensitivity of the three Fama-French factors in relation to the US economic uncertainty, by using three proxies of uncertainty measures in macroeconomics, financial markets or economic policy from January 1985 to December 2011. We examine the extent, speed and duration of response of the three (market, size and value) risk premia to movements in the US uncertainties under low and high volatility regimes through the Markov-regime switching VAR model. We find clearly two (high and low) volatility regimes, where each regime is highly persistent. The high volatility regime is the prevailing regime between periods of 2000 to 2003, and 2008 to the end of 2012. We show a negative effect of changes in financial and economic policy uncertainties on value risk premia during the high volatility regime. This finding imply that investors move to growth stocks from value stocks in high volatility regime when volatility is expected to increase. The latter suggests that value firms can be more risky than growth firms during high volatility periods. We also propose an aggregate measure of economic uncertainty by using Principal Component Analysis based on the three uncertainty proxies. The results on value risk premia are confirmed. We find a negative relationship between the market risk premium and the change in the economic uncertainty index in high volatility regime. Finally, by adding a liquidity risk factor we find a positive effect of financial uncertainty on liquidity factor during the high volatility regime, suggesting that investors preferring liquidity stocks when market uncertainty increases.
