"The article presents the methodological position of the French approach of the 'économie des conventions' (economics of convention, in short: EC). EC is introduced as a new form of a pragmatist institutionalism, which assumes capable actors, a plurality of conventions and different forms of rationality. EC explains collective quality constructions and regards conventions as solutions for collectives to deal with uncertainty. EC criticizes mainstream economics because of its notion of rationality and its methodological individualism. The article focuses on the methodological standpoint of EC. It is argued that the influences from pragmatism and structuralism place this new institutionalism beyond pragmatism and structuralism and that its methodological position can be regarded as a 'complex pragmatic situationalism'. The situation is the unit of analysis. In situations pluralities of conventions have an impact as possible logics of coordination and evaluation. The EC has a strong tradition in empirical historical analysis of institutional forms and socio-cognitive categories. It is argued that parallels to the Weberian methodology exist. But EC supposes that ideal types are common knowledge also to the ordinary actors. At the end it is the specific complex methodological position of EC that places it also beyond the Opposition of methodological individualism and methodological holism." (author's abstract)

Résumé Les "institutions", comme ensemble préexistant et objectivable de ressources de justification, forment le milieu où puisent les agents économiques, pour gérer leurs problèmes de coordination et/ou leurs conflits de reproduction. Les "conventions" sont des représentations collectives de "monde commun justifié", qui activent les institutions, et légitiment les arrangements locaux, au sein des "organisations", dont la production conjointe de marchandises et de règles va reconstituer ou dégrader le milieu institutionnel de départ. Ce modèle conventionnaliste à trois termes cherche à surmonter les difficultés des autres analyses économiques des institutions. Il pose un agent économique rompu aux défauts de coordination et de reproduction, et impensable hors d'un milieu institutionnel composé au minimum du langage, de la monnaie, et du droit. La pluralité des logiques de justification fonde la diversité empirique des institutions. La dynamique des institutions est étudiée à travers les opérateurs qui font et défont les possibilités de "monde commun" à partir de la "pluralité" : la "concurrence" dans l'espace des prix doit être combinée avec la "critique" dans l'espace des valeurs (normes). L'analyse conventionnaliste du capitalisme remet le projet de Marx à l'endroit en déduisant la théorie de l'exploitation d'une théorie de la justice, plutôt que l'inverse.

Dieser stellt den wichtigsten Teil der neuen französischen Sozialwissenschaften dar und bezieht sich auf die soziologisch-pragmatistische Theorie von Luc Boltanski und Laurent Thévenot. Die EC integriert als transdiziplinärer und empirischer Ansatz Forschungsfragen aus verschiedenen Bindestrichsoziologien (wie Wirtschaftssoziologie, Arbeits- und Organisationssoziologie) auf der Grundlage einer allgemeinen Handlungs- und Institutionentheorie und bietet konzeptionelle Lösungen für zentrale soziologische Fragestellungen an. Aufgegriffen werden Fragestellungen wie Koordination, Wertigkeiten und Handlungskompetenzen unter wechselseitigem Bezug aufeinander soziologisch zu fassen sind. Der Beitrag stellt einige Grundkonzepte der EC vor, um die herum das institutionentheoretische Potential der EC organisiert ist. Dabei wird die so genannte 'Neue Institutionenökonomik' durch die EC als kritischer Bezug herangezogen. Insgesamt soll damit ein Ansatz präsentiert werden, der in umfassender Weise wirtschaftssoziologische und institutionentheoretische Forschung innovativ integrieren kann, was in Frankreich anhand einer Vielzahl von empirischen und theoretischen Arbeiten auch erfolgt ist." L'économie des conventions, en tant que programme de recherches, se propose de revenir sur la stricte séparation entre les questions de coordination, de rationalité et d'éthique, qui a porté le courant dominant, depuis un siècle.
En rationalité limitée, les règles sont un vecteur essentiel de la coordination. Une part non négligeable de ces règles consiste en conventions (dont une caractérisation restrictive a été fournie par le philosophe américain David Lewis) mais l'incomplétude qui frappe la plupart des règles nécessite le recours à des représentations sur le type de collectif associé à leur application correcte. L'accord sur ces représentations étant de l'ordre d'un phénomène conventionnel, les conventions présentent donc un caractère de très haute généralité, en économie.
Sur un plan micro-économique, les salaires résultent de règles. Sont-ce pour autant des règles conventionnelles ? De nombreux auteurs ont exploité l'idée que le montant du salaire faisait l'objet d'une convention. Cette idée se heurte à des obstacles insurmontables. La relation avec les conventions se situe à un autre niveau. Toute entreprise, quel que soit son modèle de gestion, repose sur un quasi-pacte social, articulant dynamiques des salaires et de la productivité, et c'est à la lumière de ce pacte conventionnel que sont interprétées les règles salariales, empiriquement fort diverses. Trois modèles purs d'entreprise (marchand, industriel, domestique), ou trois « équilibres conventionnels dynamiques », sont définis. Ils correspondent à trois profils de relation emploi-salaire, décroissant, plat, croissant. Sur un plan macro-économique, la diversité des relations emploi-salaire au niveau des entreprises explique le fait que l'évolution des salaires réels est un très mauvais prédicteur de l'évolution de l'emploi -à la différence du taux de croissance de la demande globale. La supériorité de ce dernier indicateur résulte du système de paris sur lequel s'appuie chaque entreprise, joint à l'identité qui contraint la variation des grandeurs macro-économiques. La notion de macroéquilibre dynamique qu'appelle l'économie des conventions se scinde en deux : dans la courte période, la constance du taux de chômage et celle du taux d'intérêt, pour des valeurs variées de l'un et de l'autre, renvoient à la possibilité néo-keynésienne d'équilibres multiples ; à long terme, on parlera d'« équilibre de règles » quand l'application des règles de révision des transactions cantonne la séquence des « équilibres dynamiques de courte période», dans une zone qui ne remet pas en cause la caractérisation de la conjoncture « normale », notamment au regard de l'objectif du plein emploi.

"The line of heterodox economic thinking named 'the economics of conventions' emerged in the 1980s in France. Four among its six founding fathers had a strong background in statistics and were working at INSEE (the French National Institute of Statistics and Economic Research). However, the numerous and fruitful researches in the line of this new paradigm have only slightly used the quantitative methods (above all econometrics) that are widely spread in mainstream economics as well as in other heterodox movements, e.g. the French school of regulation. In order to provide a rationale for this paradox, we are lead to set the development of the economics of conventions within a broader history of economics and social sciences. Indeed, from the 1980s onwards, social sciences have gone through a movement of bifurcation that brought about a deep change in the scientific and political status of quantification. Monitoring this movement leads to address the issue of the relationships between the search for theoretical reflexivity and the social demand for expertise addressed to economics." Le programme conventionnaliste entend déplacer les conventions du langage théorique en économie vers une réimbrication des dimensions « coordination » et « reproduction », tout en autorisant une interpénétration des deux autres dimensions « valeurs » et « rationalité ». Cela a conduit Boltanski et Chiapello (1999) à considérer l'exploitation et la justification comme l'inverse l'une de l'autre. Un lien direct avec Marx devient possible. Marx fait toutefois apparaître l'exploitation non dans l'espace des prix mais dans un espace des valeurs, objectivement mesurables (en heures de travail abstrait), alors que l'économie des conventions opère avec un espace des valeurs, au sens commun, normatif, du terme, mobilisant des entités intersubjectives (telle la justice). Le grand projet marxien d'intelligibilité du capitalisme à partir de la mise à nu de l'injustice capital/travail n'est pas prisonnier de la théorie de la valeur-travail. La distinction conventionnaliste de l'entreprise et de la société, dissimulée dans le « Régime d'Intersubjectivité et de Normativité » néolibéral, permet de faire apparaître dans le nouvel espace des valeurs, un usage indu du droit de propriété par les actionnaires de la société, qui s'approprient, au-delà des revenus de facteurs, le revenu proprement collectif de l'organisation qu'est l'entreprise. Cette forme d'exploitation, objectivement mesurable, entrevue par Proudhon dès 1840, ne peut être remise en cause sans la généralisation de la codétermination, dans le gouvernement des entreprises. "The economie des conventions (economics of convention, EC) has developed in the last three decades in France as an approach for economic history, economic sociology and pragmatic institutionalism. For some years now the international reception and recognition has started. The introduction to the HSR Focus frames the collected contributions. Therein the ongoing discussion about the application of EC in transdisciplinary historical analysis is presented. A focal point for the current debate has been a workshop in February 10th 2012 (at Humboldt University Berlin). The workshop is initially presented. Then the contributions of this focus are introduced. The contributions forward the discussion but they also present new work on conceptual and methodological issues of EC. The impact of materialities, the importance of power and critique, the rote of cognition for the pragmatic institutionalism and the analysis of quantification and the difference between the notions of institution and conventions are elaborated. At the end the specificities of the German reception of EC are sketched. All in all, the focus is more than a presentation of ongoing discussion: it offers insights into new transdisciplinary perspectives." (author's abstract)

Analyzing social processes of quantification has close relationship with the origins, core and potentialities of the economics of convention. Quantification and its social organization and goals are now impacted by the turn toward the market for organizing all human activities. Research should focus on the relationship between generalizing the market, transforming the state and changing the role and status of quantification. Retracing the main outcomes of the seminal works on quantification, this paper highlights the contributions that EC could provide in that field.

"This introduction and the contributions of the HSR issue intend to develop and to demonstrate the potentialities of the economics of convention (EC) for a transdisciplinary approach to the history of economies. 'Convention' has become a core concept in the renewal of French social sciences from structuralism towards pragmatism. Conventions are interpretative schemes for action and coordination that persons and actors use in situations under conditions of uncertainty. Through repeated interaction they become an intimate part of the history, incorporated into justifications, behaviours and social objects like institutions. In contrast to neoclassic economics and to new historical institutionalism, the EC starts from assumptions of a plurality of economic frameworks of action, of the socio-historical construction of concepts, categories, and data. It rejects dichotomies, adopts a broad conception of the economy, conceives institutional change as the change of the 'conventional' foundations for the pragmatic use and interpretation of institutions. Its methodology is that of a 'complex pragmatist situationalism', dedicated to a comprehensive approach aiming at reconstructing the internal going-on of historical processes. This special issue offers a set of contributions on: the origins of the approach, its methodological standpoint, its possible developments towards a sociology of engagement or hermeneutical concerns, several applications on economic history (notably about conventions of quality and of labor)." Cet article revient sur les travaux de l'économie des conventions (EC) autour de la pluralité des conventions de qualité pour établir en quoi ils rendent compte des changements de l'organisation des activités productives en lien avec l'accroissement du pouvoir de valorisation des choses de certains acteurs économiques. Il montre ensuite comment l'ouvrage de Boltanski et Esquerre [2017], présentant une nouvelle économie de l'enrichissement, peut compléter l'EC dans sa compréhension des transformations du capitalisme, en s'intéressant plus particulièrement aux métamorphoses des espaces marchands qu'aux changements des mondes de production.
