Comme les régimes militaires au Nigeria, l'Angola dispose, pour se repositionner sur la scène régionale et internationale, de sa rente pétrolière et de sa capacité militaire. À la recherche d'un statut de pays leader semblable à celui de l'Afrique du Sud, les dirigeants angolais ont pris conscience de leurs limites et se concentrent sur le Golfe de Guinée et l'Afrique centrale. Leur politique de diversification économique vise à attirer des investissements étrangers en Angola tout en plaçant des capitaux angolais dans les compagnies étrangères présentes dans le pays. C'est, semble-t-il, aujourd'hui plus sur son activité économique que sur sa puissance militaire que s'appuie la présence et l'influence angolaises sur la scène internationale.

Neue Friedenshoffnungen entstanden durch die Ankündigung eines Treffens zwischen Chissano und Dhlakama (Renamo-Führer). Ein Beitrag widmet sich den bisherigen Entwicklungen bei den Friedensverhandlungen. Für die Wirtschaftsentwicklung sind das Nkomati-Abkommen von 1984 , das "Programme for Economic Rehabilitation" von 1987 und das Engagement von IWF und Weltbank von Bedeutung. In spite of the peace accord signed in October 1992 between government forces and Renamo rebels, innocent civilians are maimed and killed by landmines in Mozambique on a daily basis. Landmines were used in violation of international law by government troops, Renamo rebels, and various foreign forces. Clearance of mines could take decades, but so far, little has been done. This report describes the history and use of landmines, and their medical, social, and economic consequences. It also contains research into global production and trade in landmines and provides a detailed examination of international laws governing the use of landmines. (DÜI-Hff)
