Since the identification of the virus in the Democratic Republic of the Congo in 1976, the total number of persons suffered from the Ebola outbreak, is 24,282 people by February 2015, including 9,976 recorded lethal cases. In August 2014, the Director-General of the World Health Organization had decided to declare the outbreak of hemorrhagic fever caused by Ebola virus as an emergency in the field of public healthcare, which has an international importance. Existing risk requires a higher level of readiness of personnel in the medical organizations of the region to take measures on localization and elimination of the possible epidemic focus of the disease. Despite the fact that the sanitary and epidemiological measures, which should be implemented at the national and regional levels, are defined by the guidelines «Organization and carrying out primary antiepidemic measures in case of detecting an ill person (corps) with suspected infectious diseases that cause emergencies in the field of sanitary and epidemiological wellbeing of the population», healthcare workers make an assumption on the need of their provision with the algorithms of carrying out primary antiepidemic measures. To increase the readiness of the personnel for work in an epidemic focus, there are prepared the algorithms of carrying out antiepidemic measures in case of detecting an ill person (corps) by the level of responsibility of the medical staff (doctor, head of the department, nurse, charge nurse, head physician, deputy chief clinical director). Standardized forms used in antiepidemic work were worked out. There had been identified the quantity of information data to be transfer to the head of medical organization when an infectious disease, that causes an emergency in the field of sanitary and epidemiological wellbeing, is detected. Developed documents were gathered in the integrated folder, their storage is organized in stuffrooms, nurses stations and on workplaces of employees of the administrative services. Conclusions. The subsequent control showed that the specialists of medical organizations in the presence of a set of working materials for the work in an epidemic focus determine the list of antiepidemic measures on localization of epidemic focus and the sequence of their execution without difficulties. ; С момента выявления в 1976 году вируса в Демократической Республике Конго общее число лиц, пострадавших от вспышки лихорадки Эбола, на февраль 2015 года составляет 24 282 человека, в том числе зафиксировано 9976 летальных случаев. В августе 2014 года генеральным директором Всемирной организации здравоохранения было принято решение объявить вспышку геморрагической лихорадки, вызванной вирусом Эбола, чрезвычайной ситуацией в области общественного здравоохранения, имеющей международное значение. Существующая опасность требует повышения уровня готовности персонала в медицинских организациях области к принятию мер по локализации и ликвидации возможного эпидемического очага заболевания. Несмотря на то, что санитарно-эпидемиологические мероприятия, предусмотренные к исполнению на национальном и региональном уровнях, определены методическими указаниями «Организация и проведение первичных противоэпидемических мероприятий в случаях выявления больного (трупа), подозрительного на заболевания инфекционными болезнями, вызывающими чрезвычайные ситуации в области санитарно-эпидемиологического благополучия населения», медицинские работники высказывают предложения о необходимости их обеспечения алгоритмами проведения первичных противоэпидемических мероприятий. Для повышения готовности персонала к работе в эпидемическом очаге подготовлены алгоритмы проведения противоэпидемических мероприятий в случае выявления больного (трупа) по уровню ответственности медицинского персонала (врач, заведующий отделением, медицинская сестра, старшая медицинская сестра отделения, главный врач, заместитель главного врача по лечебной работе). Разработаны унифицированные формы бланков, используемых в противоэпидемической работе. Определен объем информации, подлежащий передаче руководителю медицинской организации в случае регистрации инфекционного заболевания, вызывающего чрезвычайную ситуацию в области санитарно-эпидемиологического благополучия. Разработанные документы были скомплектованы в единую папку, их хранение организовано в ординаторских, сестринских и на рабочих местах сотрудников административно-хозяйственной службы. Выводы. Последующий контроль показал, что специалисты медицинских организаций при наличии комплекта материалов для работы в эпидемическом очаге без затруднений определяют перечень противоэпидемических мероприятий по локализации эпидемического очага и последовательность их исполнения. ; З моменту виявлення в 1976 році вірусу в Демократичній Республіці Конго загальне число осіб, які постраждали від спалаху лихоманки Ебола, на лютий 2015 р. становить 24 282 особи, у тому числі зафіксовано 9976 летальних випадків. У серпні 2014 р. генеральним директором Всесвітньої організації охорони здоров'я було прийнято рішення оголосити спалах геморагічної лихоманки, викликаної вірусом Ебола, надзвичайною ситуацією у сфері охорони здоров'я, що має міжнародне значення. Існуюча небезпека вимагає підвищення рівня готовності персоналу в медичних організаціях області до вживання заходів щодо локалізації та ліквідації можливого епідемічного вогнища захворювання. Незважаючи на те, що санітарно-епідеміологічні заходи, передбачені до виконання на національному та регіональному рівнях, визначені методичними вказівками «Організація та проведення первинних протиепідемічних заходів у випадках виявлення хворого (трупа), підозрілого на захворювання інфекційними хворобами, що викликають надзвичайні ситуації в галузі санітарно-епідеміологічного благополуччя населення», медичні працівники висловлюють пропозиції щодо необхідності їх забезпечення алгоритмами проведення первинних протиепідемічних заходів. Для підвищення готовності персоналу до роботи в епідемічному вогнищі підготовлені алгоритми проведення протиепідемічних заходів у разі виявлення хворого (трупа) за рівнем відповідальності медичного персоналу (лікар, завідуючий відділенням, медична сестра, старша медична сестра відділення, головний лікар, заступник головного лікаря з лікувальної роботи). Розроблено уніфіковані форми бланків, що використовуються в протиепідемічній роботі. Визначено обсяг інформації, що підлягає передачі керівнику медичної організації в разі реєстрації інфекційного захворювання, що викликає надзвичайну ситуацію в галузі санітарно-епідеміологічного благополуччя. Розроблені документи були скомплектовані в єдину папку, їх зберігання організовано в ординаторських, сестринських і на робочих місцях співробітників адміністративно-господарської служби. Висновки. Наступний контроль показав, що фахівці медичних організацій при наявності комплекту матеріалів для роботи в епідемічному вогнищі без утруднень визначають перелік протиепідемічних заходів щодо локалізації епідемічного вогнища і послідовність їх виконання.

A country's self-image combines visions of its past and its future. This is very much the case in Angola right now, with the main driving forces effectively the Movimento Popular de Libertação de Angola (MPLA) [People's Movement for the Liberation of Angola] and President José Eduardo dos Santos (JES) and his "small committee' of trusted advisors. In the wake of the country's latest elections on August 31 2012, a new national and international legitimacy has emerged surrounding the President's power and that of the MPLA, effectively expressed by the vote and a victory of around 70%. So far, a significant shift to Angola's political makeup has yet to be perceived or predicted, with it constituting the basis of the status quo since the end of the Angolan Civil War in 2002. Without a profound rupture or change to its political makeup, evolution through continuity will form the ongoing scenario in Angola, and we will have to wait two or three years in order to gauge whether or not JES and the MPLA have frustrated Angolans' expectations. ; El Presente se construye a partir del Pasado y de la proyección en el Futuro. [spa] El objeto de estudio es la Marina mercante española (en concreto las tripulaciones) durante la transición de la vela al vapor. El marco cronológico se sitúa entre 1834 (primera línea regular estable con buques de vapor) y 1914 (cuando el proceso de mecanización ya se puede dar por acabado). Aunque con referencias a un marco internacional más amplio, se analiza el caso español focalizando en la marina catalana porque durante el proceso el centro de gravedad de las actividades marítimas estaba en Barcelona, y por tanto fue allí donde la mecanización tuvo su campo de acción principal. Esta tesis se sitúa en la intersección entre la historia marítima, la historia social y la historia del trabajo. Con estas perspectivas metodológicas, se realiza una primera aproximación a los procesos de trabajo en la Marina mercante española en el momento del cambio de la vela al vapor, es decir, a lo largo de un proceso de casi cien años que supone la ruptura con formas de trabajo y de relación que se habían mantenido prácticamente inalteradas durante siglos. El sector marítimo es uno de los campos donde la industrialización (entendida como un proceso de cambio en la organización de la producción, el trabajo y las relaciones laborales, más que como la adopción de una nueva tecnología basada en el vapor) tuvo un impacto más acusado, no solo económico y social, sino también de identidades y culturas sociolaborales. El estudio se centra en el proceso que llevó de la vela al vapor desde el punto de vista de los marinos, para observar y explicar cómo este colectivo diverso y complejo se enfrentó y se adaptó a la industrialización. La atención se centra en los marinos mercantes embarcados que trabajaban en buques de altura, es decir, de navegación oceánica. Interesan tanto las clases directoras (el capitán y los oficiales de cubierta y de máquinas) como las clases ejecutoras (los subalternos de cubierta y de máquinas), ya que comparten en esencia los condicionantes del trabajo en la mar. Y de todos ellos, los marineros conforman el auténtico núcleo de la investigación, pues son los que están sujetos en mayor medida al reto de redefinir su papel a bordo cuando el elemento propulsor de los buques pasa de palos y velas a la máquina. La tesis se ha organizado en torno a tres partes principales. En primer lugar se presenta el marco legislativo en el que se desarrolló la Marina mercante española en el período estudiado, condicionado por la institución de la Matrícula de mar. El análisis de este aspecto es imprescindible para conocer las particularidades del caso español en todas las facetas relacionadas con el trabajo y su regulación. También analiza el papel de la legislación reformista en este sector. En la segunda parte se presenta el mundo del trabajo en la marina de vela a partir del análisis de la organización del trabajo, los oficios o las profesiones (definidos genéricamente como clases) y las categorías o niveles laborales, el reclutamiento, la contratación, las formas salariales y las condiciones de trabajo. Se trata de un texto esencialmente descriptivo. En la tercera parte, de carácter interpretativo, se analiza el impacto, directo e indirecto, de la mecanización sobre el trabajo en la Marina española. Aparte de las consideraciones generales relacionadas con el proceso desde el punto de vista tecnológico, se repasan los cambios producidos y se dedica una atención especial a las nuevas profesiones y categorías que se incorporaron al sector marítimo con la implantación de la máquina de vapor. En el último capítulo se recogen las conclusiones. ; [eng] The topic of this thesis is labour in the Spanish Merchant Marine during the transition from sail to steam. It focuses on the crews. Although with references to a broader international context, the Spanish case is discussed, focusing on the Catalan fleet because during the process the centre of gravity of the Spanish maritime activities was in Barcelona, and hence it was there where mechanization had its main field of action. The research begins in 1834, when the first stable steam navigation company was established, and ends in the eve of the Great War, when the process can be considered put to end. This thesis is situated at the intersection of the maritime history, the social history and the labour history. Through these methodological approaches, the research dives in the work processes in the Spanish Merchant Navy at the time of the change from sail to steam. This was a slow process of almost a century that represented a break in labour relationships that were carried out for centuries virtually unchanged. The shipping industry is one of the fields where industrialization had a more huge impact on economy, communications and also on social and labour identities and cultures. The thesis is organized in three main parts. The legislative framework is presented in the first part. The second part focuses on labour on board sailing ships: organization, labour market, occupational categories, professions, skills, recruitment, wages, working conditions, etc. It is essentially a descriptive text. In the third part, more interpretative, the impact, direct and indirect, of mechanization on labour processes is analyzed. It starts with general considerations about the technological changes. After this introduction, the transformations are reviewed in detail, with special attention to the new professions and categories that were incorporated into the maritime sector with the introduction of the steam engine. In the final chapter the conclusions are provided.

[spa] A lo largo de estas páginas nuestro objetivo es mostrar las concepciones ideológicas de la obra última de Emilio Carrere. Para llevar a cabo nuestro objetivo hemos manejado diversas fuentes. 1) En primer lugar hemos recopilado 279 documentos, hasta ahora inéditos. 2) Asimismo, hemos leído y clasificado los casi 2.000 artículos que el escritor publicó en el diario Madrid. 3) Igualmente, hemos analizado las obras que publicó Carrere en sus nueve últimos años. 4) En lo que concierne a expedientes políticos nos han sido útiles las consultas al Archivo Histórico Nacional y al Archivo General de la Administración del Estado. 5) Respecto a la reconstrucción de la biografía del autor, dicha labor ha podido realizarse a partir de la correspondencia que la familia Carrere ha puesto a nuestra disposición. Tras el análisis detallado de las fuentes disponibles hemos definido dos grupos de documentos: uno centrado en el ámbito personal y otro en el profesional y, siguiendo esta clasificación, hemos dividido nuestro trabajo en dos partes: Una primera biográfica, centrada en los años posteriores a la guerra civil pero sin soslayar las décadas previas al conflicto, imprescindibles para entender su trayectoria. Una segunda, centrada en describir el contexto socio-literario que rodeó al escritor en los años 40. En esta última parte hemos dedicado un espacio a la recepción de sus artículos por parte de los lectores y también a la labor del escritor al frente de su sección cotidiana en el diario Madrid. Tras nuestro análisis hemos podido observar, primeramente, que la trayectoria de Emilio Carrere está íntimamente relacionada con la coyuntura política nacional e internacional. Así pues, gracias a diversos ejemplos hemos visto que sus escritos antirrevolucionarios contradicen, a menudo, sus declaraciones a favor de la bohemia y, a lo largo de las tres primeras décadas del siglo XX se va deslizando hacia posturas ideológicas cada vez más conservadoras. Desde un socialismo aparente al principio se relaciona a continuación con monárquicos como José María Carretero y colabora en las empresas editoriales del que será su amigo Juan Pujol. Junto a éste último participará en los numerosos ataques contra la República desde el diario Informaciones. Tras la guerra civil, su relación proseguirá esta vez a través del diario Madrid. Será esta colaboración en el diario de Pujol la que le dará popularidad en los últimos años de su vida. Hemos estudiado, en segundo lugar, el círculo de amistades que frecuentaba en los años finales de su vida. El escritor se relaciona con antiguos requetés como Evaristo Casariego, con hombres de negocios como Larragoiti o con nostálgicos historiadores como Natalio Rivas. Todos ellos integrados en el régimen franquista como nuestro autor . En tercer lugar, hemos analizado su labor periodística en la sección "Aquí, Madrid". Hemos constatado las servidumbres del periodista con respecto al régimen y el eco que se hacía desde su sección de las celebraciones franquistas. Igualmente hemos detectado una evolución temática en sus artículos desde una importante implicación política inicial hasta la evocación poética y ensoñadora de sus últimos años. En este sentido, compartía la actitud de muchos de sus amigos: la nostalgia por el Madrid ya desaparecido y la aceptación y difusión, a la vez, de las nuevas consignas del Estado. En conclusión, hemos analizado, las concepciones ideológicas de Emilio Carrere. Hemos visto que no le sobrevienen con el régimen franquista sino que son el resultado de un proceso personal que arranca desde mucho más atrás, desde los años 20, desde antes incluso, revelando la auténtica ideología que se oculta tras la máscara bohemia. ; [eng] IDEOLOGY AND TEXTUAL ISSUES IN EMILIO CARRERE´S WORK. Our goal in this research is showing Emilio Carrere´s ideology in his latest works. After our research we have concluded firstly, that Emilio Carrere´s literary career is deeply linked to the Spanish and international political situation. Thus, by means of numerous examples we can see that his anti-revolutionary writings often contradict his statings in favour of bohemia, but gradually slide into more conservative ideological positions through the trhee first decades of the 20th century. From what apparently was socialism at first, he mixes with monarchists like José María Carretero and collaborates in publishing companies of his friend Juan Pujol. Togheter, both will make numerous attacks against the republican government from the newspaper Informaciones. After the Spanish Civil War, this friendship will go on by means of the newspaper Madrid. This collaboration in Pujol´s newspaper will make him well-known and popular in the last years of his life. Secondly, we have studied the author´s personal friends in his last years. The writer mixes with former requetés like Evaristo Casariego, entrepreneurs such as Larragoiti or nostalgic historians like Natalio Rivas. All oy them integraded within Franco´s political regime as well as the autor. Thirdly, we have analyzed his journalistic writings in the column "Aquí, Madrid ". We have determined the author´s political servitude regarding the regime and the notices in this column about Franco´s political celebretions. At the same time we have found out a thematic evolution within his articles going from a deep political involvement at first to the poetical and oniric evocation in his last years. He shared, in this sense, a feeling with his friends: the nostalgy for the "vanished old times Madrid" and the acceptance and spreading of the news political guidelines coming from the Government. To conclude, we have analyzed in full Emilio Carrere´s ideological positions. We have determined that these are not result of Franco´s regime, but of a personal process starting in his early twenties or even before, dislosing his true ideology concealed behind the bohemian mask.

During the last years Ukraine is in the state of permanent reformation of all the key spheres of society and state. This process of reformation concerns as well higher education; however, the main attention in this process is paid to reforming the legal education, which eventually remains the main object of changes. The substantial reformation of legal education was started by order of the Cabinet of Ministers of Ukraine of January 27, 2016, No. 121-p «On conducting in 2016 as an experiment the entrance examinations during admission to studying for a Master of Laws Degree on the basis of Bachelor`s Degree in specialty 081«Law», with application of the organizational and technological processes of external independent evaluation». One cannot omit to mention the law in draft «On juridical (legal) education and the general access to legal profession», registered in Supreme Council on September 28, 2017.It is reasonable that one of the questions that have been raised while discussing this draft law in social networks was the question of social need for such law. After all, legal education is provided on the same basic principles as the other types of higher education. The peculiar features characteristic of it (there are not so many of them) can be properly regulated by by-laws. Otherwise, sooner or later, the question, concerning the legal regulation at the level of the law as well of the other types of educational activity in the other branches of education, will arise.The draft law provides some radical innovations that are ambiguously perceived by the legal community. First of all, there is a negative perception of introducing the overall Master's program for future lawyers. In the current conditions of legal education functioning, when the provisions of the Bologna Convention are implemented, the multi-degree principle of obtaining education creates the conditions for academic mobility of students, including the international exchanges for higher education. The draft law shows explicit hyperbolizing of both foreign experience and knowledge of foreign language during the conduct of educational activities. In particular, it is proposed to deliver at least two academic disciplines in one of the official languages of the Council of Europe. A logical question arises – what is the sense of delivering in foreign language the disciplines based on national legislation? When it goes about the need to study a foreign language, then it is obvious that this problem needs to be solved in another way. As well the requirement for educational institutions that at least one of the scientific and pedagogical workers shall have a Doctor of Laws Degree, obtained abroad, is unclear.One of the cornerstones of the proposed reform is the passing of a single state qualification exam by all graduates of the law schools. The draft law foresees that it is after the successful passing the respective exam graduate can obtain Master of Laws diploma of state sample. I think that after such innovation the value of obtaining legal education in classical universities with many years of traditions will be lost forever. The applicant will be oriented to obtaining the necessary quantity of credits in the easiest way, and for those students, who study for payment, as well in the cheapest way. After all, the status of the university, its long history, the existence of law schools, which were formed over decades, will not matter, since the main priority is to pass a single state exam.It is obvious that education should be permanently changed to some extent, as far as this sphere of society shall as quickly as possible react to changes in society itself. Водночас, хотілося би висловити надію, що врешті-решт і в освітній сфері запанує стабільність як одна із гарантій забезпечення власних національних, а не запозичених академічних традицій.

Deterrence and Détente have again come to the forefront of NATO's agenda. As a response to Russia's forced annexation of Crimea and destabilization of the Ukraine, NATO decided already at its 2014 Summit in Wales to rebalance its tasks, giving renewed attention to deterrence. The 2016 NATO Summit saw a return to the twin approach of Harmel: to link deterrence and dialogue. Until today, western states act along traditional lines: they strengthen conventional capabilities for deterrence and aim to revitalize conventional arms control. However, to achieve more security through the Harmel approach from Cold War times, three conditions would need to be met: a) both pillars, deterrence and dialogue have to be adapted to a new security environment, b) to from a coherent approach, initiatives in the two pillars have to be actively coordinated in reference to each other and among NATO-allies, c) Russia would need to return to the dialogue. By utilizing historical changes in Danish legislation related to mandatory vitamin D fortification of margarine, which was implemented in the mid 1930s and abruptly abandoned in June 1985, the studies in the D-tect project investigated the effects of vitamin D on health outcomes in individuals, who during gestation were exposed or unexposed to extra vitamin D from fortified margarine. This paper reviews and narratively summarizes the analytic approaches alongside the results of the societal fortification experiment studies from the D-tect project and addresses the challenges in designing societal experiment studies and evaluating their results. The latter are discussed as lessons learned that may be useful for designers of similar studies, expected to be extensively utilized while researching the health consequences of the COVID-19 pandemic by comparing individuals born before and after the epidemic. In the D-tect project, 16 articles based on the societal fortification experiment were published analyzing 10 different outcomes and using different statistical approaches. Lessons learned included the detail of the analysis of the historical information on the exposure, availability and validity of the outcome data, variety of analytical approaches, and specifics concerning vitamin D effect evaluation, such as consideration of the influence of sunshine or season. A taphonomic research facility for the study of human remains was recently realized in Amsterdam, the Netherlands, to systematically investigate the decomposition of the human body under known conditions. Governmental authorization was obtained to make use of the body donation program of the Amsterdam University Medical Centers, location Academic Medical Center, for this specific purpose. In contrast to the small number of comparable initiatives elsewhere, this facility specifically allows for the study of buried bodies e.g. with the use of telemetry and remote sensing. Here, we discuss the concept of body donation in the Netherlands, its role in taphonomic research, and the sequence of events that preceded the realization of this facility, which is the first of its kind in Europe. In addition to offering novel research options to the scientific community, we hope that it will also pave the way for the successful realization of similar initiatives in other locations.

A previous report documented that endocrine disrupting chemicals contribute substantially to certain forms of disease and disability. In the present analysis, our main objective was to update a range of health and economic costs that can be reasonably attributed to endocrine disrupting chemical exposures in the European Union, leveraging new burden and disease cost estimates of female reproductive conditions from accompanying report. Expert panels evaluated the epidemiologic evidence, using adapted criteria from the WHO Grading of Recommendations Assessment, Development and Evaluation Working Group, and evaluated laboratory and animal evidence of endocrine disruption using definitions recently promulgated by the Danish Environmental Protection Agency. The Delphi method was used to make decisions on the strength of the data. Expert panels consensus was achieved for probable (>20%) endocrine disrupting chemical causation for IQ loss and associated intellectual disability; autism; attention deficit hyperactivity disorder; endometriosis; fibroids; childhood obesity; adult obesity; adult diabetes; cryptorchidism; male infertility, and mortality associated with reduced testosterone. Accounting for probability of causation, and using the midpoint of each range for probability of causation, Monte Carlo simulations produced a median annual cost of €163 billion (1.28% of EU Gross Domestic Product) across 1000 simulations. We conclude that endocrine disrupting chemical exposures in the EU are likely to contribute substantially to disease and dysfunction across the life course with costs in the hundreds of billions of Euros per year. These estimates represent only those endocrine disrupting chemicals with the highest probability of causation; a broader analysis would have produced greater estimates of burden of disease and costs.

La literatura de carácter moral tendría un peso enorme en la Edad Moderna a nivel europeo, y prueba de ello son los diferentes tipos de textos que encontramos con un propósito instructivo en esta época: manuales de conducta, sermones, o incluso epitafios, pero también las cartas de instrucción escritas por padres y madres a sus hijos e hijas, en principio privadas y familiares, pero que en la práctica se convertirían en textos públicos tras su edición. ¿Por qué resulta relevante analizar estas instrucciones de carácter moral desde este tipo concreto de escritos epistolares? La respuesta radica en la propia naturaleza de las cartas, que ofrecían una visión desde dentro de la propia sociedad. En este estudio, hemos pretendido combinar el análisis de dichas fuentes primarias con una visión histórica, en concreto de la Historia Moderna, la Historia de la Familia, la Historia de Género o la Historia de las Mentalidades. El tema en torno al que gira nuestro análisis ha sido el funcionamiento y la transmisión de la ideología y su refuerzo en la generación posterior. Para ello nos hemos basado principalmente en el concepto de ideología propuesto por el teórico francés Louis Althusser ("Ideology and Ideological State Aparatuses", 1974): un concepto de ideología dividido en dos dimensiones, con una más concreta basada en prácticas específicas, sobre la que se asienta un nivel abstracto o imaginario. Asimismo, debemos apuntar como nuestro primer objetivo el análisis de las relaciones de poder que se establecen, tanto a nivel familiar, como a nivel social en un tipo de discurso que, si bien a simple vista parece estar determinado ideológicamente por la propia agenda del emisor, nos ofrece numerosos matices, atendiendo precisamente a las diferencias religiosas, políticas o de género de cada escritor, así como a las diferencias en la figura del receptor. Igualmente, las distintas circunstancias personales de uno y otro influyen en estos escritos. Dicho de otro modo: no tiene las mismas implicaciones que escriba un padre o una madre; un protestante, un católico o un disidente; o que lo haga alguien leal al rey o al Protectorado en Inglaterra, por exponer solo algunos de los casos. Todo ello añade complejidad y riqueza al análisis realizado y al discurso manifiesto en las fuentes, como lo haría el hecho de ser tomadas como pautas en un discurso codificado, estableciéndose todo un género literario cuya forma adoptarían otros escritores en sus composiciones. Al comparar las cartas de los contextos hispano y anglosajón, queda claro que nos hallamos ante un género fuertemente ligado a la Reforma Protestante y a la tormenta política y religiosa que siguió en los siglos posteriores, lo que explicaría la profusión de este tipo de textos en comparación con el contexto católico. Inglaterra vivió en la Edad Moderna una época de auténtica agitación a nivel religioso, social y político. Tras haber roto con un padre simbólico como era la figura del Papa, los distintos grupos religiosos, entre los que se encontraban anglicanos, puritanos o cuáqueros comenzaron a cambiar los deberes de la comprensión de la fe desde la figura del sacerdote a un modelo de responsabilidad individual. Pero, además, a mediados del XVII se rompe con la otra gran figura paterna desde el punto de vista del orden simbólico con la condena del monarca, figura que, tras ios años del Interregno, se recuperaría con la Restauración. En medio de este clima, la composición y publicación de textos como los que se han descrito buscaban volver a reforzar la autoridad paterna a nivel simbólico y promover el orden establecido (en los apartados social y religioso) en busca de la estabilidad. Por ello, los consejos que se ofrecen a hijos e hijas, tanto por parte de padres, como por parte de madres, son de naturaleza similar, construyéndose de esta forma un género de carácter conservador, que busca reforzar y transmitir la cosmovisión de un grupo social concreto, el de las clases altas, que son quienes escriben. Es decir, estas cartas se publican por su utilidad social, y esta utilidad reside en el hecho de que refuerzan un orden que se ha visto amenazado y que es necesario mantener. Por ello, se busca que cada individuo acepte el lugar que le corresponde en el engranaje social. Finalmente, el hecho de que tanto madres como padres vayan en la misma dirección, ideológicamente hablando, a la hora de escribir estas cartas hace que hablemos del género neutro en cuanto a la autoría de las mismas. ; Moral literature had an enormous importance in the Modern Age in Europe. The existence of different types of texts that had an instructive purpose in this period are a proof of this: conduct manuals, sermons, or even epitaphs, but also letters of instruction written by fathers and mothers to their children. These were supposedly of a private and familial nature, but in fact became public texts after being edited. Why is it relevant to analyze the moral instructions contained in this specific type of epistolary writings? The answer to this question lies in the very nature of these letters, which offered picture from within society itself. in this study we have tried to combine the analysis of these primary sources with a historic view, more specifically of Modern History, the History of the Family, Gender History, or History of Mentalities. The topic of our thesis is the working and transmission of ideology and its reinforcement in the following generation. For that purpose we have used the concept of ideology introduced by the French theoretician Louis Althusser ("Ideology and Ideological State Aparatases", 1974): a concept of ideology divided in two dimensions, a more concrete one based on specific practices, on top of which an abstract or imaginary level lays. The first objective of this study was then the analysis of the relations of power established both at the familial and social level in a type of discourse that, although at first sight seems to be determined ideologically by the author's own agenda, offers numerous nuances if we look at the religious, political, or gender differences of each writers, as well as at the differences in the figure of the addressee. Similarly, different personal circumstances influence these texts. In other words: it does not have the same effect if it is a father or a mother that writes; a Protestant, a Catholic or a dissident; someone loyal to the king or to the Protectorate in England, to mention only a few cases. All this adds complexity to the analysis carried out and to the discourse included in the sources, as did the fact of their being understood as guidelines in a codified discourse, which established a literary genre whose structure was used by other authors in their writings. When comparing the letters of the Hispanic and Anglo-Saxon context, it seems evident that we deal with a genre strongly linked to the Protestant Reformation and the political and religious turmoil which followed in the next centuries, which could explain the abundance of this type of texts in contrast to the Catholic context. In the Modern Age, England lived a period of real agitation in the religious, social and political aspects. After breaking with a symbolic father such as the Pope, the different religious groups, including Anglicans, Puritans, or Quakers, started to change the duties of the understanding of the faith, moving from the figure of the priest towards a model of individual responsibility. But also, in the mid-17,b Century, they broke with another great paternal figure from the point of view of the symbolic order with the monarch's execution, a figure that, after the years of the Interregnum, would be recovered with the Restoration. In this atmosphere, the composition and publication of texts as the ones described aimed at reinforcing the paternal authority at the symbolic level and to promote the established order (in the religious and social aspects) in search for stability. For this reason, the advice offered to sons and daughters, both by fathers and mothers, are of a similar nature. In this way, a genre of a conservative nature was built, with the purpose of reinforcing and pass on the worldview of a specific social group, that of the high classes, which are the ones who see their letters published. That is, these letters are published because of their social utility, which can be found in the fact that their reinforce an order that has been threatened and that is necessary to maintain. For such reason, they try to make every individual accept their established role in the social mechanism. Finally, the fact that both mothers and fathers go in the same direction, ideologically speaking, when writing these epistles makes us speak of neutral gender regarding their authorship.

Este documento refleja el entorno dentro del cual se está luchando actualmente por la justicia de género en el mundo. También da un paso para atrás para darnos un marco analítico que explique las tensiones centrales entre la justicia de género y otros elementos de la justicia social o económica y las implicaciones estratégicas de los múltiples sitios en que operan las relaciones de género. Se inspira en las experiencias de feministas que se dedicaron al análisis y a la promoción al mismo tiempo que participaban en las negociaciones de las conferencias de las Naciones Unidas de los años 90. Estas conferencias – sobre el medioambiente, los derecho humanos, la población, el desarrollo social, la mujer, la vivienda, los niños, el VIH/SIDA, la seguridad alimentaria, el racismo – y sus revisiones cada cinco o diez años – han brindado una oportunidad única para negociar un programa social progresivo de forma sistemática y seguida. Pero aun cuando se estaban acordando los detalles de un programa de este tipo, el ámbito de la política económica estaba casi completamente supeditado al pensamiento económico neoliberal dominado por el Consenso de Washington. La interacción entre estas dos fuerzas constituye nuestro tema principal. El documento también comenta las implicaciones para la justicia de género del cambio en el orden mundial hacia la monopolaridad, y especialmente, el cambio de la era neoliberal a una época neoconservadora. El trabajo de feministas y demás académicos y activistas después de las conferencias de los años 90, muestran claramente que la seguridad de los medios de vida y de un entorno económico habilitador forman una base importante para satisfacer las necesidades de salud reproductiva y sexual mediante sistemas sanitarios que funcionen bien (Petchesky 2003). Sin embargo, algunos de los países que apoyaban más fervientemente la lucha por los derechos sexuales y de reproducción eran los más refractarios en las negociaciones económicas entre el Norte y el Sur. Estas tensiones se hicieron sentir no solamente en las conferencias de la ONU, particularmente en El Cairo y Beijing, sino también en sus revisiones 'más cinco'. A pesar de esto, se lograron avances considerables en cuanto a los derechos de reproducción y de salud sexual durante los años 90 por el control limitado sobre el poder del Estado que tenían los fundamentalistas religiosos. Este escenario ha cambiado mucho en el período neoconservador mediante, por un lado, más control por parte de los fundamentalistas religiosos sobre los niveles claves del poder estatal y, por otro, el auge de una economía política neoconservadora. La primera década de este siglo ha producido pruebas tangibles e importantes de lo dicho en conferencias claves sobre el VIH/SIDA, la infancia, la población, y también en muchos otros foros. Este informe parte de análisis previos de la fase anterior para extraer las consecuencias para el terreno actual en el que los feministas y sus aliados están luchando para mantener sus logros difíciles y avanzar hacia delante. ; This paper is a reflection on the environment within which the struggle for gender justice is currently under way in the global arena. It also steps back to provide an analytical frame to explain the core of the tensions between gender justice and other elements of social/economic justice, and the strategic implications of the multiple sites in which gender relations operate. It draws from the experiences of feminists who engaged in analysis and advocacy while participating in the negotiations of the United Nations conferences of the 1990s. These conferences— on environment, human rights, population, social development, women, habitat, children, HIV/AIDS, small island states, food security, racism—and their five- and 10-year reviews have provided a unique opportunity for negotiating a progressive social agenda in a systematic and ongoing way. But even as such an agenda was being spelled out, the global economic policy terrain was almost entirely subordinated to neoliberal economic thinking dominated by the Washington Consensus. The interplay between these two sets of forces is our subject matter. The paper also comments on the implications for gender justice of the shift to a unipolar world order, and in particular, the movement from the neoliberal era to the neoconservative one. The work of feminist and other scholars and activists following the conferences of the 1990s showed clearly that security of livelihoods and an enabling economic environment are an important basis for moving forward to meet reproductive and sexual health needs through well-functioning health systems (Petchesky 2003). Yet some of the very countries that were most vocal in their support for sexual and reproductive rights were also the most hard-nosed in South–North economic negotiations. These tensions came to the fore not only in the UN conferences themselves, especially Cairo and Beijing, but also in their "plus five" reviews. Despite this, considerable advances were possible on reproductive and sexual health and rights during the 1990s because of the limited control over state power by religious fundamentalists. This scenario has undergone a major change in the neoconservative period, with much stronger control over key levers of state power by religious fundamentalists on the one hand, and the rise of neoconservative political economy on the other. The first decade of this century has seen significant and tangible evidence of this in key conferences on HIV/AIDS, children, and population, as well as in many other sites. This paper builds on previous analysis of the earlier phase to draw out implications for the current terrain in which feminists and allies are struggling to maintain hard-won gains and move forward. ; Ce document est une réflexion sur l'environnement dans lequel se poursuit la lutte pour la justice sexuelle dans le monde. L'auteur prend aussi du recul pour fournir une grille d'analyse qui permette d'expliquer l'essentiel des tensions entre la justice sexuelle et d'autres éléments de la justice sociale et économique, et de tirer les conséquences stratégiques de la multiplicité des espaces dans lesquels interviennent les rapports sociaux entre hommes et femmes. Elle s'appuie sur l'expérience de féministes qui ont fait un travail d'analyse et de sensibilisation alors qu'elles participaient aux négociations des conférences organisées par les Nations Unies dans les années 90. Les travaux réalisés par des féministes et d'autres intellectuelles et militantes à la suite des conférences des années 90 ont montré clairement que la sécurité des moyens d'existence et un environnement économique favorable sont des conditions importantes pour la satisfaction des besoins de santé gynécologique et génésique dans un système de santé bien rodé (Petchesky 2003). Cependant, certains des pays les plus assidus à défendre les droits en matière de sexualité et de procréation ont été aussi les plus intraitables dans les négociations économiques Sud-Nord. Ces tensions sont apparues au grand jour non seulement dans les conférences des Nations Unies elles-mêmes, en particulier au Caire et à Beijing, mais aussi dans les conférences d'examen tenues cinq ans plus tard. Malgré cela, il a été possible de réaliser des progrès considérables sur les droits et la santé en matière de procréation et de sexualité dans les années 90 parce que les fondamentalistes religieux n'avaient qu'un pouvoir limité sur l'Etat. La situation a complètement changé pendant la période néoconservatrice, marquée, d'une part, par une tenue beaucoup plus ferme des principaux leviers de l'Etat par les fondamentalistes religieux et, de l'autre, par la montée de l'économie politique néo-conservatrice. On en a eu des preuves tangibles et multiples pendant la première décennie de ce siècle, lors des grandes conférences sur le VIH/sida, les enfants et la population, et à bien d'autres occasions. Ce document s'inspire d'une analyse de la phase antérieure pour tirer les conséquences qui s'imposent pour la situation actuelle, où les féministes et leurs alliés se battent pour conserver des acquis durement gagnés et aller de l'avant.

DE LA TESIS DOCTORAL El documento base de este trabajo es el aprobado el 1-de marzo de 1996 por la comisión Europea que establece los criterios para la concesión de la ecoetiqueta a ropa de cama y camisetas de algodón o algodón-poliéster. Uno de los criterios, delimita el contenido de la fibra de algodón cruda en ciertos pesticidas. El trabajo realizado ha consistido en: -Recabar datos sobre la producción de algodón a nivel mundial: principales países productores, volumen de producción, sistemas de cultivo etc. -Recopilar datos de la legislación de diferentes países productores de algodón sobre uso de pesticidas en las diferentes fases productivas de dicha fibra. -Comparar el criterio en contenido de pesticidas sobre algodón crudo de la Etiqueta europea con la legislación de países productores sobre aplicación de pesticidas sobre algodón, estableciendo paralelismos y divergencias. -Establecer y optimizar, dentro de los recursos disponibles, el protocolo de análisis de los pesticidas limitados por la Etiqueta europea sobre algodón crudo, haciendo especial hincapié en las fases de extracción y purificación, para las cuales la Etiqueta europea no establece método alguno. -Realizar un estudio del contenido de aquellos pesticidas limitados por la Etiqueta europea sobre muestras de algodón crudo procedente de diferentes áreas productoras. El análisis de pesticidas se puede desglosar en tres fases bien diferenciadas: extracción, purificación y análisis de la muestra. La Ecoetiqueta de 1996, define la técnica de análisis propiamente dicho a emplear: US EPA 8270 pero no hace ninguna mención a los métodos de extracción, purificación y concentración de las muestras. Se focalizaron los esfuerzos en determinar un procedimiento de extracción, de purificación y de concentración que fuera el óptimo en cuanto a sencillez del material empleado y a volumen de solvente (datos que redundan en el coste final del análisis. Las conclusiones generales obtenidas son: - El documento inicialmente aprobado por la Comisión europea para la concesión de la Ecoetiqueta europea para artículos textiles, a nivel de pesticidas está sobradamente alejado de la situación real en cuanto a pesticidas limitados/empleados sobre algodón. - Existen discrepancias entre las legislaciones internas de los países miembros de la Unión Europea en cuanto a uso de pesticidas, existiendo un grupo de países europeos más permisivos. -Los pesticidas limitados por la Ecoetiqueta europea se corresponden con los más limitados a nivel mundial, en cambio en los principales países productores. China (1er productor mundial 22%), India (3er productor mundial 13%) y Pakistán (4º productor mundial 8%) presentan una legislación en la que se admite el uso de la mayoría de los pesticidas prohibidos por la ecoetiqueta europea. Estados Unidos (2º productor mundial 21%) permite el uso de algunos de ellos. - Se establece un protocolo de análisis de pesticidas sobre algodón considerado óptimo consistente en: Extracción con diclorometano de los pesticidas mediante un Soxhlet automatizado, con lo que se reduce el consumo de solvente (se recupera en un 60-70%) y el tiempo de análisis, presentando una recuperación de promedio superior al 80%.Purificación del extracto graso mediante un sistema de Florisil en el que se minimiza también el volumen de solvente empleado y que presenta una recuperación promedio de un 90%. Análisis del extracto graso mediante un sistema de CG-MS que presenta una elevada reproducibilidad de los tiempos de retención y que permite una cuantificación automatizada de muestras una vez establecidas las rectas de calibración pertinentes para cada analito a determinar. ; DOCTORAL THESIS SUMMARY STATUTORY CONTEXT The European Union countries have included the environmental protection in their main goals since the mid-80's. One of the most important keys for this new European policy is the Ecolabeling. This project is based in the law passed the 1rst. of March, 1996, which sets up the requirements to qualify with the Ecolabel bedlinen, cotton or cotton-polyester t-shirts. Later on, the Comision reviewed and amended the law whose last version dates of the 17th of February, 1999. The Comision sets up in this document a generic Ecolabel for textile products. The main modified points which affect this experimental project are: the number and the kind of pesticides to analyze: (1996) Aldrine, Captafol, Camphechlor, Chlordane, DDT, Dieldrine, Endrine, Heptachlor, Hexachlorobenzene and 2,4,5- T. In addition to Pentachlorophenol, with a different criterion. (1999) Aldrine, Captafol, Chlordane, DDT, Dieldrine, Endrine, Heptachlor, Hexachlorobenzene, Hexachlorociclohexane, 2,4,5- T, Chlordimerform, Chlorbenzilate, Dinoseb and its sales and Monocrotophos. In both documents the limit allowed for each pesticide it is 0.005 ppm when the methods sensitivity enables it. Analysis regularity Tests must be carried out 4 times a year. No kind of periodicity is specified. ECONOMICAL CONTEXT After the first version of the enacted law for the cotton and cotton-polyester manufactures ecolabeling was necessary a experimental project like this focused in the analysis of the cotton pesticides mentioned in the law. On one hand, there is an important European textile industry although the European Comunity countries (Greece and Spain excluded) produce almost no cotton. In the context of cotton textile industry most of the raw material is imported. On the other hand, the main cotton producer areas are in Asia (Pakistan, China, India), EEUU and the ex-URSS. In these countries the legislation about the use of the cotton pesticides waves from strict to almost inexistent. With regard to this, the European textile industry can find incongruent to try to make products which fulfil the ecological criterion, set up by the European Comision, (which have to be qualified with the Ecolabel), and the fact that they import the raw material from permissive countries. EXPERIMENTAL CONTEXT There is huge information abaut the difficulty to determinate the pesticides in solid material in an analylitcal context. That is the problem of the cotton fibre. The general method to analyze the quality and quantity of the pesticides consists of three steps: extraction, purification and later, gas chromatography analysis with electron detector de captura de electrones, en el caso de organoclorados (GC-ECD) o espectrómetro de masas (GC-MS). For the reason stated before this project consisted of: · Compiling topical information about the production of cotton in the world and about the use of pesticides in cotton growing, harvesting, transport in the main cotton producer countries. · Comparing the European legislation (Ecolabel, 1996) to the legislation of some producer countries to stablish parallelisms and divergences. · Stablishing a working protocol to analize the pesticides on yarn cotton which are limited by the Ecolabel. · Studying the pesticides contexts on yarn cotton samples from different producer areas for the evaluation of the imported cotton. Once again the main work guidelines are stablished, it is important to point out the research institutes where the development of the experimental protocol has been carried out. · Laboratorio de Control de la Contaminación del Institut d'Investigació Tèxtil i Cooperació Industrial de Terrassa (INTEXTER). · Universidad Nacional de Misiones (Posadas, Argentina) · Southwest Research Institute (San Antonio, Texas, EEUU). EXPERIMENTAL PROTOCOL The analysis of pesticides can be set aside in three different steps: extraction, purification, and the anlysis of the samples itself (we can consider the concentration of the samples as a fourth step as much important as the other ones). The basic law of this project, Ecolabel, 1996, explains the methods to make the anlysis: US EPA 8270 "Compuestos orgánicos semivolátiles por GC/MS:"(), but it doesn't mention the methods for the pesticide extraction from the samples. They talk, for the first time, about the extraction step in the document of 1999. In the document is recommended the ultrasonic and solvents but no conditions are specified. Considering the document of the beginning of the experimental project all the efforts were focused to determine the most favorable extraction, purification and concentration procedures in relation with the simplicity of the material used and the volume of solvent (both are noticeable in the analysis final cost). The different procedures carried out were: The following is the considered the very best analysis protocole: · Extraction from the yarn cotton samples (5 grams wighted on an analytical balance using an automatized Soxleth during two hours at 105ºC in at about 100 ml of DCM. One hour in "boiling" position and the other in "rinsisng" position. · Quantitative transference of extract to a 12 ml vial adding DCM 3 times to take away any residuum left from the Soxleth glasses. · Concentrate the extracts with nitrogenum placing los viales into warm water: 30- 35ºC. · Purification of the samples using Florisil, activated and moistened with about 10 ml of n-hexane, increase with the samples to be purifies and use a solvent to eluir it to a total of 25m l0% (v/v) acetona-n-hexano, just prepared. · Concentration of the extracts final volume which had been purified with nitrogenum placing los viale, when it's possible in warm water, 30-35ºC. This dissertation consists of three loosely related essays resident in the industrial organization literature. All three analyze recent policies, namely, a prohibition of disposal, a reduction in fine for convicted cartelists, and the recent loose monetary policy. I study how these policies affect firms' strategies and their consequences for consumers. The structure follows the timeline of the policies' adoption. In the first chapter, I study the loi anti-gaspillage (anti-waste law) recently debated in France, expected to come into effect in 2023. According to a government estimate, each year new products worth $900 million are discarded all over France. The policy aims at mitigating the waste of resources: unsold products have to be donated or recycled, and it is prohibited to dispose of them in one way or another. The less firms dispose of, the more products are on the market and prices are lower, thereby benefiting consumers. However, firms do not intentionally manufacture products to discard them: disposal typically results from a lower than expected demand. By forcing firms to recycle or donate their produced goods, firms' disposal costs increase; otherwise, cost minimizing firms would have already donated or recycled their products without the regulation. With higher costs for unsold products, firms reduce their production, resulting in a lower trade volume. Moreover, the policy may affect the production timing on top of quantities produced. Firms may outsource their production for cost reasons. Goods produced abroad have to be transported to the home market and therefore require to be produced earlier. Take, for example, the fashion industry: The biggest players on the European market are Hennes & Mauriz (H&M) and Inditex, which holds Zara, Pull&Bear, Massimo Dutti, and more. H&M mainly produces in Asia and ships its products to the European market; Inditex largely manufactures in Europe, close to the market. It claims that within two weeks of the original design clothes are in retail. Merely the shipment from Asia to Europe takes more time. In the fast fashion industry, multiple products are introduced on a weekly basis. Accordingly, H&M produces earlier to compete with Inditex. As a consequence, firms that produce later to manufacture with more information benefit from the policy. Their competitors decrease their production to mitigate costs if demand is lower than expected, resulting in a competitive advantage for the former. Depending on disposal costs, firms postpone their production leading to a change in the market structure. In general, the policy accomplishes to decrease disposal, yet at the consumers' cost. In the second chapter with Winand Emons, we analyze a policy encouraging private settlement negotiation following anti-competitive convictions. Victims of an anti-competitive infringement may claim for damages. Private damage actions enforce antitrust rules in addition to the public enforcement by competition authorities. They are, however, rare in Europe compared to the US. To encourage private damage action, the EU recommends subtracting a part of the redress paid to the victim from the fine. Some jurisdictions have followed this recommendation. In 2014, the Israeli Antitrust Tribunal approved a consent decree reached between Israeli banks and the Israeli Antitrust Authority to subtract the entire settlement payment from the wrongdoers' fine. Likewise, the Swiss Competition Commission subtracted half of the bid-rigging construction companies' settlement payment to the victim, the canton of Graubünden, from the wrongdoers' fines in 2019. The rebate has two effects. First, the surplus created by an out of court agreement goes up. Second, the defendant's marginal costs decrease: for each unit the plaintiff receives the defendant only pays a share of it. Since negotiations are voluntary, both parties get a share of the surplus. The first effect thus benefits the plaintiff and the defendant. The second affects the defendant's bargaining behavior: the defendant settles for larger amounts. In our framework, the first effect dominates the second resulting in a lower payment for the defendant. A leniency program is the most important investigative tool for detecting cartel activity. The leniency applicant does not pay a fine. Consequently, there is no fine that can be reduced; the measure does not affect a leniency applicant. However, it decreases the other cartelists' payment, thereby reducing the relative advantage of blowing the whistle. Overall, a leniency program may be weakened due to this policy. Cartelists typically know the damage caused by their illegal activity better than consumers. Consequently, a defendant has an information advantage compared to the plaintiff when it comes to a trial. We study the case when the plaintiff has all the bargaining power yet an information disadvantage. Due to the information asymmetry, some cases end up in court, although this is ineffcient. Rebating part of the fine decreases the number of cases resulting in a ruling and thereby relieves courts. Nonetheless, the defendant's expected payment decreases due to the redress. The policy accomplishes an increase in the settlement amount, thereby benefiting victims of anti-competitive conducts, yet it also lowers deterrence. Consumers may therefore suffer from augmented anti-competitive manner. In the third chapter, I study how the current monetary policy affects firms' collusive behavior. Low interest rates mark the last decade: as a reaction to the financial crisis, central banks worldwide lowered the nominal interest rate to boost the economy. The real interest rate peaked around 2009 and has declined since. Nowadays, with the additional challenge of a pandemic, central banks are expected to continue their loose monetary policy. It is well known that the interest rate determines the time value of money. When interest rates are low, a dollar today has almost the same value as a dollar tomorrow; future values are little discounted. Colluding firms set higher prices than if they competed to make additional profits to the detriment of consumers. A cartelist could, however, deviate from the collusive agreement: by undercutting the price, the deviating firm could capture a large market share and ensure an even higher profit. Yet, when a cartelist undercuts the collusive price, the cartel breaks down. After a firm's deviation, firms no longer collude and start competing, resulting in lower future profits. Consequently, if interest rates are low, a large immediate profit does not outweigh constant high future profits, and cartels are stabilized. In my framework, an additional effect comes into play. Typically, firms finance their production with outside capital borrowed on the financial market. The interest rate thereby directly affects a firm's balance sheet: the higher the interest rate, the higher the firm's costs. If costs are high, it is not profitable to serve a large market share. Thus, it does not pay to undercut the cartel price to increase demand. By contrast, if interest rates are low and thus costs are low, firms can inexpensively invest in their production. They have the financial means to serve large parts of the market. Thus, deviating from the collusive agreement is more profitable. Accordingly, cartels are destabilized if interest rates are low. While the former effect facilitates cartel formation in times of low interest rates, the latter fosters break-ups. The time value of money is most affected by low interest rates: it is doubled if the interest rate moves from 1% to 2%, yet less than doubled if it increases from 2% to 3%. By contrast, the latter effect is small for low interest rates. The cost increase cause firms to serve fewer customers. The lost consumers are, however, the ones with the lowest willingness to pay, i.e., the least valuable customers. Accordingly, for a low interest rate the first effect dominates, and for a relatively high interest rate, the second effect dominates, resulting in a U-shaped relation between a cartel's stability and the interest rate. Analyzing a dataset of 615 firms active in 114 cartels convicted by the European Commission yields empirical evidence supporting the theory. Cartels are stable if interest rates are low or relatively high and are vulnerable for intermediate values. More precisely, stability is measured as the probability that a cartel does not break-up or, alternatively, as the duration of a firm's participation in the cartel. The empirical evidence has to be treated with caution since only convicted cartels are in the dataset resulting in a biased sample. The current loose monetary policy is, thus, accompanied by the adverse effect of stabilizing existing cartels and encouraging new ones' formations.
