The article is devoted to the prospects of the evolution of the problematics of economic theory in the post-COVID period. At the same time, the author proceeds from a number of methodological assumptions, including the following two. First, one of the general and enduring tasks of this theory is to anticipate the next challenges on the path of socio-economic development. Secondly, the reconstruction of history is considered in economic science as a tool not only for solving current problems, but also for predicting new challenges. For example, is it advisable to maintain the increased influence of the state on the economy in the context of COVID-19 after the end of the pandemic? This is one of the questions facing economic theory. It is given a non-trivial nature by the tendency of increasing various risks faced by socio-economic development. The challenges associated with the artificial overflow of information channels and manipulation of the behavior of economic agents require close attention. As a particularly important task of economic science, the author sees the search for ways to adapt national economies and their agents in the increased turbulence of the economic environment as a «new normality». As a result, the importance of scientific development of institutional and structural solutions that ensure the adaptability of socio-economic systems increases dramatically.

The article notes that in the period of preparation for the chairmanship of the Arctic Council (2021–2023), in order to further develop the Arctic zone of the Russian Federation, new strategic documents, a package of benefits and preferences for business development were prepared and approved, measures were taken for the sustainable development of indigenous peoples, and to increase the role of science in Arctic research. The author draws attention to some unsolved problems of socio-economic development of the Arctic region (outflow of the population, especially young people; shortcomings of the organization of the shift method of work and centralized coordination and control of state orders and supplies to the population of hard-to-reach Arctic regions; violation of environmental requirements). It is emphasized that Russia assumes the post of chairman of the Arctic Council at a difficult time: the coronavirus pandemic, political tensions in relations with the West, including on issues of management and security of the Arctic, economic sanctions from the Arctic states, which creates certain difficulties in the activities in the Arctic direction. The author concludes that the developed program, the plan of main events, the activity of ministries and departments in the next 2 years will allow us to successfully cope with the chairmanship, show our foreign colleagues all the best that is available in the Russian Far North, and contribute to the strengthening of the Arctic Council.

The Eastern European Scythian animal style is characterized by some peculiarities both in the repertoire and in artistic technique that distinguish this local version of the Scythian-Siberian animal style from another ones. The article describes the motif of a separate head of a bird of prey with a twirled (in development — volute) beak as a good local marker of the Eastern European Scythian animal style. This is one of the most characteristic repertoire preferences, much less inherent in other local variants of the Scythian-Siberian animal style (excluding the Pazyryk art). The article characterizes morphological types of numerous images of this kind, these types were revealed by the author in the course of classification of images of the Scythian local variant of the animal style. The author reveals the stylistic dynamics of this motif in chronological context against the general background of implementation of the mega-image of bird in the Eastern European Scythian animal style. Also analogues from other local variants of the Scythian-Siberian world are presented. There are determined probable origins of the discrete head of bird of prey with twirled beak in the Eastern European Scythian animal style, where this motif is regular during the 7th—4th centuries BC, i. e. throughout the existence of this local variant. The study supports the version of the polycentric origin of the Scythian-Siberian animal style and the Scythian-Siberian cultural and historical community as a whole.

The article is devoted to the discussion of the role of postcolonial/decolonial critique and its contribution to the theory of international relations. Intersecting with multiple disciplines and area studies, the postcolonial/decolonial critique offers a broad view not only on the cultural heritage of colonialism/imperialism as such, but also on the more complex and multifaceted challenges facing international relations – the coloniality of power and geopolitics of knowledge – and conditions of their emergence. Postcolonial/decolonial approaches foster critical engagement with Eurocentric narratives in social sciences, countering teleological or linear representations of modernity. Despite its importance, postcolonial/decolonial thought penetrated the theory of international relations rather late. The two fields of intellectual quest have developed not only separately, but they have often diverged in their very epistemological constitution. Based on a review of an extensive literature, the author explores the links between the production of postcolonial knowledge and the theory of international relations. Thus, the author illuminates the problems of modern political science and international studies, on the one hand, and on the other hand, emphasizes the need to make the theory of IR accessible to a variety of new global perspectives. The formation of integrative approaches in the study of world politics should provide a new consolidation of both political science and international studies and a productive interaction of these areas of knowledge.

Despite its universal importance, the Nobel Prize in literature, which is based in Sweden and administered by the Swedish Academy, is a central European literary prize. And the prestige which the Nobel Prize bestows upon its winners is fuelled by a central-European type of fetishization of intellectual achievement, in which Nobel laureates are more known than they are read. Rather than being publicly recognized for their literary achievements, Nobel Prize-winning authors become literary celebrities who represent various kinds of Nobel-related capitals, including political capital, cultural capital and economic capital. In this article, I investigate on two non-European, Nobel Prize-winning authors, Gao Xingjian (the first Chinese-language Nobel author, 2000) and Toni Morrison (the first African American female Nobel author, 1993), and how they represent different conceptions of literary celebrities, and by extension different types of counterpublics. In order to study the relationship between Nobel literary laureates, storytelling and the representation of marginalized groups in the public domain, I examine and compare how Gao Xingjian's and Toni Morrison's Nobel lectures give voice to the Sinophone community and the African American community respectively. For Gao's case, I study his Nobel lecture against the backdrop of the Chinese 'Nobel complex'. In Morrison's case, I examine her Nobel lecture as being re-presented in her appearances on Oprah's Book Club, a reading initiative launched by the popular American television talk show, The Oprah Winfrey Show.

Introduction. The paper aims to study the features of cascading goals and requirements for the activities of the Russian Ministry of Foreign Affairs from the level of strategic documents of foreign policy planning to the duties of diplomatic servants, describe a mechanism for assessing the achievement of these priorities, identify gaps between them and work out ways to optimize. Methods and materials. The author applies the following methods: comparative legal, structural and logical, classification, comparison, analysis of quantitative and qualitative indicators, decomposition of goals. Regulatory legal acts and materials of law enforcement practice are studied. Analysis. An analytical tool was developed to assess the level of effectiveness of foreign agencies of the Ministry of Foreign Affairs. Results. The paper reveals the redundancy and duplication of foreign policy planning goals. It is advisable to formulate foreign policy priorities in the "Foreign Policy" Public program. Gaps between the goals of the state's foreign policy and the goals that guide diplomatic institutions are identified. The author proposes measures to optimize the control and reporting of overseas agencies. It is proposed to change the personnel paradigm of the diplomatic service from bureaucratic to active (focus on solving large-scale problems) and intermediary (search for compromises). To conduct a coordinated foreign policy, it is necessary to generalize the dynamics of the activities of all foreign agencies, objectively evaluate their contribution to the achievement of foreign policy priorities.

The author recommends that any consideration of the issue of nation and nationalism should be preceded by a careful analysis of the terminology used. He points out that the key term 'nation' itself should be used in the knowledge that it refers, on the one hand, to a specific large group of citizens – members of a nation, but also to an abstract value community of culture. He critically rejects the thoughtless use of the term 'nationalism', which forgets that it is derived from the term 'nation'. This is a dangerous distortion, especially when applied to non-European realities. A nation is originally a specifically European phenomenon, that is to say, a community that grows out of the old cultural and ideological resources of European countries. If the globalised term nationalism is used retrospectively to analyse the history or present of European nations, there is a danger of distortion and misunderstanding. Just as distorting, however, can be the analysis of non-European 'nations' in the coordinates of the European nation. In conclusion, the author points out that the humanistic and motivational values of the European nation from the time of its formation are largely an empty phrase for contemporary nations. The reason for this, however, lies not only in terminological confusion, but also in the great transformation of value norms as a result of the neoliberal questioning of national values and identities that is being promoted in the context of advancing globalisation.

The article analyzes the ideas of charismatic leadership developed in the Catholic Church in the second half of the 20th century. These ideas are connected, on the one hand, with the biblical revival, with the attempts to rediscover the heritage of the Church of the first centuries, and on the other hand, with new social phenomena, which are typical for the era after the Second World War. The social dimension of charisma and its role in the creation of associations were rediscovered in Catholicism during the Second Vatican Council. At the same time, a huge number of new social and evangelical initiatives appealing to charisma appeared. The new church movements became the most prominent and well-known examples of catholic "charismatic associations". The author shows how the Catholic hierarchy managed to streamline and incorporate the charismatic leadership of lay associations into the reality of the universal church structure. The article emphasizes that the concept of charismatic leadership in the Church is in the process of evolution. The author concludes that the documents of church governance, proclaiming the absence of a conflict between charisma and institution in theory, reflect the political processes of the contemporary Catholic era: the emergence of Catholic movements with a predominant role of laity, the change of generations of Catholic elites and the formation of a new balance of responsibility between movements and the church hierarchy.

The purpose of the research. The article deals with the origin and development of Russian civilization in the context of the evolution of the spiritual foundations of the Russian world. The author of the article considers the genetic aspects of the formation of the Russian ethno-cultural community as a society developing from the Byzantine and Eastern European origins. The author's approach in this study is aimed at analyzing the specifics of the institutionalization of the value-cultural dominants of the "Russian world" as a spiritually oriented society of Eurasia, combining the Byzantine, Westernizing and orientalist foundations of social creation. In the modern dynamically changing geocultural space, this is necessary, since it is important to take into account the above-mentioned circumstances of the formation of the Russian society and its cultural and spiritual basis (the Russian world) as a constant indicative constant of the existence of Russians. Results. As a result of the research, the author comes to the conclusion that many algorithms of social development of the Russian society in the context of the actualization of the spiritual and cultural foundations of the «Russian world» represent a meaningful potential for balancing modern crisis phenomena of the spiritual plane. The concept of the «Russian world» represents significant trends in the development and complication of the forms of social life of modern man as a factor that stabilizes the spiritual and cultural part of the sociosphere.

The author will emphasize the importance of both the existence and the further development of the Srebrenica - Potočari Memorial Center, in the context of the continued need to understand the genocide that took place in and around Srebrenica, from the aspect of building a culture of remembrance throughout Bosnia and Herzegovina (B&H). This is necessary in order to continue fighting the ongoing genocide denial. At first glance, a culture of remembrance presupposes immobility and focus on the past to some, but it is essentially dynamic, and connects three temporal dimensions: it evokes the present, refers to the past but always deliberates over the future. In this paper, the emphasis is placed on the concept of the place of remembrance, the lieu de memoire as introduced by the historian Pierre Nora. In this sense, a place of remembrance such as the Srebrenica - Potočari Memorial Center is an expression of a process in which people are no longer just immersed in their past but read and analyze it in the present. Furthermore, looking to the future, they also become mediators of relations between people and communities, which in sociological theory is an important issue of social relations. The author of this paper emphasizes that collective memory in the specific case of genocide in and around Srebrenica is only possible when the social relations around the building (Srebrenica - Potočari Memorial Center) crystallize, which is then much more than just the content of the culture of remembrance.

The Japanese state system of government remains one of the oldest and most continuous world monarchies, and the country itself is the largest world power. And to this day, domestic and foreign experts do not cease to worry about the problems associated with the birth and development of Japanese public authorities and management. Based on this, the study of the problem of the formation, functioning, and historical features of the Japanese state power becomes relevant. In this regard, the paper used a combination of different approaches used in describing the temporal evolution of Japanese public administration. In particular, in order to implement this task, the author used a comparative-historical method, which allowed us to study the genesis of the state authorities of Japan in chronological boundaries from the VII century to the present. In the course of the research, the author comes to the conclusion that initially the components of the Japanese system of public administration were formed on the traditions of Far Eastern values. After the end of the Second World War, the further development of Japan was influenced by the values of Western civilization. Currently, the world is presented with a unique original Japanese system of public administration. At the same time, it is important to emphasize that today the country not only particularly values the national traditions of state-building, but also has a fairly positive attitude to the accumulated world experience in this area.

PurposeThe article takes its point of departure in the current labor market debate on immigration policy and attempts to explore the way private labor market mediators involved in the integration of immigrants contribute to reproducing cultural stereotypes reminiscent of colonial ideas.Design/methodology/approachFindings are based on respondent-driven interviews with nine labor market mediators (seven women and three men) from eight private labor market agencies in Sweden.FindingsThe findings showed that the private labor market mediators put their trust in the neoliberal system and rely on the colonial discourses when convincing immigrants to assimilate into the dominant culture. At the same time, the findings also show that there is no evidence that the assimilating activities they offer will lead to long-term employment.Research limitations/implicationsGiven that migration across national borders has become a common phenomenon, the author suggests a call for critical reflections on the taken-for-granted notions of both self and others and the influences colonial discourses have on integration.Practical implicationsThe author would suggest a shift of focus from immigrants' cultural adjustment to society's and employers' responsibilities and readiness to adjust to prevailing conditions.Originality/valueThe study contributes to the labor market literature and the diversity management literature by adding insights from public labor market mediators' experiences of the help they offer immigrants to enter the labor market. It shows how mediators make use of dominating discourses to secure cultural hegemony.

Upon leaving his post as director of the Mariano Moreno National Library in Buenos Aires, Jorge Luis Borges appointed a clerk to package and identify the ownership of the works in his personal collection, with a number of them remaining in the institution and classified as an official donation made by the writer. This text examines the works belonging to the personal collection and listed in the Borges, libros y lecturas [Borges, books, and readings] catalogue. The complete process for identifying all of the books took place almost 40 years later, by means of the research behind the publication of Borges, libros y lecturas in 2010. The following text focuses on the care Borges took in framing his work and with his author's legacy, even including countless jokes and enigmas meticulously woven into his biographical fiction. We depart from the idea that it would not be absurd to suppose that the collection donated by the author to the library does not so much constitute an act that was purely casual, contingent, and spontaneous, but rather a conscious move strangely planned by the author and in which he was invested. The inclusion of Latin American authors in Modernism and Romanticism and their appropriations of culturalist epistemological innovations by means of their Catholicism are examined by means of the aesthetic-expressive method, in which we outline paths to clinical observation with the observer's participation.

For the first time, the article presents a comparative analysis of Alexander. Pushkin's remarks about his poem "The Prisoner of the Caucasus" and Leo Tolstoy's short story of the same name, written for children's reading and placed in "The Alphabet Book". In the second half of the 1850s, Leo Tolstoy carefully and with numerous notes read the biography of Pushkin, published by Pavel Annenkov for the collected works of the great author. We can assume that from this time the writer begins a conscious study of Pushkin's prose, which previously had not attracted him. In this book, Leo Tolstoy marks out in pencil, among other information, the unsent Pushkin's letter to Nikolay Gnedich, in which the author of the poem critically examines its shortcomings. In the late 1860s and the early 1870s, Leo Tolstoy was experiencing a serious creative crisis caused by dissatisfaction with the state of fiction, especially language, of that time. He begins to focus on the language of "folkish literature", for the first time applying new "writing techniques" when creating children's stories for "The Alphabet Book". Comparison of Pushkin's critical remarks about his work with the content, images of the main characters, minor characters and their storylines in Leo Tolstoy's story "The Prisoner of the Caucasus" convinces that the writer took into account Pushkin's remarks, having received from Puskin a genuine lesson in skill.

Purpose
This research aims to study some national government success factors at controlling the first wave of COVID-19. The author placed special attention on democracy-related factors.


Design/methodology/approach
A sample of 156 countries were studied during the first half of 2020 and their government effectiveness was analyzed regarding six dependent variables, namely, the government's daily average of stringency index, the outbreak response time, the daily average of cases and deaths per million, the daily average of tests per thousand and the mortality rate.


Findings
The study finds that countries with the highest democracy indexes applied the softest social constraints measured by the daily average stringency index. These countries suffered a more severe pandemic impact confirmed by the highest daily averages of cases and deaths per million and the highest mortality rate. Similarly, these countries exhibited the shortest outbreak response time and the most extensive daily average tests per thousand.


Research limitations/implications
The limitations of this study include lack of universal consensus for the dependent variables' definitions, inconsistencies in how countries record COVID-19 deaths, differences in testing efforts, variances on health services, unreliable data from less democratic countries and so on.


Originality/value
To the best of the author's knowledge, no previous research paper has studied the explanatory power of the author selected government success factors at controlling the first wave of COVID-19, which constitutes this study's original contribution.
