Despite the complexity of national and global processes in security and defence, and the wealth of international studies in this field, scientific journals devoted to military and strategic studies of Latin America and the Caribbean are characterized by their limited dissemination and visibility. This affects the possibility of contributing to the achievement of national interests, the strengthening of democracy and the protection of human rights. This article identifies, through a comparative study of seven indexation and summary systems, how the lack of a homogeneous characterization of publications in the region (as well as the ambiguity in their titles and contents) is one of the major obstacles to their inclusion in bibliometric evaluation systems. As part of the solution to this problem, a definition of military and strategic studies, their areas of knowledge, disciplines and thematic axes is proposed;likewise, a state of the question on the universe of the indexed journals of this interdisciplinary area of knowledge in the region is developed. ; A pesar de la complejidad de los procesos nacionales y globales en seguridad y defensa, y de la riqueza de los estudios internacionales sobre este campo, las revistas científicas dedicadas a los estudios militares y estratégicos de América Latina y el Caribe se caracterizan por su limitada difusión y visibilidad. Esto afecta la posibilidad de contribuir a la consecución de los intereses nacionales, el fortalecimiento de la democracia y la protección de los derechos humanos. En este artículo se identifica, a través de un estudio comparativo de siete sistemas de indexación y resumen, cómo la falta de una caracterización homogénea de las publicaciones en la región (así como la ambigüedad en sus títulos y contenidos) es uno de los mayores obstáculos para su inclusión en sistemas de evaluación bibliométrica. Como parte de la solución a esta problemática, se propone una definición de los estudios militares y estratégicos, sus áreas de conocimiento, disciplinas y ejes temáticos; asimismo, se desarrolla un estado de la cuestión sobre el universo de las revistas indexadas de esta área interdisciplinar de conocimiento en la región.

This article is inspired by the current attention paid to bibliometric methods in evaluating research relevance and impact. The logic behind the trend is examined by comparing highly and less cited publications in the same knowledge field (i.e. performance measurement) to see if and how they are different, especially in terms of research design and methods used. Findings indicate that various research designs and methods are equally represented among highly and less highly cited works, and that the only feature that does seem to play a role is if the cited author is an internationally renowned scholar. Findings also indicate an indiscriminate use of citation where the quality and relevance of secondary data are taken for granted. A vague hint of something, found in a single case study or inferred from a purely theoretical work, may thus over time and with more citations added become universal fact or even 'evidence'.

Desde una perspectiva teórica se expone la importancia y necesidad de desarrollar estrategias sistemáticas de evaluación de la investigación en Comunicación Social en Cuba para perfeccionar su gestión. Se aborda brevemente la evaluación de la ciencia haciendo énfasis en las Ciencias Sociales, sirviéndose de las potencialidades de las herramientas métricas para realizar ejercicios evaluativos sistemáticos y profundos. Se alude a las condicionantes y características de la investigación del campo en cuestión dado su "carácter profesionalizante", el escaso valor otorgado a la investigación teórico-histórica, la incipiente existencia de publicaciones nacionales, la nula visibilidad internacional de la producción científica nacional a partir de fuentes propias además de la inexistencia de un modelo de gestión de la investigación y de un sistema de información científica. Se identifican potencialidades para diseñar una sólida batería de indicadores en consonancia con la realidad del dominio en cuestión y la consecución de la evaluación como eje central de una política científica nacional que incentive la investigación en comunicación, bien como su gestión y desarrollo. ; From a theoretical perspective the present contribution concentrates on exposing the importance and necessity of developing systematic strategies of research evaluation to improve management in the Cuban communication field. The evaluation of the topic is briefly addressed by emphasizing Social Sciences. This paper also presents the potentialities of the metric tools which carry out intensive and systematic evaluation exercises. Conditions and characteristic of the research in the field are presented in order to explain its "professional character", scarce value given to the theoretical-historical research, incipient existence of national publications, null international visibility of the national scientific production relying on its own sources, nonexistence of a model of research management and of a scientific information system. Potentialities are identified in order to elaborate a solid group of indicators in total harmony with the reality and characteristic of the issue in question, as well as to conceive the evaluation as the central axis of a national scientific politics that motivates research in communication, its management and development.

The term &ldquo ; equity&rdquo ; (EQUI) is a complex concept to be defined, because it depends on many factors, mainly political ideals. The objective of this research is to determine the evolution and development of the term equity in education by the scientific community. The main objective is to identify the scientific production and performance of the term equity in the field of education. The research method developed is based on bibliometrics, specifically on the technique of scientific mapping, and a process of quantification, analysis, evaluation and estimation of scientific documents was developed. The results indicate there is no established line of research or strong connections between the themes. This shows the existing variety of research on the term equity. Thus, the trend in research on the term equity is focused on the early periods of study on the students&rsquo ; diversity in order to evolve to more concrete and specific aspects of equity, such as gender and race. It is concluded that the theoretical framework of reference shows how equity should be incorporated into the education system under the parameters of equal opportunities, of equality in access to higher education, regardless of gender or socio-cultural background.

Research group by belonging to the Ministry of Education and Science of the Junta de Andalucía and based in the Department of Didactics and School Organization of the Faculty of Education Sciences of the University of Granada. ; Information and communication technologies (ICT) is a major element of today's society with great potential that can offer both advantages and disadvantages. Addiction to the Internet and social networks is a growing problem in all age groups. Education is the context in which to work and train in the correct use of these media. The objective of the study focuses on knowing the scientific production and the performance of the concepts "addiction" and "internet" (ADIN). A bibliometric methodology complemented with the scientific mapping technique was followed. Different processes related to the quantification, analysis, evaluation, and estimation of scientific documents were carried out. The literature was analyzed by specific programs such as SciMAT, Analyze Results, and Creation Citation Report. The unit of analysis was specified in 5644 scientific publications extracted from Web of Science (WoS), belonging to the period of years between 1996 and 2019. The results showed that the evolution in the study of the addiction to the Internet is constant and continuous, with articles in English being the most used means to present the information on the part of the investigators. In addition, the subject of study was based on time, given that the coincidence of key words between the periods analyzed was high. In conclusion, the importance of promoting healthy living habits that include responsible use of the Internet are discussed. ; Ministry of Education and Vocational Training of the Government of Spain (project reference: FPU18/01595).

In the same way, we thank the reviewers for their valuable feedback. ; This article provides an overview of national bibliographic databases that include data on research output within social sciences and humanities (SSH) in Europe. We focus on the comprehensiveness of the database content. Compared to the data from commercial databases such as Web of Science and Scopus, data from national bibliographic databases (e.g. Flemish Academic Bibliographic Database for the SSH (VABB-SHW) in Belgium, Current Research Information System in Norway (CRISTIN)) are more comprehensive and may, therefore, be better fit for bibliometric analyses. Acknowledging this, several countries within Europe maintain national bibliographic databases; detailed and comparative information about their content, however, has been limited. In autumn 2016, we launched a survey to acquire an overview of national bibliographic databases for SSH in Europe and Israel. Surveying 41 countries (responses received from 39 countries), we identified 21 national bibliographic databases for SSH. Further, we acquired a more detailed description of 13 databases, with a focus on their comprehensiveness. Findings indicate that even though the content of national bibliographic databases is diverse, it is possible to delineate a subset that is similar across databases. At the same time, it is apparent that differences in national bibliographic databases are often bound to differences in country-specific arrangements. Governments are seeking to channel research funds into universities and other institutions in ways that support high-quality research in strategically important areas and bolster effective knowledge diffusion. These issues of steering and funding have even more relevance in light of the current financial crisis and economic downturn which have seen severe fiscal pressures fall on many countries. This publication presents a collection of papers presented at an OECD workshop on performance-based funding of public research in tertiary education institutions. It takes stock of current thinking and practice around performance-based funding of public research in tertiary education institutions, as a tool to help governments meet their research goals. These funding models are essentially systems of ex-post evaluation of research outputs and outcomes from universities and other tertiary institutions, and are generally based on peer review, bibliometric or other quantitative indicators. Their results are used to inform government decisions about how much and which institutions to fund.

The DHET Research Output Policy (2015) indicates that there has been a change in the government's approach to research funding. Previously all research published in any accredited journal was rewarded equally. A decision has been taken, however, that a shift will be made towards rewarding better quality and higher impact peer-review research. Additional mechanisms such as biometric/bibliometric data, including citations, assessments by discipline-specific panels of experts and/or post-publication reviews may be used to determine the quality and impact of publications. The policy notes that the DHET may distinguish between "high" and "low" impact journals after proper consultation.This article highlights the need for consultation by the legal fraternity with the DHET about the implementation of these possible mechanisms in the light of the special considerations applicable to the evaluation of law journals: most journals publish mainly local legal content, there is a limited number of active legal academics, the nature of legal research is not empirical, and a premium is placed on the writing of books.The research evaluates the available data between 2009 and 2014 in an attempt to assess if it would be appropriate to introduce a legal journal ranking system in South Africa. The article discusses direct and indirect forms of quality evaluation to inform possible ranking systems. This includes the data from the ASSAf expert panel evaluation of law journals in 2014 and other bibliometric data based on whether the journal is featured in international accredited lists, the size of its print-run, author prominence, rejection-rate, usage studies, and evaluations based on citations. An additional ranking system is considered, based on the five best outputs submitted to the National Research Foundation by applicants applying for rating.The article concludes that a law journal ranking system would be inappropriate for South Africa. None of the systems meet the minimum requirements for a trustworthy ranking of South African law journals, as the data available are insufficient, non-verifiable and not based on objective quality-sensitive criteria. Researchers are used to being evaluated: publications, hiring, tenure and funding decisions are all based on the evaluation of research. Traditionally, this evaluation relied on judgement of peers but, in the light of limited resources and increased bureaucratization of science, peer review is getting more and more replaced or complemented with bibliometric methods. Central to the introduction of bibliometrics in research evaluation was the creation of the Science Citation Index (SCI) in the 1960s, a citation database initially developed for the retrieval of scientific information. Embedded in this database was the Impact Factor, first used as a tool for the selection of journals to cover in the SCI, which then became a synonym for journal quality and academic prestige. Over the last 10 years, this indicator became powerful enough to influence researchers' publication patterns in so far as it became one of the most important criteria to select a publication venue. Regardless of its many flaws as a journal metric and its inadequacy as a predictor of citations on the paper level, it became the go-to indicator of research quality and was used and misused by authors, editors, publishers and research policy makers alike. The h-index, introduced as an indicator of both output and impact combined in one simple number, has experienced a similar fate, mainly due to simplicity and availability. Despite their massive use, these measures are too simple to capture the complexity and multiple dimensions of research output and impact. This chapter provides an overview of bibliometric methods, from the development of citation indexing as a tool for information retrieval to its application in research evaluation, and discusses their misuse and effects on researchers' scholarly communication behavior. This paper aims to identify the international literature approaches regarding the subject of performance evaluation of the public sector. Within a qualitative approach, this research applies the ProKnow-C method to select a bibliographic portfolio (BP). It was uncovered a theoretical framework that discloses the evolution of performance evaluation in the public sector and then this paper reports, specifically, the steps of the review, which also contributes, as a guide, to the improvement of scientific literature reviews in general. In this manuscript, 39 research papers were selected out of a first search that resulted in 2228 papers. Basic and advanced bibliometric analysis were performed to identify some particularities of the research area like authors, most quoted papers and journals, besides the specific concerns of performance evaluation in the public sector, such as the need for performance appraisal fostering organizational strategy.

Research performance analysis should never depend only on bibliometric indicators, but it is important to consider how such quantitative evaluation can be made simple, transparent, and readily understood. The interpretation of 'performance' can be strengthened by deconstruction and visualization of the dataset. This is important because investment decisions based on weak interpretation can easily go awry at government, funding agency, and research institution levels. By exploring a real-life data sample, we will see how data presentation and content can influence interpretive outcomes.

This book analyses and discusses the recent developments for assessing research quality in the humanities and related fields in the social sciences. Research assessments in the humanities are highly controversial and the evaluation of humanities research is delicate. While citation-based research performance indicators are widely used in the natural and life sciences, quantitative measures for research performance meet strong opposition in the humanities. Ausgangspunkt des Beitrags ist eine knappe Beschreibung der zunehmenden Nachfrage nach bibliometrischen Informationen von Seiten der Wissenschaftspolitik und -evaluation. Auf der Basis aktueller Studien, wie dem CHE-Forschungsranking und dem Forschungsrating des Wissenschaftsrats, werden die sich daraus ergebenden Anforderungen an die Anbieter bibliographischer Datenbanken bezüglich der Inhalte, der Struktur sowie der Fehlerfreiheit und Konsistenz ihrer Produkte dargestellt. Kurz skizziert werden schließlich die Schritte, die das Informationszentrum Bildung unternehmen will, um diesen neuen Bedarf zu decken. The paper starts with a short description of the increasing demand for bibliometric information from research policy and research evaluation. Based on current studies, like the CHE Research Ranking and the Research Rating of the German Science and Humanities Council, the resulting requirements for the providers of bibliographic databases regarding the content, the structure and the accuracy and consistency of their products are illustrated. Finally, the steps the Information Center Education is going to take to meet these new requirements are outlined briefly.
