Податки і збори є основним елементом впливу на формування економічного потенціалу суб'єкта господарювання за допомогою системи державного регулювання. Саме податки і збори є важливим і впливовим інструментом регулювання економічних відносин та реалізації інтересів держави, регіонів, суб'єктів господарювання і окремих громадян. Роль бухгалтерського обліку в цих процесах зводиться до формування якісної інформації про систему оподаткування суб'єкта господарської діяльності і використання доходів на сплату податкових платежів. Найважливішими складовими облікової системи на даний час є прогнозування фінансового результату діяльності економічного суб'єкта, податкове планування і оптимізація оподаткування. Тому в навчальному плані підготовки бакалавра зі спеціальності «Облік і оподаткування» передбачається вивчення студентами особливостей податкового законодавства, методики розрахунку податків та зборів, формування податкових декларацій з метою формування теоретичних основ проведення податкового планування у практичній діяльності суб'єкта господарювання. Робочою програмою навчальної дисципліни «Облік і звітність в оподаткуванні» передбачено освоєння студентами основ податкового і митного законодавства, принципи організації та ведення бухгалтерського обліку з метою нарахування податків, зборів та єдиного внеску на загальнообов'язкове державне соціальне страхування, методику підготовки та порядок подання основних форм звітності з питань розрахунків по податках і зборах. Навчальний матеріал викладається у одинадцяти темах, які об'єднані у двох змістових модулях. Тематика першого модуля розкриває особливості ведення обліку і складання звітності по загальнодержавних податках і зборах, а також єдиного внеску на загальнообов'язкове державне соціальне страхування. Тематика другого модуля розкриває особливості ведення обліку і складання звітності по місцевих податках і зборах. З метою закріплення теоретичних знань програмою навчальної дисципліни передбачені практичні заняття та самостійна робота студентів. Taxes and fees are very important and influential instrument for regulating economic relations and realizing the interests of the state, regions, economic entities and individuals. The role of accounting in these processes is to form quality information on the entities tax system and use of revenue to pay tax payments. The most important components of the accounting system at the moment is the forecasting of the economic entities financial performance, tax planning and optimization of taxation. Therefore, in the curriculum of the preparation of the bachelor in the specialty "Accounting and taxation" students are expected to study the features of tax legislation, the methodology for calculating taxes and fees, the formation of tax declarations in order to form the theoretical basis for tax planning in the practical activities of the economical subject. The work program of the discipline "Accounting and reporting in taxation" provides for students to master the foundations of tax and customs legislation, the principles of organization and accounting for the purpose of accrual of taxes, fees and a single contribution to the compulsory state social insurance, the method of preparation and the procedure for submitting the main forms reporting on tax and fees settlements. The training material is presented in eleven themes, which are united in two content modules. The subject of the first module reveals the peculiarities of accounting and reporting on national taxes and collections, as well as a single contribution to compulsory state social insurance. The subject of the second module reveals the features of accounting and reporting on local taxes and fees. In order to consolidate theoretical knowledge, the program of study discipline provides for practical classes and independent work of students.

An important aspect of the functioning of the social protection and welfare system in Ukraine today is the organization of State supervision and control. The article is devoted to the analysis of the organizational and legal regulation of control in the system of social protection in Ukraine at the current stage, under conditions of implementation by the Ministry of Social Policy since 2017 of the project «Modernization of the system of social support of the population of Ukraine» with the assistance of the International Bank for Reconstruction and Development. The implementation of state control over compliance with the requirements of the legislation in this area is approved by the Concept of implementation of state policy on social protection and protection of children's rights, adopted by the Cabinet of Ministers of Ukraine in 2020. The article defines the concept, types and tasks of State control in the sphere of social protection.The subjects and objects of control in the field of social protection and social security and their functions are described. The main monitoring bodies in the area of social protection are the Ministry of Social Policy, the National Social Services Center, and the National Social Services Department in each province. The basic principles of State control are defined: targeting, effectiveness and legality. It has been established that the main instruments for monitoring and ensuring the proper functioning of the social protection system are: monitoring, control (supervision), verification, auditing, monitoring, evaluation of the quality and effectiveness of the provision of social services. The main types of control are defined: compliance with the requirements of the law in the provision of social support (payments from the State budget, social services); use of the State budget allocated for social support; observance of children's rights, monitoring of the payment of social benefits, as well as monitoring the delivery of social services; in terms of timing – preventive, current and retrospective. The main normative documents regulating the control over the quality of social services, as well as the targeting of state payments and the efficiency of budget funds are presented. It is established that one of the main tasks for the effective implementation of state control in the field of social welfare will be the creation of a Unified information system of the social sphere in order to ensure maximum integration with state registers and databases. It is concluded that monitoring and evaluating the quality of social services, state control over the accrual and payment of social benefits is one of the key areas for improving the social protection system in Ukraine at the present stage. ; Важливим аспектом функціонування системи соціального захисту і соціального забезпечення в Україні на сучасному етапі є організація державного нагляду і контролю. Стаття присвячена аналізу організаційно-правового регулювання контролю в системі соціального захисту в Україні на сучасному етапі, в умовах реалізації Міністерством соціальної політики з 2017 року проєкту «Модернізація системи соціальної підтримки населення України» за сприяння Міжнародного банку реконструкції та розвитку. Здійснення державного контролю за дотриманням вимог законодавства у зазначеній сфері схвалено Концепцією реалізації державної політики щодо соціального захисту населення та захисту прав дітей, прийнятою Кабінетом Міністрів України у 2020 році. У статті розкрито поняття, види та завдання державного контролю у сфері соціального захисту. Охарактеризовано суб'єкти та об'єкти контролю у сфері соціального захисту та соціального забезпечення та їх функції. Головними контролюючими органами у сфері соціального захисту є Міністерство соціальної політики на Національна соціальна сервісна служба та Головні управління Національної соціальної сервісної служби у кожній області. Визначено принципи здійснення державного контролю: адресність, ефективність та законність. Встановлено, що інструментами контролю та забезпечення належного функціонування системи соціального захисту є: моніторинг, контроль (нагляд), верифікація, аудит, інспектування, оцінювання якості та ефективності надання соціальних послуг. Охарактеризовано контролю: за дотриманням вимог законодавства під час надання соціальної підтримки (виплати, що здійснюються за рахунок коштів державного бюджету, соціальні послуги); за використанням коштів державного бюджету, виділених для надання соціальної підтримки; за дотриманням прав дітей; контроль за виплатою соціальних допомог, а також контроль за наданням соціальних послуг; за часом проведення – превентивний, поточний та ретроспективний. Подано основні нормативні документи, які регулюють контроль за якістю надання соціальних послуг, а також за адресністю державних виплат та ефективністю використання бюджетних коштів. Встановлено, що одним із головних завдань для ефективного здійснення державного контролю у сфері соціального забезпечення стане створення Єдиної інформаційної системи соціальної сфери з метою забезпечення максимальної інтеграції з державними реєстрами та базами даних Зроблено висновок, що проведення моніторингу та оцінювання якості надання соціальних послуг, здійснення державного контролю за нарахуваннями та виплатами соціальних допомог є одним з ключових напрямків удосконалення системи соціального захисту в Україні на сучасному етапі.

This 2014 Report on the Observance of Standards and Codes in Accounting and Auditing (ROSC A&A) is the second review for Ghana. Its main objectives are to: assess the degree to which the policy recommendations of the 2004 review have been implemented, identify any emerging issues since the last review and develop policy recommendations that, once implemented, would further enhance the quality of financial reporting in the country. While growth has been spurred by favorable commodity prices for gold and cocoa, the start of commercial production of oil and a booming services sector, there is still room for improvement in the business environment, business confidence and financing of the economy. The implementation of the policy recommendations contained in this report will contribute to improved business environment and investor confidence, an essential factor for economic growth.

This assessment of accounting and auditing practices in Latvia is part of a joint initiative of the World Bank and International Monetary Fund (IMF) to prepare Reports on the Observance of Standards and Codes (ROSC). One of the twelve ROSC modules focuses on Accounting and Auditing (A&A), this assessment addresses the strengths and weaknesses of the accounting and auditing environment that influence the quality of corporate financial reporting and includes a review of both mandatory requirements and actual practice. This is the second A&A ROSC for Latvia. The first one was published in 2005.

Reports on the Observance of Standards and Codes (ROSC) Accounting and Auditing (AA) assess accounting and auditing practices in participating countries. They form part of a World Bank and International Monetary Fund joint initiative to review the quality of implementation of twelve internationally recognized core standards relevant to economic stability and private and financial sector development (the ROSC Program). Since its inception in 2000, the ROSC AA program has concluded evaluations of the AA environment in more than one hundred countries around the world. ROSC AA reports have been produced for all countries of the Europe and Central Asia Region, except Russia. This report covers the accounting, audit, and financial reporting frameworks as a whole, paying particular attention to the financial sector, state owned enterprises, SMEs and audit regulation - key areas that are important in the current economic context of Georgia. With respect to SOEs, the report focuses on the existing requirements, standards enforcement, and use of financial reports and statutory audit findings by the Government in its decision making and monitoring of SOEs. This report also discusses SMEs existing financial reporting requirements, and the need to simplify the requirements for the small and micro businesses. Finally, the report reviews the audit oversight function and a quality assurance system soon to be employed by Georgia, and provides recommendations to raise the quality of audit services through the strengthening of audit oversight.

The main objectives of this report are to: (a) provide a synthesized analysis of financial reporting and auditing standards and practices across the countries in which the Institute of Chartered Accountants of the Caribbean (ICAC) is active and (b) provide a basis for recommendations to ICAC and respective national institutes for a regional strategy to enhance the accounting profession and the accounting and auditing practices in the public and private sectors. This report's focus on reforms and identification of areas and means to strengthen the accounting profession have at their root the conviction that systemic enhancements to the standards and practices of the profession can materially improve the lives of the region's populace, particularly its less prosperous citizens, through greater transparency, strengthened economic growth and its attendant employment and tax revenue prospects, and greater access to financing for and formalization of the region's dominant sector-micro, small, and medium-sized enterprises (MSMEs). The report finds that a constraint limiting both investment across the region, particularly to MSMEs that characterize the respective national economies, and the efficient use of public resources is the accounting and auditing practices and the financial reporting regimes that prevail in both the public and private sectors. This finding emerges from: (i) a review of Reports on the Observance of Standards and Codes for Accounting and Auditing (ROSC AA) conducted by the World Bank for Jamaica, Trinidad and Tobago, Suriname, and the countries of the Organisation of Eastern Caribbean States, and (ii) Bank missions to those countries updating the ROSC findings as well as missions to countries that have not yet had ROSC AA reviews (during which the Bank team met the national accountancy body, regulators of entities that fall within the financial reporting chain, supreme audit institutions, central banks, and so forth so as to secure information that would typically be found in formal ROSC AA reports).

This Report on the Observance of Standards and Codes (ROSC) provides an assessment of the strengths and weaknesses of the existing financial reporting infrastructure that underpins financial accounting and auditing practices in Cape Verde. The assessment focuses on six pillars of financial reporting infrastructure: statutory framework, professional education and training, accountancy profession, accounting standards, auditing standards, and monitoring and enforcement of the applicable standards. The main purpose of this assessment is to assist the development and implementation of a country action plan for strengthening institutional capacity with attendant effects on enhancing corporate financial reporting in Cape Verde. The findings reveal that Cape Verde has recognized the importance of a strong corporate financial reporting architecture. In terms of accounting and auditing standards, Cape Verde adapted International Financial Reporting Standards (IFRS) for the private companies and fully adopted IFRS for banking and insurance institutions sector. However, there is no tradition of financial analysis in the country (except within the financial institutions when issuing credit) and no credit-rating agencies. The banks do not rely on corporate financial statements; generally, the lenders manage credit risks using collaterals. The Bank of Cape Verde mandated IFRS for banks and insurance companies in 2008. In addition, the capacity of regulators would be built to cope with the demands of IFRS-compliant financial reporting. The central bank would include in its scope the regulation of micro-finance institutions, which are currently unregulated. In order to improve the legal framework of corporate financial reporting, there is need to enact a Financial Reporting Act with focus on all regulatory aspects of accounting and auditing.

This report provides an assessment of accounting, financial reporting and auditing requirements and practices within the enterprise and financial sectors in Armenia. The report uses International Financial Reporting Standards (IFRS) formerly International Accounting Standards (IAS) and International Standards on Auditing (ISA) as benchmarks and draws on international experience and good practices in the field of accounting and audit regulation, including in European Union (EU) member states, to assess the quality of financial information and make policy recommendations.
