Soviet-American cooperation for Africa can be an important confidence-building measure in reducing tensions, correcting misperceptions, promoting mutual understanding, fostering improved bilateral U.S.-U.S.S.R. relations, and creating trust. It could also lead to further cooperation in other fields or regions. At various times people have cited trade, cultural exchanges, exchanges of visitors, student exchanges, arms control agreements, and cooperation in space as initiatives that could be interpreted as confidence-building measures. All are valuable, and each can play a role in improving bilateral relations.

The regional dynamic in South Asia is both extravagant and complicated. For centuries various empires have risen, thrived, and fallen, as numerous wars and clashes for control over resources spread across the geography. South Asian history writ large has seen hypothetical borders redrawn several times, leaving in question the viability of state control and perpetuating ethnic tensions. Though the great partition of India in 1947 ought to have politically resolved communal disharmony, the haste of British withdrawal created a geopolitical quagmire that has resulted in an "enduring rivalry" between the nations of India and Pakistan, one that has lasted for more than sixty years.

The article undertakes a generic examination of the global change in understanding export controls with the end of the Cold War and in the wake of new threats of weapons of mass destruction (WMD) proliferation to and by non-state actors. These have necessitated a more inclusive approach to export controls. India, which until now has been outside such regimes, has a special significance since it is a major user, producer and trader of dual-use items and technologies. The article links the global changes with a simultaneous transformation in India's perception of export controls. It contrasts India's past and present approaches to export controls, identifies measures towards their better institutionalisation, highlights implementation challenges unique to the Indian environment and suggests measures to overcome these challenges. The article also argues that while export controls ensure trade with security, they have limited value as tools of non-proliferation, which in order to be sustainable, must not only dry up supply sources but also mitigate demand.

Examines ways in which the organization, set up to achieve greater economic prosperity among the 11 participating states, is developing and strengthening stability and peace in the region.
