Das vorliegende Buch ist die erste architekturhistorische Gesamtdarstellung der Baukunst des 13. Jahrhunderts in Österreich, einer Periode bedeutender geschichtlicher Umwälzungen in den österreichischen Ländern und zugleich Übergangszeit von der Baukunst der Romanik zur Gotik. Das Buch ist Ergebnis einer über 35jährigen Forschungstätigkeit des Autors auf diesem Gebiet. Ausgehend von den Erkenntnissen, die er 1975 in seiner Dissertation dargelegt hat, ist es dem Verfasser gelungen, die Entwicklung der Baukunst durch Auswertung laufender bauhistorischer Forschungen, Einzeluntersuchungen und neu ausgewerteter historischer Quellen in ein völlig neues Gesamtbild zu bringen. Eine Reihe wichtiger Erkenntnisse wurden im Rahmen von FWF-Projekten unter der Leitung des Autors erarbeitet (Rekonstruktion der Capella Speciosa, Forschungen zur Wiener Hofburg). Die Ergebnisse korrespondieren überzeugend mit den Forschungen in den österreichischen Nachbarländern (Tschechien, Ungarn, Slowenien, Deutschland), indem sie die aktuellen überregionalen Kulturbeziehungen im Mittelalter bestätigen, die in früheren Theorien von einem stilgeschichtlichen Entwicklungsrückstand in Österreich negiert worden waren. Eine wichtige Erkenntnis der Forschungen des Verfassers ist, dass sich die Gleichzeitigkeit avancierter und rückständiger Stilformen nachweisen lässt, wobei die jeweilige Stilwahl von der Auftraggeberschaft abhängig war. Eingeleitet wird das Buch mit einem Überblick über die Entwicklung der Forschungslage, daran schließen drei Kapitel an, die die Voraussetzungen im 12. Jahrhundert behandeln, wobei der Überblick sowohl geographisch differenziert wird (Alpenländer, Donauraum) als auch hinsichtlich der Auftraggeber (Landesfürsten, Bischöfe von Salzburg und Passau). Dabei werden wichtige Leitlinien aufgezeigt, die die weitere Entwicklung nachhaltig bestimmten (Zisterzienserarchitektur in Heiligenkreuz und Zwettl, Passauer Bautätigkeit in Göttweig, Kremsmünster, Wien, St.Pölten und Tulln, Salzburger Bautätigkeit am Dom Konrads III. in Salzburg, in Gurk, Seckau, Hartberg). Im folgenden ersten Hauptabschnitt wird für die erste Hälfte des 13. Jahrhunderts in den Donauländern und der Steiermark die Rolle der Landesfürsten (Leopold VI. und Friedrich II. von Babenberg) als Stifter bedeutender Sakralbauten hervorgehoben. Mit diesen Werken gelangten hochaktuelle Errungenschaften der französischen Gotik nach Österreich (Capella Speciosa in Klosterneuburg, Klosteranlagen Lilienfeld, Heiligenkreuz). Der kirchenpolitische Machtkampf der Babenberger gegen das Bistum Passau um die Errichtung eines eigenen Landesbistums in Österreich führte zu einem baulichen Wettstreit, wobei die Passauer Bischöfe ihre Eigenkirchen in Österreich durch aufwändige Umbauten aktualisierten (St.Pölten, Kremsmünster, Ardagger). Im Schatten dieser stilgeschichtlich avancierten Baukunst bestand daneben noch eine nicht geringe Bautätigkeit, die von Adeligen und landesfürstlichen Ministerialen getragen wurde und in deren Klosterstiftungen und Patronatskirchen Ausdruck fand. Diese Werke wurden allerdings von lokalen Baugruppen errichtet, die noch länger an den traditionellen spätromanischen Stilformen festhielten (Baumgartenberg, Wilhering, Bad Deutsch Altenburg, Petronell). Am Ende der Babenbergerherrschaft kommt es zu einer politischen Intervention Kaiser Friedrichs II. in Österreich, auf die nach neuesten Forschungen sowohl die Initiative zum Umbau der Wiener Stephanskirche mit dem "normannischen" Riesentor als auch der Bau der Wiener Hofburg nach dem Vorbild einer staufisch-sizilianischen Kastellburg zurückgehen. Trotz der politischen Unruhen kommt es vor der Jahrhundertmitte zu bemerkenswerten Architekturschöpfungen (Umbau der Burg Starhemberg, Grenzbefestigungen, Wienertor in Hainburg, Virgilkapelle in Wien, Karner in Tulln), in denen sich unterschiedlichste stilistische und architekturikonologische Motive ("normannische" Bauplastik, Jerusalem-Bezüge) ausdrücken. In der zweiten Jahrhunderthälfte erfolgt unter dem seit 1251 in Österreich regierenden Přemyslidenfürsten Ottokar II. zu einer Neuorientierung sowohl in der Politik wie in der Baukunst nach Vorbildern Böhmens, die sich in Bauten im Raum von Krems (Dominikanerkirche Krems, Minoritenkirche Stein, Dominikanerinnenkloster Imbach, Gozzoburg Krems), in Marchegg und Leoben erkennen lassen. Ottokar tritt als Städtegründer auf, setzt aber gleichzeitig aus Gründen seiner Machtpolitik die Traditionen aus der Babenbergerzeit fort, was sich in der Vollendung der Klosterbauten in Lilienfeld und Heiligenkreuz ausdrückt. Jüngste Forschungen haben gezeigt, dass die Entwurfsphase bedeutender Sakralbauten, dis bisher in die Regierungszeit der ersten Habsburger datiert wurden, bereits in die Herrschaftsperiode Ottokars fällt (Hallenchor Heiligenkreuz, Leechkirche Graz, Umbauten an der Liebfrauenkirche Wiener Neustadt). Auch nach dem Machtwechsel unter Rudolf I. von Habsburg werden die von Ottokar geprägten Leitlinien, wie die Förderung der Bettelordensarchitektur (Tulln, Retz, Wels, Imbach, Dürnstein, Krems, Wiener Neustadt), die Kontinuität der Traditionen aus der Babenbergerzeit (Brunnenhaus Heiligenkreuz, Kreuzgang Klosterneuburg) aber auch die Aufnahme neuer Raumkonzepte (Hallenkirchen in Tulln und Imbach) ungebrochen fortgesetzt, daneben kommen vereinzelt auch ganz ungewöhnliche Gestaltungslösungen zur Ausführung (Klosterkirche Stams). Das reich bebilderte Buch enthält neben Photos zahlreiche Planzeichnungen, zeichnerische und computergraphische Rekonstruktionen des Verfassers. ; This book is the first complete description of 13th century architecture in Austria. This period was significant for ist political and historical events and upheavels in the provinces of Austria, but at the same time for the transition from romanic to gothic style. The book is the result of the author's continuous studies in this field of architectural history for more than 35 years. Basing on his doctoral thesis of 1975 the author is outlining a completely new panorama of the development in 13th century architecture by using the results of recent investigations, reconstructions and newly interpreted historical sources. Some important results were achieved on behalf of FWF-projects under the author's direction (reconstruction of the Capella Speciosa at Klosterneuburg, research on the history of the Imperial Palace di Vienna). The results are corresponding in perfect way with the scientifical researches in neighbouring countries as Czech Republic, Hungary, Slovenia and Germany, in regard of the long range cultural communications during the Middle Ages, which in former theories were denied by presupposing a distinct stylistic retard in Austrian architecture. Highly important was the author's proof that in the 13th century in Austria existed a contemporaneity between advanced and retarded stylistic forms. The choice of the stylistic attitude mainly depended on the client. The introduction of the book gives a survey of the actual state of research, followed by three chapters, which explicate the conditions in the 12th century, differentiated geographically (alpine regions, Danube valley) and concerning the clientage (dukes, archbishops and bishops of Salzburg and Passau) as well. By this way the general tendencies and motives (Cistercian architecture of Heiligenkreuz and Zwettl; Patavian architecture at Göttweig, Kremsmünster, Vienna, St.Pölten, Tulln; architecture at Salzburg - cathedral of archbisphop Konrad III - Gurk, Seckau, Hartberg) are outlined, which dominated the further development. In the following first main part, which is describing the first half of 13th century, the important role of the Austrian sovereigns (duke Leopold VI and duke Friedrich II) as founders and benefactors of eminent church architecture is emphasized. With these works of art most actual influences of french gothic architecture came to Austria (Capella Speciosa at Klosterneuburg, cloisters at Lilienfeld and Heiligenkreuz). The quarrel in ecclesiastical policy between the Babenberg dukes of Austria and the bishops of Passau, concerning the plan to establich a further diocesy in Austria, caused a competition in the field of architecture between the two powers. Thus the bishops of Passau reconstructed their patronage churches (St.Pölten, Kremsmünster, Ardagger) in Austria in a sumptuous way. Besides this stylistically advanced architecture there existed also a building acitivity not to be neglected, which was supported by the lower aristocracy and the duke's officials, who also founded some monasteries and churches. These buildings were constructed by local workmen, who were following the traditional patterns of late romanic style (Baumgartenberg, Wilhering, Bad Deutsch Altenburg, Petronell). At the dawn of the Babenberg dynasty an important political intervention of emperor Friedrich II. von Hohenstaufen took place. Recent researches indicate that the reconstruction of St.Stephen's church in Vienna with the famous "Riesentor" with sculptural decorations in Norman Style was initiated by the emperor, even as the foundation of the castle at the place of the later Imperial Palace, which obviously followed the type of the emperor's fortresses in Sicily. In spite of the political agitations and upheavals in the middle of the century some remarkable works of architecture were created, as the castle of Starhemberg, the fortresses at the border to Hungary (Wienertor at Hainburg), St.Virgil's chapel at Vienna and the charnel house at Tulln), where different inconological motives (links to Jerusalem) and stylistic approaches (Norman Style) can be registered. In the second half of the century under the reign of prince Ottokar Přemysl (since 1251) a new cultural direction in policies as well as in the arts was achieved. Motives, created in Bohemia, were taken over in church buildings (Dominikanerkirche, Minoritenkirche Stein, Dominikanerinnenkirche Imbach) and private houses (Gozzoburg) in and near Krems, at Marchegg and Leoben. Ottokar founded new cities but also continued the Babenberg traditions in regard of his internal policy; so he finished the monasteries at Lilienfeld and Heiligenkreuz. Recent investigations indicated that some of the most important architectural projects, which were supposed to date from the time of the early Habsburgs, already have been conceived under the reign of Ottokar (choir of Heiligenkreuz, Leechkirche at Graz, reconstrucion of the main church of Wiener Neustadt). Even after the takeover of power under Rudolph I. of Habsburg, the main lines, pronounced under Ottokar, as the promotion of mendicant architecture (Tulln, Retz, Wels, Imbach, Dürnstein, Krems, Wiener Neustadt), the maintenance of Babenberg traditions (fountain chapel at Heiligenkreuz, cloister Klosterneuburg), but also the introduction of new ideas in space structure (hall-churches at Tulln, Imbach) were continued. Nevertheless also uncommon solutions occured, as the monastery church of Stams. The sumptuously illustrated book contains many plans, graphic and computer-aided virtual reconstructions by the author.

[ita] La tesi costituisce il risultato finale del progetto di ricerca sviluppato durante questi anni di esperienza presso la Universitat de Barcelona. I primi passi di questo lavoro si ritrovano già nella tesi di laurea presentata all'Università degli Studi di Sassari sotto la direzione del Prof. Giuseppe Meloni e del Prof. Alessandro Soddu. A questo primo studio, incentrato sul castello sardo di Posada o della Fava, è seguito un secondo lavoro di ricerca nell'ambito del Diploma de Estudios Avanzados (DEA) della Universitat de Barcelona, sotto la direzione del Prof. Ignasi Baiges. In quest'ultimo caso la ricerca è stata estesa all'intero distretto di competenza del castello, la curatorìa di Posada, per valutare dinamiche di potere e processi insediativi in una prospettiva d'analisi più ampia. La tesi è articolata in sei capitoli. Il primo, La Gallura nel basso medioevo, ripercorre sinteticamente il processo storico e i principali avvenimenti politici relativi alla Gallura dall'XI al XV secolo. Il secondo capitolo, Il periodo giudicale e visconteo (XI-XIII secolo), analizza le strutture amministrative, sociali ed economiche e i quadri insediativi durante la fase giudicale (XI-XIII secolo) e poi giudicale-viscontea (XIII secolo). Si è deciso di accorpare le due fasi in un unico capitolo perché non si trattò dell'affermazione di una signoria a discapito della giurisdizione indigena giudicale. Al di là delle modalità con cui i Visconti assunsero la guida del regno di Gallura, essi stessi non ne sovvertirono le strutture fondamentali e se ne fecero, anzi, i continuatori, pur introducendo certamente delle novità, la principale delle quali è rappresentata dall'incastellamento. Il terzo capitolo, Il periodo pisano (XIV secolo), analizza gli assetti amministrativi, sociali ed economici durante la fase che vide il diretto controllo da parte del Comune di Pisa dei territori confiscati ai Visconti, alla luce della fonte di riferimento per questo periodo rappresentata dal Liber fondachi, evidenziando gli aspetti di continuità o rottura con le istituzioni antecedenti. Il quarto capitolo, Il periodo catalano-aragonese (XIV secolo), è dedicato all'esame delle strutture amministrative ed economico-sociali, attraverso la ricca documentazione dell'Archivio della Corona d'Aragona e in particolare dei due fondamentali registri fiscali e patrimoniali denominati Componiment de Sardenya e Libre de la Camerlengía. La principale novità è costituita dall'applicazione quasi sistematica delle concessioni feudali, che ridisegnarono l'assetto territoriale gallurese. Il quinto capitolo, Un esempio particolare: Posada, intende proporre l'analisi di un caso esemplare delle due forme di organizzazione territoriale evidenziate nella storia della Gallura tardomedievale, l'incastellamento e il feudalesimo. Il castello della Fava, a controllo del borgo fortificato di Posada e dell'omonima curatorìa, rappresenta bene l'espressione del nuovo dominio giudicale-visconteo della metà del Duecento e della successiva giurisdizione pisana: centro di coordinamento delle attività economiche, agropastorali e commerciali (per la presenza del porto e della dogana del sale), punto di riferimento per le comunità del retroterra e dei traffici costieri e con la penisola. Durante il Trecento catalano-aragonese questa vocazione non venne completamente meno, ma fu irregimentata nella struttura amministrativa regia e feudale, con la conseguente accentuazione del carattere militare del castello della Fava e un maggiore interesse del feudatario per la rendita fondiaria. Il sesto e ultimo capitolo, Le strutture ecclesiastiche e religiose, esamina i quadri diocesani (Civita e Galtellì), il ruolo dell'Opera di S. Maria di Pisa e gli insediamenti monastici (Vittorini, Benedettini) e ospedalieri (Santo Spirito, Gerosolimitani). Il lavoro è completato da un'appendice documentaria, comprendente (prevalentemente in forma di regesto) le fonti, edite e inedite, utilizzate per la stesura della tesi, e una serie di tavole e carte di supporto. ; [spa] El trabajo se centra en el estudio de una región de Cerdeña (Italia), la Gallura en la Edad Media, en el período entre los siglos XI y XV, con una mayor referencia a los siglos XIII y XIV. La tesis se divide en cinco capítulos. En el primero, La Gallura en la Edad Media, se traza brevemente el proceso histórico y los principales acontecimientos políticos relacionados con la Gallura entre el siglo XI al XV. En el segundo capítulo, el período Judicial/Real indígena y de los Visconti (s. XI-XIII), se analizan las estructuras administrativas, los marcos sociales y económicos y el pasaje desde el gobierno indígena (siglos XI-XIII) al gobierno de la familia pisana de los Visconti (siglo XIII). Más allá de las formas en que los Visconti tomaron el mando del reino de Gallura, no subvirtieron las estructuras fundamentales del ¿Estado¿, aunque si introdujeron novedades como lo que se llama ¿Incastellamento¿. El tercero capítulo tiene por objeto el análisis del período propiamente Pisano. En este se han estudiado los acontecimientos históricos que llevaron al gobierno la República de Pisa en Gallura. Muy importante el análisis de las leyes y de los reglamentos dictados por Pisa en Gallura, en este caso se ha tratando de averiguar, por un lado, la influencia en la legislación autóctona del derecho peninsular italiano y después el resultado de esta acción en la sociedad gallurese. En este sentido se ha intentado tratar y aclarar los aspectos de continuidad o de ruptura con las instituciones del período anterior. La mayor cantidad y calidad de las fuentes ha permitido luego, estudiar los diferentes cargos administrativos, los impuestos y los diferentes dominios rurales pertenecientes a la Republica Pisana. Desde el punto de vista social, ha sido posible destacar los aspectos demográficos, los estilos de vida y las diferentes clases sociales en las que se organizaba el territorio. El cuarto capítulo analiza el período catalán-aragonés. La lucha contra la ciudad de Pisa para la conquista de la Gallura y de toda la isla de Cerdeña; las dificultades que encuentra la Corona de Aragón en controlar un territorio marginal en comparación con otras áreas de Cerdeña. En este capítulo, también se ha tenido en cuenta los cambios introducidos por la Corona y la aportación de una nueva estructura político-administrativa, el feudalismo, que llevó a la desaparición de la precedente división territorial. Hemos tratado de poner en relieve los elementos de continuidad, como, por ejemplo, la administración de la justicia, que se ejercía de acuerdo con las formas y leyes de la tradición indígenas, así como la administración fiscal. El quinto capítulo, es un ejemplo concreto de reorganización territorial. Se trata de la villa de Posada, ejemplo de las dos formas de organización territorial de relieve en la Baja Edad Media la historia de Gallura, el ¿incastellamento¿ y el feudalismo. El Castillo de Posada, ejercía su control sobre la misma villa fortificada de Posada y sobre la provincia homónima y también representa la expresión del dominio nuevo de los reyes/jueces Visconti en la mitad del siglo XIII y después será el centro de coordinación de las actividades económicas, agro-pastoriles y comerciales (la presencia del puerto y la aduana de sal) de la ciudad de Pisa en Gallura, y el punto de referencia para las comunidades del interior de la isla que comerciaban con las ciudades de la península italiana. Durante el siglo XIV, en el periodo catalán-aragonés, este territorio fue regido según las leyes feudales, con la consecuente intensificación del carácter militar del Castillo de Posada. El último capítulo analiza los caracteres de la iglesia medieval en Gallura, sus relaciones con el poder civil y lo eclesiástico, las causas del surgimiento de las dos diócesis de este territorio y la participación del clero local en todas las dinámicas políticas y sociales. La segunda parte de la tesis recoge por una parte la apéndice documental, que contiene todos los documentos, publicados e inéditos, que se ha utilizado en la preparación de la tesis (documentos transcritos en su totalidad o en forma de un resumen), y después una serie de tablas para resumir y presentar todos los datos que ilustran de forma analítica las diversas dinámicas de la Gallura

Eine wichtige Erkenntnis der Forschungen des Verfassers ist, dass sich die Gleichzeitigkeit avancierter und rückständiger Stilformen nachweisen lässt, wobei die jeweilige Stilwahl von der Auftraggeberschaft abhängig war. Eingeleitet wird das Buch mit einem Überblick über die Entwicklung der Forschungslage, daran schließen drei Kapitel an, die die Voraussetzungen im 12. Jahrhundert behandeln, wobei der Überblick sowohl geographisch differenziert wird (Alpenländer, Donauraum) als auch hinsichtlich der Auftraggeber (Landesfürsten, Bischöfe von Salzburg und Passau). Dabei werden wichtige Leitlinien aufgezeigt, die die weitere Entwicklung nachhaltig bestimmten (Zisterzienserarchitektur in Heiligenkreuz und Zwettl, Passauer Bautätigkeit in Göttweig, Kremsmünster, Wien, St.Pölten und Tulln, Salzburger Bautätigkeit am Dom Konrads III. in Salzburg, in Gurk, Seckau, Hartberg). Im folgenden ersten Hauptabschnitt wird für die erste Hälfte des 13. Jahrhunderts in den Donauländern und der Steiermark die Rolle der Landesfürsten (Leopold VI. und Friedrich II. von Babenberg) als Stifter bedeutender Sakralbauten hervorgehoben. Mit diesen Werken gelangten hochaktuelle Errungenschaften der französischen Gotik nach Österreich (Capella Speciosa in Klosterneuburg, Klosteranlagen Lilienfeld, Heiligenkreuz). Der kirchenpolitische Machtkampf der Babenberger gegen das Bistum Passau um die Errichtung eines eigenen Landesbistums in Österreich führte zu einem baulichen Wettstreit, wobei die Passauer Bischöfe ihre Eigenkirchen in Österreich durch aufwändige Umbauten aktualisierten (St.Pölten, Kremsmünster, Ardagger). Im Schatten dieser stilgeschichtlich avancierten Baukunst bestand daneben noch eine nicht geringe Bautätigkeit, die von Adeligen und landesfürstlichen Ministerialen getragen wurde und in deren Klosterstiftungen und Patronatskirchen Ausdruck fand. Diese Werke wurden allerdings von lokalen Baugruppen errichtet, die noch länger an den traditionellen spätromanischen Stilformen festhielten (Baumgartenberg, Wilhering, Bad Deutsch Altenburg, Petronell). Am Ende der Babenbergerherrschaft kommt es zu einer politischen Intervention Kaiser Friedrichs II. in Österreich, auf die nach neuesten Forschungen sowohl die Initiative zum Umbau der Wiener Stephanskirche mit dem "normannischen" Riesentor als auch der Bau der Wiener Hofburg nach dem Vorbild einer staufisch-sizilianischen Kastellburg zurückgehen. Trotz der politischen Unruhen kommt es vor der Jahrhundertmitte zu bemerkenswerten Architekturschöpfungen (Umbau der Burg Starhemberg, Grenzbefestigungen, Wienertor in Hainburg, Virgilkapelle in Wien, Karner in Tulln), in denen sich unterschiedlichste stilistische und architekturikonologische Motive ("normannische" Bauplastik, Jerusalem-Bezüge) ausdrücken. In der zweiten Jahrhunderthälfte erfolgt unter dem seit 1251 in Österreich regierenden Přemyslidenfürsten Ottokar II. zu einer Neuorientierung sowohl in der Politik wie in der Baukunst nach Vorbildern Böhmens, die sich in Bauten im Raum von Krems (Dominikanerkirche Krems, Minoritenkirche Stein, Dominikanerinnenkloster Imbach, Gozzoburg Krems), in Marchegg und Leoben erkennen lassen. Ottokar tritt als Städtegründer auf, setzt aber gleichzeitig aus Gründen seiner Machtpolitik die Traditionen aus der Babenbergerzeit fort, was sich in der Vollendung der Klosterbauten in Lilienfeld und Heiligenkreuz ausdrückt. Jüngste Forschungen haben gezeigt, dass die Entwurfsphase bedeutender Sakralbauten, dis bisher in die Regierungszeit der ersten Habsburger datiert wurden, bereits in die Herrschaftsperiode Ottokars fällt (Hallenchor Heiligenkreuz, Leechkirche Graz, Umbauten an der Liebfrauenkirche Wiener Neustadt). Auch nach dem Machtwechsel unter Rudolf I. von Habsburg werden die von Ottokar geprägten Leitlinien, wie die Förderung der Bettelordensarchitektur (Tulln, Retz, Wels, Imbach, Dürnstein, Krems, Wiener Neustadt), die Kontinuität der Traditionen aus der Babenbergerzeit (Brunnenhaus Heiligenkreuz, Kreuzgang Klosterneuburg) aber auch die Aufnahme neuer Raumkonzepte (Hallenkirchen in Tulln und Imbach) ungebrochen fortgesetzt, daneben kommen vereinzelt auch ganz ungewöhnliche Gestaltungslösungen zur Ausführung (Klosterkirche Stams). Das reich bebilderte Buch enthält neben Photos zahlreiche Planzeichnungen, zeichnerische und computergraphische Rekonstruktionen des Verfassers.

En nuestra pasada nota editorial intentamos dar cuenta del bloqueo político que había agravado muy rápidamente la crisis en Egipto. Al intervenir las fuerzas armadas y destituir y arrestar al presidente electo, Mohamed Morsi, la situación política del país cambiaría dramáticamente. Se auguraron entonces días aciagos para las semanas siguientes, cosa que quedó confirmada por la vía de los hechos. El sábado 27 de julio, en la tarde, eran ya 72 los muertos correspondientes a ese único día y los enfrentamientos por el momento siguen. La guerra civil, de la que entonces hablamos, ya está en marcha. Igualmente, manifestamos que el bloqueo político, en un país de la envergadura de Egipto, difícilmente podía ser considerado un problema político que iba a permanecer como exclusivamente "interno". Regímenes islamistas como el de Túnez, el de Libia o el de Turquía, más o menos "moderados", no dejarían de sentir los efectos del cataclismo político egipcio. No resultó reconfortante advertir que, efectivamente, al menos en Gaza, Libia y Túnez, las consecuencias se hicieron sentir casi inmediatamente. Mientras que, en Gaza, los militares egipcios volvieron a "sellar la frontera" con Egipto dejando a la Franja prácticamente aislada, en Libia se sucedían las manifestaciones de miles de personas contra los Hermanos Musulmanes acusados del asesinato de dos oficiales del ejército, el viernes 26 en Benghazi, y de un abogado y militante político, militante anti-Ghadafista de la primera hora, Abdelsalam Al-Mosmari, en la misma ciudad. Mientras escribimos este editorial llegan informes y noticias alarmantes de varios puntos de un mundo islámico que se incendia, lenta e inexorablemente. Por razones de espacio, fundamentalmente, nos restringimos a un sólo punto de este vasto horizonte en crisis: Túnez. El escenario en Túnez es, en la actualidad, más o menos el siguiente. Cuando la Asamblea Nacional Constituyente avanzaba en la redacción de la nueva Constitución de manera razonablemente fluida, 54 miembros de dicha Asamblea presentaron en bloque su renuncia. Ello significa, por lo menos, paralizar los trabajos de redacción de la Constitución por un período suficientemente largo como para impedir que la Carta fundamental quede establecida en el plazo originariamente estipulado de fines de agosto. ¿A qué se deben dichas renuncias? No responden a capricho alguno ni son maniobras políticas dilatorias. Responden directamente a la escandalosa conducta del gobierno, controlado mayoritariamente por los islamistas de Ennarda. Al igual que en Egipto, o en Libia, los islamistas autoproclamados "moderados" (expresión que es posible que deba ser analizada cuidadosa y críticamente si las cosas siguen el derrotero que parecen haber tomado) de Ennarda parecen estar financiando e instrumentando la ejecución de los más diversos opositores de laicos de envergadura. No es posible no advertir que la situación de violencia política en los tres países vecinos, tiene rasgos parecidos. Dicho en otros términos, estaríamos ante una política de exterminación selectiva de los militantes laicos que se está llevando a cabo, con sus especificidades locales, al menos en Egipto, Túnez y Libia. Pero limitémonos a Túnez. El opositor tunecino, Mohamed Brahmi, fue ametrallado de 14 tiros, en la puerta de su domicilio, delante de su mujer e hijos, el día jueves 25 de julio próximo pasado. Con impactante celeridad, el viernes 26, Lufti ben Yedu, el Ministro del Interior declaraba a la prensa que tenían identificado (aunque nadie ha hablado de detención) al asesino de origen salafista takfirí, Bubaker Hakim. Pero he aquí que el individuo tan rápidamente acusado del homicidio de Brahmi, también resultó, ahora, acusado del asesinato de Chokri Belaid, otra figura muy destacada de la oposición laica anti-Ennarda, que fuese ejecutado en febrero de este año. Lo sorprendente (e indignante para la opinión pública tunecina) es que desde aquel primer asesinato que costara la vida de Belaid, el Ministerio del Interior de Ennarda, siempre había declarado desconocer totalmente las condiciones y los verdaderos responsables de la muerte de Belaid, limitándose a detener a unos pocos comparsas cuya relación con la muerte de Belaid era indemostrable. Ahora, después de la muerte de Brahmi, y ante la violenta reacción inmediata de toda la sociedad civil tunecina, con Mohamed Morsi preso en Egipto y Libia recorrida por manifestaciones anti-islamistas, el Ministro de Interior tunecino "encontró" el nombre del asesino, que buscaba desde el mes de febrero, en menos de 24 horas. Es más: hasta "demostró" que el arma 9 mm. utilizada era la misma en ambos asesinatos. Nótese al pasar que la acusación del supuesto asesino, Bubaker Hakim, no fue hecha pública por ningún juez ni por ningún integrante del Poder Judicial. La acusación salió directamente de la boca de un integrante del Poder Ejecutivo. En otras palabras, la opinión pública tunecina sospecha (con algunos argumentos relativamente sólidos) que los islamistas tienen un programa de eliminación física paulatina de los opositores laicos pero que, ante el debilitamiento regional del movimiento de los Hermanos Musulmanes, causado por la evicción de Morsi, Ennarda decidió "limpiar el tema" y adjudicar ambos asesinatos a este supuesto salafista que, si es que existe, en realidad es más bien un traficante de armas libias hacia Túnez. La indignación en Túnez llegó a niveles inéditos. No era para menos. No solamente la huelga general paralizó al país -(recordemos que Túnez es el único país del Magreb que posee un movimiento obrero relativamente "moderno")-, al igual que en Egipto (y en parte en Libia) cientos de miles de personas recorrieron las calles reclamando la caída del gobierno islamista. Pocas veces se vió a los gobernantes de Ennarda en actitudes tan conciliadoras. Mustafá Ben Jaafar, presidente de la Asamblea Nacional Constituyente, salió el sábado 27 prácticamente a suplicar a los miembros renunciantes que reconsideren su decisión. Y no era para menos: la posibilidad de obtener un texto constitucional atravesado por una doctrina jurídica muy lejos de ser secular, corre el riesgo de escapárseles de las manos a los islamistas: "Nuestros esfuerzos de dos años de trabajo se irán en humo…" clamó Ben Jaafar al no obtener retractación alguna de los renunciantes. Pero Ben Jaafar no se refirió al otro humo que, casi simultáneamente, se esparcía por Túnez el sábado por la mañana. Una poderosa bomba, que afortunadamente sólo causó daños materiales, estallaba mientras todos estos acontecimientos se llevaban a cabo. Aunque el estallido de esta bomba puede parecer de poca trascendencia, el lector ha de saber que no había habido, en Túnez, tradición del uso de bombas por parte del terrorismo hasta la fecha. Túnez no es el Líbano, Irán, Irak o Siria. En ese sentido, esta bomba, precisamente en momento tan álgido, es un nuevo elemento que pone en cuestion la oscura política de Ennarda y sus estrechos lazos con salafistas y Hermanos Musulmanes. Una de las escasas virtudes de este atentado fue hacer recordar que, en el mes de abril, un contingente militar que patrullaba la frontera con Argelia encontró abundantes depósitos de explosivos y trazas evidentes de la existencia de campos de entrenamiento militar. Aunque, en el momento, el tema no tuvo la relevancia que merecía, hoy, a la luz de los últimos acontecimientos, el incidente aparece bajo una nueva luz, seguramente menos benigna. Estos y otros eventos que oportunamente no fueron destacados, agregados ahora al estallido de la bomba, a los dos magnicidios, más escamoteados que explicados,y con el trasfondo de una economía en ruinas, han causado que la oposición insista en que Ennarda, por más que haya ganado las elecciones, es un partido que ha perdido credibilidad ante la opinión pública: su liderazgo ya no es abiertamente cuestionado por la oposición en la medida en que ha perdido toda legitimidad política. Ennarda es acusado de cobijar y alentar el crecimiento de los grupos salafistas más conservadores y hasta de utilizarlos para eliminar a líderes significativos de la oposición. No es de sorprender que esta oposición exija un nuevo gobierno en el más breve plazo.

[ita] La tesi costituisce il risultato finale del progetto di ricerca sviluppato durante questi anni di esperienza presso la Universitat de Barcelona. I primi passi di questo lavoro si ritrovano già nella tesi di laurea presentata all'Università degli Studi di Sassari sotto la direzione del Prof. Giuseppe Meloni e del Prof. Alessandro Soddu. A questo primo studio, incentrato sul castello sardo di Posada o della Fava, è seguito un secondo lavoro di ricerca nell'ambito del Diploma de Estudios Avanzados (DEA) della Universitat de Barcelona, sotto la direzione del Prof. Ignasi Baiges. In quest'ultimo caso la ricerca è stata estesa all'intero distretto di competenza del castello, la curatorìa di Posada, per valutare dinamiche di potere e processi insediativi in una prospettiva d'analisi più ampia. La tesi è articolata in sei capitoli. Il primo, La Gallura nel basso medioevo, ripercorre sinteticamente il processo storico e i principali avvenimenti politici relativi alla Gallura dall'XI al XV secolo. Il secondo capitolo, Il periodo giudicale e visconteo (XI-XIII secolo), analizza le strutture amministrative, sociali ed economiche e i quadri insediativi durante la fase giudicale (XI-XIII secolo) e poi giudicale-viscontea (XIII secolo). Si è deciso di accorpare le due fasi in un unico capitolo perché non si trattò dell'affermazione di una signoria a discapito della giurisdizione indigena giudicale. Al di là delle modalità con cui i Visconti assunsero la guida del regno di Gallura, essi stessi non ne sovvertirono le strutture fondamentali e se ne fecero, anzi, i continuatori, pur introducendo certamente delle novità, la principale delle quali è rappresentata dall'incastellamento. Il terzo capitolo, Il periodo pisano (XIV secolo), analizza gli assetti amministrativi, sociali ed economici durante la fase che vide il diretto controllo da parte del Comune di Pisa dei territori confiscati ai Visconti, alla luce della fonte di riferimento per questo periodo rappresentata dal Liber fondachi, evidenziando gli aspetti di continuità o rottura con le istituzioni antecedenti. Il quarto capitolo, Il periodo catalano-aragonese (XIV secolo), è dedicato all'esame delle strutture amministrative ed economico-sociali, attraverso la ricca documentazione dell'Archivio della Corona d'Aragona e in particolare dei due fondamentali registri fiscali e patrimoniali denominati Componiment de Sardenya e Libre de la Camerlengía. La principale novità è costituita dall'applicazione quasi sistematica delle concessioni feudali, che ridisegnarono l'assetto territoriale gallurese. Il quinto capitolo, Un esempio particolare: Posada, intende proporre l'analisi di un caso esemplare delle due forme di organizzazione territoriale evidenziate nella storia della Gallura tardomedievale, l'incastellamento e il feudalesimo. Il castello della Fava, a controllo del borgo fortificato di Posada e dell'omonima curatorìa, rappresenta bene l'espressione del nuovo dominio giudicale-visconteo della metà del Duecento e della successiva giurisdizione pisana: centro di coordinamento delle attività economiche, agropastorali e commerciali (per la presenza del porto e della dogana del sale), punto di riferimento per le comunità del retroterra e dei traffici costieri e con la penisola. Durante il Trecento catalano-aragonese questa vocazione non venne completamente meno, ma fu irregimentata nella struttura amministrativa regia e feudale, con la conseguente accentuazione del carattere militare del castello della Fava e un maggiore interesse del feudatario per la rendita fondiaria. Il sesto e ultimo capitolo, Le strutture ecclesiastiche e religiose, esamina i quadri diocesani (Civita e Galtellì), il ruolo dell'Opera di S. Maria di Pisa e gli insediamenti monastici (Vittorini, Benedettini) e ospedalieri (Santo Spirito, Gerosolimitani). Il lavoro è completato da un'appendice documentaria, comprendente (prevalentemente in forma di regesto) le fonti, edite e inedite, utilizzate per la stesura della tesi, e una serie di tavole e carte di supporto. ; [spa] El trabajo se centra en el estudio de una región de Cerdeña (Italia), la Gallura en la Edad Media, en el período entre los siglos XI y XV, con una mayor referencia a los siglos XIII y XIV. La tesis se divide en cinco capítulos. En el primero, La Gallura en la Edad Media, se traza brevemente el proceso histórico y los principales acontecimientos políticos relacionados con la Gallura entre el siglo XI al XV. En el segundo capítulo, el período Judicial/Real indígena y de los Visconti (s. XI-XIII), se analizan las estructuras administrativas, los marcos sociales y económicos y el pasaje desde el gobierno indígena (siglos XI-XIII) al gobierno de la familia pisana de los Visconti (siglo XIII). Más allá de las formas en que los Visconti tomaron el mando del reino de Gallura, no subvirtieron las estructuras fundamentales del ¿Estado¿, aunque si introdujeron novedades como lo que se llama ¿Incastellamento¿. El tercero capítulo tiene por objeto el análisis del período propiamente Pisano. En este se han estudiado los acontecimientos históricos que llevaron al gobierno la República de Pisa en Gallura. Muy importante el análisis de las leyes y de los reglamentos dictados por Pisa en Gallura, en este caso se ha tratando de averiguar, por un lado, la influencia en la legislación autóctona del derecho peninsular italiano y después el resultado de esta acción en la sociedad gallurese. En este sentido se ha intentado tratar y aclarar los aspectos de continuidad o de ruptura con las instituciones del período anterior. La mayor cantidad y calidad de las fuentes ha permitido luego, estudiar los diferentes cargos administrativos, los impuestos y los diferentes dominios rurales pertenecientes a la Republica Pisana. Desde el punto de vista social, ha sido posible destacar los aspectos demográficos, los estilos de vida y las diferentes clases sociales en las que se organizaba el territorio. El cuarto capítulo analiza el período catalán-aragonés. La lucha contra la ciudad de Pisa para la conquista de la Gallura y de toda la isla de Cerdeña; las dificultades que encuentra la Corona de Aragón en controlar un territorio marginal en comparación con otras áreas de Cerdeña. En este capítulo, también se ha tenido en cuenta los cambios introducidos por la Corona y la aportación de una nueva estructura político-administrativa, el feudalismo, que llevó a la desaparición de la precedente división territorial. Hemos tratado de poner en relieve los elementos de continuidad, como, por ejemplo, la administración de la justicia, que se ejercía de acuerdo con las formas y leyes de la tradición indígenas, así como la administración fiscal. El quinto capítulo, es un ejemplo concreto de reorganización territorial. Se trata de la villa de Posada, ejemplo de las dos formas de organización territorial de relieve en la Baja Edad Media la historia de Gallura, el ¿incastellamento¿ y el feudalismo. El Castillo de Posada, ejercía su control sobre la misma villa fortificada de Posada y sobre la provincia homónima y también representa la expresión del dominio nuevo de los reyes/jueces Visconti en la mitad del siglo XIII y después será el centro de coordinación de las actividades económicas, agro-pastoriles y comerciales (la presencia del puerto y la aduana de sal) de la ciudad de Pisa en Gallura, y el punto de referencia para las comunidades del interior de la isla que comerciaban con las ciudades de la península italiana. Durante el siglo XIV, en el periodo catalán-aragonés, este territorio fue regido según las leyes feudales, con la consecuente intensificación del carácter militar del Castillo de Posada. El último capítulo analiza los caracteres de la iglesia medieval en Gallura, sus relaciones con el poder civil y lo eclesiástico, las causas del surgimiento de las dos diócesis de este territorio y la participación del clero local en todas las dinámicas políticas y sociales. La segunda parte de la tesis recoge por una parte la apéndice documental, que contiene todos los documentos, publicados e inéditos, que se ha utilizado en la preparación de la tesis (documentos transcritos en su totalidad o en forma de un resumen), y después una serie de tablas para resumir y presentar todos los datos que ilustran de forma analítica las diversas dinámicas de la Gallura

Introduction The increasingly uncertain and fast-changing environments in which today's organizations operate call for a shift of attention from organizations—and organizational practices or routines—as fixed entities to the study of the distributed ( Hutchins 1995 ) and situated ( Suchman 1987 , Lave 1988 ) dynamics by which they emerge and are constructed. Capturing how organizations learn to strike a balance between stability and coherence, on one hand, and flexibility and change, on the other, however, is non-trivial ( Tsoukas and Chia 2002 , Farjoun 2010 ). It requires abandoning static views of organization to reveal the microdynamics of organizing, including the processes through which organizational routines and capabilities emerge and evolve. The first crucial step forward in this direction has been to relinquish a fixed characterization of routines as monolithic objects to study the internal mechanisms by which they emerge as practices ( Feldman 2000 , Feldman and Pentland 2003 ). As a result, we have moved from conceptualizing routines as automatic, as dead or as opaque black boxes, to seeing them as alive, embodying agency and the potential for change ( Cohen 2007 , Pentland and Feldman 2008 ). In particular, this reconceptualization has proposed that routines themselves have dynamics. These routine dynamics have generally been theorized around the interaction of performative and ostensive aspects of routines. Empirical research and modeling of routine dynamics has extended our understanding of the role of routines in producing stability and change ( Howard-Grenville 2005 ; Levinthal and Rerup 2006 ; D'Adderio 2008 , 2011 ; Salvato 2009; Zbaracki and Bergen 2010 ; Lazaric 2011 ; Rerup and Feldman 2011; Pentland et al. 2011 , 2012 ; Salvato and Rerup 2011 ; Turner and Rindova 2012 ). While some of the questions made possible by the practice turn in research on organizational routines have been addressed, many questions remain. The following is a thematic list of questions. We do not propose these themes as mutually exclusive as we recognize the substantial interconnection among them. Instead we suggest the themes as points of entry that provide opportunities to explore the effects of routine dynamics in complex empirical field settings: Coordination. Since Stene (1940) , routines have been described as way facilitate coordination. At the same time, we find many instances of routinized action that seem to undermine effective coordination (e.g., when two routines have different time scales). How does focusing on the actions people take as they produce and reproduce routines enable us to understand the role of routines in enabling and inhibiting coordination? What role do the ostensive aspects of routines play in coordination? Interdependence. Routines have been defined as repetitive, recognizable patterns of interdependent actions, carried out by multiple actors ( Feldman and Pentland 2003 ). Interdependence is an element of this definition that has not received much attention. What is the role of interdependence in the formation and dynamics of routines? Some attention has been paid to the interaction between performative and ostensive aspects of routines. What can we say about the interdependence of performative aspects within a routine, the interdependence of ostensive aspects of the same and of different routines? Multiplicity and ecologies of routines. Existing research has generally focused on one routine at a time. What happens when routines are interconnected? What happens when single performances contribute to multiple ostensive aspects? What happens when multiple patterns or ostensive aspects impinge upon the same performance? Actants and artifacts. What is the role of artifacts (material and immaterial), such as standard operating procedures, classifications, computer systems, and so on in the production and reproduction of routines? What is the role of artifacts as intermediaries and mediators ( D'Adderio 2008 , 2011 ) in the performance of routines? And how do they interact with the ostensive and the performative aspects? More generally, how are networks of action related to networks of actants (human and non-human, material and non-material)? How do different configurations—or sociomaterial entanglements—of actors and actants influence and shape routines? Routines and institutions. While research focusing on the dynamics of routines has been fruitful, routines exist within institutional and organizational contexts. What is the role of routines in (re)creating institutional contexts (and vice versa)? How does the practice-based nature of routines play a role in creating and recreating the contexts in which they are practiced? How do the interactions of routines within a context affect the nature of the context? Mechanisms for feedback and change. Under appropriate conditions, individuals can learn and change their patterns of action through feedback. Do these processes apply to organizational routines and if so, how? What is the role of feedback in the stability or change of routines? How is mutual constitution similar to or different from feedback? Why do some routines stay the same when we want them to change, while other routines change when we want them to stay the same? Recombinations and mashups. Some argue that routines evolve through variation, selection and retention, but what is the role of recombination (e.g., recombining chunks of routines to create a new routine) and mashups (e.g., combining in ways not defined by predetermined chunks) in routine dynamics? When are recombination and mashups possible? Is there any evidence that they actually occur? What factors facilitate or limit recombination and/or mashups? Granularity and levels of analysis. Organizational researchers often rely on traditional levels of analysis (individual, group, subunit, organization, field…). Can we construct a similar hierarchy for routines? How would that relate to traditional levels in organizational research? How does stability/change at one level influence (or fail to influence) stability/change at the other levels (up or down) in the hierarchy? Would this focus help us understand the relationship between organizational capabilities and routines (Becker, Lazaric, Nelson and Winter 2005)? Time scales. Routines operate on very different time scales (seconds, minutes, hours, weeks, months, years). The temporal dimension of routines has received very little attention. Does this matter to issues such as coordination, interdependence, institutions, stability, change, etc.? Do time scales help us understand path dependence, path creation and drift in routines? Performation. Routines are becoming increasingly distributed across projects and organizations. How do routines spread over time and space? How do the ostensive aspects and/or the formal or informal descriptions of a practice become instantiated at different points in time and across different locales? How are different spatial or temporal instantiations/enactments of the routine coordinated? What is the role of artifacts in this coordination? Cognition. Routines have traditionally been seen as reducing cognitive load and operating through procedural memory. When agency is conceptualized as a feature of routines, then otherwise settled questions of cognition become open to scrutiny. For instance, how do routine dynamics influence cognition, interpretation, and sense-making and how are routine dynamics influenced by cognition, interpretation, and sense-making? To what extent are these phenomena (traditionally conceived as individual level psychological processes) shaped by the sociological processes of organizational routines? Generativity and novelty. Some routinized processes (e.g., project management routines) are capable of producing significantly different substantive results each time they are performed. For example, an architectural firm may use a recognizable, repetitive process for designing buildings, yet each design is different. Other routines are focused on producing exactly the same result every time. What governs this difference? Are there limits to the generative power of routines? Can routines generate other routines in this manner? What is the role of formal descriptions of routines (such as standards or "best" practices) and templates (actual examples) in guiding and shaping actions in routines? At what point, and in which circumstances, does innovation/adaptation erase the value of the template or model? And what implications should we expect for innovation and adaptation when formal routines and models become embedded into artifacts? Review Process All authors will receive an initial screening, and only papers deemed to have a reasonable chance of acceptance after the two or three rounds of accelerated review will enter the process. Andreeva recently discussed several "challenges for research in poor countries" (Andreeva, 2012). Below is a list of some of these challenges and my comments. For many public health studies in low- or middle-income countries, population surveys are the only affordable means of data collection. Population surveys are valuable sources of health information. For example, surveys have estimated the prevalence, severity, and treatment of mental disorders in various countries, including Ukraine (WHO, 2004). But population surveys can be very expensive, so alternative approaches to data collection should not be overlooked. Some other methods are case control studies, ecologic studies, and qualitative research designs such as focus groups. A case control design was used by Donetsk State Medical University to investigate contraceptive practices and factors behind contraceptive preferences of Ukrainian women (Mogilevkina, 2003). For a case control study of diphtheria vaccine efficacy in Ukraine, demographic and vaccination data were gathered from health center records (Tsu, 2000). Focus group methods were used by the Ukraine Institute for Public Health Policy and others to investigate the obstacles to antiretroviral therapy perceived by HIV-infected injection drug users (Mimiaga, 2010) and in a separate study on the topics of everyday understanding of health and the factors influencing it (Abbott, 2006). Another challenge faced by survey scientists is related to the validity of self-reported data. Validity is central to all research. According to Bonita et al (2006, page 57), "A study is valid if its results correspond to the truth." Self-reports can be satisfactory data sources if investigators take sufficient care in their design and use (Schaeffer, 2003). For example, before conducting health surveys in low and middle-income countries with questionnaires that were developed for use in high-income countries, researchers may first want to use focus group interview methods to gauge what the survey questions mean to people in the target countries (Kitzinger, 1995). If necessary, focus groups can be used to help researchers to modify question wording appropriately. In any case, for many health measures, it is difficult to think of an alternative to self-reports. The recent finding that fewer teenagers in the United States are driving after drinking, for example, comes from risk behavior data collected from thousands of high school students through national surveys (Shults, 2012). Due to high subscription fees, many researchers in low- and medium income countries lack access to necessary literature. This is a serious obstacle but it has a partial, temporary solution. In 2002 the Access to Research in Health Programme (HINARI) was established by the World Health Organization in partnership with major publishers (http://www.who.int/hinari/en/ accessed 4 Oct 2012). This venture provides free or low cost online access to the major journals in biomedical and related social sciences to local, not-for-profit institutions in developing countries. Some 8,500 journals and 7000 e-books (in 30 different languages) are now available to health institutions in more than 100 countries. To move access to global knowledge beyond HINARI, an international team of editors, researchers, and authors has proposed that WHO take the lead in championing the goal of "health information for all" (Godlee, et al., 2004). Besides HINARI, researchers in some developing countries have gained access to scientific literature through partnerships with foreign researchers as, for example, in projects supported by the Fogarty International Center of the US National Institutes of Health (http://www.fic.nih.gov, accessed 4 Oct 2012). For persons interested in tobacco control, an inventory of financial and structural resources to support global tobacco control research and research capacity in developing countries is available (Lando, et al., 2005). Many decisions in low and middle income countries are still opinion-based. Alas this is also all too often the case in the US and Europe. For example, little policy has developed in response to the growing threat from climate change to the health and the environment. The process from the discovery of scientific knowledge to its effects on human behavior is usually long and unpredictable. Current epidemiology training focuses on epidemiologic methods, with little attention on how the science of epidemiology is translated into effective health policy (Brownson, 1998, page 377). Actually, research findings always have some degree of uncertainty, and policy choices depend on many social, cultural, and economic factors, including people's opinions and beliefs. Fortunately, expert guidance is available on ways to communicate research findings to the public and policymakers that increase the chance that good science will result in good public health (Nelson, 2011; Remington, et al., 2011; Brownson, et al., 2011). A somewhat contrary view is that researchers are not responsible for the translation of their findings into public policy and should enter the political fray cautiously (Rothman & Poole, 1985). The golden standard of studies generating such evidence is randomized controlled trials. Bonita et al (2006, page 95) distinguish between various study designs by ranking their ability to provide evidence for causality between an exposure and a disease: "strong" for randomized controlled trials, "moderate" for cohort and case-control studies, and "weak" for cross-sectional and ecological studies. However, Steven N Goodman of Stanford University and Gerald J Dal Pan of the US Food and Drug Administration, speakers at the 2012 American College of Epidemiology Annual Meeting, indicated that the traditional hierarchy of scientific evidence may be too simple. They argued that experiments have more limits than generally appreciated, and evidence from observational studies can also be "golden".In any case, research conclusions have historically lacked widespread credibility in the scientific community until they have been confirmed by multiple studies using different study designs in different populations. They consider this as public health surveillance rather than data for testing research hypotheses about effects of the intended policy measures. I would agree that some surveys, such as the tobacco prevalence survey in several eastern European countries, including Ukraine (Andreeva, et al., 2010), are a type of public health surveillance. However, such data collection activities differ from traditional disease surveillance systems that detect and investigate new cases of notifiable diseases, including tuberculosis, measles, and others (Bonita, et al., 2006). For several decades, the US Agency for International Development has funded the Demographic and Health Surveys (DHS) that collect nationally-representative household data for a wide range of monitoring and evaluation indicators on population, health, and nutrition (http://measuredhs.com/accessed 3 Oct 2012). These surveys have been completed in Ukraine and a half dozen other countries of the former Soviet Union, and all DHS countries, especially ones with repeated surveys, have results that can be assessed with relevance to a health policy. I am reluctant to classify prevalence surveys as "descriptive" or "analytic" without more information about the specific survey. In the US, the Behavioral Risk Factor Surveys--conducted annually in the 50 states with coordination and support from the US Centers for Disease Control and Prevention--have been used for both description and analysis. Smart people from poor countries will definitely benefit from considerate reviews of their studies by more experienced researchers. A core principle of global health is that the knowledge and experience of every country, regardless of income level, is required for truly effective public health science and action. Journals have a mission, and they will publish work from any country if it fits their mission. Some journals explicitly invite submissions from developing countries including papers from authors whose mother language is not English. On the other hand, journals have major limits (Nordstrom, 2008). To protect their resources, they routinely reject some manuscripts without circulating them for external review because the editor determines they have little chance of acceptance. Most journals have no paid staff, and most peer reviewers are volunteers. An editor of one western journal has candidly discussed the challenges and opportunities of reviewing and publishing research manuscripts from developing countries (Malone, 2012).

International audience ; Les textes qui composent ce 36ème numéro de notre revue Expressions constituent les actes d'un séminaire qui s'est tenu le 21 juin 2011 à l'Université-IUFM de La Réunion. A travers une approche interdisciplinaire des inégalités sociales, l'objectif principal de cette première rencontre était de contribuer à la diffusion des connaissances scientifiques et à la formation des acteurs intervenant dans le champ de l'éducation à la santé et à la citoyenneté en renforçant les partenariats (associatifs, institutionnels) et la mise en réseau d'acteurs professionnels (Ecole / hors Ecole). C'est ainsi que se sont combinées les expertises scientifiques du laboratoire LCF (Langues, textes et communications dans les espaces Créolophones et Francophones) et du Réseau UNIRéS (Universités/IUFM en Réseau pour l'Education à la Santé) afin de « lancer » ces premières journées régionales à La Réunion. En réunissant des acteurs d'horizons différents, les échanges ont contribué aux prémisses du développement d'une culture partagée en éducation à la santé, au service du travail scientifique et de la formation des acteurs professionnels.Tout au long du séminaire, les interventions ont questionné la réduction des inégalités sociales et des inégalités de santé autour de problématiques éducatives, sociales, territoriales, de santé publique et éthiques, dans une perspective résolument interdisciplinaire. En renforçant la connaissance des travaux scientifiques disponibles et l'identification des politiques publiques éducatives et urbaines et leurs dispositifs, les contributions ont permis d'élargir les regards sur la société réunionnaise, en perspective d'un meilleur accompagnement des acteurs à l'élaboration de projets d'éducation à la santé et à la citoyenneté. Autour du laboratoire LCF et du réseau UNIRéS, le partenariat qui s'est construit a réuni les experts, professionnels et acteurs de plusieurs institutions : l'ACSé (Agence nationale pour la Cohésion Sociale et l'Egalité des chances), l'ARS (Agence de Santé Océan Indien), la MGEN (Mutuelle Générale de4Marvyvette Balcou-Debusschel'Education Nationale), le CHR (Centre Hospitalier Régional devenu Centre Hospitalier Universitaire depuis le 29 février 2012) et le Rectorat de La Réunion. Cette construction plurielle autour de la thématique retenue s'est réalisée avec l'ambition que le partenariat se pérennise et se développe, afin de répondre au mieux aux exigences de l'action et de la connaissance. Le séminaire n'a donc pas constitué un acte isolé dans le temps, ni dans l'espace puisque le cadre partenarial national existait déjà entre le réseau UNIRéS, la CDIUFM (Conférence des Directeurs des Instituts de Formation des Maîtres), la MGEN et l' A CSé. De même, son inscription contextuelle n'a pas été le fruit du hasard. Faut-il rappeler que la question des inégalités sociales est centrale dans toutes les sociétés, mais qu'à la Réunion, elle est encore plus incontournable qu'ailleurs ?Chacun à leur manière, les auteurs de ce numéro 36 de la revue Expressions apportent un éclairage sur les liens à tisser entre les inégalités sociales, l'éducation et la santé dans le contexte réunionnais, mais aussi au-delà. Michel Watin ouvre la réflexion en montrant comment les inégalités face à la santé doivent être appréhendées à la lumière des mutations sociales rapides qui ont traversé l'histoire récente de l'île de La Réunion. Christine Catteau complète le propos en offrant aux lecteurs le fruit d'une recherche bibliographique qui permet d'établir un état des lieux des travaux et des données disponibles sur les inégalités sociales de santé au niveau local. Ali Elarouti esquisse les contours de l'expérimentation du dispositif « Passeport santé » dans l'Académie de La Réunion, ce qui permet de souligner la façon dont le dispositif a permis d'inscrire l'éducation à la santé dans une continuité pédagogique en lien avec les familles. Xavier Debussche nous fait passer du monde des enfants à celui des adultes malades chroniques et des soignants, en rappelant que ces derniers doivent prendre en compte les causes environnementales et sociétales des inégalités liées aux maladies chroniques ainsi que les implications communautaires et institutionnelles. La réflexion se poursuit avec Mathieu Saling qui pose le regard sur la contribution des ASV (Ateliers Santé Ville) à la promotion de la santé, en analysant l'implication de plusieurs villes à La Réunion. Maryvette Balcou-Debussche interroge ensuite les inégalités d'accès aux savoirs en montrant comment le travail àEditorial5réaliser dans le champ de la littéracie en santé participe à l'émancipation des personnes et à une gestion différente de la maladie chronique. Enfin, Dominique Berger élargit l'horizon en présentant les principaux résultats d'une recherche conduite dans 15 pays dans le cadre du projet européen « Biohead citizen », sur les représentations de l'éducation à la santé et à la sexualité. Les résultats de cette importante étude montrent que les représentations des enseignants varient selon les niveaux de formations et les statuts, mais aussi selon les conceptions individuelles, les religions et les niveaux de croyance. Joël Clanet clôture alors la réflexion en questionnant la terminologie utilisée pour penser l'éducation à la santé et l'éducation thérapeutique.Au final, la diversité des analyses proposées à travers ces huit contributions permet de questionner la place de la formation et de la professionnalisation des acteurs, en envisageant les partenariats à développer pour promouvoir, questionner et analyser les pratiques éducatives et sociales dans les différentes sphères. Le numéro 36 de la revue se termine par deux notes de lecture, précédées de deux articles proposés en Varia. A travers son regard de philosophe, Bernard Jolibert revient sur « l'éducation », notion qui selon l'auteur, apparaît comme un véritable « fourre-tout ». Anne-Cécile Dijoux tente ensuite de poser la nécessaire distinction entre les notions de patrimoine et de monument historique alors que ces deux notions sont souvent confondues dans le langage commun.La richesse des contributions liées au séminaire et aux actes qui lui sont désormais liés rend compte d'une réelle volonté de participer à la formation des acteurs en essayant de croiser les résultats d'expériences menées sur les différents terrains. Cette réflexion plurielle interroge aussi les outils théoriques que le travail scientifique produit pour aider à éclairer, à comprendre, à analyser, en vue de mieux orienter et réguler les actions. La perspective n'est pas de chercher à construire une culture uniformisée de la question abordée, mais de travailler en vue de questionnements, d'ouvertures et de voies ultérieures à explorer en mobilisant mieux encore la diversité des ressources. C'est un véritable défi que de réunir en un même lieu des acteurs différents qui travaillent sur des problématiques éducatives, sociales, éthiques et territoriales, dans l'école et hors l'école. Une telle construction commune d'échanges6Marvyvette Balcou-Debusscheest au service de l'idée que l'hétérogénéité est à la Réunion, mais aussi ailleurs, la règle et non pas l'exception. Dans cette perspective, les questions auxquelles nous sommes confrontés ne sont pas à penser comme des problèmes, mais comme des espaces qui interrogent nos capacités à construire la société réunionnaise ensemble et de façon équitable. En conséquence, nos travaux scientifiques et nos développements sur le terrain doivent continuer à se croiser, se comprendre et se compléter pour tenter de réduire les inégalités sociales qui, aujourd'hui, sont au cœur des questionnements sur lesquels l'ensemble des acteurs devrait concentrer les efforts.A tous les partenaires qui se sont mobilisés en croyant à la pertinence de ces premières rencontres, à mes collègues et aux communicants, j'adresse mes plus vifs remerciements. Je n'oublie pas les services internes de l'université et de l'IUFM qui se sont donné les moyens d'un réel succès de cette manifestation. Enfin, ma reconnaissance va aux personnes qui ont donné de leur temps pour la lecture et la relecture de l'ensemble de ces textes et la traduction des résumés : Judith Belarbre, Pierre-Eric Fageol, Edel Lynch et Philippe Guillot.Un nouveau rendez-vous est proposé le mardi 12 juin 2012 à l'IUFM, site de Bellepierre, pour la poursuite de ces échanges constructifs. La biblioteca provinciale: l'utente e i servizi: IV convegno nazionale, Pescara, 28-29 settembre 2000, a cura di Dario D'Alessandro. Roma: AIB, 2001. 181 p. ISBN 88-7812-074-X. Eur 18,07.A volere sintetizzare in due parole il salto di qualità compiuto dagli organizzatori nel concepire il quarto convegno nazionale pescarese, di cui anche quest'anno l'Associazione pubblica gli atti, potremmo dire: l'utente, finalmente. I precedenti incontri sulle biblioteche provinciali - che il presidente dell'AIB Poggiali definisce un «tentativo di tipologia», mentre il curatore del volume ha cercato a più riprese di delinearne un profilo istituzionale e ne ha promosso il coordinamento - erano stati dedicati al ruolo e alla funzione pubblica, alle forme di gestione e alla formazione professionale, all'accesso alla professione e alle dotazioni organiche. Avere questa volta incentrato i lavori del convegno sui servizi al pubblico (istanza, per la verità, non del tutto trascurata nei convegni degli anni precedenti) ci pare abbia contribuito enormemente, mi si perdoni l'espressione un po' canzonatoria, a "sprovincializzare" i contenuti del dibattito, sottraendolo al rischio di arenarsi nelle secche delle disposizioni contrattuali, di agitarsi nelle acque torbide dei pasticci legislativi che da sempre caratterizzano il nostro settore, di ruotare su se stesso in cerca di un'alchimia amministrativa o gestionale che da sola, come il genio della lampada, sia in grado di avverare magicamente ogni probo desiderio del bibliotecario professionale e progressivo.Finalmente, l'utente. La ragion d'essere delle biblioteche comunali, provinciali, consortili, regionali, statali, nazionali, o di quel che volete. Bibliotecari e amministratori, riuniti nella biblioteca provinciale "Gabriele D'Annunzio" di Pescara, che ricominciano a discutere dall'inizio, cioè avendo come focus il pubblico della biblioteca pubblica. E allora ben venga l'appello iniziale per la modifica dell'art. 2 della legge n. 248/2000 (diritto d'autore), ben vengano i continui richiami alle nuove Guidelines dell'IFLA e alla professionalità degli operatori da parte di Igino Poggiali (La biblioteca al servizio dello sviluppo del territorio) e degli altri relatori, benvenuto l'invito di Alberto Petrucciani (Nuovi servizi e uguaglianza di accesso) a considerare la necessità di transitare con coraggio dalla biblioteca "aperta a tutti" a quella "rivolta a tutti", secondo il discrimine qualitativo esistente tra il principio dell'uguaglianza di accesso e la logica dell'equità di servizio (in proposito, Petrucciani dimostra in modo convincente l'attualità di alcune indicazioni contenute in un volume pubblicato dall'AIB quasi quarant'anni fa: La biblioteca pubblica in Italia: compiti istituzionali e principi generali di ordinamento e funzionamento). Dario D'Alessandro nella Premessa correttamente individua nella cooperazione lo strumento per potere garantire un servizio davvero soddisfacente a tutti gli utenti delle biblioteche pubbliche italiane, da Asti a Trapani (distanza in termini biblioteconomici ancora tutt'altro che accorciata, attenzione ai facili ottimismi!). Giovanni Di Domenico (La dimensione provinciale della cooperazione) avverte che il successo del cooperare non può prescindere da una preliminare ristrutturazione organizzativa che abbracci in modo complessivo gli utenti, il personale, i processi, gli ambienti operativi e le tecnologie, i modelli organizzativi e quelli gestionali, trasformando così le reti tra biblioteche, da semplici aggregazioni mirate a condividere risorse documentarie, in sistemi orientati allo sviluppo della conoscenza e del sapere organizzativo, secondo moderni principi di knowledge management. Occorre peraltro valutare i servizi e misurare i livelli di user satisfaction, per riorientare costantemente la programmazione. Anche Giambruno Ravenni (Ripensare i sistemi bibliotecari: l'esperienza toscana e le reti provinciali), descrivendo lo scenario in Toscana all'indomani della nuova legge regionale, traccia una prospettiva di cooperazione non limitata alla catalogazione condivisa, ma che dovrebbe estendersi, come nel 1989 sosteneva Diego Maltese, citato da Ravenni nel suo intervento, alla «partecipazione di tutte le biblioteche del sistema alle risorse di ciascuna, intendendo come risorse il personale, i processi, le idee, i materiali, i mezzi che fanno la sostanza di una biblioteca», secondo standard e livelli di integrazione che trovano la loro naturale forma di comunicazione all'utente in una carta dei servizi di rete. Un esempio di cooperazione all'estero, relativo alle biblioteche delle regioni autonome nello Stato federale austriaco, viene illustrato da Karin Heller (La Landesbibliothek in Austria: compiti e servizi), e fa riferimento ad attività di amministrazione del deposito legale, conservazione per la documentazione storica a livello locale, organizzazione di esposizioni, sviluppo di raccolte speciali, redazione di bibliografie regionali, formazione di cataloghi collettivi, gestione di gruppi di lavoro per attività coordinate. Un breve excursus legislativo di Giovanni Lazzari (Biblioteca della provincia, Biblioteca della Provincia) conferma l'identità sospetta delle biblioteche provinciali, in bilico tra servizio pubblico di base e struttura specializzata di supporto all'attività amministrativa dell'ente Provincia; ma tale mission duplice - e apparentemente contraddittoria - potrebbe trovare il suo momento unificante nei compiti legati alla programmazione e alla gestione di servizi bibliotecari territoriali di area sovracomunale (come qualche spiraglio aperto dalla recente normativa sugli enti locali lascia sperare). Completano la prima parte del volume gli interventi di Simonetta Buttò (Editoria come servizio della biblioteca), la quale si sofferma su quel particolare tipo di comunicazione con l'utente rappresentato dall'editoria istituzionale, per metterne in risalto gli aspetti funzionali alla soddisfazione del pubblico (e cioè: chiarezza, aggiornamento, esattezza e precisione), e di Dario D'Alessandro (Come ci vedono gli altri: il cinema e i servizi di biblioteca), impegnato in una veloce "zoomata" a carattere tematico sul mondo bibliotecario visto attraverso il grande schermo (con saporiti accenni a scene legate alla classificazione, al prestito, alla consultazione, all'uso di Internet e così via).Seguono tre tavole rotonde aperte alla discussione dei responsabili di biblioteche. Nel corso della prima (La qualità dei servizi delle biblioteche provinciali e consorziali), Vittoria Bonani, Angela Costabile, Francesco Lullo e Giovanni Battista Sguario (intervenuti rispettivamente per le biblioteche provinciali di Salerno, Potenza, Chieti, e per la consorziale di Viterbo) fanno emergere diverse problematiche, tra cui il ruolo della promozione culturale sul territorio, l'organizzazione delle risorse umane, l'ipotesi di gestione di una biblioteca provinciale e del relativo sistema bibliotecario attraverso la forma dell'Istituzione (è il caso della "De Meis" di Chieti), i criteri di valutazione dei servizi. Nella seconda (I servizi della biblioteca provinciale e consorziale tra innovazione e trasformazione) Anita Bogetti, Tonino Cugusi, Carmela Di Mase, Vincenzo Lombardi, Donatella Porcedda Mitidieri e Agostino Rocco affrontano molti dei temi del cambiamento (l'utilizzo ottimale e consapevole delle nuove tecnologie; il rapporto tra programmazione dei servizi e analisi dei bisogni della comunità di riferimento; la multimedialità; la definizione di indicatori di riferimento per lo sviluppo; la cooperazione in SBN) calandoli nella propria realtà istituzionale, da Asti a Nuoro, da Matera a Campobasso, da Gorizia a Isernia.L'ultima tavola rotonda (La biblioteca provinciale e consorziale tra servizio all'ente e servizio al territorio), con i contributi di Ubaldo Augugliaro, Carmela Caravetta, Ester Grandesso Silvestri, Lorena Pesaresi, Enrico Sorrentino, completa la rassegna delle esperienze locali. Il lettore si trova così testimone degli sforzi innovativi e delle potenzialità, ma anche dei numerosi problemi legislativi, amministrativi e territoriali ancora irrisolti, a Trapani come a Cosenza, a Cagliari come a Perugia o a Roma.Rimane, in conclusione, la sensazione, purtroppo consueta quando si parla di biblioteche pubbliche italiane, della denuncia, talvolta manifesta, talvolta più sotterranea o meno consapevolmente espressa da parte dei bibliotecari, di un quadro istituzionale tremendamente confuso, di un approccio ai temi e ai problemi professionali da parte degli stakeholder ancora disordinato e pieno di compromessi e, in generale, di un patrimonio di risorse umane e documentarie sottoutilizzato. Per questo l'approccio che parte dall'utente non dovrebbe mai essere lasciato in secondo piano, trattandosi dell'unica forma mentis adottabile se si vuole intraprendere con convinzione il cammino verso quel modello, da noi tanto invidiato, della public library, che ricordiamo echeggiava anche nel titolo di uno dei convegni di Pescara qualche anno fa.

In the early 1960s Italy was described as a country characterized both by high disaffection and low social participation, not a picture of a healthy democracy particularly if compared with other more economically advanced countries, characterized by a participant civic culture. Since the country was divided between a partisan minority that actively participated in political parties (and related organizations), and those who did not participate at all, the decentralized pluralistic democracy proposed by Tocqueville was still non-existing in Italy. In the last sixty years Italian society has undergone a process of modernization and mass scholarization that significantly changed the socio-political context: the levels of resources in society increased, an intense season of social mobilization led to an expansion and growth of civil society participation and to a gradual separation from subcultural belonging. According to the neo-Tocquevillian thesis of political socialization of associations, the slow, but persistent, upward movement of Italian social participation and civil associations should have then transformed Italian parochial citizens into participant citizens, with higher political efficacy and more likely to participate at higher rates in politics in less partisan ways. Yet, while political disaffection has stayed quite constant (and extremely high) through the years. Moreover, conventional political participation, relatively high in the 1960s compared to other countries, has undergone a slow but profound crisis since the 1980s while electoral participation, that had been surprisingly high since the end of the war (more than 90% turnout), and quite stable for many years, started to decrease. What appears from these macro level trends of the socio-political context is a paradox in light of social capital theories: in Italy the theory that sees the spread of social associations as producing participatory citizens has not worked, and at the macro level the three indicators of interest, social participation, political disaffection and political participation, seem to follow rather independent behavioural paths. We investigated why it is so and whether the same relation can be found at the micro level. Whereas this longitudinal study that investigates causality is very important for understanding the dynamics at work in Italy, it has much wider implications that go beyond the specificity of a single country. Since we find similar results at the macro and micro levels, the underlying mechanism hypothesized by social capital theories is empirically undermined, at least in its universalistic perspective. This volume consists in two main parts. The first part includes Chapter 1 to 3 and relates to a broad and extensive literature review on the world of political and social participation as well as of political disaffection, both in general terms and in more specific terms relating to the Italian case. The second part of the research includes Chapter 4 to 8 and relates to the empirical analyses of the Italian socio-political context. We first describe through secondary data analysis its evolution across time. We then construct a few hypotheses linking education and time in its time-period, political cohort and life-cycle aspects, in order to test with a multi-source pooled dataset whether the thesis of cognitive mobilization of Inglehart and Dalton has been at work in Italy for different types of associations after the post-war process of societal modernization. We finally move to a more analytical level constructing several hypotheses in order to study the existent causal relationship between social participation, political participation and political efficacy. Using a three-wave Italian national election panel (ITANES), through structural equation modelling (SEM) we test for several forms of association, whether at the micro level the theory of political socialization of associations holds. We also test alternative models, such as the theory of self-selection, or the theory of reverse causation. Finally, in order to give more insight to our findings we run a latent class analysis identifying different profiles of participation among the Italian population. Chapter 9 summarizes our findings, thinking upon the general interpretation of results and discussing the implications for future research. Analyses show firstly that the thesis of "cognitive mobilization" (which gives importance to changing levels of education in society, and to changing attitudes through a process of generational replacement) is only partially able to explain the evolutions of the macro trends of participation in Italy. Secondly, they show that it is not possible to claim which of the causal model tested worked better. Indeed, self-selection models worked only slightly better than political socialization models, but neither worked properly because participation in conventional politics and in civil society associations in Italy do not seem to be much connected to each other. We then conclude that, in a context like Italy, looking only at the demand side (individual characteristics or individual experiences within social groups) distorts the analysis because it is necessary to look also at the characteristics of the political offer and of the socio-political context in which citizens decide to participate, as well as at the structure of political parties. If these were found to be depending on the wider political context, the thesis of social capital might have to be rethought as being context-dependent. Since this research empirically studies only one country in a longitudinal way, however, studying the influence of the political offer is not possible if only in a speculative way. Non-empirically, the Italian "paradox" can indeed be solved in the following way. Italian political system has been modernized under fascism that, being a totalitarian regime, used to mobilize people to participate in a top-down way. This has strongly influenced the structure of the post-war Italian political system, since major parties (DC-Christian Democrats and PCI-Communist Party) were actually structured and functioned in the same way as Fascist party did, although with an extremely different ideological content. Relatively high levels of political participation in late 1950s were then not due to bottom-up participation in a pluralistic democracy, but they were rather a consequence of top-down mobilization of quite homogeneous sub-cultures (as states within the state, and against it). This situation slowly changed with increasing levels of economic and educational resources in society, and change in the international context of the Cold War, finally leading toward a crisis of political parties. When the political system collapsed in the 1990s due to bribery scandals, political parties changed their structure, relating much more on communication via mass media rather than on local branches of parties. The result was that people virtually stopped to participate in conventional politics also because they were no more mobilized from above to participate. Social participation increased across time on the one hand because number of social associations increased, because of higher levels of resources in society, while on the other hand, it can be argued that this increase is the consequence of a closed party system that is not able to incorporate citizens demands, and this is particularly true for the most politicized types of social associations, such as trade unions or social movements associations. Finally, political efficacy remains constant and low across time because of idealized views that citizens hold of political participation, along with perceptions of a closed party system that does not have transparent channels of recruitment and that does not treat citizens in equal ways. We conclude with a question to be investigated in future research: does this peculiar evolution of the socio-political context concerns only Italy, that has apparently not yet become a pluralistic Tocquevillian democracy, or is Italy only an extreme case of a more general European phenomenon, where countries have historically been politicized in a different way than the US (top-down vs. bottom-up, as Tocqueville and then Weber already reported long time ago)?

Euroopa Liidu liikmesriigina ja eurotsooni liikmena on siseturu mõiste ja mastaabid avardunud, hõlmates poolemiljardilise elanikkonnaga Euroopa ühisturgu. Lisaks Euroopa siseturule eksisteerivad arenevate maade turud, kuhu kaupu ja teenuseid turustada. Avar turuareaal pakub soodsaid ärivõimalusi, samas ka riske. Iga turuosaline või sinna pürgija peab analüüsima keskkonda, kus ta osaleb või kavatseb osaleda. Vaid kogutud andmebaasile tuginedes on võimalik langetada ratsionaalseid otsuseid, määrata firma positsioon turul ning firma konkurentsivõimet. Sellest johtuvalt peab käesoleva magistritöö autor töös käsitlevat teemat aktuaalseks. Perefirma OÜ Nittise konkurentsivõime uuring tugineb sellealastele teoreetilistele käsitlustlustele, mille kohaselt luuakse konkurentsivõime äristrateegiaga, mis tugineb makro- ja mikrokeskkonna analüüsil, kusjuures makrokeskond haarab globaaltasandit, asukohariiki ja tegevusharu; mikrotasand ettevõtet. Töös käsitletud ajaperiood 2005-2010 võimaldab jälgida Eesti jalatsituru arengu dünaamikat ja selles osalejaid. See on ajaperiood, mis sisaldab majandusbuumi ja majandussurutise aastaid. Vaadeldava perioodi esimene pool kulges majandustõusu lainel, saavutades oma kõrgtaseme 2007. aastal. Odav laenuraha, suhteliselt kõrged palgad soodustasid siseturu kasvu ja uute teenuste nõudlust. Suur kasum ja üle 70%-line kaubandusmarginaal muutsid jalatsite jaemüügituru atraktiivseks. Jalatsiturule sisenesid uued turuosalised. 2008. aastal tegutses jalatsite jaemüügiturul 20 firmat enam, võrreldes 2005. aastaga. Jalatsimüügi harus kasvasid 2007. aastal käibed, investeeringud, omakapital ja varade maht kordades, võrreldes baasaastaga 2005. Eesti jalatsiturul tegutsesid uuritaval ajaperioodil väike- ja keskmise suurusega ettevõtted. Ühtegi suurettevõtet ei osalenud. Ligi 73 % jalatsite jaemüügiga tegelevatest ettevõtetest olid 1-9 töötajaga. 2008. aastal oli 59 seda tüüpi ettevõtet, 2005. aasta 43 ettevõtte vastu. Majanduslangus avaldas mõju kogu jalatsiturule, kõige enam 1-9 ja 10-19 töötajaga firmade grupis, kus müügitulu vähenes 2009. aastal vastavalt 1,8 ja 2,4 korda, võrreldes 2008. aastaga. Kogu süsteemist vallandati üle veerandi töötajatest, turult lahkus kümmekond turuosalist. Jalatsiturg hakkas minetama oma atraktiivsust. Konkurentsi jäid püsima müügifirmad, kes olid suutelised kohanduma järsku muutunud ärikeskkonna tingimustega. 2008. aasta teisel poolel alanud majanduslangus jätkus drastilisemalt 2009. aastal. Alles 2010. aastal hakkas majandus tõusumärke ilmutama. OÜ Nittis suutis majanduslangusele vastu seista. Kogenud turuosalisena rakendas omanik talle omast, niinimetatud lihtsate reeglite turustrateegiat, mis võimaldas firmal säilitada konkurentsivõime, saavutada parem turupositsioon, võita turult lahkunud firmade arvelt kliente ning laiendada kaubandusketi kaupluste geograafilist ulatust. 2010. aasta algul avas OÜ Nittis kaks jalatsimüügi kauplust Leedu Vabariigis. Magistritöös kasutatud uuringu erimeetodid: intervjuud, kliendiküsitlused, võrdlus konkurentidega, SWOT-analüüs, uuritava firma majandusnäitajad, kinnitavad OÜ Nittise kaubaketi jätkuvat konkurentsivõimet Eesti jalatsiturul, kus ta omab soodsat turupositsiooni 6 kauplusega Tallinnas, 3 kauplusega Tartus, 1 kauplusega Pärnus ja Narvas. Olgu lisatud, et Läti Vabariigis töötab juba teist aastakümmet 13 OÜ Nittis kaupluseketi kauplust. OÜ Nittise turuposutsiooni ja konkurentsivõimet võivad pärssima hakata müügipersonali suhteliselt madalad palgad. Nende lahkumine firmast nõrgendab oluliselt tuumikkompetentsi taset. Market rivalry functions on the local as well as on the global level with the tendency towards globalness. Being a member country of the European Union and a member of the euro zone, the concept and range of the internal market have been expanding involving the common market of Europe and its population of half a billion habitants. Apart form the European internal market, there are markets of developing countries, where to distribute merchandise and service. A dimentional market range offers several advantageous business-opportunities as well as the risks. Each market contestant or an aspirant has to analyse the environment where he or she participates or intends to participate in. Only when relying on the determined data-base it is possible to adjudge rational decisions, assess the position of the company and its competitiveness at the market. Therefore the author of the present master's thesis considers the subject actual and relevant. The research of competitive position of the private limited company (PLC) Nittis Family business relies on the theoretical approaches of the marketing speciality, according to what the competitiveness created and which is based on the macro- and microenvironment analysis, whereas the macroenvironment includes the global level, the country of habitual residence and the line of business; while the microlevel involves the enterprise itself. The time period under discussion (from 2005 to 2010) in the thesis enables to observe the developmental dynamics and its participants on the Estonian footwear market. This is the period, which contains the years of the economic outburst and the economic depression. The first half of the period under discussion ran its course on the wave of the economic boost, obtaining its high level in 2007. Inexpensive loan money and relatively high wages contributed to the growth of the internal market and the requisition of new services. Substantial profits and the mercantile marginal over 70% made the footwear retailing market attractive. New market competitors entered the footwear market. In year 2008 there were 20 companies more than in 2005 trading on the footwear retailing market. The sales, investments, ownership capital and assets capacity in the footwear sale branch increased several times in comparison to the baseyear 2005. In Estonia, small and middle-sized enterprises traded on the footwear market during the time period under consideration. No major concerns participated. Nearly 73% of companies engaged in footwear retail sale held 1-9 employees. In 2008 there were 59 distinctive enterprises in contrast to 43 companies in year 2005. Economic recession impacted on the whole footwear market, most on the companies holding 1-9 and 10-19 employees, where the revenues from sales decreased in 2009 accordingly 1.8 and 2.4 times in comparison to the year 2008. Over a quarter of total labour force were discharged form the system and approximately ten market interested contestants left form the market. The footwear market began to forfeit its attraction. The sales enterprises remaining in the competition were able to conform with the sudden changes of the requirements of the business environment.The economic recression began in the second half of the year 2008 continued drastically in 2009. The economy started to reveal some indication of economic upgrading just only in 2010. The PLC Nittis managed to resist the economic recession. As being an experienced market contestant, the owner of the company engaged an intrinsic so-called simpleruled market strategy, which enabled the company to maintain its competitiveness, achieve better position at the market, obtain clients at the expence of the companies left from the market and expand the geographical range of the shops of chain-stores. In the beginning of 2012 the PLC Nittis opened two new footwear shops in the Republic of Lithuania. Various methods (interviews, customer enquiries, comparison to competitors, SWOT-analysis and the economic variables of the company under consideration) used in the inquiry of the master's thesis, affirm the continuous competitive ability of the PLC Nittis in the Estonian footwear market, where it holds a profitable marketposition with six shops in Tallinn, three shops in Tartu and one both in Pärnu and Narva. Furthermore, already for the second decade 13 shops of the PLC Nittis function in the Republic of Lithuania. The market position and competitive ability of the PLC Nittis might be restrained by the relatively low wages of the sales force. Their departure from the company diminishes essentially the level of the core competency. The experiences of the sales personnel, their professionalism and commitment to serving customers is one of the most important success factors of the PLC Nittis.

As the title of this thesis says, the central issue that orients our research is the impact of the urban transformation of Ciutat Vella, the historical center of Barcelona, in its residential structure, defined by us as a complex of characteristics of population and housing. From the beginning of 80s, Ciutat Vella has been an object of a great number of urban plans, whose objective was its physical, economical and social improvement. During more than two decades of the execution of these plan, managed by the society of mixed capital, first by Promoció Ciutat Vella S.A. and later by Foment Ciutat Vella S.A., an area of almost 450ha was affected and more that one thousand millions of euro was invested in infrastructure, parking places, public space, housing, different kinds and scales of equipments, subsidies fore private rehabilitation initiatives and others. This urban transformation of the historical center has contributed to change the urban crisis that this district was going through: loss and ageing of population, analphabetism, unemployment, serious infrastructural deficit, disinvestment and deterioration of public and private space. It partly changed into attractive scenery for a relocation of a private capital, localization of new uses linked to tertiary sector and localization of more solvent segments of the population. These changes are reflected in the increase of the population of medium and high socio-economical level, in the important revalorization of real estate property and in decrease of the rental offer, just to mention the most important. The changes that could show a tendency towards a gentrified residential structure, characterized by expensive housing and its progressive elitisation and expulsion of the local population of low socio-economical profile. The urban transformation of the historical center of Barcelona and its possible gentrification is not a single phenomenon. It responds to a trend which is present in many cities in high developed capitalist societies in which the return of political and finance interest in city centers, expressed by means of urban renewal or revitalisation, is mostly linked to economical re-structuring after the world crisis in 1973. By means of the multivariate analysis, with this research we show that the urban transformation of Ciutat Vella has caused the emergency of a gentrified residential structure, but not generalized. In the areas traditionally more degraded and devalued, occupied by population of low socio-economical level, the huge volume of public investment not always was reflected in private rehabilitation of the buildings, and as a result, in spite of an important increase of the prices in all of the areas, they continued being the port of arrival for immigrant population, in the case non E.C., with a rather low socio-economical profile. The thesis is divided in 4 parts: The first one covers the theorical and historical frame and explains its variables and sources. Its basic objective is, on one side, to place the reader into the general problematic that the investigation is centered in and on the other, to give the definition and the sources of all the data used in the quantitative part of the thesis. The second part approaches the central objective of the research, focusing on general exposition of the urban crisis of Ciutat Vella that preceded its urban transformation, giving special emphasis on explaining Special Plans - their forecast, their execution, management and financing. The third part is made of presentation and interpretation of the data and statistical analysis of population and housing. Its principal objective is to collect all the quantitative information that allows us, in the last part of the research, to establish relationship between residential structure and urban transformation, and thus make conclusions. ; Tal y como indica el mismo título de esta tesis, la problemática central que orienta nuestra investigación es el impacto de la transformación urbana de Ciutat Vella, el centro histórico de Barcelona, en su estructura residencial, definida por nosotros como un conjunto de características de la población y del parque de vivienda. Desde el inicio de los años ochenta, Ciutat Vella ha sido objeto de un gran número de planes urbanísticos, que tenían como objetivo su recuperación física, económica y social. Durante las más de dos décadas de ejecución de estos planes, gestionados por la sociedad de capital mixto, primero Promoció Ciutat Vella, SA y luego, Foment Ciutat Vella, SA, se ha incidido en un área de casi 450 hectáreas y se han invertido más de mil millones de euros, destinados a infraestructuras, aparcamiento, espacio público, vivienda, equipamiento de varios tipos y escalas, ayudas a la rehabilitación privada, entre otros. Esta transformación urbana del centro histórico ha contribuido a que el escenario de crisis urbana que aquejaba el distrito –pérdida y envejecimiento de la población, analfabetismo, paro, importantes déficits infraestructurales, desinversión, deterioro del espacio público y privado– cambiara en parte a un escenario atractivo para la relocalización del capital privado, la localización de nuevos usos ligados al sector terciario y la localización de segmentos más solventes de la población. Estos cambios se ven reflejados en el incremento de la población con estatus socioeconómico medio y alto, la importante revalorización de los inmuebles y la reducción de la oferta de viviendas en alquiler entre otros. Cambios que podrían indicar una tendencia hacia una estructura residencial gentrificada, caracterizada por un parque de viviendas encarecido y rehabilitado y por su progresiva elitización y expulsión de la población residente con perfil socioeconómico bajo. La recuperación del centro histórico de Barcelona y su posible gentrificación no es un fenómeno aislado. Responde a una tendencia presente en muchas ciudades del mundo capitalista avanzado, en las que el retorno de los intereses políticos y financieros a los centros de las ciudades, expresado por medio de la revitalización o renovación urbanas, se vincula en gran medida a la reestructuración económica tras la crisis mundial de 1973. A través de técnicas de análisis cuantitativo del tipo multivariante, demostramos con esta investigación, que la transformación urbana de Ciutat Vella ha provocado la emergencia de una estructura residencia gentrificada, pero que no de manera generalizada. En las zonas tradicionalmente más degradadas y desvalorizadas, ocupadas por población con estatus socioeconómico bajo, los grandes volúmenes de inversión pública no siempre repercutieron en la rehabilitación privada de los inmuebles, y por tanto, pese al importante incremento de los precios en todas las zonas, siguieron siendo el puerto de llegada de la población inmigrante, en este caso, extracomunitaria, con perfil socioeconómico más bien bajo. El cuerpo de la tesis está dividido en cuatro partes: La primera es donde abarcamos el marco teórico e histórico y explicamos sus variables y fuentes. Su objetivo principal es, por un lado, situar al lector en la problemática general en la que se inserta la investigación y por otro, exponer la definición y las fuentes de todos los datos utilizados en la parte cuantitativa de la tesis. La segunda parte de la tesis entra en el objeto central de nuestra investigación primando la exposición global de la crisis urbana de Ciutat Vella que precedió a su transformación, y su posterior recuperación, haciendo especial énfasis en la explicación de los Planes Especiales, sus previsiones, su ejecución, gestión y financiación. La tercera parte constituye la presentación e interpretación de los datos y análisis estadísticos de población y vivienda. Su objetivo principal es construir toda la información cuantitativa que nos permite, en la última parte de esta investigación, correlacionar los cambios en la estructura residencial con la transformación urbana, y por tanto, concluir. En la cuarta y última parte de la tesis es donde procedemos con la construcción de los mapas sintéticos que comprueban nuestra hipótesis. La interpretación de estos mapas y toda la información aportada con la redacción de la tesis nos permiten, finalmente, tanto concluir, como exponer algunas pautas o sugerencias para investigaciones posteriores. ; Postprint (published version)

Die vorliegende Doktorarbeit geht der Frage nach, wie sich jene Menschen, die in der frühen Neuzeit "Wiedertäufer" genannt wurden, als Gruppen bzw. Gemeinden konstituiert haben. Sie will aufzeigen, dass diese Gruppen oder "Kirchen" sich ziemlich spät gebildet haben und dass das Fortbestehen dieser Gruppen auch das Zeichen oder das Ergebnis der Integration ihrer Mitglieder ist. Diese Integration wird durch die Studie der zwischenmenschlichen Beziehungen erkennbar. Der untersuchte Raum ist das heutige Land Nordrhein-Westphalen, wobei wir uns auf die Herzogtümer Jülich und Berg, und die Freien Reichstadt Köln konzentrieren. Der untersuchte Zeitraum beginnt um 1530, als die ersten "Wiedertäufer" in der Gegend bezeugt werden, und endet 1694, als der Jülicher Herzog die letzten "Wiedertäufer" von der Herrlichkeit Rheydt mit Gewalt verweisen lässt. Die Quellen stammen jedoch zum Großteil aus der zweiten Hälfte des 16. Jahrhunderts. Sie bestehen größtenteils aus Verhören von Gefangenen in der Stadt Köln. Ergänzt werden sie durch diplomatische oder behördliche Briefwechsel, Notizen und Memorialen der Zwischenmächten, sowie durch veröffentlichte Texten aus der Hand der "Wiedertäufer". Die Methode konzentriert sich auf die Rekonstruktion der zwischenmenschlichen Beziehungen (ohne jedoch eine formelle Netzwerkanalyse zu gestatten), und die Lokalisierung von den Aktivitäten der verschiedenen Akteure, mit der Hilfe einer Datenbank (unter MS-Access) und von geolokalisierten Dateien. Die Dissertation ist in drei Teilen gegliedert. Der erste Teil untersucht die Darstellung der "Wiedertäufer" durch ihre Gegner und die Erfassung einer größeren Gruppe von "christlichen Brüdern", die in Köln 1565 verhaftet wurde. Das Wort "Wiedertäufer" wurde als äußere Bezeichnung zum Zweck der Qualifizierung und der Stigmatisierung von Lehren und Praktiken als abweichende Tendenzen erfunden. Im Laufe des Jahrhunderts haben die Theologen immer mehr die häresiologische Darstellung der "wiedertäuferischen Ketzerei" mit neuen Lehren angereichert, weil die Lehren der Menschen, die auch den erwachsenen Taufe praktizierten und den Kindertaufe abwehrten, immer vielfältiger wurden. Diese Darstellung der "Wiedertäufern" wird mit einer Gruppe gefangener "Täufern" konfrontiert, die sich als "die Gesellschaft der Christlichen Brüdern" bezeichnet. Dabei wird die Heterogenität der Gruppe aufgezeigt: die Lehren und religiösen Auffassungen sind voneinander manchmal sehr unterschiedlich. Bestimmte grundlegende Fragen werden dabei auch anders als in den Hauptströmungen der benachbarten Mennoniten beantwortet. Im zweiten Teil wird auf Grundlage einer Analyse aller Gruppen und Individuen, die in den untersuchten Quellen als "Wiedertäufer" auftauchen der Aufbau der Gemeinden der "christlichen Brüder" behandelt,. Die Eigenart des untersuchten Gebietes liegt in der räumliche Verschwommenheit des Täufertums. Zudem sind fast keinerlei Zeichen eines Institutionalisierung, in Form von Mitgliedsregistern oder disziplinären Aktivitäten überliefert. Woher kommt also der Zusammenhalt der Gemeinden? Die Idee der Kirche und das Bewusstsein von Mitgliedschaft in der Gemeinde ändert sich mit den Leuten und ihrer Stellung in der Gruppe. Die Aktivitäten der Mitglieder der Versammlungen weist aber auf "überregionalen Gemeinschaften" hin, die durch den Verkehr der Mitglieder, aber auch deren der Gesänge und Gedächtnis von lokalen Martern stabilisiert werden. Welche Rolle spielte die Verfolgung auf die Entwicklung und die Auflösung der Gruppen ? Die neuere Geschichtsschreibung hat diese eher als gering beurteilt, und man kann sich fragen, wie das Gleichgewicht zwischen Verfolgung und Indifferenz bzw. Duldung war. Die Rolle der verschiedenen Akteuren in der Formierung der Verfolgung wird unterstrichen: Kaiser, territoriale Obrigkeiten, Amtmänner, Priestern, lokalen Zwischen- und Untermächte. Durch die Reibungen zwischen diesen verschiedenen Akteuren wurden Leute als Wiedertäufer denunziert. Die Verfolgung mündet in dem Auflösen der Gemeinden nach dem Dreißigjährigen Krieg. Diese Auflösung der Gemeinden in der Gesellschaft fängt aber schon während des 16. Jahrhunderts an: von Anfang an wird das Fortbestehen der Gemeinden durch das Verbleiben der Kinder in der Religion ihrer Väter nicht erstrebt, was als eine Eigenheit der "Gesellschaft der Christlichen Brüder" in der religiösen Landschaft der Zeit erscheinen kann. Drei Hauptlinien haben sich aus dieser Arbeit herausgezeichnet, die andere Tendenzen der Forschung bestätigen. Erstens eine "nicht sehr markante Radikalität": die "Täufer" in der nördlichen Rheinländen zeichnen sie sich durch wenige besondere soziologische Aspekte aus, und die vorhandene Indizien zeigen einen geringen Willen zu radikaler Absonderung oder zu einer Veränderung der Welt. Zweitens stellt die Studie die Frage nach den "gemeinsamen Geheimnissen". Verbotenen Handlungen, die jeder kennt aber keiner denunziert, gab es überall, und sind durch die einvernehmliche Natur der Mächte in der Frühe Neuzeit erlaubt. Drittens studiert die These die verschiedenen Dimensionen der menschlichen Gruppen und Gesellschaften. Sie zeigt, wie Leute Gruppen bilden auf einer lokalen oder regionalen Ebene außerhalb von Beziehungswegen und Strukturen oder über diese hinweg. ; Le travail de thèse présenté ici pose la question de savoir comment les individus que l'on appelait « anabaptistes » ont constitué des communautés à l'époque moderne. Elle veut mettre en évidence que ces groupes ou « églises » se sont constitués relativement tard, et que la persistance des groupes est le signe et le résultat de l'intégration de ses membres dans la société. Cette intégration relative est rendue visible par l'étude des relations interpersonnelles. L'étude porte sur l'espace de l'actuel Land de Rhénanie du Nord-Westphalie, en particulier sur les duchés de Juliers, de Berg et sur la ville libre d'Empire de Cologne, de 1530 à 1694, c'est-à-dire du moment où les acteurs locaux se mettent à mentionner des « anabaptistes » dans la région, à celui où les « anabaptistes » sont chassés de la seigneurie de Rheydt par le duc de Juliers. Les sources proviennent majoritairement de la seconde moitié du XVIe siècle, et sont majoritairement composées d'interrogatoires de détenus réalisés par les autorités de la ville de Cologne. Ils sont complétés par des correspondances diplomatiques ou administratives, des notes et des mémoires des pouvoirs intermédiaires, ainsi que par des textes publiés de la main des « anabaptistes ». La méthode appliquée se focalise principalement sur la reconstruction des relations interpersonnelles, sans toutefois aller jusqu'à une analyse formelle de réseaux, sur la localisation des activités des divers acteur, au moyen d'une base de donnés (MS-Access) et de données géolocalisées (suite logicielle ArcInfo). La première partie de la thèse interroge la représentation et l'interaction entre les « anabaptistes » et leurs opposants et analyse en miroir les conceptions spirituelles d'un grand groupe de « Frères chrétiens » capturés ensemble à Cologne en 1565. Le mot « anabaptiste » est une qualification extérieure, inventée pour qualifier et stigmatiser comme déviantes des doctrines et des pratiques. Cette représentation des « anabaptistes », issue autant des représentations hérésiologiques que de l'expérience, est confrontée dans les prisons colonaises à celle d'un groupe de prisonniers capturés, dont les membres se décrivent comme « société des frères chrétiens ». Cette comparaison permet de montré l'hétérogénéité du groupe : les doctrines et conceptions religieuses sont souvent assez différentes les unes des autres, et des réponses à des questions fondamentales, touchant à la représentation du monde, reçoivent souvent une réponse très différente à celle des mennonites ou des « Frères Suisses » voisins, à laquelle les « anabaptistes » de Cologne ont souvent été assimilés. Ce constat d'une très grande hétérogénéité au sein d'un groupe de personnes participant à la même réunion amène à pousser plus loin l'interrogation sur le degré d'intégration de ces dissidents. Elle est poursuivie sur la base de l'analyse de l'activité déclarée de tous les groupes et individus qui sont qualifiés ou se reconnaissent « anabaptistes » à Cologne en particulier, mais aussi dans le Juliers et le Berg. La particularité de l'espace étudié dans la thèse est le caractère très diffus de l'anabaptisme. En outre, il ne subsiste pratiquement aucune trace d'institutionnalisation de ces groupes, sous la forme de registres de membres ou d'activités disciplinaires. D'où vient la cohésion des communautés ? L'idée de l'église et la conscience d'être membre de la communauté change en fonction des individus et de leur position dans le groupe. Cependant, les activités des participants aux réunions suggère l'existence de « communautés supra-régionales » qui sont stabilisées par la circulation des membres, mais aussi par leurs chants et par la mémoire de martyrs locaux. Quel rôle jouait la persécution dans le développement et la dissolution des groupes ? L'historiographie récente l'a considérée comme plutôt réduite. On peut en outre se demander quelle était dans la pratique l'équilibre entre la persécution d'une part et l'indifférence, ou la tolérance (dans le sens ancien du terme) d'autre part. Le rôle des différents acteurs dans les formes de persécution et dans sa temporalité est souligné : l'Empereur, les autorités territoriales, les officiers (Amtmänner), les prêtres, les pouvoir intermédiaires et locaux. C'est souvent dans l'interaction entre ces différents niveaux (voire « étages ») d'exercice du pouvoir que les « anabaptistes » sont dénoncés. La persécution finit par provoquer la dissolution des communautés après la fin de la guerre de Trente ans. Cependant, il ne s'agit pas d'un phénomène brutal mais d'un processus progressif, qui commence dès le XVIe siècle, et est longtemps compensé par les entrées de convertis dans les groupes. Cette dissolution est par ailleurs presque « naturelle », car, au moins dans les déclaration des parents et des enfants, rester dans l'Eglise chrétienne est très longtemps compris et défendu comme un acte volontaire qui s'applique à sa propre descendance et n'entraîne pas nécessairement de rupture, ce qui peut apparaître comme une particularité dans le paysage religieux de l'époque. Trois lignes directrices sont régulièrement convoquées dans ce travail, et confirment ou nuancent d'autres tendances de la recherche. La première, c'est une radicalité tout à fait relative, voire une « radicalité ordinaire ». Les « anabaptistes » de l'espace bas-rhénan ne se démarque pas particulièrement d'un point de vue sociologique, et les indices connus présentent peu de signes d'une volonté de se tenir totalement à l'écart du monde, encore moins de le changer. Par ailleurs, l'étude réalisée pose la question du « secret social », ou plutôt d'un secret collectif : les historiens savent que partout, des activités interdites avaient lieu, activités connues de tous mais rarement dénoncées. Elles sont rendues possibles par la nature même de l'exercice du pouvoir et de la notion d'ordre public. Enfin, la thèse étudie les différentes dimensions des groupes et des sociétés humaines. Elle essaie de montrer comment les individus font groupe, au niveau local ou au niveau régional, sans l'étudier à travers les modalités de relations sociales institutionnalisées.

El pasado 11 de septiembre, opacada por la conmemoración del décimo aniversario de los atentados terroristas de 2001 contra el World Trade Center y el Pentágono, transcurrió la primera vuelta electoral en Guatemala.A pesar de su escasa la repercusión, resulta fundamental la comprensión de los hechos que suceden hoy en el país centroamericano, pues en el proceso se pone en juego mucho más que la sola designación de las futuras autoridades.Situación del paísGuatemala es un país marcado por la violencia. La guerra civil, que se extendió por 36 años (desde 1960 hasta 1996) dejó tras ella – además de la escalofriante cifra de 200 mil muertos y 50 mil desaparecidos – una sociedad fragmentada y un Estado carente de la fuerza necesaria para tomar las riendas y encauzar al país por el camino de la democracia. Hoy, Guatemala es uno de los países más violentos del mundo. Un promedio de 30 personas son asesinadas diariamente y las estadísticas hablan de 47 asesinatos cada 100 mil habitantes. El Gobierno central, incapaz de hacer frente a las organizaciones criminales que se han expandido de forma exponencial tras la desintegración de las guerrillas, no logra ejercer el poder en ciertas zonas de "ingobernabilidad", donde caudillos locales u organizaciones criminales – como el cártel mexicano de Los Zetas, que opera al norte del país – suplen su función. A esto se suma la deplorable situación de las Fuerzas Armadas y la Policía Nacional, cuyos funcionarios trabajan, en muchos casos, directamente para organizaciones criminales. Tal es el caso en la actual administración de Presidente Álvaro Colom, cuya jefa de policía reportó al asumir sus funciones que la mayoría de las patrullas carecían de ruedas pues éstas, junto con una gran cantidad de armas, habían sido vendidas a grupos de narcotraficantes. La situación de la Justicia no es mucho mejor. De la totalidad de los crímenes cometidos, tan solo el 3% llega a constituir una causa judicial. El enriquecimiento ilícito y el tráfico de influencias no son un delito a pesar de la fuerte presión internacional para que así sea. Esto, como puede esperarse, ha propiciado la intromisión tanto de las organizaciones criminales como de todo tipo de intereses particulares en el seno del Gobierno. Ejemplo de ello es el gasto desmedido que se ha producido en la campaña (23 millones dólares), con procedencia dudosa, y el hecho de que los tres principales partidos (PP, LIDER y UNE-Gana) sobrepasaron los límites constitucionales del gasto, delito para el cual la multa es de… solamente 125 dólares.Sistema políticoAl igual que su sociedad, el sistema político guatemalteco se encuentra fragmentado.Los partidos políticos no han logrado convertirse en instituciones que trasciendan más allá de las personas y por tanto su duración, en muchos casos, no es mayor a la del proceso electoral. Los caudillos regionales dominan la arena política, pues gozan de un poder en ocasiones desmedido, y el limitado alcance del poder del Gobierno central constituye un incentivo para la creación de "feudos" que se rigen según sus propias reglas.En el último medio siglo 59 son los partidos que han desaparecido, incluyendo los tres de mayor tradición del sistema: la Democracia Cristiana Guatemalteca, el Partido Revolucionario y el Movimiento Nacional de Liberación.En las elecciones de 2007 participaron 22 partidos con 14 candidatos a la presidencia, cifra similar a la de 2011, donde se presentaron 27 partidos con 10 candidatos para presidir el país.Sin embargo, a pesar de la inestabilidad que evidencia la estructura de partidos, desde el retorno a la democracia en 1986, el sistema nos permite advertir cierta lógica. En los últimos tres comicios, los candidatos vencedores (Alfonso Portillo, Óscar Berger y Álvaro Colom) han sido quienes obtuvieron el segundo lugar en las anteriores elecciones. Por otra parte, ningún partido ha logrado gobernar durante dos periodos consecutivos.Elecciones y resultadosA pesar de esta lógica que dirige ciertos aspectos del proceso electoral, las últimas elecciones han tenido sus particularidades.La más notoria fue la postulación de la primera dama, Sandra Torres, como candidata a la Presidencia por el partido de Gobierno UNE-Gana. Torres, poseedora de cierto apoyo popular por ser la impulsora de la labor social de Gobierno de Colom, fue protagonista de una de las mayores demostraciones de desprecio por la legalidad de toda la campaña. Pretendió, junto a su marido, que el divorcio le permitiría evadir la norma constitucional que impide a los parientes directos de los mandatarios participar en las elecciones inmediatas a su mandato. Sin embargo, el máximo órgano de la justicia le impidió presentarse a pesar del divorcio orquestado y el oficialismo se quedó sin candidato.Sin el oficialismo en campaña, dos candidatos lograron obtener más del 20% del total de los votos, quedando así muy por encima de los otros ocho, que obtuvieron porcentajes irrisorios.El 65% de los habilitados concurrió a votar en la primera vuelta, lo que constituye un dato alentador en un país donde el voto no es obligatorio.El vencedor, con el 36% de los votos, fue el ex militar Otto Pérez Medina, de 61 años, quien perdiera en 2007 ante el actual Presidente Álvaro Colom. Pérez Medina, un ex general que participó en la Guerra Civil, lidera el Partido Patriota (PP) y ha hecho de la inseguridad y la lucha contra la violencia su buque insignia. Su propuesta es resumida en dos palabras: "Mano dura".El candidato del PP ha hecho hincapié durante toda la campaña en la necesidad de reforzar las Fuerzas Armadas y la Policía Nacional, como plataforma para luchar contra la delincuencia y el crimen organizado.Sin embargo, el ex militar también presenta otras propuestas. Entre ellas se encuentra el "pacto fiscal", que promete aumentar la recaudación en un país donde la tasa impositiva es de apenas el 10% del PBI, y donde cerca del 80% de los trabajadores se mueve en el mercado informal de trabajo. Además, promete una política económica que permita a Guatemala crecer a tasas de entre 4 y 5% anual, y se comprometió a profundizar la labor social iniciada en el Gobierno de Colom, en un claro intento de captar al electorado "satisfecho" con esas políticas sociales.El otro candidato que logró acceder al balotaje fijado para el próximo 6 de noviembre es Manuel Baldizón, líder del partido Libertad Democrática Renovada (LIDER), un millonario abogado que practica una política claramente populista.Baldizón, de 41 años, logró el 26,2 % de los votos y se perfila para obtener el apoyo del electorado más moderado, que teme ante la posibilidad del retorno de un militar al poder luego de 26 años.El candidato del LIDER ha ganado apoyo a causa de sus propuestas electoralistas, como el "Bono 15", un salario adicional cada enero para todos los trabajadores; o la implementación de la pena de muerte como castigo para los siete delitos más graves. Ha llegado a decir, incluso, que de ser Presidente llevaría a la selección guatemalteca de fútbol a disputar la final de un campeonato mundial.A diferencia de Pérez Molina, que plantea una política exterior abierta a gobiernos tan distintos como los de Venezuela y Chile, Baldizón promete reforzar las relaciones con Estados Unidos.La presencia de Baldizón en la contienda electoral constituye sin lugar a dudas un factor de "peligro" para el balotaje. Sus promesas desmedidas pondrían llevar a una escalada de promesas que el futuro Gobierno no sea capaz de cumplir.Sin lugar a dudas, Guatemala se jugará mucho más que los próximos cuatro años el 6 de noviembre. El próximo Presidente deberá encauzar el país frente a las organizaciones criminales con una lucha constante contra la violencia y la corrupción. Deberá decidir, en definitiva, entre continuar transitando el camino del "Estado fallido" o emprender la senda de una verdadera democracia representativa, con una base social sólida y políticas que permitan el desarrollo.Sea cual fuere el vencedor, tendrá mucho trabajo por realizar.* Estudiante de la Licenciatura en Estudios Internacionales. As the title of this thesis says, the central issue that orients our research is the impact of the urban transformation of Ciutat Vella, the historical center of Barcelona, in its residential structure, defined by us as a complex of characteristics of population and housing. From the beginning of 80s, Ciutat Vella has been an object of a great number of urban plans, whose objective was its physical, economical and social improvement. During more than two decades of the execution of these plan, managed by the society of mixed capital, first by Promoció Ciutat Vella S.A. and later by Foment Ciutat Vella S.A., an area of almost 450ha was affected and more that one thousand millions of euro was invested in infrastructure, parking places, public space, housing, different kinds and scales of equipments, subsidies fore private rehabilitation initiatives and others. This urban transformation of the historical center has contributed to change the urban crisis that this district was going through: loss and ageing of population, analphabetism, unemployment, serious infrastructural deficit, disinvestment and deterioration of public and private space. It partly changed into attractive scenery for a relocation of a private capital, localization of new uses linked to tertiary sector and localization of more solvent segments of the population. These changes are reflected in the increase of the population of medium and high socio-economical level, in the important revalorization of real estate property and in decrease of the rental offer, just to mention the most important. The changes that could show a tendency towards a gentrified residential structure, characterized by expensive housing and its progressive elitisation and expulsion of the local population of low socio-economical profile. The urban transformation of the historical center of Barcelona and its possible gentrification is not a single phenomenon. It responds to a trend which is present in many cities in high developed capitalist societies in which the return of political and finance interest in city centers, expressed by means of urban renewal or revitalisation, is mostly linked to economical re-structuring after the world crisis in 1973. By means of the multivariate analysis, with this research we show that the urban transformation of Ciutat Vella has caused the emergency of a gentrified residential structure, but not generalized. In the areas traditionally more degraded and devalued, occupied by population of low socio-economical level, the huge volume of public investment not always was reflected in private rehabilitation of the buildings, and as a result, in spite of an important increase of the prices in all of the areas, they continued being the port of arrival for immigrant population, in the case non E.C., with a rather low socio-economical profile. The thesis is divided in 4 parts: The first one covers the theorical and historical frame and explains its variables and sources. Its basic objective is, on one side, to place the reader into the general problematic that the investigation is centered in and on the other, to give the definition and the sources of all the data used in the quantitative part of the thesis. The second part approaches the central objective of the research, focusing on general exposition of the urban crisis of Ciutat Vella that preceded its urban transformation, giving special emphasis on explaining Special Plans - their forecast, their execution, management and financing. The third part is made of presentation and interpretation of the data and statistical analysis of population and housing. Its principal objective is to collect all the quantitative information that allows us, in the last part of the research, to establish relationship between residential structure and urban transformation, and thus make conclusions. ; Tal y como indica el mismo título de esta tesis, la problemática central que orienta nuestra investigación es el impacto de la transformación urbana de Ciutat Vella, el centro histórico de Barcelona, en su estructura residencial, definida por nosotros como un conjunto de características de la población y del parque de vivienda. Desde el inicio de los años ochenta, Ciutat Vella ha sido objeto de un gran número de planes urbanísticos, que tenían como objetivo su recuperación física, económica y social. Durante las más de dos décadas de ejecución de estos planes, gestionados por la sociedad de capital mixto, primero Promoció Ciutat Vella, SA y luego, Foment Ciutat Vella, SA, se ha incidido en un área de casi 450 hectáreas y se han invertido más de mil millones de euros, destinados a infraestructuras, aparcamiento, espacio público, vivienda, equipamiento de varios tipos y escalas, ayudas a la rehabilitación privada, entre otros. Esta transformación urbana del centro histórico ha contribuido a que el escenario de crisis urbana que aquejaba el distrito –pérdida y envejecimiento de la población, analfabetismo, paro, importantes déficits infraestructurales, desinversión, deterioro del espacio público y privado– cambiara en parte a un escenario atractivo para la relocalización del capital privado, la localización de nuevos usos ligados al sector terciario y la localización de segmentos más solventes de la población. Estos cambios se ven reflejados en el incremento de la población con estatus socioeconómico medio y alto, la importante revalorización de los inmuebles y la reducción de la oferta de viviendas en alquiler entre otros. Cambios que podrían indicar una tendencia hacia una estructura residencial gentrificada, caracterizada por un parque de viviendas encarecido y rehabilitado y por su progresiva elitización y expulsión de la población residente con perfil socioeconómico bajo. La recuperación del centro histórico de Barcelona y su posible gentrificación no es un fenómeno aislado. Responde a una tendencia presente en muchas ciudades del mundo capitalista avanzado, en las que el retorno de los intereses políticos y financieros a los centros de las ciudades, expresado por medio de la revitalización o renovación urbanas, se vincula en gran medida a la reestructuración económica tras la crisis mundial de 1973. A través de técnicas de análisis cuantitativo del tipo multivariante, demostramos con esta investigación, que la transformación urbana de Ciutat Vella ha provocado la emergencia de una estructura residencia gentrificada, pero que no de manera generalizada. En las zonas tradicionalmente más degradadas y desvalorizadas, ocupadas por población con estatus socioeconómico bajo, los grandes volúmenes de inversión pública no siempre repercutieron en la rehabilitación privada de los inmuebles, y por tanto, pese al importante incremento de los precios en todas las zonas, siguieron siendo el puerto de llegada de la población inmigrante, en este caso, extracomunitaria, con perfil socioeconómico más bien bajo. El cuerpo de la tesis está dividido en cuatro partes: La primera es donde abarcamos el marco teórico e histórico y explicamos sus variables y fuentes. Su objetivo principal es, por un lado, situar al lector en la problemática general en la que se inserta la investigación y por otro, exponer la definición y las fuentes de todos los datos utilizados en la parte cuantitativa de la tesis. La segunda parte de la tesis entra en el objeto central de nuestra investigación primando la exposición global de la crisis urbana de Ciutat Vella que precedió a su transformación, y su posterior recuperación, haciendo especial énfasis en la explicación de los Planes Especiales, sus previsiones, su ejecución, gestión y financiación. La tercera parte constituye la presentación e interpretación de los datos y análisis estadísticos de población y vivienda. Su objetivo principal es construir toda la información cuantitativa que nos permite, en la última parte de esta investigación, correlacionar los cambios en la estructura residencial con la transformación urbana, y por tanto, concluir. En la cuarta y última parte de la tesis es donde procedemos con la construcción de los mapas sintéticos que comprueban nuestra hipótesis. La interpretación de estos mapas y toda la información aportada con la redacción de la tesis nos permiten, finalmente, tanto concluir, como exponer algunas pautas o sugerencias para investigaciones posteriores. ; Postprint (published version)
