AbstractMulti‐sector partnership working has become an increasingly important mode of governance across many Western European countries. It is seen as a means of overcoming social divisions, promoting more inclusive policymaking, and transforming governance systems. Partnership is perceived to be a more flexible form of governance, capable of resolving some of the complex policy and legitimation problems associated with more traditional statist approaches, and thus preferable for the delivery of public policy and services. However, as previous research has shown, there is an emerging 'partnership crisis' with partnerships often failing to be sufficiently inclusive of representative interests, leading to a lack of legitimacy, equity and effectiveness. This article explores the unique approach to addressing the lack of balanced and effective representation in partnerships developed by the Welsh Assembly Government. The Assembly has adopted a formal approach to structuring key partnerships on the basis of strict equality of representation across the public, private and voluntary sectors — the so‐called 'three‐thirds principle'. This approach is conceptualized as a form of metagovernance whereby formal influence over partnership structures is being used in an effort to create institutional spaces for inclusion. The analysis indicates that while such network design does achieve improvement in partnership legitimacy, on its own it does not increase partnership effectiveness which remains constrained by the prevailing emphasis upon narrow, managerialist implementation agendas.RésuméLe partenariat plurisectoriel est devenu un mode de gouvernance de plus en plus important dans de nombreux pays d'Europe de l'Ouest. Le partenariat est perçu comme une forme plus souple de gouvernance, capable de résoudre certains des problèmes complexes de politique publique et de légitimité associés à des approches étatistes plus traditionnelles, donc préférable pour la mise en place des politiques et des services publics. Pourtant, une étude antérieure l'a montré, il se dessine une 'crise du partenariat', ce fonctionnement ne parvenant souvent pas à intégrer suffisamment les groupes d'intérêt représentatifs et conduisant à un défaut de légitimité, d'équité et d'efficacité. L'article étudie l'approche unique du gouvernement gallois pour traiter l'absence d'équilibre représentatif et d'efficacité dans les partenariats. Une démarche officielle a été adoptée pour structurer les partenariats‐clés sur la base d'une stricte égalité représentative entre les secteurs public, privé et associatifs, selon le principe dit des 'trois tiers'. Le concept est une forme de méta‐gouvernance par laquelle une influence s'exerce formellement sur les structures de partenariat afin de créer des espaces institutionnalisés permettant l'inclusion. L'analyse indique que, si ce concept en réseau réussit bien à améliorer la légitimité des partenariats, à lui seul il n'accroît pas leur efficacité, laquelle reste dépendante de la prépondérance courante de programmes de mise en oeuvre limités et 'managérialistes'.
The doctoral thesis analyses the Anjou-Durazzo dynasty, in particular from the point of view of the construction of the legitimation of power and consensus around the sovereign. The perspective selected depends on awareness of the urgency of issues relating to legitimation and consensus, considering that today the economic crisis, migration and a pandemic are exhausting governments and national and supranational institutions in the West. The problem of legitimation and consensus as the founding elements of power was present also in the Middle Ages. The central point of the thesis is the understanding of the political and symbolic instruments used by the Anjou-Durazzo in order to give a basis for their domination."Writing" was the first field of study considered. I focused on the analysis of documentary production from the Chancellery of Anjou-Durazzo. I did a serial investigation of the acts of, in particular on the preamble or arenga, considered to be the rhetorical part of the document. My hypothesis was that in their recursion they contributed to composing the ideal portrait of the princeps.I analysed other themes, that is to say royal ceremonies, monarchical knightly orders and heraldry. Among the monarchical rituals I have taken into consideration especially the coronations and funerals, which were fundamental events during the life of a kingdom in which many people participated,and where therefore the symbolic communication had a potentially wider effect to manifest the perenniality of royalty. Among the first acts of the dynasty there was also the foundation of a chivalric order that brought with it not only a ceremoniality restricted only to the group of members, but also constituted a reference point immediately recognizable through clothing. This attention to the communicative value of belonging to a circle is the same that is found in heraldry. In the Durazzo period, an innovative use of blazons and coats of arms was found on the facades of noble residences, where the presence of lilies and the tripartite coat of arms of Hungary, France and Jerusalem served to demonstrate loyalty to the Durazzo dynasty.The commissioning of the Durazzo also refers to symbolic communication. However, I did not limit myself to reviewing the works commissioned by the dynasty, but I wanted to link them to the analysis of the devotional choices of this Angevin branch, on which above all the location of their tombs illuminates us, extending the research to the whole history of the Durazzo.The thesis also took into consideration the structures of power that could transmit and implement royal orders in the territory, trying to reconstruct some reforms, implemented or attempted, in the belief that even the "bureaucracy" could contribute in giving a representation of the Durazzo power, given that changes in the organization and practices of the royal administration had consequences in the institutional balance. This analysis is preceded by a historical profile that offers an in-depth analysis of some key events in the events of the dynasty.From this thesis it emerges how the Durazzo desperately chased a legitimacy and a consensus that stabilized their power. Documents, ceremonies, chivalric orders, heraldry, tombs, foundations of churches and commissions, all contributed to contrasting the instability that hit the continental Mezzogiorno starting from the Great Schism. J'ai mené une enquête en série sur les actes, en particulier sur le préambule ou harangue, considéré comme la partie rhétorique du document. Mon hypothèse a été que leur présentation sous forme répétitive donnait une représentation idéale du prince. J'ai analysé d'autres thématiques telles que les cérémonies royales, les ordres chevaleresques et l'héraldique. Les rituels monarchiques que j'ai pris en compte sont essentiellement les couronnements et funérailles, événements fondamentaux de la vie d'un royaume, auxquels les personnes participaient en plus grand nombre, où la communication symbolique avait une portée plus vaste pour manifester la pérennité de la royauté. Parmi les premiers actes de la dynastie, on retrouve celui de la fondation d'un ordre chevaleresque, qui avait son propre cérémonial, réservé à ses membres, mais aussi, identifiable à son habillement. Cette attention portée à la valeur communicative de l'appartenance à un clan est typique de l'héraldique. Pendant la domination des Anjou-Durazzo est apparue l'utilisation innovative des armoiries sur les façades des maisons nobles, où la présence des fleurs de lys et du blason tripartite de Hongrie, France et Jérusalem manifestait la fidélité à la dynastie. Le mécénat des Anjou-Durazzo aussi renvoie à la communication symbolique. Je ne me suis cependant pas limité à l'étude des œuvres commissionnées par la dynastie. Je les ai analysées en les mettant en lien avec les choix dévotionnels de cette branche de la dynastie angevine, à propos desquels on est renseigné par la localisation de leurs tombeaux. Cette recherche a été étendue à toute l'histoire des Anjou-Durazzo. La thèse analyse aussi les structures du pouvoir mis en place par les ordres royaux sur l'ensemble du territoire, au regard des réformes, réalisées ou tentées. Je suis convaincu que la « bureaucratie » participait à la représentation du pouvoir des Anjou-Durazzo, puisque les changements dans l'organisation et les pratiques de l'administration royale concourraient aux équilibres institutionnels. Cette analyse est précédée d'une histoire politique qui offre des approfondissements sur des événements-clés de la dynastie. La thèse montre à quel point les Anjou-Durazzo cherchèrent désespérément une légitimation et un consensus afin de stabiliser leur pouvoir. Les documents, les cérémonies, les ordres chevaleresques, l'héraldique, les tombeaux, les fondations d'églises et le mécénat participèrent à la lutte contre l'instabilité en Italie du Sud pendant la période du Grand Schisme d'Occident. Au final, le projet des Anjou-Durazzo échoua faute d'un héritier de sang, car Jeanne II, dernière souveraine de la dynastie, fut impliquée dans la guerre des Deux Cent Ans entre les Angevins et les Aragonais.

Contemporary liberal-democracies are under stress and traditional political parties have become detached from their electorates. Since the 1980s, parties have been experiencing a crisis of legitimation, whose effects have become intensive especially in the early twenty-first century. New populist challengers have tried to fill the representative void left by mainstream parties; at the same time, technocracy has become one of the most prominent form of representation. Political responsibility and responsiveness appear often incompatible in the eyes of voters. Moreover, political personalization and processes of presidentialization have led to a situation where single political leaders have become the crucial political actors, to the detriment of party organizations. This Habilitation thesis investigates the linkage between representative democratic institutions in parliamentary and semi-presidential systems and political elites, trying to understand how this linkage has been affected by the change of party democracy. In particular, the thesis analyzes political institutions' functioning in democratic contexts as well as parties' responses and elites' paths to power as indicators of a process of adaptation. Four main research questions inform the analysis: what structural opportunities and constraints do political elites meet when it comes to exercising political power?; how have the decline of party government and political personalization modified opportunity structures?; how do parties and elites cope with democratic change?; has democratic change produced new criteria for successful political careers? The institutional focus is on political executives and representative assemblies at different levels of government. Findings highlight that political elites adopts strategies of resistance and respond to democratic change through incremental steps. In other words, rather than anticipatory, political elites appear reactive, when they are confronted with substantial modifications of the political opportunity structure. Overall, the study contributes to the debate about the changing role of parties and political elites as connectors between the state and the society and provides insights about future developments. ; Die liberalen Demokratien der Gegenwart stehen unter Stress und die traditionellen politischen Parteien haben sich von ihren Wählern losgelöst. Seit den 1980er Jahren befinden sich die Parteien in einer Legitimationskrise, deren Auswirkungen vor allem zu Beginn des einundzwanzigsten Jahrhunderts sichtbar geworden sind. Neue populistische Herausforderer haben versucht, die von den Mainstream-Parteien hinterlassene Repräsentationslücke zu füllen; gleichzeitig ist die Technokratie zu einer der prominentesten Repräsentationsformen geworden. Politische Verantwortung und Responsivität scheinen in den Augen der Wähler oft unvereinbar zu sein. Darüber hinaus haben politische Personalisierung und Präsidialisierungstendenzen zu einer Situation geführt, in der einzelne "Führungspersönlichkeiten" zu den entscheidenden politischen Akteuren geworden sind, zum Nachteil der Parteiorganisationen. Diese Habilitationsschrift untersucht die Beziehung zwischen repräsentativen demokratischen Institutionen in parlamentarischen und semipräsidentiellen Systemen und politischen Eliten und versucht zu verstehen, wie diese Beziehung durch den Wandel der Parteiendemokratie beeinflusst wurde. Insbesondere analysiert diese Arbeit das Funktionieren politischer Institutionen in demokratischen Kontexten sowie die Reaktionen der Parteien und die Wege der Eliten zur Macht als Indikatoren für einen Anpassungsprozess. Die Analyse stützt sich auf vier zentrale Forschungsfragen: Welchen strukturellen Chancen und Zwänge sind politische Elite bei der Ausübung politischer Macht ausgesetzt?; wie haben der Niedergang des "Party Government" und die politische Personalisierung Opportunitätsstrukturen verändert?; wie gehen Parteien und Eliten mit dem demokratischen Wandel um?; hat der demokratische Wandel neue Kriterien für erfolgreiche politische Karrieren hervorgebracht? Der institutionelle Schwerpunkt liegt auf politischen Exekutiven und repräsentativen Versammlungen auf verschiedenen Regierungsebenen. Die Ergebnisse zeigen, dass die politischen Eliten Strategien des Widerstands verfolgen und auf den demokratischen Wandel nur schrittweise reagieren. Mit anderen Worten: Politische Eliten erscheinen eher reaktiv als antizipierend, wenn sie mit substanziellen Veränderungen der politischen Gelegenheitsstruktur konfrontiert werden. Insgesamt leistet die Studie einen Beitrag zur Debatte über die sich wandelnde Rolle von Parteien und politischen Eliten als Bindeglied zwischen Staat und Gesellschaft und liefert Einschätzungen für zukünftige Entwicklungen.

Crisi, diritti, regolazione ; La ricerca risponde alla domanda: cosa fa del coinvolgimento delle città nel policy-making e nel rule–making europeo un'occasione per il processo di integrazione? La questione è di natura "discorsiva", sia rispetto alla politica e sia rispetto al diritto, ma presuppone la risposta ad una domanda dicotomica: esiste o non esiste una politica urbana europea? Per rispondere a queste domande occorre, in primo luogo, fare chiarezza sulla definizione di città europea rilevante e far emergere il ruolo del "territorio" e della "crisi" per l'identità dell'Unione europea (cap. 1). Inoltre, vuol dire supportare la tesi dell'origine urbana dell'Europa e dell'ingresso della città nella storia dell'Unione europea (cap. 2 e capitolo 3). Questi capitoli costituiscono la Parte I. In secondo luogo, significa provare l'esistenza di una politica urbana europea così come immaginata e comprenderla attraverso le sue componenti di base. Qual è il suo fine e la sua materia (cap. 4)? Come è possibile ricostruire la peculiare organizzazione e gli strumenti serventi la politica stessa nonché i poteri che ne derivano (cap. 5)? Chi sono i suoi destinatari (cap. 6)? Questi capitoli costituiscono la Parte II. In terzo luogo, sono presentati alcuni casi studio per dare riscontro di quanto teorizzato sul funzionamento della politica urbana (Parte III). I casi sono strutturati secondo un modello standard e permettono la ricostruzione in dettaglio del funzionamento della politica urbana europea e l'emersione del dialogo tra città (le reti) e tra queste e la Commissione europea (cap. 7, 8 e 9). ; The research question is: which are the elements that let the involvement of cities in the European government and in the policy-making to be an occasion for the European integration process? This is a qualitative inquiry and it presumes the answer to a dichotomous further question: does or does not a European urban policy exist? To see all the potentialities in cities and in the European urban policy means, first of all (Part I), to clarify the definition of the European city relevant for legal disciplines and bringing out the role of the "territory" and that of the "crisis" for the identity of the European Union (ch.1). It means, furthermore, to support the thesis in favour of the urban origin of Europe and of the entrance of the city in the history of the European Union (ch.s 2 and 3). Secondly (Part II), it means proving the existence of a European urban policy and describing it through its main goals and competences, institutional subjects involved in the government (and/or governance) and its tools and beneficiaries (ch.s 4, 5, 6). Thirdly (Part III), it means to identify "case studies" able to give feedback on what has been theorized about the functioning of the urban policy and on the role of cities for legitimation and integration. The cases are structured according to a standard model and allow detailed reconstruction of the functioning of European urban policy and the emergence of dialogue between cities and between them and the European Commission (ch.s 7, 8 and 9).
