This article aims to develop a framework for analysing the political sociology of emigration. The article focuses on the dual nature of the migration phenomenon: immigrants are also emigrants, foreigners in the legal sense are also citizens, foreigners in the social sense are also nationals, the exclusion from receiving societies are also members of the societies of origin. Of the issuing company, but no longer in this society, migrants are members whose cross-border connections and adaptation needs lead the issuing state to expand across borders; however, living abroad weakens their claims to belong. In the receiving society, but not in that society, they have access to economic and political resources that enable them to exercise influence at home; on the other hand, as foreigners, their rights are limited and their acceptance uncertain, a vulnerability which may increase when continued engagement with the country of origin gives rise to suspicion on the part of the nationals of the receiving State. This variety of conditions triggers interventions by issuing states seeking to protect and influence nationals residing abroad, but also to respond to the demands of these citizens outside the country and channel them in order to better recover them. However, the extension to the territory of a foreign country paves the way for the exercise of power, be it despotic or infrastructural, allowing only the exercise of influence. In addition, even limited commitments run the risk of igniting the passions of nationals, which are already concerned about the presence of a foreign population among them. ; This paper seeks to develop a framework for analyzing the political sociology of emigration. Since the 1990s, the Indian government has been undertaking initiatives to mobilise the Indian diaspora for the benefit of its country. Within his Ministry of Foreign Affairs, he established a division of non-resident Indians and persons of Indian origin, who may have a card attesting to their origin. India would therefore like dual citizenship to be granted to all descendants of Indians living abroad. Such intentions mean a new geopolitical approach. The term diaspora, to designate the Indians who undertook to emigrate, has been used only since the 1990s. Previously, these persons were designated as overseas Indians (overseas Indians), even though they had not made a maritime journey on their emigration path. Indian emigration is a historically recent phenomenon, the history of which must first be summarised in four main waves. It is then necessary to take an absolute step, from the point of view of immigration countries and India, before considering its relative measure. The revolution will be tweeted, but tweets alone do not the revolution make. In Out of the Shadows, Into the Streets! Costanza-Chock traces a much broader social movement media ecology. Through a richly detailed account of daily media practices in the immigrant rights movement, he argues that there is a new paradigm of social movement media making: transmedia organizing. Despite the current spotlight on digital media, he finds, social movement media practices tend to be cross-platform, participatory, and linked to action. Peut-on d'ailleurs se risquer à suggérer qu'une Savoie uniforme ait un jour existé à l'aune de ce constat lorsque l'on prend la mesure de l'enracinement de cet antagonisme nord-sud jusque dans le tissu économique ou la sociologie politique du vieux berceau territorial de la Maison de Savoie par exemple ? Car, à dire vrai, la définition d'un concept même de "Savoie" entendu à la manière d'une entité homogène confine peu ou prou à la gageure tant s'avère polysémique le curieux toponyme savoyard.
