Despite the trend toward financial sector liberalization in recent years, state ownership of financial institutions remains widespread in the developing world. However, in general, state-owned financial institutions have under performed their private sector counterparts, and governments have sought to restructure them. This case study reviews the transformation of Bank Rakyat Indonesia from a loss-producing, overstaffed state-owned bank to the most profitable bank with the largest microbanking network in Indonesia. From the bank's experience the study seeks to draw decisive lessons for the successful transformation of other state-owned financial institutions. For Bank Rakyat Indonesia, the key driver of successful reform was the government's commitment to allow it the autonomy to restructure itself-including an emphasis on good corporate governance, supported by appropriate regulations and effective supervision.

In this publication, ADB outlines a new paradigm for sustainable urban transport that gives Asian cities a workable, step-by-step blueprint for reversing the trend and moving toward safer, cleaner, more sustainable cities and a better quality of urban life.

This report documents the findings of a process mapping exercise aimed at identifying bottlenecks in the prosecution of tax evasion cases. While the exercise was conducted in 2007 and the report presents a snapshot of issues at that time, many of the key challenges identified remain relevant today, while the strengthening of revenue collection has become even more of a critical priority in light of the impact of the global financial crisis.

"Electric bikes (e-bikes) provide low-cost, convenient, and relatively energy-efficient transportation to an estimated 40 million–50 million people in the People's Republic of China (PRC), quickly becoming one of the dominant travel modes in the country. As e-bike use grows, concerns are rising about lead pollution from their batteries and emissions from their use of grid electricity, primarily generated by coal power plants. This report analyzes the environmental performance of e-bikes relative to other competing modes, their market potential, and the viability of alternative battery technologies. It also frames the role of e-bikes in the PRC's transportation system and recommends policy for decision makers in the PRC's central and municipal governments."

This paper derives an applied general political economy model incorporating a model of political decision making into a computable general economic equilibrium model. Political decision making among a set of legislators is modeled via a mean voter decision rule derived from a modified non cooperative legislative bargaining game of a Baron Ferejohn type. The model allows a simultaneous analysis of political and economic factors determining policy outcome and is applied to simulate future Common Agricultural Policy (CAP) under various political and economic scenarios.
