We provide a measure of equality of educational opportunity in 54 countries, estimated as the effect of family background on student performance in two international TIMSS tests. We then show how organizational features of the education system affect equality of educational opportunity. Our model predicts that late tracking and a long pre-school cycle are beneficial for equality, while pre-school enrollment is detrimental at low levels of enrollment and beneficial at higher levels. Using cross-country variations in education policies and their interaction with family background at the student level, we provide empirical evidence supportive of these predictions.
Most normative studies on child labor arrive at the conclusion that child labor is detrimental to social welfare. Child labor is, however, still prevalent in many developing countries even though in many of these countries it is forbidden by law. In this paper we develop a politicaleconomic model that explains lenient enforcement of existing child labor legislation. The most important implication of our model is that in countries with repressive political regimes enforcement is more lenient and child labor thus more prevalent than in countries enjoying political freedom. We test this implication and find that it is confirmed by the data.
We investigate whether the field of study influences university students' political attitudes. To disentangle self-selection from learning effects, we first investigate whether the fields of study chosen by the incoming students correlate with their political attitudes. In a second step we explore how the political attitudes change as the students progress in their studies. Our results are based on a German pseudo-panel survey, the sample size of which exceeds that of comparable student surveys by an order of magnitude. We find systematic differences between the students' political attitudes across eight fields of study. These differences can in most cases be attributed to self-selection. A notable exception is economics. Even though self-selection is also important, training in economics has an unambiguous influence on the political attitudes: by the time of graduation, economics students are about 6.2 percentage points more likely than they were as freshmen to agree with liberal-democratic policy positions.

As a consequence, governments may attempt to curtail the welfare state, which is often seen as a drag on international competitiveness, by reducing especially their expenditures on transfers and subsidies. This globalization-induced welfare state retrenchment is potentially mitigated by citizens' preferences to be compensated for the risks of globalization ('compensation hypothesis'). Employing two different datasets and various measures of globalization, we analyze whether globalization has indeed influenced the composition of government expenditures. For a sample of 60 countries, we examine the development of four broad expenditure categories for the period 1971-2001: capital expenditures, expenditures for goods and services, interest payments, and subsidies and other current transfers. A second dataset provides a much more detailed classification: public expenditures, expenditures for defence, order, economic affairs, environment, housing, health, recreation, education, and social expenditures. However, this second data set is only available since 1990-and only for OECD countries.
