In an interview, US Arm Trade Treaty (ATT) Negotiator Thomas countryman talked about ATT. Countryman said that The US has long believed that we have a responsibility to support friends around the world in the security sphere, but only to do so with a responsible policy. That's why the US has long had among the highest standards in the world for making decisions about exports of arms to other countries. People think that that has contributed to the net security of the world, and they believe strongly that other nations have an equal responsibility to do the same. What the ATT does is to set minimum standards for every country in the world that is going to do arms exports. The ATT does not create in any form whatsoever any body, any entity that can dictate to the US its internal laws and regulations on trade and possession of handguns. It can't do it.
