Creating the welfare state in France, 1880-1940
Smith shows that France's most important social legislation to date - providing medical insurance, maternity benefits, modest pensions, and disability benefits to millions of people - was passed in 1928 (and amended and put into practice in 1930). This law, misrepresented in textbooks as being an utter failure, covered over 50 percent of the population by 1940. Few other nations could have claimed this sort of social insurance success. As well, by 1937 the centuries-old public assistance residency requirements had been transferred from the local to the departmental (regional) level. France's success in introducing important social reforms may require us to rethink - or at least modify - the common view of interwar France as a time of utter political, economic, and social failure.

L'administration du contrôle économique, pierre angulaire de la répression des infractions économiques en France tout au long des années 1940, illustre parfaitement les continuités qui ont pu exister entre la fin de la III e République, l'Occupation, la Libération et la période de reconstruction. Instaurée au départ dans un but de régulation économique et de justice sociale (favoriser la meilleure répartition possible des produits disponibles dans un contexte de pénurie exacerbée et lutter contre l'inflation), elle se trouva rapidement prise dans le piège de la collaboration décidée par le régime de Vichy, ce qui la fit apparaître comme un instrument au service de l'occupant allemand, permettant notamment de lutter contre les fuites et dissimulations qui auraient pu saboter sa politique de prélèvements. Le fait que cette administration ait été considérée comme antipatriotique explique en grande partie sa très forte impopularité tout au long de la période, y compris après la Libération, alors qu'elle devait pourtant renouer avec sa mission originale et ne servir que les intérêts de la France.

Based on extensive multi-archival research, this book sheds important new light on economic collaboration and resistance in Vichy, the post-war revival of the French economy, and the origins of European integration.
