Managing fiscal policy—the revenues and spending of an individual nation—is among the most challenging tasks facing governments. Wealthy countries are constrained by complex regulation and taxation policies, while developing nations often face high inflation and trade taxes. It is well documented that firms tend to manipulate earnings before IPO (initial public offerings) and SEO (seasoned equity offerings). This study contributes to the literature by providing the first evidence on whether and how fiscal support in the form of preferential tax treatment and financial subsidy affects a firm's earnings management behaviors. Using data for Chinese firms that have conducted IPO and SEO, I find that firms have a lower level of earnings management prior to the offerings if they enjoy more preferential tax treatment or more financial subsidies from local governments. My results are consistent with the view that firms that receive stronger fiscal support have smaller demand for earnings management, which is a costly tool for a firm to achieve its desired earnings targets.

This paper uses new data on fiscal transparency for a cross-section of countries; these data possess several advantages. First, the data are based on in-depth reports using a standardized methodology and protocol. Second, this study covers 82 countries, more than previous comparable studies. Third, the fiscal measures used have been obtained with the collaboration of government authorities, which makes them particularly reliable. Finally, the data collection has been undertaken at a high level. These new data permit examination of a relevant but little-studied issue, the role of institutional quality in a country's fiscal transparency. It is shown that there is in fact a causal relationship between institutions and transparency. The findings are robust to changes in specification and a host of transparency sub-measures.

This article attempts to briefly review the managements systems and applicable fiscal control in Colombia, the procedures devised by the legislature to compensate the damages caused to the public purse, and of the current situation in the management of public resources. Similarly, this paper serves as a vehicle to demonstrate certain behaviors not contained in current regulations in fiscal control, and to make certain proposals about possible changes of the current fiscal regime. ; El presente artículo es una breve reseña de los sistemas de gestión y de control fiscal aplicables en Colombia, de los procedimientos para resarcir los daños causados al erario público y de la situación actual en el manejo de recursos públicos. De igual manera, tiene como objeto evidenciar algunas conductas de común ocurrencia no contenidas en las normas vigentes en materia de control fiscal y a manera de conclusión realizar unas propuestas en torno a la posible modificación del régimen fiscal actual. ; Este artigo é uma visão geral dos sistemas de controlo fiscal na Colômbia, procedimentos para compensar os danos causados ao erário público e a situação atual na gestão dos recursos públicos e de gestão aplicável. Da mesma forma, pretende-se destacar alguns comportamentos de ocorrência comum não contidas das na regulamentação em vigor no domínio do controlo fiscal e em jeito de conclusão que apresentasse propostas sobre eventuais alterações do actual regime fiscal.
