Linguistic Insecurity and Lack of Entitlement to Spanish among Third-Generation Mexican Americans in Narrative Accounts

The purpose of this study is to examine the narrative accounts (De Fina, 2009) of third-generation (3G) Mexican-Americans, as they aim to excuse their English monolingualism in contexts that have reinforced the ideology that they should speak native-like Spanish. Traditionally, studies that have investigated the intergenerational disappearance of Spanish by the 3G have focused on how parents and grandparents have socialized the 3G to use or not use Spanish, without much attention to the 3G themselves. The present study aims to extend this line of research by analyzing the narrated and recontexutalized interactions that the 3G claims have resulted in the attrition of Spanish in their respective families. Through the theoretical frameworks of indexicality (Ochs, 1992) and imagined communities (Anderson, 1991), the findings indicate that the participants index linguistic insecurity (Preston, 2013) when they recount using Spanish with their generational predecessors, whom they construct as having a stronger nativist orientation. Such insecurity emanates from the unattainable goal to speak native-like Spanish, which is exacerbated by familial teasing. These speakers' negative selfperception consequently leads to their withdrawal from imagined communities of Spanish owners, contributing to the intergenerational loss of Spanish.

Mobile internet access and the desire to emigrate
How does mobile internet access affect the desire to emigrate and migration plans? To answer this question, we combine survey data on more than 600,000 individuals from 110 countries with data on worldwide 3G mobile internet rollout. We show that an increase in mobile internet access increases desire to emigrate. This effect is particularly strong for higher-income individuals in low-income countries. We identify three potential mechanisms. Access to the mobile internet lowers the cost of acquiring information and leads to a drop in perceived material well-being and trust in government. Using municipal-level data from Spain, we also document that 3G rollout increased actual migration flows.

New monoquaternary salts of N-heterocycles: synthesis and antitumor assessment

This manuscript presents the synthesis, structural characterization, and antitumor evaluation of new monoquaternary salts derived from various N-heterocycles. For quinoline and quinoxaline, respectively, unexpected H-bonded mixtures of the reactants have been obtained. To assess their potential antitumor activity, the comprehensive panel of NCI's 60 human cancer cell lines was employed. Remarkably, mixtures 3g and 3h displayed significant inhibitory activity against leukemia, melanoma, and colon cancer cell lines. Furthermore, mixtures 3g and 3h displayed good cytotoxicity on MCF7 breast cancer cells, but not on normal fibroblasts, at 2.5x10-5 M, showing promise for therapeutic applications.

Equity vs Efficiency in Telecom Spectrum Management in India

The phenomenal growth in mobile communications and introduction of third generation (3G) mobile services have put focus on spectrum management in India. The radio spectrum is a limited natural resource that is fully renewable without incurring costs. Therefore, it must be efficiently used and equitably distributed. For this to take place, present spectrum allocation policy in India requires a number of modifications. Further, the government has selected the market approach for allocating spectrum for 3G mobile services. The market approach, unless accompanied by relevant policy changes, at the most will result in maximised receipts from spectrum auctions. The elements of spectrum reform that help realise development potential of telecommunications are brought out in this paper.

"The book will address the security architecture for SAE/LTE, which is based on elements of the security architectures for GSM and 3G, but needed a major redesign due to the significantly increased complexity, and different architectural and business requirements of fourth generation systems. The book will present the requirements and will explain in detail the security mechanisms employed to meet these requirements. The specifications generated by standardization bodies only inform about how to implement the system (and this only to the extent required for interoperability), but almost never inform readers about why things are done the way they are. Furthermore, specifications tend to be readable only for a small group of experts and lack the context of the broader picture. The proposed book is intended to fill this gap by providing first hand information from insiders who participated in decisively shaping SAE/LTE security in the relevant standardization body, 3GPP, and can therefore explain the rationale for design decisions in this area. IMPLEMENTING NATIONAL POLICY AND LOCAL PLANNING - Swedish wind power development and third generation mobile phone system as cases
The paper analyses the permit process for Swedish wind power development in terms of two paradigms of spatial planning and environmental management, and makes a comparison with the Swedish 3G mobile phone infrastructure development. Swedish Parliament has set a goal of 10 TWh annually wind electricity for 2015, and the Swedish Energy Agency has proposed 30 TWh from wind power by 2020. The present 900 windmills would have to increase to between 3000 and 6000. A government commission has examined the possibilities of making the permit processes more efficient to allow for rapid development. A proposal has recently been published. It has been criticised for letting environmental permit procedures replace local planning as the instrument of spatial planning of development. So, on one hand there is a national drive to increase the speed of wind power development, where legal changes is one measure taken, and on the other there is a strong tradition of local dominance in the spatial planning system. Swedish wind power deployment – like the 3G infrastructure – is mainly governed by two sets of legislations with different histories and partly different purposes, the Planning and Building Act (PBA), and the Environmental Code. At present windmills require a building permit and in the case of a wind farm a municipal detailed development plan in accordance with the PBA. Under the Environmental Code larger generators require a permit and smaller ones need to be registered. The PBA processes are municipal whereas the environmental come under the County Administration or the Environmental Court. These two sets of legislation can be seen as expressions of two competing paradigms of environmental governance, the planning paradigm and the environmentalist paradigm for short. They are theoretical constructions based in an analysis of professional cultures of planning and environmental management. They were used also in the analysis of the Swedish 3G development. 3G was developed between 2000 and 2007, with four licence winning operators supposed to build competing systems each covering more than 99,98 percent of the population by 2003. The coverage at that time was substantially lower and the municipal permit handling was blamed and it was considered that this "could not have been foreseen", helping operators avoid sanctions for breach of licensing conditions. It has been shown that a slow municipal permit process can not explain the lack of coverage. Development of wind power as well as of the 3G infrastructure in Sweden are interesting fields of conflict between national goals for technological development and local spatial planning and governance of land use. They are also instances of the legislative and paradigmatic struggle of the PBA and the Environmental Code. We examine the implications of the attempts to simplify permit processes as an element in this struggle. The paper is based on a study which includes the legal design as well as interviews with key figures in the Swedish wind power development and a study of the 3G development within the research programme "Tools for environmental assessment, MiSt".

A new regional classification for mobile telecommunications diffusion policy in China: Using the innovation and imitation coefficients
While Chinese telecommunications industry has been continuously developing, the penetration rate of mobile telecommunications by province in China is distributed from less than 40% to larger than 100% in 2009. This regional disparity in terms of mobile telecommunications penetration rate is due to various socioeconomic factors such as income level, occupation structure, education level. The purpose of this paper is to suggest a new approach for regional classification based on the diffusion characteristics of each province for more effective and efficient mobile telecommunication's diffusion policy and strategy. First, this paper estimates diffusion parameters, including an innovation coefficient and imitation coefficient of 31 provinces using mobile subscription data, and then classifies the provinces into six groups using cluster analysis based on the estimated innovation coefficient and imitation coefficients. The clusters are also significantly different in terms of socioeconomic perspective such as income level. The results of cluster analysis imply that the traditional regional classifications are too simple and should be divided more in detail in terms of innovation and imitation coefficients in the case of developing mobile telecommunications strategies. This new regional classification (six clusters) can be used for not only 3G diffusion policy but also the future mobile telecommunications technology diffusion policy. In China, 3G service was started in January 2009 as Chinese government awarded 3G cellular licenses. Finally, the managerial and political implications are addressed based on the new regional classification.
