Der Erfolg des Hochgeschwindigkeitsverkehrs auf der Schiene in Frankreich ist seit über dreißig Jahren unbestritten. Parallel zur Verbreitung des TGV wurden jedoch die Verbindungen mit klassischen Fernverkehrszügen vernachlässigt, d.h. ausgedünnt bzw. abgeschafft. Der französische Schienenpersonenfernverkehr (SPFV) steht daher in der Kritik: Für viele mittlere Städte, die nicht an das TGV-Netz angebunden sind, hat sich in den letzten Jahrzehnten die Qualität ihrer Schienenanbindung verschlechtert. Die Definition eines Attraktivitätsindexes und damit auch die Festlegung von Qualitätskriterien im SPFV bietet die Möglichkeit, Angebote im SPFV zu bewerten. Mit dem Attraktivitätsindex kann des Weiteren ein vorhandenes Angebot gezielt verbessert werden: Ein optimales Angebot ist unter allen rentablen Angeboten jenes mit der höchsten Attraktivität. In dieser Studie wird diese Methodik entwickelt und damit für Frankreich ein optimiertes SPFV-Angebot auf Basis eines Stundentakt entworfen, denn der Taktverkehr ist als Nutzungsoptimierung der Infrastruktur eine Lösung für eine finanziell optimierte Weiterentwicklung des Schienenpersonenverkehrs. Das hier erarbeitete Angebot bietet eine gleichmäßige Anbindung der Städte ans SPFV-Netz und verbessert so die Attraktivität des SPFV in Frankreich um 16,6 %. Dabei entsteht ein Drittel der Zusatznutzen durch die Einführung des Stundentaktes, während sich zwei Drittel der Verbesserung aus dem Aufbau eines besseren Liniennetzes herleiten. Das optimierte Angebot beinhaltet nicht nur das aktuelle TGV-Netz, sondern auch heute vernachlässigte klassische Zuglinien, die wirtschaftliches Potential haben. Das Gewicht von Paris wird zu Gunsten seines Vorortsschienennetzes reduziert, da – wie sich herausstellte – Umstiege zwischen Pariser Bahnhöfen eine erhebliche Erhöhung des Fahrwiderstandes verursachen. Die hier entwickelte Methodik kann als Entscheidungshilfe dienen, da sie die Auswirkungen politischer bzw. unternehmerischer Entscheidungen darstellen kann. Die bis 2019 in Frankreich geplante Öffnung des nationalen Schienenpersonenverkehrs für die Konkurrenz ist eine Chance, für neue Akteure im SPFV, die die von der SNCF vernachlässigten Marktlücken nutzen können. Dafür ist jedoch die Unterstützung des Staates notwendig, der zumindest die Anpassung des Schienennetzes an das optimierte Angebot und damit eine nachhaltige Netzqualität finanzieren sollte. ; The success of railroad high-speed traffic in France for over thirty years is undisputed. In parallel to the development of the TGV, connections with classic long-distance trains have been neglected, i.e. reduced or preventively dismantled. Therefore, French long-distance traffic has come under criticism: In the last decades the quality of long-distance connections has been downgraded for a wide range of middle cities not connected to the TGV-network. The definition of an index of attractiveness and with it the determination of criteria of quality for long-distance traffic enables an evaluation of long-distance offers. By means of this index of attractiveness a current offer can be upgraded purposefully: An optimal offer is amongst all profitable offers the most attractive. This methodology has been developed in this study and used to design an optimized offer for long-distance traffic in France with a one hour interval timetable, since an interval timetable upgrades the usability of a railway network and is also a solution for a financially optimized development of passenger railway traffic. The optimized offer provides a uniform connection of the cities to the long-distance railway network upgrading the attractiveness of long-distance traffic in France by 16.6 %. One third of the additional benefit is a result of the introduction of the interval timetable, while two thirds of the improvement are a result of a better network. The optimized offer does not only coincide with the TGV-network but also with classic lines that are neglected today in spite of their profitable potential. The weight of Paris has been reduced in favor of the suburbs network because – as it has been proven – transfers between main stations of Paris increase the travel resistance significantly. This developed methodology can be used as decision-making support as it can show the consequences of political and corporate decisions. The opening of national long-distance traffic in France by 2019 is a chance for new stakeholders to fill the market gaps abandoned by the SNCF. The support of the state by financing at least the adaptation of the railway network to the optimized offer and therefore a sustainable network quality, is however inevitable. ; Le succès du transport ferroviaire à grande vitesse en France depuis plus de trente ans est indiscutable. Parallèle au développement du TGV, les liaisons par trains grandes lignes classiques ont cependant été délaissés, c'est-à-dire réduites voir supprimées. Le transport de voyageurs grandes lignes français est ainsi critiqué, car la qualité des dessertes ferroviaires de nombreuses villes moyennes s'est dégradées ces dernières décennies. La définition d'un indice d'attractivité et ainsi la détermination de critères de qualité pour une offre ferroviaire grandes lignes offre la possibilité d'évaluer des offres grandes lignes. A l'aide de l'index d'attractivité, une offre actuelle peut en outre être améliorée de manière ciblée : Une offre optimale est définie comme l'offre ferroviaire rentable ayant la plus grande attractivité. La méthode est développée dans cette étude puis employée pour la construction d'une offre ferroviaire grandes lignes optimisée pour la France sur la base d'un cadencement horaire, puisque le cadencement optimise l'utilisation du réseau ferroviaire et est ainsi une solution pour un développement du transport ferroviaire de voyageurs à coûts optimisés. L'offre élaborée ici offre une desserte plus homogène des villes et améliore ainsi l'attractivité du transport ferroviaire grandes lignes en France de 16,6 %. Le cadencement est responsable pour un tiers de l'amélioration de l'offre, tandis que les deux tiers restant sont dus à un meilleur réseau de lignes. L'offre optimisée ne couvre pas seulement le réseau TGV actuel, mais également des relations classiques aujourd'hui délaissées, qui ont pourtant un potentiel commercial. Le poids de Paris est réduit au profit de son réseau de banlieue, car – comme cela a été prouvé – les changements entre les gares parisiennes entraînent une hausse importante du coût ressenti du trajet. Le modèle développé ici peut être utilisé comme outil d'aide à la décision, car il montre les conséquences des décisions politiques ou managériales. L'ouverture du transport national de voyageurs en France jusqu'en 2019 est une chance pour de nouveaux acteurs, de s'emparer des marchés délaissés par la SNCF. Le soutien de L'État est pour cela cependant indispensable, car l'État doit au moins financer l'adaptation du réseau ferroviaire à l'offre optimisée et ainsi une qualité de réseau durable.

RESUMEN: El presente trabajo analiza el informe PISA desde un punto de vista metodológico, estadístico y formal, así como las afirmaciones que a partir de dicho informe publica la prensa nacional. En primer lugar se analiza el informe desde un punto de vista formal, recogiéndose en el trabajo los errores de tratamiento de datos o presentación de los mismos que a juicio del autor no se esperaría encontrar en un informe de estas características. En segundo lugar se analizan los métodos con los que PISA obtiene sus datos, poniendo de manifiesto los fallos de diseño del estudio. Por último, el trabajo finaliza con un análisis de las informaciones publicadas por los medios de comunicación a la vista del informe PISA 2015 para, a partir de todo lo anterior, llegar a discernir si el mencionado informe tiene alguna utilidad para poder implementar políticas educativas en general y para el sistema educativo en particular. ; ABSTRACT: This essay analyses the PISA assessment from a methodological, statistical and formal point of view, analyzing also the national press point of view over the subjects contained in the PISA 2015 assessment. Firstly, a formal analysis of the PISA survey will be conducted in order to find the data treatment or presentation errors. Later on, the methods followed in the PISA survey in order to obtain data will be taken under consideration, making the design flaws of the study appear. Finally, this essay analyzes the informations published by the national media. Стаття присвячена аналізу українських національних архетипів та їх сучасній актуалізації. Архетипи є основами людського буття, окреслюючи місце людини в просторі, часі, історії. Національні ж архетипи відображають етнонаціональні аспекти культури і є сутнісними характеристиками нації. Актуальність дослідження українських архетипів зумовлена питанням їх осучаснення у зв'язку з новими реаліями, в яких розвивається українське суспільство та українська культура. Ці реалії в ХХІ столітті мають негативний характер, пов'язаний з кризою культури та духовності на фоні політичних та економічних проблем. Звернення до національних архетипів – це можливість віднайти себе в етичному вимірі (на рівні окремої людини), в національному (на рівні співвідношення себе із своїм народом, своєю нацією, традиціями) і в світовому (що проявляє себе у співвідношенні національного українського менталітету з загальносвітовими, універсальними цінностями). ; This paper presents the analysis of Ukrainian national archetypes and their contemporary actualization. Archetypes are the foundations of human existence, outlining place of man in space, time and history. National archetypes reflect ethnic aspects of culture and are essential characteristics of a nation. The research of Ukrainian archetypes is relevant to the issue of their modernization according to the new realities, in which Ukrainian society and Ukrainian culture develop. These realities in the 21st century have a negative nature, which is associated with the crisis of culture and spirituality in the background of political and economic problems. An appeal to national archetypes is an opportunity to find oneself in ethical (at the individual level), national (in attitude to one's own people, nation and traditions) and global (in relation between Ukrainian national mentality and global universal values) dimensions.

In line with the European Council Conclusions of 17 June 2010, in which the Europe 2020 Strategy for smart, sustainable and inclusive growth was adopted, the European Union and the Member States are committed ever since to do what is necessary to achieve economic growth in the terms that were explained there. To this end, in the current 2014-2020 programming period, the European Structural and Investment Funds (EIE) have been designed so that the Member States have to focus their investment priorities in line with the 5 long-term European objectives set the aforementioned Strategy: research and innovation; climate change and energy; the job; The education; and poverty reduction. ; En consonancia con las Conclusiones del Consejo Europeo del 17 de junio de 2010, en las que se adoptó la Estrategia Europa 2020 para un crecimiento inteligente, sostenible e integrador , la Unión Europea y los Estados miembros están comprometidos desde entonces a hacer lo necesario para conseguir un crecimiento económico en los términos que allí quedaron explicitados. A tales efectos, en el actual período de programación 2014-2020 los Fondos Estructurales y de Inversión Europeos (EIE) se han diseñado para que los Estados miembros tengan que centrar sus prioridades de inversión en línea con los 5 objetivos europeos que a largo plazo fija la citada Estrategia: la investigación y la innovación; el cambio climático y la energía; el empleo; la educación; y la reducción de la pobreza.

Nowadays, indoor air quality is considered as a public health concern, as demonstrated by the legislation proposal of concentrations guidelines for pollutants such as volatile organic compounds (VOC). Thus, according to the French Agency for Environmental and Occupational Health Safety (AFSSET) recommendations, measurements of VOCs emitted by building materials and sampling strategies were standardized. However, these laboratory-based methods are less suitable to on-site measurements. The VOCs sources identification, necessary to indoor air quality diagnosis, needs rapid and simple sampling tools. An alternative, based on the coupling of an emission cell (FLEC*) with a passive sampling strategy using SPME (solid phase microextraction) was considered. This methodology was developed using standard gas of model VOCs (hydrocarbons, terpenese, oxygenated compounds, .) and reached detection limits in the order of μg.m-3 (GC-MS) and quantification limits (GC-FID) around 10 mg.m-3. The analytical performances of this method allowed its application to different building materials (carpet, wood panel and PVC), demonstrating its ability to perform rapid screenings of the emitted VOCs and to determine 96 % of the compounds listed in the AFSSET protocol. Finally, as an example, a whole building was studied, illustrating the feasibility to use the FLEC*-SPME system on-site to characterize the major sources of VOCs from building materials. ; La qualité de l'air intérieur est maintenant reconnue comme une question de santé publique, notamment avec la proposition de valeurs guides de concentrations pour des polluants tels que les composés organiques volatils (COV). Ainsi, suite aux consignes émises par l'Agence Française pour la Sécurité Sanitaire de l'Environnement et du Travail (AFSSET), des stratégies d'échantillonnage et de mesure des COV émis par les matériaux de construction ont été définies dans un contexte normatif. Ces méthodes, dédies au contrôle en laboratoire, sont peu adaptées aux mesures sur site. L'identification des sources de COV, indispensable au diagnostic de la qualité de l'air intérieur, nécessite donc des outils de prélèvement simples et rapides. Une alternative, basée sur le couplage d'une cellule d'émission (FLEC*) avec un prélèvement passif par SPME (micro-extraction sur phase solide) a donc été envisagée. Le développement de cette méthodologie a été effectué sur des atmosphères étalons de COV modèles (hydrocarbures, terpènes, composés oxygénés, .), permettant ainsi de déterminer des limites de détection de l'ordre du μg.m-3 (GC-MS) et des concentrations quantifiables (GC-FID) au-delà de 10 mg.m-3. Les performances de cette méthode ont permis son application à différents matériaux (moquette, panneau de bois et PVC), montrant ainsi la possibilité d'effectuer un rapide screening des COV émis, mais aussi de déterminer 96 % des composés d'intérêt définis par le protocole AFSSET. Enfin, l'étude d'un immeuble de bureaux a montré la faisabilité de l'utilisation sur site du couplage FLEC*-SPME pour caractériser les principales sources de COV provenant des matériaux de construction présents.

Nowadays, an efficient management tool is necessary for any public manager. Several OECD member states have adopted a performance measurement approach for public management, called Performance Budgeting. The French government has chosen to concretize PB by introducing a legal framework named ≪Loi Organique relative aux Lois de Finances≫ (LOLF), voted in 2001. The ambition of this law is to reform the management of the state and its components, i.e., the way public money is used by each of its entities. This reform aims to establish a more rational and efficient management of public spending. To meet these requirements, these organizations must define a service management strategy and implement a performance measurement system to assess the results obtained. By their very nature, public service organizations are affected by the problems inherent in services (i.e., a sometimes vague definition of the very notion of service, difficulties in modeling and controlling the service activity, strong interaction with the user that makes the service difficult to evaluate, etc.) in addition to being subject to the organic law on finance laws. The result is a complexity in analyzing and understanding what public services are and how to rationalize them. This proposal is based on a representation of the service through a model necessary for the framing of the service activity.This dissertation is divided into five chapters.In the first chapter, we will present the evolution of the approaches of performance measurement adapting to the changes that occurred since the beginning of the century.
