Over eight days in May and August 2019, and May, June, July, and September 2020 the Center for Archaeological Research (CAR) at the University of Texas at San Antonio conducted archaeological monitoring in advance of the planned construction of a 3,000 square foot, five-story addition for the San Antonio Light and Print Building Project located in downtown San Antonio, Bexar County, Texas. CAR was contracted by GrayStreet Partners to monitor the mechanical excavation of seven holes for piers to support an elevated walkway and mechanical trenching for the installation of utilities and a 6.1 m emergency vehicular ingress and egress easement ramp leading to a future underground parking area. The project is privately funded and located on privately owned property between Broadway Street, McCullough Avenue, N. Alamo Street, and 4th Street in downtown San Antonio. As a result, the project was not subject to regulatory review by the Texas Historical Commission (THC). The project area is within the National Register of Historic Places (NRHP) San Antonio Downtown and River Walk Historic District, which adjoins three other NRHP Historic Districts: Alamo Plaza, Main and Military Plaza, and La Villita. The project is subject to regulatory review by the City of San Antonio (COSA) Office of Historic Preservation (OHP) under the COSA Unified Development Code (Article 6 35-630 to 35-634). Dr. Paul Shawn Marceaux, CAR Director, served as the Principal Investigator and managed the project until his departure from CAR, at which time Dr. Raymond Mauldin took over the Principal Investigator role. Jason Brian Perez served as the Project Archaeologist. The project area was 0.47 hectare (1.15 acres). CAR monitored the mechanical drilling of the first two pier holes, it was determined that the starting elevation was approximately 4.5 m below the original ground surface, in culturally sterile sediments. The drilling of the remaining five holes was not monitored. The initial trench excavation for the easement ramp was completed without notifying CAR. A nineteenth-century privy/trash pit feature was identified in the trench wall by CAR archaeologists, and diagnostic artifacts, dating from 1870-1900, were recovered from the backfill. The privy/trash pit feature was associated with the property owned by the Hagans family from 1859-1895, and it was designated as site 41BX2362. CAR recommends that site 41BX2362 is not eligible for NRHP or for listing as a State Antiquities Landmark (SAL). The CAR recommends no additional testing within the project area and that development proceed. In the event that additional construction reveals archaeological deposits, work should cease, and the City Archaeologist of the COSA-OHP should be notified. COSAOHP concurred with these recommendations. All recovered artifacts were offered to the landowner. Because the landowner failed to respond to several requests, CAR made the decision to curate selected diagnostic artifacts and discard the remainder. All collected artifacts are documented in the CAR's collection management database. Selected diagnostic artifacts collected from the feature and all project documentation, including photographs, field forms, and a copy of this report were prepared for curation according to THC guidelines. The artifacts and records are permanently curated at the CAR repository as accession file 2266.

Terracon Consultants, Inc. (Terracon) was retained by the Dallas Park and Recreation Department (Client) to conduct a mechanical trenching survey at 607 Corbin Street, the location of the proposed West End Square Park in Dallas, Dallas County, Texas. This location is within the Westend National Register Historic District, designated in 1978. Since the proposed undertaking will occur on land owned or controlled by a political subdivision of the State of Texas, this project was subject to the Antiquities Code of Texas (Texas Natural Resources Code, Title 9, Chapter 191). This project was conducted under Antiquities Permit #9218. Jenni Kimbell served as Principal Investigator and Michael Hogan served as the Project Archeologist. Project records will be submitted for curation at the Center for Archaeological Studies at Texas State University, San Marcos. Artifacts collected during the course of the investigation were not unique or of particular scientific or historic value. A request to discard all artifacts collected was submitted to the THC on September 11, 2020 and received concurrence on September 28, 2020. Accordingly, all artifacts collected will be discarded. The proposed project area comprises an area of approximately 0.78 acre, most of a city block. Between January 6 and January 10, 2020, Terracon archeologists monitored the excavation of five exposures, or "blocks," to the bottom of historical-era deposits and five trenches, within those blocks, to soils that appear to predate human activity in the New World. The historical-era deposits appear to be resting on, or in, these ancient soils. These excavations revealed evidence of historical-period use of the project area but only one partially intact feature (Feature 3) that can be specifically related to any of the features depicted on contemporary Sanborn Fire Insurance maps. Seven other features represent either more recent concrete walkways or foundations or are difficult to interpret as belonging to any mapped historical-period structures. Site 41DL555, which encompasses the majority of the project area and represents multiple overlapping and inseparable components and includes Feature 3, was registered with the Texas Archeological Research Laboratory. Terracon recommends this site as not eligible for listing as a SAL or for inclusion on the NRHP due to its lack of potential to provide new information about any of the industries or residences represented by the site, or about the Westend Historic District. The site does not meet the criteria for eligibility for either of these distinctions. No prehistoric cultural material was identified. Based on the lack of intact cultural deposits, it is Terracon's opinion that no deposits associated with archeological sites eligible for listing as State Antiquities Landmarks (SALs) or for inclusion on the National Register of Historic Places (NRHP) are present within the project area and that no further archeological investigation is needed. In the event that human remains, historic properties, or buried cultural materials are encountered during construction or disturbance activities, work should cease in the immediate area but can continue where no cultural materials are present. Terracon, the Texas Historical Commission's (THC's) Archeology Division, or other proper authorities should be contacted.

But it also exposes the same vulnerability for the way Amazon, Apple, Facebook, Google, Microsoft, Netflix, and other Internet giants publish data. We are all in this data-rich world together. And we all need to find solutions to the problem of how to publish information from these data while still providing meaningful privacy and confidentiality protections to the providers. Fortunately for the American public, the Census Bureau's curation of their data is already regulated by a very strict law that mandates publication for statistical purposes only and in a manner that does not expose the data of any respondent--person, household or business--in a way that identifies that respondent as the source of specific data items. The Census Bureau has consistently interpreted that stricture on publishing identifiable data as governed by the laws of probability. An external user of Census Bureau publications should not be able to assert with reasonable certainty that particular data values were directly supplied by an identified respondent. Traditional methods of disclosure avoidance now fail because they are not able to formalize and quantify that risk. Moreover, when traditional methods are assessed using current tools, the relative certainty with which specific values can be associated with identifiable individuals turns out to be orders of magnitude greater than anticipated at the time the data were released. In light of these developments, the Census Bureau has committed to an open and transparent modernization of its data publishing systems using formal methods like differential privacy. The intention is to demonstrate that statistical data, fit for their intended uses, can be produced when the entire publication system is subject to a formal privacy-loss budget. To date, the team developing these systems--many of whom are in this room--has demonstrated that bounded \epsilon-differential privacy can be implemented for the data publications from the 2020 Census used to re-draw every legislative district in the nation (PL94-171 tables). That team has also developed methods for quantifying and displaying the system-wide trade-offs between the accuracy of those data and the privacy-loss budget assigned to the tabulations. Considering that work began in mid-2016 and that no organization anywhere in the world has yet deployed a full, central differential privacy system, this is already a monumental achievement. But it is only the tip of the iceberg in terms of the statistical products historically produced from a decennial census. Demographic profiles, based on the detailed tables traditionally published in summary files following the publication of redistricting data, have far more diverse uses than the redistricting data. Summarizing those use cases in a set of queries that can be answered with a reasonable privacy-loss budget is the next challenge. Internet giants, businesses and statistical agencies around the world should also step-up to these challenges. We can learn from, and help, each other enormously.

As a member of the League of European Research Universities (LERU), the Universitas 21 consortium and the Russell Group, we value and cultivate partnerships and collaborations as second nature, and seek to be recognised among the world's top universities. These are interesting times for us, not least from Open (and data-driven) Science perspectives. In May 2018 the LERU Rectors Assembly assembled in Edinburgh, where they collectively endorsed LERU's Roadmap for Open Science; a movement which requires considerable alterations to traditional researcher behaviours, and increasingly balancing intellectual investment and ownership of research with "the common good." More recently, in August the UK Prime Minister and the Scottish First Minister met at the University to launch the Edinburgh and South East Scotland City Region Deal, a £1.3bn investment package designed to increase the contribution of research, data analytics expertise and graduate skills to the region's economy, ultimately aiming to make Edinburgh "the data capital of Europe." The timing of these developments provides a challenge, however, as Edinburgh, Scotland and the rest of the UK prepare to leave the European Union in the Spring of 2019. In an ideal world Science and Scholarship would be independent of political shifts, focused as they are on ideals of universal truth, but the means via which research is funded, performed and disseminated are necessarily grounded in political reality. Edinburgh's default responses to the changes and challenges we face are to influence them positively – or mitigate them proactively – wherever we can, and to prepare ourselves for their impact where we cannot do otherwise. The University's newly integrated Research Data Support (RDS) team is a cornerstone of our institutional Digital Research Services. We aim to provide holistic, responsive, tailored and researcher-focused support to the University community, helping collectively meet contemporary expectations in scholarly communications, including Open Science requirements to make data (and code) available alongside publications to enable their conclusions to be reproduced. The RDS has published a Roadmap for ongoing development, and alongside other infrastructural and support units such as the Scholarly Communications and Research Information Systems functions – and together with the externally focused infrastructure, advocacy and skills development centres that Edinburgh hosts, such as the Digital Curation Centre and the Software Sustainability Institute – we are a key component of the University's broader Open Science strategy. In this presentation we will describe and discuss Edinburgh's Open Science environment and approaches, within the broader landscape of changing expectations, political risks and scientific and societal opportunities. We will discuss the benefits and challenges of Open approaches within and beyond the Sciences, and the challenges involved in turning the European Commission's "as open as possible, as closed as necessary" dictum into reality, including outreach and skills development activities. Finally we will look at the University's current RDS Roadmap, and consider how this might develop and adapt in the exciting (and potentially turbulent) years ahead.

The outcome of that first event, the Aligning National Approaches to Digital Preservation volume, documented some of the most promising areas for future collaborative engagements between national and international digital preservation efforts (the volume is this years winner of the Society of American Archivists Preservation Publication award). Additional work in aligning international digital preservation efforts took place at the ANADP workshops hosted in Singapore (iPRES 2012) and Amsterdam (IDCC 2012). The Action Assembly ANADP II differs in intent and structure from other digital preservation conferences and meetings. Its primary purpose is not to encourage information sharing, but rather to foster and support sustained global networks of influence and action. Alignment in this context is a lightweight mechanism for cooperation. Alignments are formed around small or modular problems that are directly related to the participants own specific needs and interests. ANADP II will be easy to get involved with, participate in, or define new activities within. The ANADP II Action Assembly will consist of four components. Panel Discussions: Attendees will engage actively with panelists in conversations around three broad alignment themes: Community Alignment, Resource Alignment, and Capacity Alignment. ANADP II will be a highly participatory event in which stakeholders will engage in facilitated discussions and action sessions to produce a set of concrete outcomes for the extended digital preservation community in three areas: Community Alignment, Resource Alignment, and Capacity Alignment. These specific action outcomes will include an international tools/services registry, a framework for applying OAIS to Distributed Digital Preservation methodologies, a catalogue of education and training opportunities, and quantitative data gathering around digital preservation costs. history ANADP II will build on a strong foundation. The ANADP community first gathered in Estonia in 2011 with delegates from more than 20 nations to explore a series of targeted opportunities to align efforts in digital preservation. The outcome of that first event, the Aligning National Approaches to Digital Preservation volume, documented some of the most promising areas for future collaborative engagements between national and international digital preservation efforts (the volume is this years winner of the Society of American Archivists Preservation Publication award). Additional work in aligning international digital preservation efforts took place at the ANADP workshops hosted in Singapore (iPRES 2012) and Amsterdam (IDCC 2012). The Action Assembly ANADP II differs in intent and structure from other digital preservation conferences and meetings. Its primary purpose is not to encourage information sharing, but rather to foster and support sustained global networks of influence and action. Alignment in this context is a lightweight mechanism for cooperation. Alignments are formed around small or modular problems that are directly related to the participants own specific needs and interests. ANADP II will be easy to get involved with, participate in, or define new activities within. The ANADP II Action Assembly will consist of four components. Panel Discussions: Attendees will engage actively with panelists in conversations around three broad alignment themes: Community Alignment, Resource Alignment, and Capacity Alignment. Action Sessions: Attendees will participate in action sessions that demonstrate the powerful impact a concentrated alliance can have. There will be two tracks around each alignment theme, and attendees will select the track to/from which they feel they have the most to contribute/learn. Funder Presentations: Attendees will hear from representatives of funding groups that are interested in supporting cross-national digital preservation projects. Patio Perspectives: Attendees will help to identify and develop new alignment projects that those participating in this international event can pursue together. The purpose of ANADP II is to encourage collaboration among existing organizations and demonstrate what can be achieved through these informal alliances. ANADP II will foster a stronger international community of engagement and practice.

Overall objectives or goalMany health data linkage ecosystems across the world have designed and implemented secure data analysis environments as one of their controls to protect patient privacy and confidentiality. These have been shaped by local legislation and data governance policies, available IT infrastructure and resources, and the skills and imagination of their architects. However, at present their various features and functionalities have not been reviewed, synthesised or contrasted. Burton et al [1] have proposed 12 criteria for Data Safe Havens in health and healthcare, which they conceptualise broadly as encompassing data governance and ethics, quality and curation of data repositories, and data security. Under this definition, secure analysis environments, which may or may not be integrated with data repositories, are a component of a Data Safe Haven, addressing the criterion "Appropriate secure access to individually identifying data". To guide those building and operating these environments, and data custodians and stewards who need to assess their fitness-for-purpose, it would be of great value to discuss and agree an aggregate term (e.g. "Secure Data Lab") that describes them, and to develop a more detailed set of criteria for what entails "Appropriate secure access" to linked health data.
The goal of this session is to describe and document the approaches that have been taken by flagship secure data analysis environments internationally, including their approaches to authentication, assigning permissions, managing the ingress and egress of files and auditing transactions, and their responses to emerging opportunities, including cloud computing and national and international data sharing. We will explore how the interplay of physical, technical and procedural controls have been combined to create existing models, and the extent to which these can balance each other and be applied with flexibility depending on perceived risk and regimes.
Session structurePrior to the session, we will develop a draft set of criteria for "Appropriate secure access" to linked health data. The session will comprise presentations describing existing secure analysis environments against the draft criteria, followed by a facilitated discussion. Complementing genome sequence with deep transcriptome and proteome data could enable more accurate assembly and annotation of newly sequenced genomes. Here, we provide a proof-of-concept of an integrated approach for analysis of the genome and proteome of Anopheles stephensi, which is one of the most important vectors of the malaria parasite. To achieve broad coverage of genes, we carried out transcriptome sequencing and deep proteome profiling of multiple anatomically distinct sites. Based on transcriptomic data alone, we identified and corrected 535 events of incomplete genome assembly involving 1196 scaffolds and 868 protein-coding gene models. This proteogenomic approach enabled us to add 365 genes that were missed during genome annotation and identify 917 gene correction events through discovery of 151 novel exons, 297 protein extensions, 231 exon extensions,192 novel protein start sites,19 novel translational frames, 28 events of joining of exons, and 76 events of joining of adjacent genes as a single gene. Incorporation of proteomic evidence allowed us to change the designation of more than 87 predicted "noncoding RNAs" to conventional mRNAs coded by protein-coding genes. Importantly, extension of the newly corrected genome assemblies and gene models to 15 other newly assembled Anopheline genomes led to the discovery of a large number of apparent discrepancies in assembly and annotation of these genomes. During the spring of 2004, the Center for Archaeological Research (CAR) of The University of Texas at San Antonio conducted data recovery excavations at site 41PR44 on Fort Wolters. The site had been surveyed and tested by the Texas Archeological Research Laboratory (Brownlow 2001; Brownlow et al. 1999). The results of that testing suggested that the site contained a high density of burned rock features, chipped stone, and bone that dated to the Late Prehistoric period, with additional material possibly dating to the Late Archaic. Based on the testing, site 41PR44 was recommended as eligible for inclusion on the National Register of Historic Places under Criterion D. The site has been directly impacted by military traffic, and secondary erosion associated with a dirt road that cut through the center of the site has further damaged 41PR44. As continued use and maintenance of the road would result in continued erosion of the significant deposits, and as avoidance of this site area was not possible, CAR was contracted by the Adjutant General's Office of the Texas Military Forces to develop a data recovery plan that targeted critical data from the Late Prehistoric, and potentially earlier, occupations. That plan was produced in early 2004, and field work was undertaken in March and April. The work was conducted under a Memorandum of Agreement (MOA) between the Texas Military Forces and the Texas Historical Commission. CAR personnel excavated 46 shovel and hand-auger tests, 24 1-x-1-m units, and cut four backhoe trenches. We defined 12 thermal features in the field, but subsequent analysis reduced this number to three. A variety of artifacts were collected, including large quantities of sandstone and limestone rock, a variety of lithic tools, 883 pieces of chipped stone debitage, sediment samples, and small quantities of bone, charcoal, and mussel shell. We identified several occupation periods at the site, including use of the location during the Late Prehistoric and Late Archaic periods, as well as earlier Archaic use. The distribution of projectile points, as well as the assessment of context by the project geoarchaeologists, demonstrated that several areas of the site were mixed. Nevertheless, we were able to isolate Late Prehistoric, Late Archaic, and Archaic age deposits that were used to explore a variety of research areas, including aspects of subsistence, chipped stone technology, and feature technology. While limited by less than ideal temporal resolution and low recovery rates, the analysis of the 41PR44 data provides a basic description of archaeological material for this understudied portion of Texas. Following laboratory processing and analysis, and in consultation with both the Texas Military Forces and the Texas Historical Commission, selected samples and certain classes of materials collected from 41PR44 were discarded. This discard was in conformance with Texas Historical Commission guidelines. Material disposed of included all sandstone and limestone rock collected from non-feature contexts, as well as roughly 75% of all feature rock. All sediment samples not associated with features were discarded as were all metal items. All remaining archaeological samples collected by CAR, along with all associated documents, notes, and photographs, were prepared for permanent curation at the Texas Archaeological Research Laboratory in Austin.
