The League of Red Cross and Red Crescent Societies has a long tradition of development work. At every new stage the objectives set are therefore not simply the outcome of a purely intellectual process, but are reviewed and adapted in the light of this tradition.

This article describes how the development of a distinct Red Cross and Red Crescent Identity will improve the Movement's ability to work in conjunction with other humanitarian actors and provide increased flexibility for the wider humanitarian response system. The establishment of such a unified identity will arise from the coordination of different Movement components that must work together in one region in conflict. This kind of coordination is achieved through operational frameworks that can mobilize and manage resources to 'prevent and alleviate human suffering.' For instance, the Movement is governed by a set of main policies guiding international operations known as the Statutes of the Movement. The Statutes set out the means by which assistance can best be delivered where it is needed, and the 7 guiding principles of Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity, and Universality. The emblems of the red cross and the red crescent are both the strength and the weakness of the Movement. They are its strength because, being the visible and respected symbols of relief to war victims, over the past 125 years they have enabled the Movement to provide protection, assistance and human warmth to millions of wounded persons, prisoners, families and children during the most terrible conflicts mankind has ever known. They are the strength of our Movement because all over the world the image they convey is one of humanity and compassion.
