This paper studies the possibility of using financial regulation that prohibits the use of money substitutes as a tool for mitigating the adverse effects of deviations from the Friedman rule. When inflation is not too high regulation aimed at eliminating money substitutes improves welfare by economizing on transaction costs. The gains from regulation depend on the distribution of income and the level of direct taxation. The area under the demand for money curve is equal to the welfare cost of inflation only when there are no direct taxes and no proportional intermediation cost: otherwise, the area under the demand curve overstates the welfare cost of inflation when money substitutes are not important and understates the welfare cost when money substitutes are important.

This report by the Independent Evaluation Group (IEG) summarizes the experiences of and draws lessons from the country program evaluations of four natural resource-rich countries: the Plurinational State of Bolivia, Kazakhstan, Mongolia, and Zambia. It concludes that although the challenges identified in these countries are not unique, they manifest themselves with particular intensity in three closely interrelated areas that need to be defined and structured as a coherent strategy: (i) management of revenues from an exhaustible resource; (ii) growth and employment in the non-extractive sectors, and (iii) inclusive growth and reduction of poverty. Overall, looking at the four resource-rich countries in this evaluation, one does not see the World Bank Group as having a consistent framework for engagement, driven by the defining characteristics of these countries—their rich endowment with non-renewable natural resources and dependence on revenues from their exploitation. Each of the four stories evolved in a unique way that depended on how the country teams decided to react to differing country circumstances. The main challenge for the Bank Group in these countries today is how to stay relevant and competitive, as its value proposition is no longer its financial resources, but its knowledge and global experience, which may call for a more modest scope of interventions while keeping the focus on key challenges.

During the last decade, the microfinance sector in MENA has caromed from crisis to crisis. Some were caused by problems within the sector itself (Morocco crisis), while others were a product of the political instability that has gripped the region since the beginning of what was known then as the Arab Spring (early 2011). Within this context, this publication was developed as a joint collaboration between IFC's MENA Microfinance Advisory Team and Sanabel, the Microfinance Network of Arab countries. It adopts the same methodology as the Global Microfinance Banana Skin and focuses on the main risks facing the industry in the Arab World today as seen by a broad range of stakeholders, from donors to microfinance institutions to regulators.

Global alliance for vaccines and immunization (GAVI) is the third largest multilateral in the health sector. It has a single-purpose mandate, to increase access to immunization in poor countries. The World Bank is a founding partner to GAVI and remains a major partner, particularly at a financial level by supporting operations of two major innovative financial mechanisms on its behalf. The Bank's most significant contribution is a key role in the establishment and management of two innovative financing mechanisms (International Finance Facility for Immunisation (IFFIm) and Advanced Market Commitment (AMC)) that have contributed one-third of GAVI's financial resources from 2000 to 2010. The relationship with GAVI has been collegial and constructive in countries where there is engagement, but in many countries the Bank is not substantially involved in immunization. This review concludes that the status quo leaves organizational synergies untapped, and that stronger Bank involvement, drawing on its strengths in sustainable funding for immunization, addressing inequities in access to immunization, investments in health systems strengthening, and donor coordination in health can help achieve greater development results.

Background. Many Ukrainian authors noted that an innovative System of Palliative and Hospice Care (PHC) and Social Services for Palliative Care (SSPC) the creation and implementation are the most important medical and social tasks of the Government and society in Ukraine today which appreciate the civilization and humanity of our state and society. PHC are a modern patient-family-oriented humanitarian approach that contributes to the preservation of the human dignity of palliative care patients (PCP) and can ensure the proper quality of life of PCP and their relatives. According to the WHO and the Council of Europe Committee of Ministers Recommendations, palliative care should be one of the priorities of the Health Care Government Policy in the European region. The purpose of the study: the "Program of palliative care in an outpatient setting in Dnipro City for 2018-2021" the implementation analysis. Materials and methods. The work used national and international legal documents and literature sources, data from medical statistics, methods of systemic and structural-functional analysis, bibliosemantic and statistical research methods. Results. The international and national legal documents and scientific literature a content analysis showed that in accordance with modern approaches and standards, PHC is provided taking into account the PCP and its family members needs, wishes and consent, depending on medical, demographic, socio-economic and cultural ethnic features of the region. A comparative analysis of the PHC state in Ukraine and Dnipro City showed some regional features, in particular, the significant need to provide PHC and SSPC to patients at home and the need and ensure a mechanism of cooperation between primary health care physicians, inpatient health care and social care institutions to develop. In 2017, the "Program of outpatient palliative care in Dnipro City for 2018–2021" (hereinafter - the Program) was developed and approved at the City Council session, which allowed the PHC and SSPC multidisciplinary and interagency approaches implementation, effective interdepartmental coordination, cooperation and the continuity of PHC and SSPC to ensure. The Multidisciplinary Mobil Specialized Palliative Care Team has been working in close contact with family doctors and social workers in the city since June 2019. As part of the Program, PCP are provided with medicines, technical and other means of care and rehabilitation free of charge or on preferential terms. In addition, the Palliative Care Team provides PCP, if indicated, oxygen concentrators and anti-decubitus mattresses. The Program creates points for renting medical care for PCP (wheelchairs, walkers, anti-decubitus mattresses, crutches, etc.), as well as providing patients with medical care at home (urine and feces, diapers, etc.). In 2020, UAH 300,000 was allocated from the Program budget for the Palliative Care Team with medical equipment, medicines and rehabilitation technical means complete set. In total, it is planned to allocate over UAH 40 million from the Dnipro City Budget for the Program implementation. Conclusions. 1. Thus, today in Dnipro City the Comprehensive Palliative Care System at home is implemented due to co-financing from the State Budget and due to the "Program of palliative care in outpatient conditions in Dnipro City for 2018-2021", approved by the Dnipro City Council the deputies. 2. An important condition for comprehensive provision of the Dnipro City population needs in PHC and SSPC is the Dnipro City Council support to create a modern accessible, high-quality and efficient PHC and SSPC service, which an effective interagency coordination, continuity and cooperation between health care providers and social care institutions provides, Multidisciplinary Mobil Specialized Palliative Care Team creation and development of in each the city district, the coordination and continuity of inpatient PHC in the city health provides. 3. There is both the Government support and municipal or regional budgets support for PHC Programs in many developed countries. The international PHC standards and experience implementation can significantly the provision of needs and the quality of life of both PCP and their families improve. ; Актуальність. У роботах багатьох українських авторів зазначено, що сьогодні в Україні створення і впровадження інноваційної системи паліативної та хоспісної допомоги (ПХД) та служби соціальної послуги з паліативного догляду (СППД) є одним з найважливіших медико-соціальних завдань уряду і суспільства, за яким у сучасному світі оцінюють цивілізованість та гуманність нашої держави і суспільства. Саме ПХД є сучасним пацієнт-сім'я-орієнтованим гуманітарним підходом, який сприяє збереженню людської гідності паліативних пацієнтів (ПП) і може забезпечити належну якість життя ПП і їх рідних. Згідно з рекомендаціями ВООЗ та Комітету міністрів Ради Європи, паліативна допомога повинна стати одним з пріоритетних напрямів політики урядів у галузі охорони здоров'я в Європейському регіоні. Мета дослідження: аналіз виконання «Програми надання паліативної допомоги в амбулаторних умовах у м. Дніпрі на 2018–2021 роки». Матеріали та методи. У роботі були використані національні та міжнародні нормативно-правові документи і літературні джерела, дані медичної статистики, методи системного та структурно-функціонального аналізу, бібліосемантичні та статистичні методи дослідження. Результати. Контент-аналіз міжнародних та національних нормативно-правових документів і наукової літератури засвідчив, що відповідно до сучасних підходів та стандартів, ПХД надається з урахуванням потреб, побажань і згоди ПП та членів його родини, залежно від медико-демографічних, соціально-економічних та культурно-етнічних особливостей регіону. Порівняльний аналіз стану надання ПХД в Україні та в м. Дніпрі засвідчив деякі регіональні особливості, зокрема, значну потребу надання ПХД і СППД пацієнтам вдома та необхідність розробки і забезпечення механізму співпраці лікарів первинної ланки медичної допомоги, стаціонарних ЗОЗ та закладів соціальної опіки. У 2017 р. була розроблена та затверджена на сесії міської ради «Програма надання паліативної допомоги в амбулаторних умовах у м. Дніпрі на 2018–2021 роки» (далі – Програма), яка дозволила забезпечити впровадження мультидисциплінарних і міжвідомчих підходів, ефективну міжвідомчу координацію, співпрацю та наступність надання ПХД і СППД. Виїзна бригада спеціалізованої паліативної допомоги працює в місті з червня 2019 р. у тісному контакті із сімейними лікарями і соціальними працівниками. У рамках реалізації Програми ПП забезпечуються ліками, технічними та іншими засобами догляду і реабілітації безоплатно або на пільгових умовах. Крім того бригада забезпечує ПП, за наявністю показань, концентраторами кисню та противопролежневими матрацами. Крім того, в рамках міської Програми створюються пункти прокату засобів медичного догляду за ПП (інвалідні візки, ходунки, протипролежневі матраци, милиці тощо), а також забезпечення хворих засобами медичного догляду вдома (сечо- й калоприймачами, підгузками тощо). У 2020 р. з бюджету міської Програми на комплектацію бригади медичним обладнанням, медикаментами й технічними засобами реабілітації було виділено 300 тис. грн. Загалом на реалізацію Програми з міського бюджету заплановано виділити понад 40 млн грн. Висновки. 1. Таким чином, сьогодні в м. Дніпрі завдяки співфінансуванню з Державного бюджету і за рахунок «Програми надання паліативної допомоги в амбулаторних умовах у м. Дніпрі на 2018–2021 роки», що затверджена депутатами Дніпровської міської ради, впроваджується система комплексної допомоги ПП вдома. 2. Важливою умовою комплексного забезпечення потреби населення м. Дніпра у ПХД та СППД є підтримка Дніпровською міською радою створення сучасної доступної, якісної та ефективної служби ПХД і СППД, яка забезпечує ефективну міжвідомчу координацію, наступність і співпрацю між ЗОЗ та закладами соціального захисту населення за рахунок створення та розвитку мультидисциплінарних спеціалізованих виїзних бригад ПХД вдома у кожному районі міста, забезпечує координацію та наступність надання стаціонарної ПХД у ЗОЗ міста. 3. У багатьох розвинених країнах світу існує як державна підтримка, так і системне цільове програмне забезпечення надання ПХД за рахунок муніципальних або регіональних бюджетів. Впровадження міжнародних стандартів та досвіду ПХД може значно покращити забезпечення потреб та підвищити якість життя як самих ПП, так і членів їх сімей.

Riječ uredništvaČlanstvo Republike Hrvatske u Europskoj uniji, sve veća globalizacija, kao i globalne klimatske promjene, utječu i na hrvatske šume i šumarstvo. Iako u EU, koja ima 43% površine pod šumom, ne postoji zajednička politika EU-a za šume u razdoblju od 2014. do 2020. godine, postojala je Nova strategija za šume: za šume i sektor koji se temelji na šumama. Europska komisija usvojila je i objavila u srpnju ove godine Novu EU strategiju za šume do 2030. Nova strategija se nadovezuje na Strategiju biološke raznolikosti EU do 2030. Smatra se ključnom za ostvarivanje ciljeva Europskoga zelenog plana, što podrazumijeva smanjenje emisija stakleničkih plinova za najmanje 55 % do 2030. i klimatske neutralnosti do 2050. godine. Pomaže i ispunjavanje ciljeva EU-a za povećanje uklanjanja CO2 prirodnim ponorima prema Zakonu o klimi. Strategijom se šumi, šumarima i sektoru koji se temelji na šumi daje središnja uloga u ostvarivanju tih ciljeva. Uz njihovu pomoć očekuje se europski prelazak na moderno, klimatski neutralno, resursno učinkovito i konkurentno gospodarstvo. Strategijom se želi dobiti zdravije, otpornije i bioraznolikije šume koje mogu ispuniti svoje socioekonomske i ekološke funkcije, osigurati opstanak stanovništva u ruralnim područjima, dakako i zapošljavanje te rekreacijske funkcije koje pridonose fizičkom i mentalnom zdravlju građana i na taj način postići najodrživije gospodarenje. Također se želi pomiriti potražnja i sječa šuma u granicama održivosti, postići optimalno korištenje šume s kaskadnim načelom, kao i kružno gospodarstvo. Kaskadno načelo već je ugrađeno u Strategiju EU za šume 2014. – 2020. U skladu s tim načelom drvo se koristi prema sljedećem redoslijedu prioriteta: 1. drvni proizvodi, 2. produljenje njihova vijeka trajanja, 3. ponovna uporaba, 4. recikliranje, 5. bioenergija i 6. odlaganje.Želi se strogo zaštititi sve primarne i stare šume. Europska komisija razvija smjernice o šumarstvu u skladu s prirodom te uključivanje u dobrovoljni program certificiranja "u skladu s prirodom". Potrebno je učiniti sve kako bi se sprječile štete povezane s klimom i povećala otpornost šuma.Strategija predviđa financijske poticaje za vlasnike i upravitelje šuma radi povećanja količine i kvalitete šuma u EU. Komisija je pozvala države članice da uspostave nove sheme plaćanja u okviru Zajedničke poljoprivredne politike. Kao jedan primjer javnih i privatnih programa plaćanja za usluge ekosustava navodi se i hrvatska naknada za korištenje općekorisnih funkcija šuma, koja je u domaćoj javnosti već godinama napadana kao jedan od većih parafiskalnih nameta i nažalost značajno smanjena te šumi više ne doprinosi kao nekada.Europska komisija očekuje što širu raspravu o budućnosti europskih šuma te uključivanje građana i zajednica u sadnju najmanje 3 milijarde dodatnih stabala do 2030. na temelju općeg načela sadnje i rasta pravog stabla na pravom mjestu i u pravu svrhu. Ipak se prirodna sukcesija napuštenih ruralnih područja smatra glavnom silom za povećanje šumskih područja u EU. Donesen je i Plan djelovanja Komisije za provedbu obveze sadnje 3 milijarde dodatnih ­stabala do 2030., a isti se treba početi odvijati od prvog ­tromjesečja 2022. godine. Sve aktivnosti bit će stalno promovirane i praćene, što je ključno za praćenje napretka u postizanju cilja.Na strategiju je bilo osvrta i sa strane korisnika drvne sirovine koji strahuju od smanjenja količina za korištenje, ali i sa strane pobornika veće zaštite okoliša koji smatraju da strategija nije dovoljno jasna i s razrađenim kriterijima praćenja ostvarenja. Već sljedeće godine vidjet će se koliko će usvojene smjernice Europske komisije olakšati provedbu strategije i koliko će utjecati na različite dionike vezane uz šume.Uredništvo ; EditorialThe membership of the Republic of Croatia in the European Union, increasing globalisation and global climate change have a lasting effect on Croatian forests and forestry. Although 43 % of the EU's land area is covered by forests, there was no common EU forest policy for the 2014 – 2020 period. Instead, there was a New Forest Strategy: for forests and the forest-based sector. The European Commission adopted and published a New EU Forest Strategy for 2030 in July of this year. The new strategy continues on the EU Biological Diversity Strategy for 2030. A core part of the European Green Deal, it anticipates a reduction of greenhouse gas emissions by at least 55 % by 2030 and a climate-neutral continent by 2050. It also helps meet EU targets to increase CO2 removal through natural sinks under the Climate Act. The strategy gives forests, foresters and the forest-based sector a central role in meeting these targets. With their help, a European transition to a modern, climate-neutral, resource-efficient and competitive economy is expected. The Strategy aims to obtain healthier, more resilient and biodiverse forests that can fulfil their socio-economic and environmental functions, enable the survival of the population in rural areas, ensure employment, as well as provide recreational functions that contribute to physical and mental health of citizens, thus achieving highly sustainable management. It also aims to reconcile the demand for wood and felling of forests within the limits of sustainability, to achieve optimal use of forests on the cascading principle, as well as a circular economy. The cascading principle has already been incorporated in the EU Forest Strategy for 2014 – 2020. In accordance with this principle, wood is used in the following order of priority: 1. wood products, 2. extension of their shelf life, 3. reuse, 4. recycling, 5. bioenergy, and 6. disposal. The focus is on strict protection of all primary and old forests. The European Commission is developing guidelines on forestry in harmony with nature and inclusion in a voluntary certification programme "in harmony with nature". Every effort should be made to prevent climate-related damage and increase forest resilience.The Strategy sets financial incentives for forest owners and administrators to improve the quantity and quality of EU forests. The Commission has called on member states to adopt new financial schemes within the Common Agricultural Policy. An example of public and private payment programmes for ecosystem services is the Croatian tax levied for non-market forest functions, which has been attacked by the domestic public for years as one of the major parafiscal levies. It has consequently been considerably reduced and does not contribute beneficially to forests as it used to.The European Commission expects a broad discussion on the future of European forests and invites citizens and communities to embrace the pledge to plant at least 3 billion additional trees by 2030 on the basis of the guiding principle: plant and grow the right tree, in the right place, for the right purpose The natural succession of abandoned rural areas is seen as the driving force in the effort to increase forest areas in the EU. The Commission's Action Plan for the implementation of the pledge to plant 3 billion additional trees by 2030 has also been adopted, and the activities should start in the first quarter of 2022. All the activities will be constantly promoted and monitored, which is crucial for monitoring the progress as the planting project unfolds.The strategy has been reviewed by users of wood raw material, who fear the reduction of quantities for use, but also by supporters of stricter environmental protection, who criticize the strategy for not being sufficiently clear and for lacking detailed guidelines for monitoring the achievement. As early as next year we will see to what extent the adopted guidelines of the European Commission will facilitate the implementation of the strategy and how much it will affect the various stakeholders related to forests. Впровадження міжнародних стандартів та досвіду ПХД може значно покращити забезпечення потреб та підвищити якість життя як самих ПП, так і членів їх сімей.

Background. Many Ukrainian authors noted that an innovative System of Palliative and Hospice Care (PHC) and Social Services for Palliative Care (SSPC) the creation and implementation are the most important medical and social tasks of the Government and society in Ukraine today which appreciate the civilization and humanity of our state and society. PHC are a modern patient-family-oriented humanitarian approach that contributes to the preservation of the human dignity of palliative care patients (PCP) and can ensure the proper quality of life of PCP and their relatives. According to the WHO and the Council of Europe Committee of Ministers Recommendations, palliative care should be one of the priorities of the Health Care Government Policy in the European region. The purpose of the study: the "Program of palliative care in an outpatient setting in Dnipro City for 2018-2021" the implementation analysis. Materials and methods. The work used national and international legal documents and literature sources, data from medical statistics, methods of systemic and structural-functional analysis, bibliosemantic and statistical research methods. Results. The international and national legal documents and scientific literature a content analysis showed that in accordance with modern approaches and standards, PHC is provided taking into account the PCP and its family members needs, wishes and consent, depending on medical, demographic, socio-economic and cultural ethnic features of the region. A comparative analysis of the PHC state in Ukraine and Dnipro City showed some regional features, in particular, the significant need to provide PHC and SSPC to patients at home and the need and ensure a mechanism of cooperation between primary health care physicians, inpatient health care and social care institutions to develop. In 2017, the "Program of outpatient palliative care in Dnipro City for 2018–2021" (hereinafter - the Program) was developed and approved at the City Council session, which allowed the PHC and SSPC multidisciplinary and interagency approaches implementation, effective interdepartmental coordination, cooperation and the continuity of PHC and SSPC to ensure. The Multidisciplinary Mobil Specialized Palliative Care Team has been working in close contact with family doctors and social workers in the city since June 2019. As part of the Program, PCP are provided with medicines, technical and other means of care and rehabilitation free of charge or on preferential terms. In addition, the Palliative Care Team provides PCP, if indicated, oxygen concentrators and anti-decubitus mattresses. The Program creates points for renting medical care for PCP (wheelchairs, walkers, anti-decubitus mattresses, crutches, etc.), as well as providing patients with medical care at home (urine and feces, diapers, etc.). In 2020, UAH 300,000 was allocated from the Program budget for the Palliative Care Team with medical equipment, medicines and rehabilitation technical means complete set. In total, it is planned to allocate over UAH 40 million from the Dnipro City Budget for the Program implementation. Conclusions. 1. Thus, today in Dnipro City the Comprehensive Palliative Care System at home is implemented due to co-financing from the State Budget and due to the "Program of palliative care in outpatient conditions in Dnipro City for 2018-2021", approved by the Dnipro City Council the deputies. 2. An important condition for comprehensive provision of the Dnipro City population needs in PHC and SSPC is the Dnipro City Council support to create a modern accessible, high-quality and efficient PHC and SSPC service, which an effective interagency coordination, continuity and cooperation between health care providers and social care institutions provides, Multidisciplinary Mobil Specialized Palliative Care Team creation and development of in each the city district, the coordination and continuity of inpatient PHC in the city health provides. 3. There is both the Government support and municipal or regional budgets support for PHC Programs in many developed countries. The international PHC standards and experience implementation can significantly the provision of needs and the quality of life of both PCP and their families improve. ; Актуальність. У роботах багатьох українських авторів зазначено, що сьогодні в Україні створення і впровадження інноваційної системи паліативної та хоспісної допомоги (ПХД) та служби соціальної послуги з паліативного догляду (СППД) є одним з найважливіших медико-соціальних завдань уряду і суспільства, за яким у сучасному світі оцінюють цивілізованість та гуманність нашої держави і суспільства. Саме ПХД є сучасним пацієнт-сім'я-орієнтованим гуманітарним підходом, який сприяє збереженню людської гідності паліативних пацієнтів (ПП) і може забезпечити належну якість життя ПП і їх рідних. Згідно з рекомендаціями ВООЗ та Комітету міністрів Ради Європи, паліативна допомога повинна стати одним з пріоритетних напрямів політики урядів у галузі охорони здоров'я в Європейському регіоні. Мета дослідження: аналіз виконання «Програми надання паліативної допомоги в амбулаторних умовах у м. Дніпрі на 2018–2021 роки». Матеріали та методи. У роботі були використані національні та міжнародні нормативно-правові документи і літературні джерела, дані медичної статистики, методи системного та структурно-функціонального аналізу, бібліосемантичні та статистичні методи дослідження. Результати. Контент-аналіз міжнародних та національних нормативно-правових документів і наукової літератури засвідчив, що відповідно до сучасних підходів та стандартів, ПХД надається з урахуванням потреб, побажань і згоди ПП та членів його родини, залежно від медико-демографічних, соціально-економічних та культурно-етнічних особливостей регіону. Порівняльний аналіз стану надання ПХД в Україні та в м. Дніпрі засвідчив деякі регіональні особливості, зокрема, значну потребу надання ПХД і СППД пацієнтам вдома та необхідність розробки і забезпечення механізму співпраці лікарів первинної ланки медичної допомоги, стаціонарних ЗОЗ та закладів соціальної опіки. У 2017 р. була розроблена та затверджена на сесії міської ради «Програма надання паліативної допомоги в амбулаторних умовах у м. Дніпрі на 2018–2021 роки» (далі – Програма), яка дозволила забезпечити впровадження мультидисциплінарних і міжвідомчих підходів, ефективну міжвідомчу координацію, співпрацю та наступність надання ПХД і СППД. Виїзна бригада спеціалізованої паліативної допомоги працює в місті з червня 2019 р. у тісному контакті із сімейними лікарями і соціальними працівниками. У рамках реалізації Програми ПП забезпечуються ліками, технічними та іншими засобами догляду і реабілітації безоплатно або на пільгових умовах. Крім того бригада забезпечує ПП, за наявністю показань, концентраторами кисню та противопролежневими матрацами. Крім того, в рамках міської Програми створюються пункти прокату засобів медичного догляду за ПП (інвалідні візки, ходунки, протипролежневі матраци, милиці тощо), а також забезпечення хворих засобами медичного догляду вдома (сечо- й калоприймачами, підгузками тощо). У 2020 р. з бюджету міської Програми на комплектацію бригади медичним обладнанням, медикаментами й технічними засобами реабілітації було виділено 300 тис. грн. Загалом на реалізацію Програми з міського бюджету заплановано виділити понад 40 млн грн. Висновки. 1. Таким чином, сьогодні в м. Дніпрі завдяки співфінансуванню з Державного бюджету і за рахунок «Програми надання паліативної допомоги в амбулаторних умовах у м. Дніпрі на 2018–2021 роки», що затверджена депутатами Дніпровської міської ради, впроваджується система комплексної допомоги ПП вдома. 2. Важливою умовою комплексного забезпечення потреби населення м. Дніпра у ПХД та СППД є підтримка Дніпровською міською радою створення сучасної доступної, якісної та ефективної служби ПХД і СППД, яка забезпечує ефективну міжвідомчу координацію, наступність і співпрацю між ЗОЗ та закладами соціального захисту населення за рахунок створення та розвитку мультидисциплінарних спеціалізованих виїзних бригад ПХД вдома у кожному районі міста, забезпечує координацію та наступність надання стаціонарної ПХД у ЗОЗ міста. 3. Background Noma, also known as cancrum oris, is a gangrenous infection of the oral cavity, which causes widespread orofacial destruction. If untreated, noma has a reported 90% mortality rate within weeks after the onset of first symptoms. Noma progresses through distinct stages defined by the World Health Organisation (WHO); Stage 0: simple gingivitis; Stage 1: acute necrotizing gingivitis; Stage 2: oedema; Stage 3: gangrene; Stage 4: scarring. Stage 5: sequelae. It is unclear how many patients with the early stages of noma will progress to the later stages of disease. Treatment in the early reversible stages with antibiotics, wound debridement and nutritional support greatly reduces morbidity and mortality. Acute noma is most often reported in children aged between two and five years. Many patients who survive the acute stages of the disease suffer into adulthood with disfigurement and disability of varying degrees. Noma is thought to be most prevalent in developing countries in Africa and Asia. Estimates for noma prevalence and incidence vary. In 1998, the WHO estimated an annual incidence of 140,000 cases of acute noma and 770,000 noma survivors living with sequelae. Two Nigerian studies estimated the burden of disease ranged from seven cases per 1,000 children aged between one and 16 years (2003) to 6.4 per 1,000 children (2003). A study from 2019 estimated the period prevalence of noma from 2010 to 2018 was 1.6 per 100,000 population at risk in Nigeria. These estimates are based on expert opinion, number of hospital admissions and retrospectively collected hospital-based data and it is unclear which stages of noma were included. Risk factors for the disease include poor oral hygiene, malnutrition, comorbidities and low socioeconomic status. Despite its ancient history (reported by Hippocrates (460 - 370 BC)), noma-related literature remains mainly confined to case reports and case series. By employing both qualitative and quantitative methods, we sought to examine the biopsychosocial features of noma, its epidemiology and treatment in northwest Nigeria in order to inform advocacy and prevention efforts. The three overarching objectives to fulfil this aim were to assess the distribution of noma among children in northwest Nigeria; identify factors associated with noma (including factors influencing health-seeking behaviour and risk factors for the development of noma) and gain an understanding of the biomedical and non-biomedical care provided to noma patients in this setting. The knowledge gained through this thesis will support the assessment of the need for advocacy around noma, effective resource allocation and the planning of intervention strategies. Methods We conducted a scoping literature review, three quantitative studies (risk factors, outcomes, prevalence) and two qualitative studies (language and beliefs and traditional healing practices) in northwest Nigeria. Data were collected from patient caretakers at the Noma Children's Hospital, hospital staff, children and traditional healers in villages within Sokoto and Kebbi States. Data collection methods included quantitative surveys, oral screenings, anthropometric measurements, quality of life questionnaires, qualitative in-depth interviews and focus group discussions. Consenting adult respondents answered questionnaires and participated in interviews, and where applicable, data was collected from assenting children. Quantitative analyses included descriptive statistics as well as univariable and multivariable risk factor analyses. Qualitative data was manually coded and analysed thematically. Findings We included 74 cases (noma patients presenting at the hospital in the year preceding data collection) and 222 controls (both median age of five years (inter-quartile range 3, 15 years)) in the risk factor study. Vaccination coverage for polio and measles was below 7% in both cases and controls. The multivariable analysis identified the child being fed pap every day (adjusted odds ratio (aOR) 9.8; 95% confidence interval (CI 1.5, 62.7) as a risk factor. The mother being the primary caretaker (aOR 0.08; CI 0.01, 0.5) and the caretaker being married (aOR 0.006; CI 0.0006, 0.5) were protective factors. Of the 37 patients with noma sequelae included in the outcomes study, 21 (56.8%) were male and 22 (62.9%) were aged six years or older. Fifteen patients (40.5%) had two to three surgeries. The most frequently used surgical procedure was a deltopectoral flap (n=16 patients; 43.2%). Trismus was released in 12 patients (32.4%), of these; none had a normal mouth opening at the follow-up visit. Despite this finding, all respondents reported that the surgery had improved their quality of life. In the cross-sectional study assessing the prevalence of all stages of noma, we included 3,499 households and 7,122 children aged <15 years; 4,239 (59.8%) were aged 0 to 5 years. Simple gingivitis was identified in 3.1% (n=181; CI 2.6-3.8), acute necrotizing gingivitis in 0.1% (n=10; CI 0.1-0.3), and oedema in 0.05% (n=3; CI 0.02-0.2). No cases of late-stage noma were detected. Naming of the disease differed between caretakers and healthcare workers in the language and beliefs study. Beliefs about the causes of noma were varied (spirits, animals, insects, previous infections). Noma patient caretakers spoke of the mental health strain due to stigmatization as a key issue. Difficulty in accessing care was evident. A lack of trust in the health system was mentioned as a barrier to care. Traditional healers offered specialised forms of care for specific conditions and referral guidance. They viewed the stages of noma as different conditions with individualised remedies and were willing to refer noma patients. Caretakers trusted traditional healers. Conclusion Social conditions and childhood feeding practices are associated with the occurrence of noma in northwest Nigeria. This thesis has shown that following their last surgical intervention, noma patients do experience some improvements in their quality of life, but continue to face functional challenges that inhibit their daily life. We found many, widely distributed, early-stage noma cases in northwest Nigeria indicating a large population at risk of progressing to the later stages of disease. Caretaker and practitioner perspectives may enlighten efforts to improve case finding, and to understand barriers to accessing health care. Differences in disease naming illustrated the difference in beliefs about the disease. Traditional healers could play a crucial role in the early detection of noma and the health-seeking decision-making process of patients. Intervention programmes should include traditional healers through training and referral partnerships. In conclusion, this thesis provides a unique view of the biopsychosocial features, epidemiology and treatment options for noma in northwest Nigeria. Noma is a disease, which is indicative of a weak health system and socio-economic environments of extreme deprivation. Intervention programmes should include widespread health system improvements that could address a host of risk factors for noma, and simultaneously other childhood diseases. These include increasing access to quality health care (including vaccinations), ensuring effective referral mechanisms, predominantly in rural areas, and the creation of a robust surveillance network. Health financing initiatives would need to be paired with these improvements. Nutritional programs aimed at caretakers of young children and community-based oral health initiatives could be effective mechanisms to curb the number of noma cases. Awareness-building initiatives targeting healthcare workers and community members are necessary to improve the detection and timely management of noma in endemic settings. The combined findings of this thesis highlight the neglected nature of noma and make a strong case for placing noma on the WHO neglected tropical diseases list. This initiative could foster awareness among policy-makers and governments and direct much needed funding to facilitate further research, surveillance and targeted health interventions that would contribute to the eradication of noma.

It is understood among research and policy makers that addressing unsustainable individual consumption patterns is key for the vision of sustainable development. Education for Sustainable Consumption (ESC) is attributed a pivotal role for this purpose, aiming to improve the capacity of individuals to connect to and act upon knowledge, values and skills in order to respond successfully and purposefully to the demands of sustainable consumption. Yet despite growing political, scientific, and educational efforts to foster more sustainable consumption practices through ESC, and increasing awareness about the negative ecological and socio-economic impacts of individual consumer behavior in the general population, little has been achieved to substantially change behavioral patterns so far. As part of the explanation for this shortcoming, it has been argued that current ESC practices have neglected the personal dimension of sustainable consumption, especially the affective-motivational processes underlying unsustainable consumption patterns. Against this background, this cumulative thesis is guided by the question how personal competencies for sustainable consumption can be defined, observed, and developed within educational settings. Special attention is given to mindfulness practices, describing the practice of cultivating a deliberate, unbiased and openhearted awareness of perceptible experience in the present moment. These practices have received growing attention within ESC as a means to stimulate competencies for sustainable consumption. Drawing upon an explorative, qualitative research methodology, the thesis looks at three different mindfulness-based interventions aiming to stimulate competencies for sustainable consumption, reaching out to a total number of 321 participants (employees and university students). In this thesis, I suggests to define personal competencies for sustainable consumption as abilities, proficiencies, or skills related to inner states and processes that can be considered necessary or sufficient to engage with sustainable consumption (SC). These include ethics, self-awareness, emotional resilience, selfcare, access to and cultivation of personal resources, access to and cultivation of ethical qualities, and mindsets for sustainability. It is argued that these competencies directly relate to those challenges individuals face when attempting to consume in a way that corresponds to their sustainability-related intentions or engage in SC-related learning activities. It provides evidence that the cultivation of (some of) these competencies allows individuals to overcome (some of) these challenges. The thesis holds that the observation of personal competencies benefits from a combination of different methodological and methodical angles. When working with self-reports as empirical data, a pluralistic qualitative methods approach can help overcoming shortcomings that are specifically related to individual methods while increasing the self-reflexivity of the research. This is especially important in order to reduce the risk of looking for desired outcomes and misinterpreting statements of the inquired population. This risk can also be diminished by discussing and adjusting interim findings with this population. Moreover, it is suggested to let learners analyze their own personal statements in groups, applying scientific methods. The products of the group analyses represent data based on an inter-subjectively shared perspective of learners that goes beyond self-estimation of personal competencies. In terms of developing personal competencies for SC, it can be concluded that mindfulness practice alone is not sufficient to build personal competencies for SC. While it can stimulate generic personal competencies, individuals do not necessarily apply these competencies within the domain of their consumption. Furthermore, even though the practice increases individuals' self-awareness for current inner states and processes, practitioners do not seem to become aware of and reflect upon the more latent, personal predispositions out of which the current sensations occur. Nevertheless, mindfulness practice can play an important role in ESC, insofar as it lays the inner foundation to engage with sustainability-related issues. More precisely, it allows learners to experience the relevance of their inner states and processes and the influence they have on actual behaviors, leading to a level of selfawareness that would not be accessible solely through discursive-intellectual means. Furthermore, participants experience mindfulness practice as a way to develop ethical qualities and access psychological resources, entailing stronger emotional resilience and improved well-being. In order to unleash its full potential for stimulating personal competencies for SC, however, the findings of the thesis suggest that mindfulness practice should be (a) complemented with methodically controlled self-inquiry and (b) related to a specific behavioral change. In this vein, self-inquiry-based and self-experience-based learning – two pedagogical approaches developed during the period of research for this thesis – turned out to be promising pedagogies for educational settings striving to stimulate the development of personal competencies for SC. Overall, the thesis makes a novel contribution to the field of competency-based ESC by suggesting personal competencies for sustainable consumption as important and desirable learning outcomes of ESC practices Furthermore, it provides specific pedagogies and learning activities in order to achieve these learning outcomes. As such, the thesis answers to general calls from education for sustainable development scholars to take the inner, affective-motivational dimension of individuals into consideration and makes a first suggestion as to how this can be systematically achieved. ; In Wissenschaft und Politik gilt die Förderung nachhaltigen Konsumverhaltens mittlerweile als Schlüssel für die Erreichung des Ziels nachhaltiger Entwicklung. Bildung für nachhaltigen Konsum (BNK) nimmt hierbei eine besonders wichtige Rolle ein, indem sie die Individuen bei der Aneignung und Umsetzung des hierfür notwendigen Wissens, sowie der notwendigen Werte und Fähigkeiten unterstützt. Doch trotz der zunehmenden Anstrengungen von Seiten der Politik, Wissenschaft und Bildung, nachhaltiges Konsumverhalten zu fördern, sowie einem nachweislich wachsendem Bewusstsein in der Bevölkerung für die negativen ökologischen und sozio-ökonomischen Folgen individuellen Konsumverhaltens, hat sich das tatsächliche Konsumverhalten der Menschen bis dato kaum verändert. Dies wird zum Teil damit erklärt, dass aktuelle Umsetzungen von BNK zu wenig auf die persönlichen Dimensionen nachhaltigen Konsums eingehen und sich vor allem zu wenig mit den affektiv-motivationalen Prozessen hinter nicht-nachhaltigen Konsummustern beschäftigen. Vor diesem Hintergrund setzt sich diese kumulative Arbeit damit auseinander, wie persönliche Kompetenzen für nachhaltigen Konsum im Rahmen von Bildungsarbeit definiert, beobachtet und entwickelt werden können. Besondere Aufmerksamkeit wird dabei Achtsamkeitspraktiken gewidmet, also Praktiken zur Einübung bewusster, unbeeinflusster und offener Aufmerksamkeit für die Wahrnehmung der Erfahrungen im gegenwärtigen Moment. Diese Praktiken haben innerhalb der BNK als Mittel zur Förderung von Kompetenzen für nachhaltigen Konsum in den letzten Jahren wachsendes Interesse erfahren. Mithilfe eines qualitativ-explorativen Forschungsansatzes werden im Rahmen dieser Arbeit drei verschiedene achtsamkeitsbasierte Interventionen untersucht, welche zum Ziel hatten, Kompetenzen für nachhaltigen Konsum zu fördern. Insgesamt wurden mit diesen Interventionen 321 Teilnehmende (Studierende und Angestellte) erreicht. Als Ergebnis dieser Arbeit wird vorgeschlagen, personale Kompetenzen für nachhaltigen Konsum als diejenigen Vermögen, Fähigkeiten und Fertigkeiten zu verstehen, die sich auf die inneren Zustände und Prozesse einer Person beziehen, welche für die Beschäftigung mit nachhaltigem Konsum notwendig oder ausreichend sind. Darunter fallen Ethik, Eigenwahrnehmung/Selbstwahrnehmung, emotionale Resilienz, Selbstfürsorge, Zugang und Pflege persönlicher Ressourcen, Zugang zu und Pflege ethischer Qualitäten sowie grundlegende nachhaltigkeitsförderliche Denkweisen. Im Rahmen dieser Arbeit wird argumentiert, dass diese Kompetenzen in direkter Verbindung zu den individuellen Herausforderungen stehen, entsprechend den eigenen nachhaltigkeitsbezogenen Vorhaben zu handeln oder sich mit Themen nachhaltigen Konsums zu beschäftigen. Außerdem werden Hinweise dafür vorgestellt, dass die Aneignung (mancher) dieser Kompetenzen es individuen ermöglicht, (manche) dieser Herausforderungen zu bewältigen. In Bezug auf die Beobachtung personaler Kompetenzen schlägt die Arbeit eine Kombination verschiedener methodologischer und methodischer Perspektiven vor. Insbesondere bei der Beforschung von selbstauskunftbasierten Daten kann ein pluralistischer qualitativer Methodenansatz helfen, Schwächen einzelner Methoden auszugleichen und gleichzeitig die Selbstreflexion der Forschung zu erhöhen. Das ist besonders wichtig, um das Risiko zu verringern, gewünschte Ergebnisse zu produzieren und die Aussagen einer untersuchten Gruppe demgemäß zu interpretieren. Dieses Risiko kann auch dadurch gesenkt werden zwischenzeitlich gefundene Ergebnisse mit der untersuchten Population zu diskutieren und anzugleichen. Außerdem wird vorgeschlagen, die Lernenden selbst mit der Analyse ihrer persönlichen Aussagen in Gruppen und unter Verwendung wissenschaftlicher Methoden zu betrauen. Die Produkte dieser Gruppenanalysen ergeben Daten, die eine intersubjektiv geteilte Perspektive der Lernenden reflektieren und über die Selbsteinschätzung personaler Kompetenzen hinausgehen. In Bezug auf die Entwicklung personaler Kompetenzen für nachhaltigen Konsum wird zusammenfassend festgestellt, dass Achtsamkeitspraktiken allein nicht ausreichen. Zwar können sie allgemein personale Kompetenzen fördern, diese werden aber von den Individuen nicht zwangsläufig im Rahmen ihres Konsumverhaltens angewandt. Während sie außerdem die Selbstwahrnehmung der Teilnehmenden für ihre inneren Zustände und Prozesse fördern, scheinen diese dadurch nicht automatisch bewusster gegenüber ihren eher latenten, persönlichen Dispositionen zu werden, die zu den jeweiligen Empfindungen führen. Nichtsdestotrotz können Achtsamkeitspraktiken eine wichtige Rolle innerhalb der BNK spielen, da sie dazu beitragen können, die inneren Grundlagen für eine Auseinandersetzung mit nachhaltigkeitsbezogenen Themen zu schaffen. Indem sie Lernenden erlauben, die Relevanz innerer Zustände und Prozesse sowie deren Einfluss auf tatsächliches Verhalten zu erfahren, ermöglichen sie eine Stufe der Selbstwahrnehmung, die nicht durch diskursiv-intellektuelle Lernaktivitäten allein zugänglich ist. Außerdem erleben Teilnehmende die Achtsamkeitspraktiken als Möglichkeiten, ethische Qualitäten auszubilden sowie Zugang zu psychologischen Ressourcen zu finden und somit mehr emotionale Resilienz und Zufriedenheit zu erlangen. Um ihr volles Potenzial für die Förderung personaler Kompetenzen für nachhaltigen Konsum auszubilden, legt diese Arbeit jedoch nahe, Achtsamkeitspraktiken (a) mit methodisch kontrollierter Selbstbeforschung und (b) an spezifische Verhaltensänderungen anzubinden. Selbstbeforschendes und selbsterfahrungsbasiertes Lernen – zwei pädagogische Ansätze, die im Rahmen dieser Arbeit entwickelt wurden – haben sich hierfür als vielversprechende Bildungsansätze herausgestellt, die die Förderung personaler Kompetenzen für nachhaltigen Konsum ermöglichen. Zusammenfassend bietet diese Arbeit einen neuartigen Beitrag zum Forschungsfeld der kompetenzbasierten BNK, indem sie personale Kompetenzen für nachhaltigen Konsum als wichtige und wünschenswerte Lernziele für BNE hervorhebt. Außerdem liefert sie spezifische pädagogische Ansätze und Lernaktivitäten für die Erreichung dieser Lernziele. Somit antwortet diese Arbeit auf den allgemeinen Appell einiger ForscherInnen zu Bildung für nachhaltige Entwicklung, innere affektiv-motivationale Dimensionen stärker zu berücksichtigen, und macht einen ersten Vorschlag dazu, wie dies systematisch umgesetzt werden kann.

For today there is a far of the publications sanctified to soviet history of 1930th. However basic attention in them is spared there are 1937-1939 to strengthening of the totalitarian mode and repressions. And the problems of combating crime have received little attention.Research aim. Taking into account insufficient worked out of theme, an author put an aim to itself to light up the role of militia in counteraction to some types of criminality in the second half 1930th. This range of problems is wide enough, that is why we specially did not investigate some of directions of activity of militia at this time, in particular fight against gangsterism, counteract to economic criminality and role of militia in repressions 1937-1938, as it is an object other our scientific researches.Research methodology. The fundamental methodological principle of the study for the author was historicism. We tried to study the processes, events and facts in chronological order, taking into account the then socio-political situation. The method of comparison allowed to consider the general and special in activity of militia of different regions of the republic and differences in counteraction to different types of crimes.The scientific novelty of the article is that for the first time in the historical literature it reveals the activities of the police in combating crime in the second half of the 1930s., related to improving the work of investigators, district inspectors.In the article basic directions of activity of militia are exposed in relation to counteraction to some types of crimes in Ukraine, in the second half of 1930th. In this time a "liberal" period made off relatively in history of soviet legislation.It was considered that in connection from completion of building of socialism in the USSR the main causations of crime, related to the inheritance of, are czarism on the whole removed, and the pore of the most rapid liquidation of criminality came, although at this time appeared and new types of crimes : 1. crimes related to the passport system (imitation, sale and purchase, theft of passports); 2. violation of charter of agricultural artel, violation of soviet and of a collective farm democracy; 3.sabotage of Stakhanovsky motion, pursuit ofStakhanov' s men.New Constitution of the USSR was accepted in 1936, and in 1937 is new Constitution of Ukraine. For them wide rights for soviet citizens were proclaimed, but in reality they were not realized, becoming illustration to neglect of law and law and order.However would be an overstatement to consider that there was complete legal anarchy and raging of criminality in the state .Conclusions. In the second half 1930th a militia, without regard to mass repressions and certain vagueness of fate of many workers, continued counteraction to criminality. Certain attention was spared to the improvement of work of investigators, district inspectors, secret-service-informative work, bringing in of public to counteraction to criminality. In the total it was succeeded to attain some reduction of general level to criminality. ; На сегодняшний день имеется значительное количество публикаций, посвященных советской истории 1930-х годов, однако основное внимание в них уделяется усилению тоталитарного режима и репрессиям 1937-1939 гг., а проблемы борьбы с преступностью занимают незначительное место. Цель исследования. Учитывая недостаточную разработанность темы, автор поставил своей целью раскрыть роль милиции в противодействии некоторым видам преступности во второй половине 1930-х гг. Эта проблематика является достаточно широкой, потому мы специально не исследовали некоторые из направлений деятельности милиции в это время, в частности борьбу против бандитизма, противодействие экономической преступности и роль милиции в репрессиях 1937-1938 гг., поскольку это является предметом других наших научных разведок. Методология исследования. Основополагающим методологическим принципом исследования для автора был историзм. Мы пытались исследовать процессы, события и факты в хронологической последовательности, с учетом тогдашней общественно-политической ситуации. Метод сравнения позволил рассмотреть общее и особенное в деятельности милиции разных регионов республики и отличия в противодействии разным видам преступлений. Научная новизна статьи заключается в том, что в ней впервые в исторической литературе раскрыта деятельность милиции относительно противодействия преступности во второй половине 1930х гг. Дальнейшее развитие получили вопросы, которые касаются уголовно-правовой доктрины советского государства этого времени, методов работы милиции, дополнены материалы, связанные с усовершенствованием работы следователей, участковых инспекторов. В статье раскрыты основные направления деятельности милиции относительно противодействия некоторым видам преступлений в УССР во второй половине 1930-х годов. В это время закончился относительно "либеральный" период в истории советского законодательства. Считалось, что в связи с завершением строительства социализма в СССР главные причины преступности, связанные с наследием царизма, в целом устранены, и пришла пора быстрейшей ликвидации самой преступности, хотя в это время появились и новые виды преступлений: 1. преступления, связанные с паспортизацией (подделка, продажа и покупка, кража паспортов); 2. нарушение устава сельскохозяйственной артели, нарушения советской и колхозной демократии; 3.саботаж стахановского движения, преследования стахановцев. В статье показано, как осуществлялось противодействие хулиганству, наркомании, кражам, как менялось отношение к преступности несовершеннолетних и методы борьбы с ней. В1936 году была принята новая Конституция СССР, а в 1937 г. новая Конституция УССР. В них провозглашались широкие права советских граждан, но в действительности они не реализовывались, став иллюстрацией к пренебрежению закона и правопорядка. Однако было бы преувеличением считать, что в государстве была полная правовая анархия и разгул преступности. Выводы. Во второй половине 1930-х гг.милиция, невзирая на массовые репрессии и некоторую неопределенность судьбы многих своих сотрудников, продолжала противодействие преступности. Определенное внимание уделялось улучшению работы следователей, участковых инспекторов, агентурно-информационной работе, привлечению общественности к противодействию преступности. В итоге удалось достичь некоторого уменьшения общего уровня преступности. ; Сьогодні є значна кількість публікацій, присвячених радянській історії 1930-х років, проте основна увага в них приділяється посиленню тоталітарного режиму та репресіям 1937-1938 років, а проблеми боротьби зі злочинністю посідають незначне місце. Мета дослідження.Враховуючи недостатню розробленість теми, автор поставив собі за мету висвітлити роль міліції в протидії деяким видам злочинності у другій половині 1930-х рр.Ця проблематика є достатньо широкою, тому ми спеціально не досліджували деякі з напрямів діяльності міліції в цей час, зокрема боротьбу проти бандитизму, протидію економічній злочинності та роль міліції в репресіях 1937-1938 рр., оскільки це є предметом інших наших наукових розвідок. Методологія дослідження.Засадничим методологічним принципом дослідження для автора був історизм.Ми намагалися відстежувати процеси, події і факти у хронологічній послідовності з урахування тогочасної суспільно-політичної ситуації. Метод порівняння дозволив розглянути загальне й особливе в діяльності міліції різних регіонів республіки та відмінності у протидії різним видам злочинів. Наукова новизна статті полягає в тому, що в ній уперше в історичній літературі розкрито діяльність міліції щодо протидії злочинності у другій половині 1930х рр. Набули подальшого розвитку питання, які стосувалися кримінально-правової доктрини радянської держави цього часу, методів роботи міліції, доповнено матеріали, пов'язані з удосконаленням роботи слідчих, дільничних інспекторів.У статті розкрито основні напрями діяльності міліції щодо протидії деяким видам злочинів в УРСР у другій половині 1930-х років. У цей час закінчився відносно «ліберальний» період в історії радянського законодавства. Вважалося, що у зв'язку із завершенням будівництва соціалізму в СРСР головні причини злочинності, пов'язані зі спадщиною царизму, в цілому усунені і настав час якнайшвидшої ліквідації самої злочинності, хоча саме тоді з'явилися і нові види злочинів: 1. злочини, пов'язані з паспортизацією (підробка, продаж і купівля, крадіжка паспортів); 2. порушення статуту сільськогосподарської артілі, порушення радянської і колгоспної демократії; 3.саботаж стаханівського руху, переслідування стаханівців. У статті показано, як здійснювалася протидія хуліганству, наркоманії, крадіжкам, як змінювалося ставлення до злочинності неповнолітніх і методи боротьби з нею. 1936 року була прийнята нова Конституція СРСР, а 1937 р. – нова Конституція УРСР. У них проголошувалися широкі права радянських громадян, але насправді вони не реалізовувалися, ставши ілюстрацією до зневажання закону і правопорядку. Проте було б перебільшенням вважати, що в державі була повна правова анархія та розгул злочинності. Висновки. У другій половині 1930-х рр.міліція, незважаючи на масові репресії та певну невизначеність долі багатьох своїх працівників, продовжувала протидію злочинності. Певна увага приділялася поліпшенню роботи слідчих, дільничних інспекторів, агентурно-інформаційній роботі, залученню громадськості до протидії злочинності. У результаті вдалося досягти певного зменшення загального рівня злочинності.

The League of Women (Liga Kobiet), until 1949 operating under the name of the Socio-Civic League of Women (Społeczno-Obywatelska Liga Kobiet), was a mass women's organisation functioning in the Polish People's Republic. Throughout the whole period, one of the priorities set by the organisation was to build up its mass character and, thus, to influence different social, professional and environmental groups of Polish women, fitting into the general agenda of implementing the communist regime in Polish society. Most League of Women's members were also members to the Polish United Workers' Party. The League of Women tried to play a role of a "utilitarian" organisation, supporting in a genuine and diverse way the Polish women's environment. The period between 1945 and 1975 was the first stage of organisation's activity; in the communist Polish People's Republic it was a period of "isolation" of the Polish society from the Western world and of a significant influence of the Soviet Union's policy on the social relations in the country. The League of Women was an example of an East European women's organisation in the communist era. ; Liga Kobiet, działająca do 1949 r. pod nazwą Społeczno-Obywatelska Liga Kobiet, była masową organizacją kobiecą działającą w PRL. Przez cały okres jednym z priorytetów organizacji było budowanie jej masowego charakteru, a tym samym wpływanie na różne grupy społeczne, zawodowe i środowiskowe Polek, wpisujące się w ogólny program wdrażania reżimu komunistycznego w polskim społeczeństwie. Większość członkiń Ligi Kobiet należała również do Polskiej Zjednoczonej Partii Robotniczej. Liga Kobiet starała się odgrywać rolę organizacji "utylitarnej", wspierającej w sposób autentyczny i różnorodny środowisko Polek. Lata 1945–1975 to pierwszy etap działalności organizacji; w PRL był to okres izolacji polskiego społeczeństwa od świata zachodniego i znaczącego wpływu polityki Związku Sowieckiego na stosunki społeczne w kraju. Access to health care is an important component of an overall health system and a major indicator of growth. Health care planning and Geographic Information System (GIS) are two relevant fields that depend upon spatial data. GIS plays an essential role in helping public health organizations to understand population health and make decisions with the powerful tools and situation that GIS technology provides. The purpose of the study to investigated the spatial distribution of health care centers in Minna, Nigeria with a view to use Geographic Information System (GIS) technique in health care management and planning. The method is a qualitative research that is used in making decisions in order to have a strong understanding of government policies and programs. Beyond the many uses of a GIS in health applications, the greatest power of a GIS lies in its ability to integrate information from disparate sources. Traffic disturbances and poor road network were observed to be the major factors militating against effective health care facilities location in the study area. Визначаються їх взаємна субординація, суб'єктна та об'єктна складові, со- ціально-політична роль. Вказується на складний характер становлення обох систем, недостатнє розуміння політичними лідерами та громадянами їх структури та призначення. ; Problem setting. National Security of Ukraine as a state of protection of the vital in- terests of man, society and the state is based on two main systems – the national security system it self and the system of ensuring national security. At the same time, the majority of Ukrainian citizens have insufficient knowledge about the systemic principles of na- tional security. This has negative consequences for practical activities on ensuring the national security of Ukraine. Further scientific research in this area and their bringing to the general public of specialists involved in the sphere of national security will become necessary.Recent research and publications analysis. The issues of the national security of Ukraine (including the systemic principles of its provision) have been raised in the writings of numerous authors. Among them, in particular, are V. Gorbulin, O. Vlаsyuk, V. Goro- venko, О. Dzoban, B. Parаhonsky, G. Sytnik, M. Trebin. The specialists of the National Academy of Public Administration under the President of Ukraine (Y. Melnyk, V .Abramov,S. Borisyevich, A. Datsyuk, V. Kyrylenko, V. Mandragelia, R. Marutyan, etc.) work fruit- fully in this area. At the same time, an urgent need is an increase in author's teams that are concerned with the national security of Ukraine in terms of Russia's aggression against Ukraine and the transformation of national security in the key factor of Ukraine's state survival.Paper objective. To reveal the essence, structure, target direction of the national se- curity system and the system of ensuring national security. Determine the socio-political subordination of these systems. Determine the subjects of national security, which are partof both systems. Determine the normative and legal support of the activities on ensuring the national security of Ukraine.Paper main body. The study of the national security sphere of any country requires the use of methodological tools, built on the basis of systematic analysis of complex social processes. Below we will discuss two key systems directly involved in securing society, the state, the citizen: a) the national security system and b) the system of ensuring na- tional security. The national security system is an open, dynamic social system, the main purpose of which is to create conditions for the realization of national interests, to ensure the integrity of society and the state. Its constituent elements are the nation, national interests, national values, activities for their protection, national security as a state of protection of national interests, as well as the challenges, threats and dangers of destruc- tive influence.The activities of society, state, citizens in protecting (defending, promoting) national interests takes place in various spheres, the total number of which depends on the spe- cific historical conditions of the country's development, the format of the challenges and dangers facing it, the experience of security activities, etc. In the Ukrainian legislation, the areas of ensuring national security recognized internal political, foreign policy, mili- tary, social, humanitarian, economic, scientific and technological, informational, environ- mental, as well as the areas of state security, civil protection of the population, security of the state border. Thus, Ukraine's national security is the protection of state sovereignty, territorial integrity, democratic constitutional order and other national interests of Ukraine from real and potential threats.Depending on the tasks that need to be resolved in the process of securing national security, a formal part of the national security and the national security system (public authorities, security forces, etc.) and an informal part (civil society institutions, citizens, mass media, etc.) can be singled out.Depending on the subject of national security, which plays a leading role in the analysis of national security factors and when adopting the appropriate management decision, one can consider the national, state and public subsystems of the national secu- rity and the national security system, which mutually complement and control in a certain way one another.Under the system of ensuring the national security of Ukraine in the broad sense, one should understand a set of theoretical and methodological, regulatory, informational and analytical, organizational and managerial, intelligence, counterintelligence, operational search, personnel, scientific and technical, resource and other measures aimed at minimi- zation threats and dangers, guaranteeing the development of national interests, spiritual and material well-being of the people of Ukraine and the effective functioning of the system of national security of Ukraine.The main purpose of the system of ensuring the national security of Ukraine is to achieve the goals of national security. The main function of this system is to ensure bal- anced coexistence of the interests of the individual, society and the state through monitor- ing, diagnosis, detection and identification, prevention and termination, minimization and neutralization of the internal and external threats and threats.The subjects of ensuring the national security of Ukraine are the President of Ukraine, the Parliament of Ukraine, the Cabinet of Ministers of Ukraine, the National Security and Defense Council of Ukraine, ministries and other central executive authorities, the Na- tional Bank of Ukraine, courts of general jurisdiction, the Prosecutor's Office of Ukraine, the National Anti-Corruption Bureau of Ukraine, local state administrations and local self-government bodies, the Armed Forces of Ukraine, the Security Service of Ukraine, the External Intelligence Service of Ukraine, the State Border Guard Service of Ukraine and other officers formations formed in accordance with the laws of Ukraine; bodies and units of civil protection, as well as citizens of Ukraine, associations of citizens. These bodies are part of both systems.In this regard, with regard to the power structures of the state used the term "military organization of the state", which in modern terms changed to the security and defense sector. March 14, 2016, the Decree of the President of Ukraine approved the Concept of Development of the Security and Defense Sector of Ukraine. Another public-management innovation is the proposal to periodically conduct a comprehensive review of the security and defense sector.Case for the implementation of the decisions. Success depends on the activity and purpose of the state and society during the practical implementation of security-defense strategies and programs.Conclusions of the research. The system of national security in Ukraine demonstrates the wide-ranging causal relationships between the nation and the need to secure its secu- rity in a modern globalized world that continuously generates diverse challenges, threats and dangers. This system, based on national interests and values, is a more complex en- tity than a system of ensuring national security. This explains the complexity of the reflec- tion of the systemic principles of the national security of Ukraine from the side of not only the general population, but also the existing politics.Both systems are in a state of dynamic development. They did not acquire the final forms. This could not have happened due to the complexity of the processes of nation- building in modern Ukraine, the lack of certainty of national interests, the superficial nature of their legal consolidation, and the lack of experience (traditions) of ensuring the national security of independent Ukraine.Legislation on national security and defense of Ukraine is gaining more and more Western character. An indication of this is the active use of the term «security and defense sector» instead of the "military organization of the state". ; Исследуются базовые системные образования в сфере национальной безопас- ности и обороны – система национальной безопасности и система обеспечения национальной безопасности.
