Am 1. Januar 2022 übernimmt Deutschland die G7-Präsidentschaft. Der 1975 ins Leben gerufene Zusammenschluss von sieben führenden demokratischen Industrienationen hat wieder an Bedeutung gewonnen, seit Donald Trump nicht mehr US‑Präsident ist. Von der Biden-Administration kommen wichtige Impulse wie die "Foreign Policy for the Middle Class". Dieser Ansatz basiert auf einer klaren Prämisse: Ohne breite Unterstützung aus der Mitte der Gesellschaft sind auch etablierte Demo­kratien wie die USA nicht davor geschützt, von populistischen Bewegungen unter­miniert zu werden. Die Regierung in Washington folgert daraus, dass Innen- wie Außenpolitik künftig stärker an den Interessen der Mittelklasse auszurichten sind. Dies gilt auch mit Blick auf die zahlreichen Krisen, die die G7-Staaten bewältigen müssen, von der Corona-Pandemie über den Klimawandel bis zu geopolitischen Her­ausforderungen durch autoritäre Regime wie China und Russland. Die deutsche Präsidentschaft könnte dazu einen spezifischen Beitrag leisten - mit einer Initiative für strategische Vorausschau im multilateralen Rahmen der G7. (Autorenreferat)

Der britische Premierminister Boris Johnson ist vom 11. bis 13. Juni Gastgeber der Staats- und Regierungschefs sechs anderer führender Industrieländer (Deutschland, Frankreich, Italien, Japan, Kanada, die USA). Brisanz hat dieser G7-Gipfel im eng­lischen Cornwall insofern, als Johnson die Frage der künftigen Zusammenarbeit mit China zu einem der Kernthemen gemacht hat. Die Schwerpunktsetzung zeigt sich schon an der Liste der zusätzlich eingeladenen Länder: Australien, Indien, Südkorea und Südafrika. Die Bildung einer breiten Allianz gegen das zunehmend aggressiv auf­tretende China gewinnt mit dem G7-Gipfel an Dynamik. Die deutsche Außenpolitik hat in dessen Vorfeld mehrfach auf die wirtschaftliche Bedeutung Chinas hingewiesen und gerät zusehends in die Rolle eines Außenseiters, der aus ökonomischen Inter­essen an der Zusammenarbeit mit einem totalitären Staat festhält. International audience ; The literature on special interest groups emphasizes two main influence channels: campaign contributions and informational lobbying. We introduce a third channel: providing information about the credibility of political rivals. In particular, nongovernmental organizations (NGOs) often aim to communicate scientific knowledge to policymakers, but industry‐backed groups often attempt to undermine their credibility. We extend a standard signaling model of interest‐group lobbying to include fixed costs of policymaker action and show that these costs make possible two mechanisms for creating doubt about the value of policy action. The first uses Bayesian persuasion to suggest the NGO may be a noncredible radical. The second involves creating an opposition think tank (TT) that acts as a possible radical, not a credible moderate. We show that the TT cannot always implement the Bayesian persuasion benchmark, and we characterize how optimal TT design varies with exogenous parameters.

The Soviet-German non-aggression pact, signed on August 23, 1939, the se-cret additional protocol to it and the subsequent agreements between the USSR and Germany have for many years been in the focus of attention of the Russian and for-eign public. Interest in these documents takes on a special political significance on the eve of the jubilee dates, and the consequences of the 1939 Soviet-German agreements continue to affect the relations of modern Russia with Poland, Ukraine, and the Baltic countries. Summary to achieve a better financial situation for students from Loyola Andalucía University, specifically from Campus de Córdoba, Spain, it is important to take into account the costs involved in pursuing a bachelor's degree, in this case in administration. A measurement tool of 21 items on expenditure, income, savings, budget and expenditure control was applied for students enrolled at the university and in the course of the course of the 2015-B calendar. The research work showed the variables and results. The student, in an empirical manner, performs the administration for his or her economics, based on his income, which does not necessarily come from his own source of work. Finally, it analysed how it administers and what the financial planning strategies it carries out. ; Resumen Para lograr una mejor situación financiera en los estudiantes de la Universidad Loyola Andalucía, específicamente del Campus de Córdoba, España, es importante tener en cuenta los gastos que implica cursar una licenciatura, en este caso en Administración. Se aplicó un instrumento de medición de 21 ítems sobre gastos, egresos, ahorro, presupuesto y control de gastos para estudiantes inscritos en la universidad y en la carrera en cuestión durante el calendario 2015-B. El trabajo de investigación mostró las variables y resultados. El estudiante, de manera empírica, lleva a cabo la administración respecto de su economía, basada en sus ingresos, los cuales no necesariamente provienen de una fuente propia de trabajo. Finalmente, se analizó cómo administra y cuáles son las estrategias de planeación financiera que lleva a cabo.

Summary The role of rules of probative weight is to introduce a hierarchy among the available evidence when taking a decision. That article refutes the two premisses of the argument that those rules are an unjustified privilege for the State administration, when it uses rules which attribute probative value to audit reports and other evidence in the context of its power to impose penalties. Those premisses are, on the one hand, an application — whether indiscriminate or nuanced — of criminal guarantees to administrative proceedings and, on the other hand, conceptual confusion between those rules and other categories of evidence, such as presumptions, the burden of proof and the rules of corroboration. This work shows that the two scenarios are not supported, since the first premiss depends on a political issue which is still open to debate — and which now seems to be inclined towards a design of guarantees specific to the administrative headquarters — while the latter reveals a categorical imprecision between different dogmatic figures, which originates from the Chilean legislation itself. In addition to the above, the work shows how the risks posed by the use of these weight-of-evidence rules can be controlled in the context of the administration's procedural privileges. ; Resumen La función de las reglas de peso probatorio es introducir una jerarquía entre las evidencias disponibles a la hora de tomar una decisión. Summary This article addresses the role of rural municipalities and feligreses in supporting clergy, worship and pastoral in curates in the south of the bonaeran campaign. The emergence of municipalities, in the extensive rural landscape of Buenos Aires (1854), was central to the government administration, but also to the territorial expansion and consolidation of the diocesan Church. The main focus of the study is on the official regulations that established relations between municipalities and parishes and on the practices that supported worship and religion in these local spaces. The aim is to contribute to the study of ecclesiastical centralisation processes in the 19th century. ; Resumen Este artículo aborda el papel que tuvieron las municipalidades y las feligresías rurales en el sostenimiento del clero, el culto y la pastoral, en los curatos del sur de la campaña bonaerense. La aparición de las municipalidades, en el extenso escenario rural de Buenos Aires (1854), resultó central para la administración gubernamental, pero también para la expansión territorial y consolidación de la Iglesia diocesana. El estudio se concentra principalmente en las reglamentaciones oficiales que establecieron las relaciones entre las municipalidades y las parroquias y en las prácticas que sustentaron el culto y la religión en estos espacios locales. Summary. This work carried out a study on the development of the field of state, administration and public policies in Latin America based on processes of autonomy, institutionalisation, professionalisation and disciplinary specialisation. The actors (individuals), institutions (educational and research institutions), production of the area and the establishment of thematic academic networks were analysed. To this end, we conducted interviews and collect information from magazines, bachelor's and postgraduate courses in official databases and pages of professional associations. An overview of this process in the region was built to highlight progress in Argentina, Brazil and Mexico on the basis of these dimensions, and to make an overall assessment of the sub-area in Latin America by discussing the concept rooted in the literature on the relative backwardness of the field. ; Resumen En este trabajo se realizó un estudio sobre el desarrollo del campo de Estado, administración y políticas públicas en América Latina a partir de los procesos de autonomización, institucionalización, profesionalización y especialización disciplinar. Se analizaron los actores (individuos), instituciones (centros de enseñanza e investigación), la producción del área y la constitución de redes académicas temáticas. Para ello, realizamos entrevistas y recogimos información de revistas, cursos de grado y posgrado en bases de datos oficiales y páginas de las asociaciones profesionales. Se construyó un panorama general de este proceso en la región para puntualizar el avance en Argentina, Brasil y México a partir de estas dimensiones, y hacer un balance general de la subárea en América Latina discutiendo la noción arraigada en la literatura sobre el atraso relativo del campo.

Summary The article determines the historical route of irrigation in Ecuador, the methods of administering the Tabacundo ditch and the start of the project of Riego Cayambe Pedro-Moncayo in the 20th century. The implications of the problematic management and provision of the irrigation service in this area have been established in the context of changes in legislation and institutions and a national economy dependent on international markets. The two models of administration of the Tabacundo ditch applied during the last century (local public and public community modality) and the modern project in the 70s determine specific characteristics and specificities that respond to the development of dairy farming and floral exports. The conflicts over water resources at the end of the 20th century are recognised for the local public sector in Tabacundo. Compared to the various irrigation consumers, some encouragement was received with the financing and start of construction of the Riego Cayambe-Pedro Moncayo Project. ; Resumen El artículo determina el recorrido histórico del riego en el Ecuador, las modalidades de administración de la acequia Tabacundo y el inicio del Proyecto de Riego Cayambe Pedro-Moncayo, en el siglo XX. Se establecen las implicaciones de la problemática gestión y prestación del servicio de riego en este territorio, en el marco de los cambios de legislación e institucionalidad y de una economía nacional dependiente de los mercados internacionales. Summary After the global crisis of 2008-2009, the international economy could not recover completely and there are indications that it is already in another depressive cycle. In this role, the main shortcomings of universal economic integration are examined. This shows cumulative trade misalignments which already transcend inconformities or unsustainability to the political sphere. Financial imbalances are also pointed out in terms of less aid to developing countries, the dangerous accumulation of corporate debts in addition to those of governments, the persistence of abnormal interest rates and the instability of stock exchange valuations and long-term government securities. The reduction in capital formation rates and the dynamic adjustment of industry are combined with other positive and negative factors in the process of integration and development of global markets. They are also addressed in the economic and social impact of the coronavirus pandemic, and substantive changes in US policy in its response to the anticipated recess of the international economy and the effects of the coronavirus pandemic. ; Resumen Después de la crisis global de 2008-2009, la economía internacional no pudo recuperarse por completo y hay indicios de que ya está inmersa en otro ciclo depresivo.
