In 1845-1846, British and French forces tried to break the fluvial routes into theterritories of Northeastern Argentina and Paraguay, where they intended to exchangegoods motivated by its free trade policy. These hostilities against the government ofthe Argentinean Confederation culminated in what is known as the Parana War. The strategy of the combined fleet included blocking the River Plate, four battles and severalskirmishes. All battles were fought on the shores of the Parana River, two of them, Vuelta de Obligado and El Tonelero in the Province of Buenos Aires. Within this scenario, themain defensive tactic adopted by the Confederation to prevent the enemy fleet navigate upstream the Parana River was emplacement coastal batteries in key places such ascliffs and beaches.Since 2000, the staff of the Programa Arqueología Histórica y Estudios Pluridisciplinarios (National University of Lujan) began the archaeological research andfeldwork excavations in the Vuelta de Obligado site. In this place, archaeological surveys,test pits and trenches, excavation of around 300 m2, and surface recovery of materials from the beaches, were carried out. Up to 2011 the excavations were focused on the areawhere the second battery was located. Nowadays, the feldwork is centered in a mound placed in the woods, and where the frst battery under the command of Colonel ÁlvaroAlzogaray would have been sited. In the latter, nine units of 2 x 4 m, and one of 3 x 5m, were open. Finds were done in a humus stratum of about 0.8 m thick, which has notshow noteworthy internal differences, and the materials were primarily concentrated in a deposit of about 0.3 m. The stratigraphic sequence contrast with that found in the second battery, where the archaeological remains were located in the junction of thehumus layer (from 0.08 to0.2 m) and the upper surface of the tosca-rock.The aim of this paper is to present the archaeological information and its analysisin cabinet. Moreover, it seeks to compare this data with that from the written and pictorial sources, in order to achieve a better understanding of the excavated area. Researchconducted so far indicate that the excavated sector corresponds to the occupation floor ofthe frst battery. Neste cenário, a principal tática defensiva adotada pela Confederação para impedir a passagem da frota inimiga foi a instalação de baterias em localizações-chavecomo as altas falésias e algumas praias. Desde 2000, através do Programa Arqueología Histórica y Estudios Pluridisciplinarios(Universidade Nacional de Luján), começamos a desenvolver pesquisas e campanhas de escavação arqueológica no sítio Vuelta de Obligado. Foram realizadas prospecções,sondagens e trincheiras exploratórias, foram escavados cerca de 300 m2 e recolhemos material nas praias. Até 2011 foi escavada a área ocupada pela segunda bateria.Atualmente, as escavações estão centradas em um terrapleno localizado no monte, ena área onde a primeira bateria, comandada pelo coronel Álvaro Alzogaray, teria sidocolocada. Nesta última localização foram abertas nove quadrículas de 2 m por 4 m, eoutra de 3 m por 5 m; além de várias extrações da camada de húmus de cerca de 0,80 m de espessura que não apresenta diferenças internas signifcativas. Os materiais estãoconcentrados, principalmente, dentro de uma fracção de cerca de 0,30 m. A sequência estratigráfca contrasta com a encontrada na segunda bateria, em que os materiaisarqueológicos estavam localizados no contato entre a base da camada de húmus (desde 0,08 m até cerca de 0,20 m) e o topo da camada de carbonato de cálcio.O objetivo deste trabalho é apresentar a informação arqueológica e a análiseno gabinete. Adicionalmente comparar a informação arqueológica obtida com a dos documentos escritos e pictóricos, a fm de alcançar uma melhor compreensão da áreaescavada nas falésias. As pesquisas realizadas até agora sugerem, em primeiro lugar, que o setor escavado corresponde à superfície de ocupação da primeira bateria, e, em segundo lugar, que as concentrações de materiais estão relacionadas com a forma em que os combatentes da Confederação colocaram as estruturas de defesa para se protegerdo fogo da frota anglo-francesa durante a batalha.

Здійснено аналіз становлення державної політики у сфері зайнятості населення; ідентифіковано структурно-функціональну роль держави у сфері формування та реалізації соціально-трудових відносин; класифіковано основні цілі, елементи, структурні рівні та комплекс заходів державної політики у сфері зайнятості; систематизовано основні функції сторін соціального партнерства, які забезпечують реалізацію відповідних заходів щодо забезпечення політики зайнятості; наведено основні технологічні прийоми реалізації цього виду політики, враховуючи національні особливості та відповідні показники економічного розвитку держави; охарактеризовано її інфраструктуру, яка забезпечує сталу динамічну рівновагу на ринку праці, що безпосередньо впливає на результативність державної політики у відповідній сфері; розроблено інструментарій регулювання та прогнозування ринку праці, який передбачає запровадження форм та методів управління системою зайнятості населення та регулювання трудових відносин, що слугує зниженню показників безробіття та підвищенню показників активної зайнятості населення серед різних демографічних груп. ; Problem setting. In conditions of the development of a postmodern state and the formation of a new type of economy, the formation of a state employment policy aimed at ensuring the creation of conditions for rational employment of the population plays a strategic role. This is directly because the social policy of the state, which is employment of the population in the center of, has a refrain to ensure stable livelihoods of society, the adoption of dynamic indicators of minimizing unemployment and achieving a balanced welfare. In view of this, the expediency of a comprehensive solution of problems of employment of the population is articulated.An analysis of recent research and publications where the solution of this problem was initiated and which the author relies on. In the context of the analysis of the methodology for the formation of public policy in the field of employment, destabilization of the main research approaches deserves special attention.Recent research and publications analysis. In today's conditions of social development, the state should retain coordinating and regulating functions in order to ensure the proper functioning of the sphere of employment of the population and overcoming unemployment. Such context prompts the state to abandon centralized management in order to form a new modern system of employment regulation, which main technological units would be the development of relevant laws, programs for stimulating employment, the conclusion of appropriate agreements between the parties of the social partnership concerning the formation of social and labor relations at national and regional levels. Namely the subjects of social and labor relations that must determine the structure and basic directions of employment of the population, the methodology of training of labor potential and increase its competitiveness in the domestic and global labor markets. In such a system of relations, the state acquires a strategic and technological status - ensuring coordination of social and labor relations between the relevant actors in the sphere of employment and creating the appropriate framework conditions for the effectiveness of the establishment and stability of the functioning of such relations.Highlighting previously unsettled parts of the general problems. The paper objective is to carry out a theoretical and methodological analysis of the formation of public policy in the field of employment of the population.Paper main body. The main object of the state policy in the field of employment is the regulation of relations, which foresees the formation of social partnership between its subjects functions structurally are divided according to the principle: 1) states (the highest authority); 2) enterprises (employers); 3) trade unions. Each of these subjects has its own functional toolkit.Measures for ensuring employment: investment and tax measures aimed at the efficient allocation of productive forces, increased labor mobility, entrepreneurship promotion, the creation of new technologies, new small enterprises, the application of flexible labor regimes (reduction of working hours, work at home, etc.) which contribute to the preservation and development of the system of workplaces; ensuring the rights and interests of employees through the improvement of legislation concerning employment of the population and labor, creation of favorable conditions at work; conducting analytical and scientific researches of the economic structure and forecasting changes in the quality and distribution of labor force; regulation of foreign economic activity in terms of attracting and using foreign labor force on the basis of quotation and licensing, as well as providing their citizens with the right to work abroad; assistance (on behalf of enterprises, institutions and organizations of all forms of ownership) if necessary, creation of additional workplaces, as well as improvement of working conditions in social production.Conclusions of the research and prospects for further studies. Thus, our analysis of the state policy in the field of employment made it possible to clearly identify the structural and functional role of the state in the field of formation and implementation of social and labor relations, on their basis the main objectives, elements, structural levels and a set of measures of state policy in the field of employment are classified, the main functions of social partnership parties are systematized, which ensure implementation of appropriate measures to ensure employment policy, the main technologies of implementation of such kind of policies are presented, taking into account national peculiarities and corresponding indicators of economic development of the state, its infrastructure is defined which provides a stable dynamic balance in the labor market, which directly influences the effectiveness of the state policy in the relevant sphere. On this basis, the toolkit for regulation and forecasting of the labor market was elaborated, which foresees the introduction of forms and methods for managing the employment of the population system and regulating labor relations, which serves to reduce unemployment rates and increase the rates of active employment among different demographic groups. This aspect lays the prospects for further development of this issue in the context of modern research approaches within the field of knowledge of public administration.

The goal of this work is to understand how deep the commercial war between North America and Europe regarding the use of growth hormones in food-producing animals impacted institutional history of global food trade regulation. Between 1980 and the contemporary period (2016), several crises revealed the atypical nature of the European Union ban. As a result, the European Union views legitimacy was contested in the globalization context. The conflict takes places in several arenas. First of all, it constitutes an issue for Europe, which strived to find an interinstitutional agreement on how to legislate on growth hormones at the European level during the 80ies. Then, it has been one of the most talked about disagreements of the General agreement on tariffs and trade (GATT) and the World trade organization (WTO) negotiations from 1987 onwards. Finally, it involves the CodexAlimentarius Commission, the international organization in charge of setting food standards. In each of these institutions, the beef-hormones conflict management goes with important institutional changes: new specific units, working principles and procedures were created. Thus, my work aimed to precisely describe what consequences the beef-hormones conflict might have had on any of these institutions. As a result, I show how this specific case contributed to the instauration of internationalfood trade regulation.My work relies on a socio-historical inquiry based on diverse and rich empirical data, in order to cover the three aforesaid institutions between 1980 and 2016. I constituted a documentary corpus from institutional archives, and I performed about thirty sociological interviews. I spent several hundreds of hours realizing ethnographing observation, most of which being facilitated by my belonging to the ministry of agriculture's services. Analysis of this data emphasizes the transforming role of the beef-hormones conflict at an international scale. The conflict first convinced all the stakeholders that it was crucial to strengthen supranational institutions (be it at the European or at the global level). It also allowed to test newly created instruments in their practical functioning. From this prospective, the beef-hormones conflict management reveals the different actors' internationalrelations perceptions and their evolution during the studied period. Finally, as the beef-hormones conflict has constituted a pattern to the establishment of negotiation strategies, it became a cultural reference structuring an international community. It is therefore a socializing factor.My inquiry also enables a better understanding of private actors' expectations about international regulation. Veterinary drug industries are actively involved in the institutional discussions surrounding the beef-hormones case, requesting for binding international food trade standards. They are more particularly interested in the activity of standard-setting bodies like Codex. This attitude indicates that those actors use global regulation instruments to advocate for their preferred collective action principles ; L'objectif de la thèse est de comprendre dans quelle mesure le conflit entre l'Amérique du Nord et l'Europe sur l'utilisation d'hormones de croissance en élevage a participé à l'histoire institutionnelle de la régulation du commerce mondial de denrées alimentaires. Entre 1980 et la période contemporaine (2016), plusieurs épisodes critiques ont mis en évidence la perspective atypique de l'Union européenne à l'égard de l'emploi de ces médicaments vétérinaires ainsi que la contestation suscitée par cette réglementation spécifique dans le cadre de la mondialisation commerciale. Ce conflit se joue sur plusieurs scènes : au sein de la Communauté européenne qui, pendant la décennie 1980, peine à trouver un accord interinstitutionnel quant à une législation commune sur les hormones de croissance ; dans le cadre du General agreement on tariffs and trade (GATT) puis del'Organisation mondiale du commerce (OMC) ; et enfin au sein du Codex Alimentarius, l'organisation internationale chargée d'élaborer des normes alimentaires. Dans chacune de ces instances, la gestion du conflit coïncide avec une phase importante du point de vue institutionnel : création d'organes spécifiques, nouveaux principes et procédures de travail. Dès lors, notre travail visait à détailler l'impact éventuel du conflit sur les hormones de croissance sur chacune de ces institutions ainsi quesur la façon dont, globalement, elles participent à la régulation du commerce international dans le domaine agroalimentaire.Notre travail s'est appuyé sur une enquête socio-historique utilisant un matériau riche et varié permettant de couvrir l'ensemble des institutions identifiées sur la période 1980-2016 : un corpus documentaire a été constitué grâce aux archives des différentes institutions, une trentaine d'entretiens semi-directifs ont été menés. Enfin, plusieurs centaines d'heures d'observationethnographique ont pu être réalisées, la plupart grâce à notre statut de fonctionnaire française du ministère de l'agriculture. Il met en évidence l'évolutivité des fonctions remplies par le conflit sur les hormones de croissance : celui-ci a en premier lieu permis de fédérer l'ensemble des acteurs concernés de la nécessité de renforcer les institutions supranationales, que ce soit à l'échelon européen ou international. Il a ensuite participé à l'élaboration concrète des institutions en permettant d'en tester les instruments au fur et à mesure de leur création, et ainsi, de permettre de réaliser les ajustements jugés nécessaires. De ce point de vue, la gestion du conflit sur les hormones révèle la perception des relations internationales des différents acteurs et sa variabilité temporelle. Enfin, constituant un paramètre pérenne que les acteurs intègrent à leur stratégie de négociationinternationale, le conflit sur les hormones est devenu un point d'ancrage autour duquel s'est structurée une communauté. Il doit ainsi être considéré pour son potentiel socialisateur.Notre enquête apporte également des informations concernant les attentes d'un certain nombre d'acteurs privés en termes de régulation internationale. Le cas des hormones mobilise l'attention des grandes firmes pharmaceutiques qui poussent à l'établissement de normes internationales contraignantes pour le commerce de produits agricoles et concentrent plus particulièrement leur action sur les instances productrices de normes (comme le Codex Alimentarius). Ce comportement semble indiquer que ces acteurs utilisent les instruments de régulation mondiale pour la diffusion de principes d'action publique.

The aim of the article is to present the social, economic and environmental conditions underlying food loss and waste. According to the United Nations Food and Agriculture Research Authority, every year 1.3 billion tonnes of food are wasted worldwide, while around 1 billion people suffer from malnutrition. In order to counteract these negative tendencies, the European Commission has developed a new European internet platform dedicated to counteracting food loss and food waste. The platform is intended to support all those who wish to engage in the efforts to eliminate food waste at all stages of production, to promote best market practices in agricultural activity and production, to monitor progress in combating food loss and food waste, and to encourage cross-sectoral cooperation. According to the author, although the measures taken by the European Union in this areadeserve to be welcomed, they are nevertheless inadequate. Food waste is a consequence of many factors that affect the final and actual value of a product. These include, in particular, the social and environmental costs generated by the production and transport of food, as well as costs associated with the process of preparing food for consumption. In order to counteract this situation, measures should be taken to introduce substantive changes in the way food is produced, processed, distributed and consumed, which would contribute to the creation of a more environmentally sustainable and socially responsible production process. ; El objetivo del artículo es presentar las condiciones sociales, económicas y ambientales que subyacen a la pérdida y el desperdicio de alimentos. Según la Autoridad de Investigación Agrícola y Alimentaria de las Naciones Unidas, cada año se desperdician 1.300 millones de toneladas de alimentos en todo el mundo, mientras que alrededor de 1.000 millones de personas padecen desnutrición. Para contrarrestar estas tendencias negativas, la Comisión Europea ha desarrollado una nueva plataforma de Internet europea dedicada a contrarrestar la pérdida y el desperdicio de alimentos. La plataforma está destinada a apoyar a todos aquellos que deseen participar en los esfuerzos para eliminar el desperdicio de alimentos en todas las etapas de la producción, promover las mejores prácticas de mercado en la actividad y producción agrícola, monitorear el progreso en la lucha contra la pérdida y el desperdicio de alimentos, y fomentar cooperación intersectorial. Según el autor, aunque las medidas adoptadas por la Unión Europea en este ámbito merecen ser bien recibidas, no obstante son insuficientes. El desperdicio de alimentos es consecuencia de muchos factores que afectan el valor final y real de un producto. Estos incluyen, en particular, los costos sociales y ambientales generados por la producción y transporte de alimentos, así como los costos asociados con el proceso de preparación de alimentos para el consumo. Para contrarrestar esta situación, se deben tomar medidas para introducir cambios sustantivos en la forma en que se producen, procesan, distribuyen y consumen los alimentos, lo que contribuiría a la creación de un proceso de producción más ambientalmente sostenible y socialmente responsable. ; Lo scopo dell'articolo è di presentare le condizioni sociali, economiche e ambientali della perdita e dello spreco di cibo. Secondo l'Organizzazione delle Nazioni unite per l'alimentazione e l'agricoltura, 1,3 miliardi di tonnellate di cibo sono sprecate in tutto il mondo e circa 1 miliardo di persone soffrono di malnutrizione. Per contrastare queste tendenze negative,la Commissione europea ha preparato una nuova piattaforma Internet europea dedicata alle questioni relative alla lotta contro la perdita e lo spreco alimentare. È una forma di sostegno per tutti i soggetti che operano per eliminare lo spreco alimentare in ogni fase di produzione, un luogo per divulgare le migliori pratiche di mercato nel campo della produzione agricola, uno strumento per monitorare i progressi nella lotta contro la perdita e lo spreco alimentare e una forma di incoraggiamento per avviare le cooperazioni intersettoriali. Secondo l'autrice, le azioni intraprese dall'Unione europea nell'ambito discusso meritano l'approvazione, tuttavia non sono sufficienti. Il fenomeno dello spreco alimentare è condizionato da molti fattori che influenzano la finale e reale qualità del prodotto. In particolare si tratta dei costi sociali e ambientali generati dalla produzione e dal trasporto, nonché in relazione al processo di preparazione degli alimenti per il consumo. Al fine di contrastare la situazione, andrebbero intraprese azioni volte a introdurre cambiamenti significativi nel modo in cui il cibo è prodotto, trasformato, distribuito e consumato, il che contribuirebbe a creare un processo produttivo più sostenibile dal punto di vista ambientale e socialmente responsabile. ; Celem artykułu jest przedstawienie społecznych, ekonomicznych i środowiskowych uwarunkowań utraty i marnowania żywności. Według Urzędu ds. Badań Żywności i Rolnictwa ONZ każdego roku na całym świecie marnuje się 1,3 miliarda ton żywności, a około 1 miliarda ludzi cierpi z powodu niedożywienia. Aby przeciwdziałać tym negatywnym tendencjom, Komisja Europejska stworzyła nową europejską platformę internetową, której celem jest przeciwdziałanie utracie i marnowaniu żywności. Platforma ma wspierać wszystkich, którzy chcą angażować się w działania na rzecz eliminacji marnowania żywności na wszystkich etapach produkcji, promować najlepsze praktyki rynkowe w działalności rolniczej i produkcji, monitorować postępy w zwalczaniu strat i marnotrawienia żywności oraz zachęcać do współpracy międzysektorowej. Zdaniem autorki, choć działania podjęte w tym zakresie przez Unię Europejską zasługują na pochwałę, to są one niewystarczające. Marnowanie żywności jest spowodowane przez wiele czynników, które wpływają na ostateczną i rzeczywistą wartość produktu. Należą do nich koszty społeczne i środowiskowe generowane przy produkcji i transporcie żywności, a także koszty związane z procesem przygotowania żywności do spożycia. Aby temu przeciwdziałać, należy podjąć działania mające na celu wprowadzenie istotnych zmian w sposobie produkcji, przetwarzania, dystrybucji i konsumpcji żywności, które przyczyniłyby się do powstania bardziej zrównoważonego środowiskowo i odpowiedzialnego społecznie procesu produkcji.

In order to improve the economic situation of the country, a series of provisions were applied, laws were reformed and new ones were created, which has had repercussions in the different commercial sectors and one of the most affected was the automotive sector since its levels of profitability were diminished, the main cause of this was the fiscal pressure and strong tax burden applied to new vehicles, which led to a decrease in the sector business by not being able to meet their projections and budgets. For the present study, the research population was the legal companies dedicated to the commercialization of new vehicles from the city of Ambato, from which the necessary financial information was compiled through the databases and information portals of the web pages of the government control agencies. Analyzed the information was determined a decrease of the levels of sales of the sector in a 25% with regard to the year 2015; the behavior of business growth also showed negative results in sales, profits and expansion. As for the units sold, they decreased by 28%, with regard to profits, they also had negative results, the gross profit in sales decreased by 20%, the profit before taxes decreased by 40% and the same happened with the net profit of the exercise in 43%; in this way the profitability of the sector was also affected the gross margin varied by -9% and the net margin decreased by 40%, similar behavior had the financial return in -100%, the return on the asset and on the equity decreasing each one approximately 54%. And in the aspect of expansion, which refers to the growth of the company in personnel decreased by 7%, the assets decreased by 2% and the equity a difference of -3%. Thus, the tax burden experienced by the sector affected its profitability since, although it is true that sales decreased taxes increased, that is, there was no proportionality, ending with an increase in the impact of the tax burden by 15%, even though Operating income of the sector had a considerable decrease. Bearing in mind that the business activity of the automotive sector is highly influenced by external factors totally beyond the control of the managers of the companies, the efforts to improve the general situation of the entity should be focused within it, so that the adoption of an administrative model of operational and financial efficiency becomes a need for entities, which will seek a sustainable organizational development through the joint collaboration of all its employees, in order to achieve growth even in adverse situations. ; Con el objeto de mejorar la situación económica del país, se aplicaron una serie de disposiciones, reformado leyes y creado otras nuevas, lo cual ha tenido repercusiones en los diferentes sectores comerciales y uno de los mayores afectados fue el sector automotriz puesto que sus niveles de rentabilidad se vieron disminuidos, la causa principal de esto fue la presión fiscal y fuerte carga impositiva aplicada a los vehículos nuevos lo que desembocó en un decrecimiento empresarial del sector al no poder cumplir sus proyecciones y presupuestos. Para el presente estudio la población de investigación fueron las empresas jurídicas dedicadas a la comercialización de vehículos nuevos de la ciudad de Ambato, de las que se recopiló la información financiera necesaria a través de las bases de datos y portales de información de las páginas web de los organismos de control gubernamental. Analizada la información se determinó una disminución de los niveles de ventas del sector en un 25% con respecto al año 2015; el comportamiento del crecimiento empresarial también arrojó resultados negativos en ventas, ganancias y expansión. En cuanto a las unidades vendidas decrecieron en un 28% , en lo que se refiere a las ganancias de igual forma tuvieron resultados negativos, la ganancia bruta en ventas disminuyó en un 20%, la utilidad antes de impuestos decreció en un 40% y lo mismo ocurrió con la utilidad neta del ejercicio en un 43%; de esta forma la rentabilidad del sector también se vio afectada el margen bruto varió en -9% y el margen neto disminuyó en un 40%, comportamiento similar tuvieron la rentabilidad financiera en -100%, la rentabilidad sobre el activo y sobre el patrimonio reduciéndose cada una en un 54% aproximadamente. Y en el aspecto de la expansión, que se refiere al crecimiento de la empresa en personal decreció en un 7%, los activos disminuyeron en un 2% y el patrimonio una diferencia de -3%. Así la carga impositiva experimentada por el sector afectó a su rentabilidad puesto que, si bien es cierto las ventas disminuyeron los impuestos crecieron, es decir no hubo proporcionalidad, terminando en el aumento del impacto de la presión fiscal en un 15%, aun cuando los ingresos operacionales del sector tuvieron un decremento considerable. Teniendo presente que la actividad empresarial del sector automotriz se encuentra altamente influenciada por factores externos totalmente fuera del control de los directivos de las empresas, los esfuerzos por mejorar la situación general de la entidad deben enfocarse al interior de la misma, por lo que la adopción de un modelo administrativo de eficiencia operativa y financiera se vuelve una necesidad para las entidades, el mismo que procurará un desarrollo organizacional sostenible a través de la colaboración conjunta de todos sus colaboradores, con el objeto lograr un crecimiento aún en situaciones adversas.

The goal of this work is to understand how deep the commercial war between North America and Europe regarding the use of growth hormones in food-producing animals impacted institutional history of global food trade regulation. Between 1980 and the contemporary period (2016), several crises revealed the atypical nature of the European Union ban. As a result, the European Union views legitimacy was contested in the globalization context. The conflict takes places in several arenas. First of all, it constitutes an issue for Europe, which strived to find an interinstitutional agreement on how to legislate on growth hormones at the European level during the 80ies. Then, it has been one of the most talked about disagreements of the General agreement on tariffs and trade (GATT) and the World trade organization (WTO) negotiations from 1987 onwards. Finally, it involves the CodexAlimentarius Commission, the international organization in charge of setting food standards. In each of these institutions, the beef-hormones conflict management goes with important institutional changes: new specific units, working principles and procedures were created. Thus, my work aimed to precisely describe what consequences the beef-hormones conflict might have had on any of these institutions. As a result, I show how this specific case contributed to the instauration of internationalfood trade regulation.My work relies on a socio-historical inquiry based on diverse and rich empirical data, in order to cover the three aforesaid institutions between 1980 and 2016. I constituted a documentary corpus from institutional archives, and I performed about thirty sociological interviews. I spent several hundreds of hours realizing ethnographing observation, most of which being facilitated by my belonging to the ministry of agriculture's services. Analysis of this data emphasizes the transforming role of the beef-hormones conflict at an international scale. The conflict first convinced all the stakeholders that it was crucial to strengthen supranational institutions (be it at the European or at the global level). It also allowed to test newly created instruments in their practical functioning. From this prospective, the beef-hormones conflict management reveals the different actors' internationalrelations perceptions and their evolution during the studied period. Finally, as the beef-hormones conflict has constituted a pattern to the establishment of negotiation strategies, it became a cultural reference structuring an international community. It is therefore a socializing factor.My inquiry also enables a better understanding of private actors' expectations about international regulation. Veterinary drug industries are actively involved in the institutional discussions surrounding the beef-hormones case, requesting for binding international food trade standards. They are more particularly interested in the activity of standard-setting bodies like Codex. This attitude indicates that those actors use global regulation instruments to advocate for their preferred collective action principles ; L'objectif de la thèse est de comprendre dans quelle mesure le conflit entre l'Amérique du Nord et l'Europe sur l'utilisation d'hormones de croissance en élevage a participé à l'histoire institutionnelle de la régulation du commerce mondial de denrées alimentaires. Entre 1980 et la période contemporaine (2016), plusieurs épisodes critiques ont mis en évidence la perspective atypique de l'Union européenne à l'égard de l'emploi de ces médicaments vétérinaires ainsi que la contestation suscitée par cette réglementation spécifique dans le cadre de la mondialisation commerciale. Dès lors, notre travail visait à détailler l'impact éventuel du conflit sur les hormones de croissance sur chacune de ces institutions ainsi quesur la façon dont, globalement, elles participent à la régulation du commerce international dans le domaine agroalimentaire.Notre travail s'est appuyé sur une enquête socio-historique utilisant un matériau riche et varié permettant de couvrir l'ensemble des institutions identifiées sur la période 1980-2016 : un corpus documentaire a été constitué grâce aux archives des différentes institutions, une trentaine d'entretiens semi-directifs ont été menés. Enfin, plusieurs centaines d'heures d'observationethnographique ont pu être réalisées, la plupart grâce à notre statut de fonctionnaire française du ministère de l'agriculture. Il met en évidence l'évolutivité des fonctions remplies par le conflit sur les hormones de croissance : celui-ci a en premier lieu permis de fédérer l'ensemble des acteurs concernés de la nécessité de renforcer les institutions supranationales, que ce soit à l'échelon européen ou international. Il a ensuite participé à l'élaboration concrète des institutions en permettant d'en tester les instruments au fur et à mesure de leur création, et ainsi, de permettre de réaliser les ajustements jugés nécessaires. De ce point de vue, la gestion du conflit sur les hormones révèle la perception des relations internationales des différents acteurs et sa variabilité temporelle. Enfin, constituant un paramètre pérenne que les acteurs intègrent à leur stratégie de négociationinternationale, le conflit sur les hormones est devenu un point d'ancrage autour duquel s'est structurée une communauté. Il doit ainsi être considéré pour son potentiel socialisateur.Notre enquête apporte également des informations concernant les attentes d'un certain nombre d'acteurs privés en termes de régulation internationale. Le cas des hormones mobilise l'attention des grandes firmes pharmaceutiques qui poussent à l'établissement de normes internationales contraignantes pour le commerce de produits agricoles et concentrent plus particulièrement leur action sur les instances productrices de normes (comme le Codex Alimentarius). Ce comportement semble indiquer que ces acteurs utilisent les instruments de régulation mondiale pour la diffusion de principes d'action publique.

В роботі доведено, що сталий розвиток держави неможливо забезпечити без створення умов сталого розвитку її адміністративно-територіальних одиниць на основі моделі, складовими якої є економічна, соціальна та екологічна складові. Обґрунтована необхідність зосередження уваги на екологічній складовій. Показано, що одними із найважливіших еколого-економічних інструментів природоохоронної діяльності в Україні є екологічний податок та збір за забруднення довкілля. За результатами аналізу динаміки збору за забруднення навколишнього середовища встановлено, що останніми роками знизились обсяги викидів забруднюючих речовин. Встановлено, що зростання обсягів екологічного податку у доходах місцевих бюджетів у 2015 році пов'язано із початком децентралізації та здійсненими змінами у Податковому кодексі. Доведено, що уповільнення темпів зростання надходження екологічного податку до місцевих бюджетів є наслідком неефективної системи наповнення бюджетів об'єднаних територіальних громад (ОТГ) та місцевих бюджетів. Проведена оцінка рівень розвитку економічного механізму регулювання і стимулювання раціонального природокористування на основі показників природоохоронного фінансування. Здійснений аналіз динаміки зміни обсягів видатків на охорону навколишнього середовища. Встановлено, що видатки зведеного бюджету України на охорону навколишнього природного середовища щорічно зростають, але темпи цього зростання нівелюються інфляційними чинниками. Встановлено, що наявне уповільнення темпів фінансування з державного бюджету з одночасним збільшенням фінансування з місцевих бюджетів. Це дало підстави стверджувати, що створені ОТГ більш виважено ставляться до екологічної політики та необхідності фінансування природоохоронних заходів. Досліджено взаємозв'язок між надходженням екологічного податку до бюджетів та динамікою видатків на природоохоронні заходи. Встановлено, що динаміка надходження екологічного податку до бюджету не співпадає з динамікою видатків бюджету на охорону навколишнього середовища. Це свідчить про недосконалість регуляторних механізмів екологічної політики як на рівні держави, так і на рівні окремих територій. Доведена необхідність розроблення методологічних підходів до обґрунтування ефективних напрямів реалізації державної політики у сфері охорони довкілля на рівні ОТГ, рекомендацій з їх наукового супроводу, опрацювання комплексу заходів щодо їх упровадження та вдосконалення чинної організаційно-правової бази. Проведений аналіз динаміки та джерел фінансування капітальних та поточних інвестицій у охорону навколишнього середовища. Показано, що динаміка темпів зростання капітальних інвестицій є нестабільною, внаслідок чого відсутні кардинальні зміни екологічної ситуації у країні. Показано, що темпи зростання поточних інвестицій є несуттєвими, на рівні офіційного рівня інфляції, що знижує їх економічну ефективність. Проведений аналіз структури джерел фінансування капітальних та поточних інвестицій у природоохоронну діяльність. Отримані результати підтвердили зроблені висновки щодо нефективність державної політики здійснення капітальних інвестицій у природоохоронні заходи. ; In work is proved, that it is impossible to ensure sustainability development of the state without creation of conditions of sustainability development of administrative - territorial units on the basis of model, which components is to economic, social and ecological structure by. The proved necessity of a concentration of attention on an ecological component. Is shown, that one of major ecological-economic tools of nature protection activity in Ukraine are the ecological tax and tax for pollution of an environment. By results of the analysis of dynamics of the tax for pollution of an environment is established, that last years the volumes of emissions of polluting substances have decreased. Is established, that the increase of volumes of the ecological tax in the incomes of the local budgets in 2015 is connected to the beginning of decentralization and brought in changes in the Tax code. Is proved, that the delay of rates of growth of receipt of the ecological tax in the local budgets is by a consequence of inefficient system of filling of the budgets of the incorporated territorial communities (ITC) and local budgets. The estimation a level of development of the economic mechanism of regulation and stimulation rational nature usage is carried out on the basis of parameters of nature protection financing. The analysis of dynamics of change of volumes of the charges on protection of an environment is carried out. Is established, that the charges of the budget of Ukraine grow by protection of environmental natural environment annually, but rates of this growth reduce meaning by the inflationary factors. Is established, that there is a delay of rates of financing from the state budget with simultaneous increase of financing from the local budgets. It has given the bases to assert, that created IТC more is weighed concern to ecological politics and necessity of financing of nature protection measures. The interrelation between receipt of the ecological tax in the budgets and dynamics of the charges on nature protection measures is investigated. Is established, that dynamics of receipt of the ecological tax in the budget does not coincide with dynamics of the charges of the budget on protection of an environment. It testifies to imperfection regulating mechanisms of ecological politics, both on the equal states, and at a level of separate territories. The necessity of development of the methodological approaches to a substantiation of effective directions of realization of state politics in sphere of protection an environment at a level IТC, recommendations for their scientific support, development of a complex of measures on their introduction and improvement of working organization-legal base is proved. The analysis of dynamics both sources financing of the capital and current investments in protection of an environment is carried out. Is shown, that dynamics of rates of growth of the capital investments is astable, owing to what there are no cardinal changes of an ecological situation in the country. Is shown, that the rates of growth of the current investments are insignificant, at a level of an official rate of inflation, which reduces their economic efficiency. The analysis of structure of sources financing of the capital and current investments in nature protection activity is carried out. The received results have confirmed the made conclusions concerning an inefficiency of state politics of realization of the capital investments in nature protection measures.

Se analizan los principios de universalidad, integración y par condicio creditorum desde un punto de vista comparado entre los ordenamientos de referencia. La legislación española, y más concretamente la Ley 22/2003 se puede considerar la norma de base sobre la cual se implementa la comparación con la Legge Fallimentare y la doctrina italiana. Después de haber confrontado en el primer capítulo estos sistemas en lo que respecta al tratamiento jurídico de la insolvencia, también desde el punto de vista historiográfico, hemos dividido las cuestiones principales en otros tres capítulos, que responden respectivamente a cada uno de los axiomas estudiados. La preocupación que empuja a investigar sobre estas cuestiones, abstractas en Derecho concursal, es la idea de que se trata de un sector del Derecho que aunque ha experimentado un desarrollo importante en cuanto a su aplicación, sufre de una importante falta de congruencia a nivel teórico. En este sentido, creemos que es necesario separar tres realidades diversas: el empleo de todos los bienes del deudor en el contexto de un procedimiento de insolvencia (sobre todo si es liquidadora), la agrupación de los acreedores en una comunidad de pérdidas y consecuentemente el sometimiento a las reglas del concurso para satisfacer sus créditos y el criterio de la igualdad en el reparto final del activo, es decir, en el reparto de esas pérdidas. El nexo que une los argumentos de la tesis viene dado por la necesidad de asegurar la efectividad del procedimiento y de resolver la confusión entre principios. Desde ese punto de vista, hemos estudiado estos principios y sus excepciones tanto en el Derecho español como en el italiano; investigando sobre la posibilidad de mejorar el tratamiento jurídico de la insolvencia a partir de normas y criterios que se han desarrollado en el Derecho comparado. ; In particolare, si analizzano i principi di universalità, concorsualità e par condicio creditorum da un punto di vista comparato tra gli ordinamenti suddetti. La legislazione spagnola, e più concretamente la Legge 22/2003 si può considerare la norma di riferimento sulla quale si implementa la comparazione con la Legge Fallimentare e la dottrina italiana. Dopo aver confrontato nel primo capitolo questi sistemi per il trattamento giuridico dell'insolvenza anche dal punto di vista storiografico (concurso e fallimento come figure attuali più rilevanti per ogni paese), abbiamo suddiviso le questioni principali in altri tre capitoli, che rispondono rispettivamente a ognuno degli assiomi studiati (universalità, concorsualità e par condicio creditorum). La preoccupazione che spinge a ricercare su queste vicende, un po' astratte nel Diritto concorsuale, è la nostra considerazione circa il sistema fallimentare come un settore del Diritto che sebbene abbia avuto un incremento importante quanto alla sua applicazione, soffre però una mancanza di congruenza a livello teorico. In questo senso, crediamo che sia necessario separare tre realtà diverse: l'uso di tutti i beni del debitore nel contesto di una procedura concorsuale (soprattutto se è liquidatoria), l'inserimento dei creditori in una comunità di perdite e di conseguenza la sottomissione alle regole del concorso per soddisfare i loro crediti, e il criterio della eguaglianza nel riparto finale dell'attivo, cioè nel riparto di quelle perdite. Il nesso che unisce gli argomenti della tesi è costituito dall'idea che sia necessario assicurare l'effettività delle procedure e risolvere il problema della confusione tra i principi. Quindi, dal punto di vista della effettività del Diritto concorsuale abbiamo studiato questi principi e le loro eccezioni sia nel modello spagnolo, sia in quello italiano; investigando sulla possibilità di migliorare il trattamento giuridico dell'insolvenza a partire da norme e criteri che si sono sviluppati nel Diritto comparato. ; In particular, the principles are analyzed from a comparative point of view between the aforementioned systems. The Spanish legislation, the Law 22/2003, can be considered the reference norm on which the comparison with the Bankruptcy Law and the Italian doctrine is implemented. After comparing these systems for the legal treatment of insolvency in the first chapter, also from an historical point of view (concurso and fallimento as the most relevant current figures for each country), we have divided the main issues into three other chapters, which respond to each of the studied axioms (universalità, concorsualità and par condicio creditorum). The concern that pushes us to investigate these occurences, a bit abstract in the bankruptcy law, is our consideration about the bankruptcy system as a sector of law which, although significantly increasing in its application, suffers from a lack of congruence at the theoretical level. In this light, we believe it necessary to separate three different realities: the use of all of the debtor's assets in the context of a bankruptcy procedure, the insertion of creditors into a community of losses and consequently the submission to the rules of the competition to meet their claims, and the criterion of equality in the final allocation of the assets, that is, in the allocation of those losses. The link that unites the arguments of the thesis is constituted by the idea that it is necessary to ensure the effectiveness of the procedures and to solve the problem of the confusion between principles. So from the point of view of effectiveness of bankruptcy law we have studied these principles and their exceptions both in the Spanish model and in the Italian one; investigating the possibility of improving the legal treatment of insolvency on the basis of the rules and criteria developed in comparative law

Розглянуто проблеми та перспективи розвитку фінансової децентралізації в Україні. Здійснено аналіз основних показників надходжень до місцевих бюджетів під час проведення фінансової децентралізації. Розроблено пропозиції щодо подальшого здійснення реформ у сфері ефективного використання коштів місцевими органами влади. Обґрунтовано напрями щодо удосконалення відносин між державою та місцевими органами влади у процесі реалізації фінансової децентралізації та її наступних етапів. ; Problem setting. Financial decentralization is an important part of the reforms implemented in this area, which is based on fiscal and tax decentralization. The implementation of transformation changes related to increasing the efficiency of financial resources redistribution at the local level is accompanied by the fact that local issues often raise, which are related to the necessity to increase own funds, optimize revenue and expenditure of budgets, ensure an adequate level of autonomy in the management of finances, etc. These and other issues require special attention from different levels of government, managers, community, academics and society as a whole.Recent research and publications analysis. The issue of financial decentralization is being studied by many scholars, based on its multifaceted and multidimensional nature. In particular, these are such researchers as N. Buck, O. Boiko, H.Vozniak, O. Zvarych, O. Lunina, V. Mamonova, B. Malyniak, A. Melnychuk, P.Ostapenko, I. Patoka, L. Taranhul and others. The issue of financial decentralization is being studied by them deeply enough, but the constant development of society, the incompleteness of reforms in this area, the need for adaptation of Ukrainian realities to European standards requires further thorough scientific research and generalizations.Highlighting previously unsettled parts of the general problem. The purpose of the article is to determine the peculiarities of the implementation of financial decentralization at the present stage, its advantages and disadvantages and to develop on this basis the proposals for further implementation of reforms in the field of efficient use of funds by local authorities in the context of financial decentralization.Paper main body. In the process of studying the regulatory framework, which became the basis for the implementation of the decentralization reform, it was noted that the adoption of the above-mentioned legislative acts provides an opportunity to discuss the idea of a sufficient basis for implementation of reforms in the area of overcoming the problems associated with the insufficient amount of own financial resources of local budgets.The analysis of revenues and running costs of local budgets in Ukraine during financial decentralization was made and it was ascertained that local budget revenues for four years, starting from 2014, increased almost 2.4 times. It is noted that local authorities are directly interested in increasing revenues to local budgets, in implementing measures to find reserves for their filling and improving the efficiency of administration of taxes and fees. It is determined that in 2017 we managed to achieve a significant result – the share of financial resources, which local budgets are receiving from the State Budget reached almost 50%.It is determined that the main advantages of financial decentralization are the financial autonomy of territorial communities in providing their citizens with public goods; creating conditions for better meeting the needs of the local population; increasing the responsibility of local authorities to the population of the respective administrative-territorial units; stimulating the public sector to respond to citizens' demands; formation of an effective system of financial equalization in order to stimulate the development of territories; the growth of competences and qualifications of local authorities in the process of solving the issues of development; balancing the power at different levels of management. There are revealed the following drawbacks of financial decentralization as a complication of the process of redistribution of financial resources through the budget and managing the budget process in general; complexity of coordination of local problems of territorial communities with macroeconomic problems of the country; the emergence of regional fiscal discrepancies; reduction of centralized budget control over the formation and efficient allocation of budgetary resources; restriction of centralized equalization of income and expenditure parts of the budgets of territorial communities. It has been proved that the complication of the process of redistribution of financial resources through the consolidated budget of the country is one of the main shortcomings of financial decentralization at present and is one of the problems of managing the budget process in general.It is determined that in order to minimize the disadvantages of financial decentralization, it is necessary to: eliminate the disadvantages of forming local budgets in order to increase the autonomy of local authorities; create conditions for local authorities to effectively carry out functions of public authority; maximally take into account the needs of the community in the process of distributing and redistributing financial resources; clearly define which functions of the state are expedient to perform centrally, and which are decentralized; unify the legislation and eliminate duplication of functions of state and local authorities; facilitate the transition to a new paradigm of public administration, in which the authorities of different levels will not be opposed to each other, but will function on the principles of harmonization and a clear division of functions and powers. It has been shown that these and other actions will contribute to the further effective development of the reform of financial decentralization and the use of finances of communities with the maximum result.Conclusions of the research and prospects for further studies. There is a necessity to conclude that the conduct of financial decentralization promotes the making of more rightful and better quality managerial decisions on the distribution of financial resources at the level of separate territories. This reform should ensure the fullest possible consideration of interests of the communities by saving and efficient use of budgetary funds in the context of providing public services to the population.

One of the most important directions for solving the problem of improving the process of providing geospatial information on the systems of command and control of troops and weapons is the implementation into the practice of the Armed Forces of Ukraine management of military information systems (MIS), representing software and hardware complexes, that was designed to collect, process, store, analyze, simulation and visual display of geospatial information necessary to support decision-making on military command in peacetime and wartime, and tactics digital (electronic) cards and perform military applications (settlement) problems associated with the assessment of operational and tactical planning properties of the terrain and the use of force (means). To this end, the author proposes a conceptual model of a specialized geoinformation system in this article. This model allows us to combine into a single whole the views of researchers on the creation and operation of specialized geoinformation system. In the course of the study, classic methods of analysis and synthesis, methods of decomposition, mathematical statistics, modeling, complex technical systems, and others were used. As a result of the research carried out in the article, the author obtained a conceptual model of a specialized geoinformation system. The given model makes it possible to combine separate theoretical researches, to supplement and improve them and to enter a new scientific level. The proposed research may become a new scientific basis for the development and improvement of existing specialized geoinformation system. The author's proposed model allows describing the functioning of individual subsystems of a specialized geoinformation system, as a whole, and individual subsystems. The practical implementation of the above conceptual model of MIS will provide the provision of geoinformational resources to all information necessary for the management of troops and weapons. A distinctive feature of MIS will be the differentiation of the provision of geospatial data for various parts of the control of troops and weapons systems. In other words, this or that unit of military control will be provided only by the set of geospatial data that is necessary and sufficient for the purpose of the task. ; Одним из важнейших направлений решения задачи совершенствования процесса обеспечения геопространствен-ной информации систем управления войсками и оружием является внедрение в практику управления Вооруженных Сил Украины геоинформационных систем (ГИС) военного назначения, представляющие собой программно-аппаратные комплексы, предназначенные для сбора, обработки, хранения, анализа, моделирования и наглядного отображения геопространственной информации, необходимой для поддержки принятия решений по управлению войсками в мирное и военное время, а также создание цифровых (электронных) карт и выполнения военно-прикладных (расчетных) задач, связанных с оценкой оперативно-тактических свойств местности и планированием применения сил (средств). С этой целью в указанной статье автором предложена концептуальная модель геоинформационной системы специального назначения. Указанная модель позволяет объединить в единое целое взгляды исследователей по созданию и эксплуатации геоинформационных систем специального назначения. В ходе проведенного исследования использовались классические методы анализа и синтеза, методы декомпозиции, математической статистики, моделирования, сложных технических систем и др. По результатам проведенного в статье исследования автором получены концептуальную модель геоинформационной системы специального назначения. Указанная модель позволяет объединить отдельные теоретические исследования, дополнить и усовершенствовать их и выйти на новый научный уровень. Данное исследование может стать новым научным основанием при разработке новых и совершенствовании существующих геоинформационных систем специального назначения. Предложенная автором модель позволяет описать функционирование отдельных подсистем геоинформационной системы специального назначения как в целом и отдельные подсистемы. Практическая реализация рассмотренной выше концептуальной модели ГИС обеспечит предоставление потребителям геоинформационных ресурсов всей информации, необходимой для управления войсками и оружием. Отличительной особенностью ГИС станет дифференцированность предоставления геопространственных данных для различных звеньев управления войсками и системами вооружения. Иначе говоря, тот или иной орган военного управления будет обеспечиваться только тем комплектом геопространственных данных, необходимый и достаточный для решения задач по назначению. ; Одним з найважливіших напрямків вирішення завдання удосконалювання процесу забезпечення геопросторовою інформацією систем управління військами та зброєю є впровадження в практику управління Збройними Силами України геоінформаційних систем (ГІС) військового призначення, що представляють собою програмно-апаратні комплекси, призначені для збору, обробки, зберігання, аналізу, моделювання та наочного відображення геопросторової інформації, необхідної для підтримки прийняття рішень по управлінню військами в мирний і воєнний час, а також створення цифрових (електронних) карт і виконання військово-прикладних (розрахункових) завдань, пов'язаних з оцінкою оперативно-тактичних властивостей місцевості й плануванням застосування сил (засобів). З цією метою в зазначеній статті автором запропоновано концептуальну модель геоінформаційної системи спеціального призначення. Зазначена модель дозволяє поєднати в єдине ціле погляди дослідників щодо створення та експлуатації геоінформаційних систем спеціального призначення. За результатами проведеного в статті дослідження автором отримано концептуальну модель геоінформаційної системи спеціального призначення. Зазначене дослідження може стати новим науковим підґрунтям при розробці нових та удосконаленні існуючих геоінформаційних систем спеціального призначення. Запропонована автором модель дозволяє описати функціонування окремих підсистем геоінформаційної системи спеціального призначення як в цілому та і окремі підсистемами. Практична реалізація розглянутої вище концептуальної моделі ГІС забезпечить надання споживачам геоінформаційних ресурсів всієї інформації, необхідної для управління військами й зброєю. Відмінною рисою ГІС стане диференційованість надання геопросторових даних для різних ланок управління військами та системами озброєння. Інакше кажучи, той або інший орган військового керування буде забезпечуватися тільки тим комплектом геопросторових даних, що необхідний і достатній для рішення завдань за призначенням.

В роботі доведено, що сталий розвиток держави неможливо забезпечити без створення умов сталого розвитку її адміністративно-територіальних одиниць на основі моделі, складовими якої є економічна, соціальна та екологічна складові. Обґрунтована необхідність зосередження уваги на екологічній складовій. Показано, що одними із найважливіших еколого-економічних інструментів природоохоронної діяльності в Україні є екологічний податок та збір за забруднення довкілля. За результатами аналізу динаміки збору за забруднення навколишнього середовища встановлено, що останніми роками знизились обсяги викидів забруднюючих речовин. Встановлено, що зростання обсягів екологічного податку у доходах місцевих бюджетів у 2015 році пов'язано із початком децентралізації та здійсненими змінами у Податковому кодексі. Доведено, що уповільнення темпів зростання надходження екологічного податку до місцевих бюджетів є наслідком неефективної системи наповнення бюджетів об'єднаних територіальних громад (ОТГ) та місцевих бюджетів. Проведена оцінка рівень розвитку економічного механізму регулювання і стимулювання раціонального природокористування на основі показників природоохоронного фінансування. Здійснений аналіз динаміки зміни обсягів видатків на охорону навколишнього середовища. Встановлено, що видатки зведеного бюджету України на охорону навколишнього природного середовища щорічно зростають, але темпи цього зростання нівелюються інфляційними чинниками. Встановлено, що наявне уповільнення темпів фінансування з державного бюджету з одночасним збільшенням фінансування з місцевих бюджетів. Це дало підстави стверджувати, що створені ОТГ більш виважено ставляться до екологічної політики та необхідності фінансування природоохоронних заходів. Досліджено взаємозв'язок між надходженням екологічного податку до бюджетів та динамікою видатків на природоохоронні заходи. Встановлено, що динаміка надходження екологічного податку до бюджету не співпадає з динамікою видатків бюджету на охорону навколишнього середовища. Це свідчить про недосконалість регуляторних механізмів екологічної політики як на рівні держави, так і на рівні окремих територій. Доведена необхідність розроблення методологічних підходів до обґрунтування ефективних напрямів реалізації державної політики у сфері охорони довкілля на рівні ОТГ, рекомендацій з їх наукового супроводу, опрацювання комплексу заходів щодо їх упровадження та вдосконалення чинної організаційно-правової бази. Проведений аналіз динаміки та джерел фінансування капітальних та поточних інвестицій у охорону навколишнього середовища. Показано, що динаміка темпів зростання капітальних інвестицій є нестабільною, внаслідок чого відсутні кардинальні зміни екологічної ситуації у країні. Показано, що темпи зростання поточних інвестицій є несуттєвими, на рівні офіційного рівня інфляції, що знижує їх економічну ефективність. Проведений аналіз структури джерел фінансування капітальних та поточних інвестицій у природоохоронну діяльність. Отримані результати підтвердили зроблені висновки щодо нефективність державної політики здійснення капітальних інвестицій у природоохоронні заходи. ; In work is proved, that it is impossible to ensure sustainability development of the state without creation of conditions of sustainability development of administrative - territorial units on the basis of model, which components is to economic, social and ecological structure by. The proved necessity of a concentration of attention on an ecological component. Is shown, that one of major ecological-economic tools of nature protection activity in Ukraine are the ecological tax and tax for pollution of an environment. By results of the analysis of dynamics of the tax for pollution of an environment is established, that last years the volumes of emissions of polluting substances have decreased. Is established, that the increase of volumes of the ecological tax in the incomes of the local budgets in 2015 is connected to the beginning of decentralization and brought in changes in the Tax code. Is proved, that the delay of rates of growth of receipt of the ecological tax in the local budgets is by a consequence of inefficient system of filling of the budgets of the incorporated territorial communities (ITC) and local budgets. The estimation a level of development of the economic mechanism of regulation and stimulation rational nature usage is carried out on the basis of parameters of nature protection financing. The analysis of dynamics of change of volumes of the charges on protection of an environment is carried out. Is established, that the charges of the budget of Ukraine grow by protection of environmental natural environment annually, but rates of this growth reduce meaning by the inflationary factors. Is established, that there is a delay of rates of financing from the state budget with simultaneous increase of financing from the local budgets. It has given the bases to assert, that created IТC more is weighed concern to ecological politics and necessity of financing of nature protection measures. The interrelation between receipt of the ecological tax in the budgets and dynamics of the charges on nature protection measures is investigated. Is established, that dynamics of receipt of the ecological tax in the budget does not coincide with dynamics of the charges of the budget on protection of an environment. It testifies to imperfection regulating mechanisms of ecological politics, both on the equal states, and at a level of separate territories. The necessity of development of the methodological approaches to a substantiation of effective directions of realization of state politics in sphere of protection an environment at a level IТC, recommendations for their scientific support, development of a complex of measures on their introduction and improvement of working organization-legal base is proved. The analysis of dynamics both sources financing of the capital and current investments in protection of an environment is carried out. Is shown, that dynamics of rates of growth of the capital investments is astable, owing to what there are no cardinal changes of an ecological situation in the country. Is shown, that the rates of growth of the current investments are insignificant, at a level of an official rate of inflation, which reduces their economic efficiency. The analysis of structure of sources financing of the capital and current investments in nature protection activity is carried out. The received results have confirmed the made conclusions concerning an inefficiency of state politics of realization of the capital investments in nature protection measures.

Об'єктом дослідження є комплекс теоретичних та практичних аспектів організації управління готельно-ресторанним господарством в різних регіонах України. Найбільш проблемними місцями є відсутність стратегічного планування на більшості готельно-ресторанних підприємствах, неузгодження планів розвитку окремих регіонів із потребами та сучасними реаліями, і неефективне використання трудових ресурсів.В ході дослідження використовувалися загальнонаукові методи аналізу: економіко-статистичні методи збору та обробки інформації, методи порівняльного, системного, якісного SWOT-аналізу, а також абстракції.Для ефективного впровадження інновацій необхідною є співпраця між турагенствами та готельно-ресторанними підприємствами, органами влади і державного самоврядування. Підвищення конкурентоспроможності і зміцнення позицій на ринку послуг можливо завдяки розвитку «зеленого туризму», етнотуризму, послуг із креативними творчими складовими та доброзичливою толерантною атмосферою. Для цього необхідно розширити асортимент послуг та їх якість, покращити інформатизацію на всіх етапах. Необхідним є врахування менталітету гостей та бажання їх отримати максимальне задоволення і користь від подорожі. Маркетингові стратегії повинні мати етапи, які легко контролюються та, за необхідністю, корегуються. Така побудова розвитку індустрії гостинності має підсилити комплексність та індивідуальність сервісу. Розширення спектру засобів розміщення (апартаменти, вілли, будинки для відпочинку, заміські та гостьові будинки, шале тощо) дозволяє якнайкраще зорієнтувати різні групи туристів та урізноманітнити види відпочинку. Підкреслюється важливість підсилення, особливо на регіональному рівні роботи громадських організацій. Спілка готельєрів повинна займати більш активну позицію для лобіювання законодавчих ініціатив, бути ланкою, що об'єднує підприємців та органи місцевого влади в питаннях стратегічного розвитку регіонів. Практичне значення одержаних результатів полягає у розробці наукових та практичних підходів до ефективної організації готельно-ресторанного господарства в різних регіонах України з огляду на роботу сталих підприємств. Расширение спектра средств размещения (апартаменты, виллы, дома для отдыха, загородные и гостевые дома, шале и тому подобное) позволяет как можно лучше сориентировать разные группы туристов и разнообразить виды отдыха. Подчеркивается важность усиления, особенно на региональном уровне, работы общественных организаций. Союз отельеров должен занимать более активную позицию для лоббирования законодательных инициатив, быть звеном, которое объединяет предпринимателей и органы местного власти в вопросах стратегического развития регионов. Практическое значение полученных результатов заключается в разработке научных и практических подходов к эффективной организации гостинично-ресторанного хозяйства в разных регионах Украины, с учетом опыта устойчиво развивающихся предприятий. The biggest problems are the lack of strategic planning for most hotel and restaurant enterprises, the lack of coordination of development plans of individual regions with the needs and current realities, and the inefficient use of labor resources.The research used general scientific methods of analysis: economic and statistical methods of information collection and processing, methods of comparative, systemic, qualitative SWOT-analysis, as well as abstractions.For effective introduction of innovations necessary is collaboration between travel agency and by hotel-restaurant enterprises, organs of power and state self-government. Increasing the competitiveness of hotel and restaurant enterprises and strengthening their positions in the market of services is possible thanks to the development of «green tourism», ethno-tourism, services with creative components and a benevolent tolerant atmosphere.For this purpose it is necessary to extend the assortment of services and their quality, improve informatization on all stages. A necessity is an account of mentality of guests and desire of them to get maximal pleasure and benefit from a trip. Marketing strategies must have the stages that are easily controlled and, after a necessity, add to the changes. Such construction of development hospitality industry must strengthen a complexity and individuality of services. Expansion of spectrum of facilities of placing (suites of rooms, villas, houses for rest, out-of-town and guest houses, chalet and others like that) allows as good as possible to orientate the different groups of tourists and diversify the types of rest. Importance of strengthening is underlined, especially at regional level of work of public organizations. The union of proprietors of hotels must occupy more active position for lobbying of legislative initiatives, to be a link that unites businessmen and organs local power in the questions of strategic development of regions. The practical value of the got results consists in development of the scientific and practical going near effective organization of hotel-restaurant economy in the different regions of Ukraine, taking into account work of permanent enterprises. Drawn conclusion and recommendations can be basis for forming of strategic directions of the rational use of hotel-restaurant resources.

During the economic transition the agricultural sector of Albania has changed significantly. This process continues parallel with global trends of periods of relative consolidation. The diversity of farm types is increasing in terms of both their production structure and production organization. Even though the farms are still small in terms of the average size, there is an increasing tendency of fallow land, due to emigration and migration of the rural population. This is mainly due to traditions, because households composed of several families use greater parts of farm land for subsistence. Farm size and fragmentation - Albania has a very large number of farms per unit surface area compared to other countries in the EU. The size variation differs according to regions: In average it is as follows: -higher in Western and South-Eastern Albania - in Fier 1.64 ha / farm; in Korçë 1.48. - smaller in Northern and North-Eastern regions -in Kukes 0.62 ha / farm. According to official statistics the size of farm plots increased from 0.20 ha plots in 2000 to 0.26 ha in 2011; which is equal to nearly 30% in a decade. But the total average size of field plots, in general is still too small to justify the intensification of production by replacing hands with machines. The crop pattern and crop rotation schemes significantly affect farm efficiency; it is dominated by wheat, corn, hay, vegetables, beans, potatoes, and orchards; the latter has a significant trend in favour of nut plants; while the cultivation of cotton, sugar beet, tobacco, rice, rape-seed, etc. is almost at a standstill in Albania. These changes result from: -farmers' freedom in decision making according to market signals; -inefficient state support systems aiming at revitalising promising markets, which also led to: *a destruction of the processing industries for tobacco, cotton, rice, vegetable oils, sugar; *the loss of traditional export markets; *misallocation of financial resources. The transition from a central, planned economy to a market economy led to a general production fall in Albania, including agriculture. The specific contribution of agriculture to the GDP went down from 54.6 % in 1995 to 28.1 % in 2000, and has stabilised at this level, while the sector growth is estimated by about 3.6% per annum. Nearly 48.7% of the population in 2012 lives in rural areas where agriculture is the main source for both subsistence and income. In general, the cropping area for annual cultures decreased, except for wheat, vegetables and potatoes, while the area for forage as well as fruit trees increased. Actually, half of the cultivated cropping areas consist of fodder crops, which constitute also the high share of subsistence farming. In general, livestock is the most important agricultural sector in Albania. Its production value reached ALL 180,072 million, which equals to about Euro 1.3 bn. Animal products are a major component of self-consumption. Traditionally milk and its products in Albania are primary products also due to favourable natural conditions. Cattle are dominant in the low lands, while on the mountainous area sheep and goats. About 54.3% of the animal husbandry output is for subsistence. The dairy sector is particularly undergoing a continuous modernisation process. Due to the high number of investments being implemented along the dairy value chain, there is a very good product range in the markets, but there is also the risk of over-capacities. This may lead to a price war: increasing milk prices for the producers but decreasing consumer prices for the processors. There seems to be a strong need for collaboration and co-operation in the sector in order to meet / keep food safety standards. This might become a major subject for Albanian Government in the on-going process of becoming a EU member. Annual average milk yield per cow is approximately 2600 l. These tendencies in the ruminant livestock affected meat production; these categories are stagnating while pork and poultry production started to increase during the last ten years. A niche market for Albanian farmers is lamb market on the eve of religious holidays, and for export. Also due to political influence orchards are increasing in terms of size and productivity. The output growth over the decade 2000 to 2010 is estimated about 234%. Despite this significant progress, it is estimated that the surface of vineyards and pergola is still far from that of 1990s, and because of this, the potential for export markets is not utilised. The Albanian export -import balance for agro-food commodities is negative; 1/9.5. In general, the sector's competitiveness is low due to the lack of sufficient knowledge; e.g. as how to use up-to-date inputs or establish input supply and marketing co-operatives. The production systems are preconditioned by factors such as 1) Traditions, 2) Family demands, and 3.) use of surpluses and seasonal produce to generate additional cash income. Because of this, there is a large overhanging of unemployed labour force. Within the production structure on arable land, the dominating crop is winter wheat followed by corn. Among the higher value cash crops, water melons, beans and potatoes have the largest shares. Disadvantageous as to several aspects, is the almost complete disappearance of technical cultures of crop rotation over the last 20 years; e.g. sunflower or tobacco. Unfortunately; the statistical database is weak and partly inconsistent for getting realistic information about yields in dt/ ha or profitability estimates. No wonder that these facts leave their imprint on the health of workers, and hence the stress in the workplace, reflected on his personal life. If you think the theme is not very important, then nothing. In fact, stress at the workplace – this is a plague of our time, which leads to a rather sad consequences and it should be fought. Currently, many workers are facing psychological and physical pressure, to match the today's employment rate. Here and physiological risks, such as the competition in the labor market, its constant growth, expectations from workers more and more high productivity and working hours, forcing the work literally at wear, all this contribute to the emergence situations of tension and worsen health. Today stress, associated with work is really recognized by a global problem and keenly interested in as researchers and psy-chologists, doctors and even politicians. The influence of stress on safety implementation of works for today is defined global problem, concerning the working people of all professions and occupations, as in developed countries and those in developing countries. Therefore it is important to unite and find mutually beneficial and really working solution. Stress in the workplace can undermine not only the health of the worker, but also the «health» of the entire company no worse than industrial accident, although this condition does not apply to professional diseases, but contributes to their appearance.
