Der Bericht versucht die Beantwortung zweier Fragen: 1. War das Europäische Währungssystem (EWS) bisher ein Erfolg, und in welchem Maße hat es die Wirtschaftspoltik der Mitgliedsländer beeinflußt? 2. Welche Kosten und welcher Nutzen erwachsen voraussichtlich Großbritannien durch Einbeziehung seiner Währung in den Wechselkursmechanismus des EWS? Die Analyse der Argumente zeigt, daß die abschließende Empfehlung zur Beibehaltung des Status quo auf ausschließlich politischen, nicht veröffentlichten Überlegungen beruhen muß; ökonomische Gründe können dafür nicht länger angeführt werden.
