Comprehensive services, including employment/vocational interventions, family therapy, medical care, and case management, have been shown by the literature to be critical elements of programs that provide effective treatment for substance abusers. Despite clear research findings, clients are often unable to obtain needed adjunctive services at their clinics. When services are not provided on site, clients typically are not effectively placed for services at other agencies. This article reviews the recent literature on comprehensive services as elements of substance abuse treatment, focusing on four areas that the National Institute on Drug Abuse (NIDA) has established as priorities for health services research: (a) the effectiveness and outcomes of treatment services, (b) the organization and management of treatment services, (c) the actual availability of services to clients, and (d) the impact of managed care on the provision of adjunctive treatment services. Recommendations are also made for future research, and policy implications are discussed.

The Growth Management Consensus Project (GMCP) was an 18-month effort from the time the participation of stakeholders was first sought, in which representatives of virtually all the major interests came together to build consensus on basic features for statewide legislation on growth management. The group achieved a remarkable amount of mutual understanding and agreement among most of the players in view of the complexity of the issues, the range of highly adversarial interests, and the short 10 months of actual meetings. The project produced a 28-page report2 outlining a wide range of issues and principles on which there was substantial agreement among most players. These "emerging" agreements helped to shape participants' views and the positions of the interest groups they represented, both during and after the process. While the group produced no specific legislative recommendations a number of the "emerging" agreements they reached were incorporated into pending legislation. The participants also influenced legislative and executive deliberations as they testified in public hearings and as their staff lobbied in the following year.

Electroencephalography (EEG) can be used as an
indicator of fatigue. Several studies have shown that
slow wave brain activities, delta (0-4 Hz) and theta (4-
8 Hz), increase as an individual becomes fatigued,
while the fast brain activities, alpha (8-13 Hz) and beta
(13-35 Hz), decrease. However, an EEG is a complex
piece of equipment that is generally used in laboratory
based studies. In order to develop a fatigue
countermeasure device for train drivers using EEG,
there is a need for a simple and wireless EEG monitor.
This paper explains the development of a single
channel wireless EEG device.
