The Meaning of the Phrase "Degrading Act" in the Criminal Offense of Insulting the President or Vice President

This study examines Law No 1 of 2023 concerning the Indonesian Criminal Code, mainly focusing on the provision regarding the insult of the President and/or Vice President in Article 218, paragraph 1. The research employs a normative juridical approach, explicitly analyzing the grammatical interpretation of the phrase "Degrading Act". The findings indicate that the "Degrading Act" encompasses actions that disrupt judicial processes, threaten judges, and insult the judiciary. This includes defacement, writing, drawing, or damaging national symbols, even when such actions deviate from their intended form, size, or colour. Notably, the study demonstrates that the categorization of the "Degrading Act" extends beyond mere legal definitions, encompassing considerations of societal propriety. By providing a comprehensive analysis of the legal and societal dimensions of insulting state leaders, this research contributes to a more nuanced understanding of the evolving legal landscape in Indonesia. Furthermore, the study offers a clearer understanding of the legal aspects concerning insults towards state leaders and contributes to the changing legal landscape in Indonesia.
Juridical Overview of the Authority for the Confiscation of Evidence in the Code of Criminal Procedure and Book II of the Technical Guidelines for Administration and Technical Guidelines for General and Special Criminal Court Proceedings of the Indonesia Supreme Court

This study aims to conduct a juridical review of the authority to seize evidence as regulated in the Indonesian Criminal Procedure Law (KUHAP) and Book II of the Technical Guidelines for the Administration and Technicalities of General and Special Criminal Justice by the Supreme Court. The research involves the analysis of legal texts, namely KUHAP and relevant technical guidelines, and the review of pertinent literature. The research findings reveal that the Supreme Court clearly outlines the authority to seize evidence in the Indonesian criminal procedure in KUHAP and Book II of the Technical Guidelines for the Administration and Technicalities of General and Special Criminal Justice. However, certain ambiguities and variations in interpretation exist in its practical implementation. Therefore, there is a need for harmonisation and refinement of regulations and an enhancement of the understanding and awareness among legal practitioners regarding the authority to seize evidence. This research contributes significantly to understanding the role of evidence seizure in the Indonesian criminal justice system. It could improve legal practices related to the exercise of this authority.
Colonel Muhammadin and Aman Nyerang's Fight against the Dutch in Gayo Alas 1910-1950
The purpose of this study was to inform two warrior figures from Gayo, Colonel Muhammadin and Aman Nyerang who had not been recorded in the previously published historiography of the Aceh war. It was important regarding the dimension of the Aceh War which did not cover the coastal area, but also penetrat-ed into Gayo and Alas Land. The researchers conducted several colonial data searches to find the war activities of Colonel Muham-madin and Aman Nyerang. Several annual reports of the colonial government, namely the Koloniaal Verslag and Dutch-language newspapers, were two important sources. The collected sources were then verified through external and internal criticism, until a selected source was found. The available data were then critically read and analyzed to obtain information to answer problems being investigated. The study found out that both figures used different war strategies against the colonials. Aman Nyerang was a fighter who liked guerrilla tactics and used close range attacks armed with a dagger or machete. Muhammadin was a warrior figure who adopted modern war strategies, because he had received Japanese military education. He used such strategies in ambushing the enemy, including by placing snipers in his troops. Colonel Muhammad and Aman Nyerang in the Gayo war had an important role in defending the Aceh re-gion from Dutch rule. Therefore, the roles of both figures need to be recorded in the historiography using social history perspective to provide more comprehensive information for the next generation.

This article aims to examine the forms of religious experience of the ummah when Muslims live as a minority. Through a sociological approach, qualitatively, this study conducted by observations and in-dept interviews with key figures about religiosity, tolerance, and harmonious relations between religions. The results of the study found that Penyengat Village maintains the religious freedom of its people, and customary stakeholders uphold the principles of togetherness and tolerance. The condition of religious development in the religious community is going well. Under customary protection holders and local governments, Muslim minorities living in a multicultural society can enjoy the freedom and live in harmony ; Artikel ini bertujuan untuk mengkaji bentuk pengalaman keberagamaan umat ketika kaum Muslim hidup sebagai minoritas. Melalui pendekatan sosiologis, secara kualitatif, penelitian ini melakukan observasi dan wawancara mendalam kepada tokoh-tokoh kunci tentang praktik religiusitas, toleransi. dan harmoni hubungan antar agama. Hasil penelitian menemukan bahwa Kampung Penyengat menjaga kebebasan beragama masyarakatnya dan pemangku adat sangat menjunjung tinggi azaz kebersamaan dan Toleransi. Kondisi pembangunan keberagamaan dalam keagmaan umat berjalan dengan baik. Di bawah perlindungan pemangku adat dan pemerintah setempat, Muslim minoritas yang hidup di tengah masyarakat multikultural dapat menikmati kebebasan dan terjalin secara harmonis.

THE INFLUENCE OF PARENTING, TEACHER'S PERSONALITY, PEER CONFORMITY AND ISLAMIC SCHOOL CULTURE ON THE STUDENT'S EXTRAVERSION PERSONALITY AT SMP IT NURUL ILMI MEDAN, INDONESIA
This study aims to describe the factors forming the extraversion personality of students at Nurul Ilmi Middle School Medan. The research sample consisted of 60 students taken with Simple Random Sampling techniques from all classes. This research is a quantitative descriptive research that is to find out the value of variables independently with correlation techniques. The instruments used in this study were the scale of big five personality, the scale of parenting, the scale of the teacher's personality, the scale of peer conformity and the scale of school culture. The results of the study using multiple linear regression analysis showed that democratic parenting provided the most effective contribution in shaping the extraversion of students compared to other variables. While the teacher personality variables and permissive parenting contributes negatively to the formation of students' extraversion personalities. Thus, it can be concluded that increasing democratic parenting, peer conformity, and school culture can shape the personality of students' extraversion is increasing. Article visualizations:

Analysis of Budget Development Disaster Management in The Central Aceh District Disaster Management Agency

The purpose of this study is to examine and identify how the process of budgeting and budget allocation for programs and activities related to disaster management managed by the Central Aceh District Disaster Management Agency. This research is descriptive research using a qualitative method approach. From the research, it was found that the budgeting process of disaster management in the Central Aceh District Disaster Management Agency had been running well and in accordance with the applicable laws and regulations, with the composition of mitigation financing, which was 6.40% in 2014, 0.11 percent in 2015, 5.17% in 2016 5.38% in 2017 and 3.82% in 2018. For emergency response programs, the budget and financing are not budgeted into the budget of the Central Aceh District Disaster Management Agency, but rather into the eyes of the budgetary funds ready use the Regional Government of Central Aceh Regency, which at any time can be used according to the needs in accordance with the scale of the disaster and real needs in the field. The dominance of budget absorption is still widely used for routine office financing of 26% in 2014, 2.74% in 2015, 3.56% in 2016, 24.46% in 2017 and 39.43% in 2018.

HUBUNGAN I MANYAMBUNGI DI KERAJAAN BALANIPA DENGAN TUMAPPA'RISI KALLONNA DARI KERAJAAN GOWA PADA ABAD XVI
Hubungan antara Kerajaan Balanipa dengan Kerajaan Gowa pada masa pemerintahan I Manyambungi meliputi dua hal yakni; hubungan kekerabatan dan hubungan politik. Hubungan kekerabatan diperoleh pada saat I Manyambungi menikah dengan anak dari Karaeng Suria yang juga masih merupakan kemanakan raja Gowa. Adapun menyangkut hubungan politik bisa kita cermati dari beberapa ikrar yang melibatkan Kerajaan Balanipa dan Kerajaan Gowa perihal untuk selalu menjaga hubungan baik dan juga selalu berkomunikasi manakala dua kerajaan tersebut mendapat ancaman dari kerajaan lain. Hubungan antara Kerajaan Balanipa dengan Kerajaan Gowa ternyata membawa pengaruh yang besar bagi Kerajaan Balanipa. Ilmu dan pengalaman yang diperoleh I Manyambungi sewaktu tinggal di Kerajaan Gowa pada akhirnya sangat membantunya dalam usahanya memimpin Kerajaan Balanipa. Adapun bagi Kerajaan Gowa, hubungan dengan Kerajaan Balanipa di Mandar dapat membawa keuntungan darisegi ekonomi atau perdagangan dengan melalui jalur laut.Kata Kunci: Hubungan I Manyambungi, Kerajaan Balanipa, Tumappa'risi Kallonna ,Kerajaan Gowa Pada Abad XVI

Ekspansi Kerajaan Gowa-Tallo Ke Limae Ajatappareng Abad XVI
Penelitian ini bertujuan untuk mengetahui tentang ekspansi kerajaan Gowa-Tallo ke Limae Ajatappareng dengan menguraikan gambaran umum Gowa-Tallo dan Limae Ajatappareng, latar belakang penyebab terjadinya ekspansi, bentuk-bentuk ekspansi, serta dampak ekspansi bagi masing-masing pihak. Hasil penelitian menunjukkan bahwa, Ekspansi kerajaan Gowa-Tallo ke Limae Ajatappareng dimulai pada masa pemerintahan Karaeng Tunipallangga (1546-1565) yang berawal dari keinginan untuk mengembangkan perekonomian dan perdagangan maritim. Ekspansi ini bukan hanya semata-mata ekspansi fisik, namun juga dalam bentuk penguasaan perekonomian dan pertalian darah melalui perkawinan politik. Ekspansi ini bertujuan agar bandar kerajaan Gowa-Tallo dapat berkembang mengalahkan pesaingnya sehingga mengindikasikan bahwa motif utama dari ekspansi ini adalah terkait dengan masalah perekonomian. Berdasarkan hasil penelitian, maka dapat disimpulkan bahwa pada akhirnya kerajaan Gowa-Tallo berhasil mengamankan suplai bahan pangan, serta berhasil memajukan bandar kerajaannya. Keberhasilan ekspansi ini ditandai dengan semakin ramainya bandar kerajaan Gowa-Tallo yang bertahan hingga puluhan tahun sebelum penguasaan oleh VOC pada abad XVII. Penelitian ini menggunakan metodologi penelitian sejarah yang meliputi heuristik yaitu tahapan pengumpulan data, kritik sumber yang bertujuan untuk menilai sumber yang tersedia, interpretasi yaitu menafsirkan sumber dan data yang tersedia, serta historiografi sebagai langkah akhir yakni menyajikan data menjadi satu tulisan sejarah utuh. Metode pengumpulan data yaitu dengan mengumpulkan sumber-sumber pustaka baik buku ataupun arsip-arsip serta wawancara terhadap peneliti-peneliti yang memiliki kajian yang berkaitan sebagai pelengkap dari data-data yang telah diambil sebelumnya.Kata Kunci : Ekspansi, Limae Ajatappareng, Gowa-Tallo Abstract This research aims to know about the expansion of Gowa-Tallo kingdom to Limae Ajatappareng by elaborating the overview of Gowa-Tallo and Limae Ajatappareng, the background of the cause of expansion, expansion forms, and impact Expansion for each party. The results showed that, Gowa-Tallo Kingdom expansion to Limae Ajatappareng began during the reign of Karaeng Tunipallangga (1546-1565) which originated from the desire to develop the economy and maritime trade. This expansion is not merely a physical expansion, but also in the form of economic mastery and blood connection through political marriage. This expansion is aimed at making the Gowa-Tallo royal port able to develop to defeat its competitors, thus indicating that the main motive of this expansion is related to economic problems. Based on the research, it is concluded that the Gowa-Tallo kingdom was finally able to secure the supply of food, and managed to advance its royal port. The success of the expansion was characterized by the growing port of Gowa-Tallo, which lasted for decades before mastering by VOC in the 17th century. This research uses a history research methodology which includes a heuristic that is the stage of data collection, criticism of sources aimed at assessing the available sources, interpretation of which is interpreting the source and data available, as well as historiography as the final step of presenting the data into a single historical inscription intact. The method of data collection is by collecting the library resources both books and archives as well as interviews to researchers who have related studies as a complement of the data that has been taken before.Keywords : Expansion, Limae Ajatappareng, Gowa-Tallo

This research aims to analyze on a measuring instrument for peace in Indonesia, not only measure conflict resolution but also the prevention of conflict. Measuring instrument that will be created is intended to make the Indonesia Peace Index as analytical framework of conflict and peace, especially in Indonesia. Research design using qualitative descriptive study approach. The results of this study indicate that the DKI Jakarta and Papua is a region with the highest intensity conflict. Moreover, the conflict is the dominant social conflict with the highest actors as perpetrators of conflict is the public, this is due to structural factors are still frequently occur and not be solved completely by the government.
