Rule and Rupture - State Formation Through the Production of Property and Citizenship examines the ways in which political authority is defined and created by the rights of community membership and access to resources.-Combines the latest theory on property rights and citizenship with extensive fieldwork to provide a more complex, nuanced assessment of political states commonly viewed as "weak," "fragile," and "failed"--Contains ten case studies taken from post-colonial settings around the world, including Cambodia, Nepal, Indonesia, Afghanistan, Rwanda, Somalia, Democratic Republic of Congo, Colombia, and Bolivia -Characterizes the results of societal ruptures into three types of outcomes for political power: reconstituted and consolidated, challenged, and fragmented -Brings together exciting insights from a global group of scholars in the fields of political science, development studies, and geography.

The Politics of Possession investigates how struggles over access to resources and political power constitute property and authority recursively. Such dynamics are integral to state formation in societies characterized by normative and legal pluralism. The history of land control in Indonesia is overwhelmingly one of colonial conquest, government enclosure and expropriation of traditional property rights. However, beneath these great transformations, counter-currents also flow. Encroachment on state land and its gradual privatization by ordinary people sometimes gnaw at government property. Through a series of small, sometimes innocuous actions, people manage to undo the previous ownership regime. This article shows how settlers over a period of some 30 years – through a strategic mixture of civic disobedience and civic compliance – managed to appropriate, formalize and effectively privatize land belonging to the stateowned railway company in the city of Bandung. ABSTRACTIn this introduction we argue that access and property regarding natural resources are intimately bound up with the exercise of power and authority. The process of seeking authorizations for property claims also has the effect of granting authority to the authorizing politico‐legal institution. In consequence, struggles over natural resources in an institutionally pluralist context are processes of everyday state formation. Through the discussion of this theoretical proposition we point to legitimizing practices, territoriality and violence as offering particular insights into the recursively constituted relations between struggles over access and property regarding natural resources, contestations about power and authority, and state formation.

The expansion of capitalism produces contests over the definition and control of resources. On a global scale, new patterns of resource exploration, extraction, and commodification create new territories. This takes place within a dynamic of frontiers and territorialization. Frontier dynamics dissolve existing social orders—property systems, political jurisdictions, rights, and social contracts—whereas territorialization is shorthand for all the dynamics that establish them and re-order space anew. Frontier moments offer new opportunities, and old social contracts give way to struggles over new ones. As new types of resource commodification emerge, institutional orders are sometimes undermined or erased, and sometimes reinterpreted, reinvented, and recycled. New property regimes, new forms of authority, and the attendant struggles for legitimacy over the ability to define proper uses and users follow frontier moments. The drawing of borders and the creation of orders around new resources profoundly rework patterns of authority and institutional architectures. We argue that the territorialization of resource control is a set of processes that precedes legitimacy and authority, fundamentally challenging and replacing existing patterns of spatial control, authority, and institutional orders. It is dynamics of this sort that the articles in this collection explore: the outcomes produced in the frontier space, the kinds of authority that emerge through control over space and the people in it, and the battles for legitimacy that this entails.
