The employability of an aging population in a world of continuous and biased technical change is top of the political agenda. Due to endogenous human capital depreciation the effective retirement age is often below statutory retirement age resulting in permanent non-employability of older workers. We analyze this phenomenon in a putty-putty human capital vintage model and focus on education and the speed of human capital depreciation. Introducing a two-stage education system with initial schooling and lifelong learning, not even lifelong learning turns out to be capable of aligning economic and statutory retirement. However, well designed education programs will keep more workers in highly productive activities at the end of their working life, and hence will substitute for simple social transfers, or for an early switch towards very low paid jobs.

AbstractAn important process step in carbon fiber production is the stabilization of the pan precursor fiber, which makes it infusible and incombustible. This article gives a market overview of the carbon fiber producers relating to their used oxidations oven and of market of oxidations oven itself. All six industrially available oxidation oven types are described and an overview of the oven supplier is given. The analysis of the oxidation oven market shows that only three out of six oxidation oven technologies are used for large‐volume production. CtE is currently the most widely used oven technology with approximately 55%. Since 2014, CF demand has been growing faster than the expansion of production capacities. A shortage is predicted within the next 5 years. In addition, the production capacities of existing CF lines have stagnated at an average of 1.5 kt*a−1 since the last 10 years. To meet the increasing CF demand in the coming years, various options are available: (1) Increasing large‐tow production, (2) Increasing process speed (3) Increasing the loading factor (4) Increasing with of oxidation oven.

Das Thema Bildung und Wirtschaftswachstum hat Tradition. Während in den sechziger Jahren die Impulse direkt aus der Wachstumstheorie kamen, sind es heute zahlreiche Teilströmungen der Bildungsökonomie, die die Klammer zwischen Humanressourcen und Produktivitätswachstum neu beleben. Die in diesem Band zusammengefaßten Beiträge, die im Bildungsökonomischen Ausschuß 1996 in Mannheim präsentiert wurden, unternehmen den Versuch, das bisweilen etwas eklektische Wechselspiel zwischen Bildung und Wirtschaftswachstum durch einige institutionelle, empirische und theoretische Mosaiksteine weiterzuentwickeln. -- Der Band beginnt mit einem Übersichtsartikel von H.-J. Bodenhöfer und M. Riedel. Die Autoren arbeiten nicht nur die sich im Zeitablauf wandelnde theoretische Einschätzung der Bedeutung des Faktors Bildung für gesamtwirtschaftliche Zusammenhänge heraus, sondern sie stellen die Theorieentwicklung auch in einen direkten Kontext zur empirischen Wirtschaftsforschung. Die im Eröffnungsbeitrag aufgeworfene Frage nach einer möglichen internationalen Konvergenz der Wachstumsraten wird von A. A. Weber aufgegriffen und einer empirischen Prüfung unterzogen. Der Autor kommt zu dem Schluß, daß die vorhandene empirische Evidenz zur Untermauerung des Zusammenhangs zwischen Bildungsniveau und Wirtschaftswachstum nicht sehr robust ist. W. Pfähler, C. Clermont und U. Hofmann verlassen die bisherige Vogelperspektive und präsentieren eine konkrete Fallstudie. Ihren Ergebnissen zufolge übt das Humankapital keinen signifikanten Produktivitätseinfluß aus: Die anhand der durchschnittlichen Hochschulausgaben je Student gemessene Qualität der Hochschulausbildung stehe in keiner Beziehung zur Arbeitsproduktivität. T. Gries, S. Jungblut und H. Meyer gehen in einer theoretischen Untersuchung der Frage nach, ob es einen bildungsökonomisch begründeten Zusammenhang zwischen Produktivitätswachstum und Unterbeschäftigung gibt. Aus einer differenzierten Beantwortung dieser Frage leiten die Autoren wichtige Aufgabenfelder für die Bildungspolitik ab und diskutieren mögliche Effekte einer berufsbegleitenden Fortbildung. B. U. Wigger und R. K. von Weizsäcker skizzieren in ihrer theoretischen Studie ein öffentliches Bildungsprogramm, das insbesondere dem Unsicherheitsaspekt privater Ausbildungsinvestitionen Rechnung trägt. AbstractCarbon fibers and their composites have attracted much attention in recent years and are being used in an increasing number of industries. However, due to the high production costs of carbon fibers and the complex manufacturing process of composites, their use in large series applications is still limited. The main cost driver in carbon fiber manufacturing is the production of the precursor fiber, with polyacrylonitrile (PAN) being the prevailing feedstock today. Approximately 50% of the production cost of carbon fibers is related to the precursor fiber. For this reason, the use of a new precursor material offers enormous cost‐saving potential. Polyethylene (PE) is a promising alternative to PAN due to its high carbon content, low cost, high availability, and melt processability. This study reviews the research and development activities on PE‐based carbon fibers. The manufacturing of the precursor fiber and its conversion process into a carbon fiber are discussed. The review also provides an overview of published information on concepts for commercial production of PE‐based carbon fibers and various cost models.

In the new global economy, more countries have opened up to international competition and rapid capital flows. However, in the triad the process of globalization is rather asymmetric. With a rising role of multinational companies there are favorable prospects for higher global growth and economic catching-up, respectively. Theoretical analysis suggests key ingredients of sustained growth, but there is also a new concept of a long-term equilibrium income gap in which convergence is rather unlikely. The analysis also picks up European and US labor market issues in the context of economic globalization and raises the question of which EU policies in the field of labor market reform and of innovation policies are adequate
